"Quebec Iron Ore Limited (QIO), a subsidiary of Champion Iron Limited (Champion), secured assets in early 2016 from the previous Bloom Lake operations in the heart of the Labrador Trough region of Northern Quebec, Canada. A plan was developed to bring the Bloom Lake facility back in operation once the iron ore market conditions improved. The project restart involved several aggressive moves to change operational effectiveness, one of which was the utilization of the existing Phase 1 Plant with an upgraded process flowsheet and equipment. The production target was 7.4 million tonnes per annum of 66% iron ore concentrate with an approximate 10% increase in iron ore recovery. The Phase 1 upgraded flowsheet was initially based on review of historical Phase 1 data and pilot testing data undertaken during the original Phase 1 operation and was finalized once additional metallurgical test work and process modeling was carried out by Mineral Technologies in late 2016. The final upgraded flowsheet is comprised of rougher spirals, rougher middling scavenging spirals, and an up-current classifier (UCC) with overflow scavenging spiral stage. A portion of the gravity circuit tailings treated by a series of wet high intensity magnetic separators (WHIMS) to boost overall iron recovery. This paper will describe the efforts taken to test and design the Bloom Lake Phase 1 upgraded flowsheet and report on the plant performance since commissioning in first quarter of 2018.SITE HISTORY The Bloom Lake iron mine property is located approximately 13 km north of Fermont, Quebec, and 10 km north of the Mont Wright iron ore mining complex, property of ArcelorMittal Mines Canada. The Bloom Lake mine facilities include a 32 km railway to efficiently transport the high-quality iron concentrate to a loading port located in Sept-Iles, Quebec. The Bloom Lake property was first explored in 1951 and went through multiple minor exploration campaigns by different companies up until 1998. A major exploration program was conducted by Quebec Cartier Mining (QCM) in 1998. This program included line cutting, surveying, diamond drilling, geological mapping, mini-bulk sampling, bench-scale preliminary metallurgical test work and preparation of a “mineral resource” estimate."

IN his highly interesting paper on "Piping and Segregation in Steel Ingots,"1 Prof. Howe emphasizes the effect of successive phases of internal pressure in the ingot in the evolution of gas, and the consequent formation of blow-holes. From his statements in other places, it may be inferred that he does not here intend to ignore the other variable factor, temperature, but rather to discuss this one more particularly. At all events, it is my purpose not to engage in controversy with Prof. Howe, but rather to contribute, towards the complete elucidation of this important subject which we all desire, my own views and experience. If, in doing so, I specially emphasize other factors than pressure, I need not be understood as denying what I do not think it necessary to discuss fully. Nor, in presenting my own original conclusions, need I be understood as claiming to be the first who ever reached or announced them. Many things are asserted or suggested upon inconclusive evidence; and to confirm such tentative propositions may be as valuable a service as to overthrow them. In the following passage, Prof. Howe adduces analogies, based upon the behavior of charcoal and of water, respectively, which seem to me questionable "In general, the. solvent power falls as the pressure falls ; and in general it rises as the temperature falls. Thus, to heat a solid, for instance charcoal, may expel part of its dissolved gas ; and a tumbler of water drawn cold from the faucet gradually evolves gas, as it stands and warms up on the sideboard." (p. 238.) Charcoal is a solid body, which has the property not only of absorbing gases in large quantities, but also of expelling the thus absorbed gases upon heating. (communication to the Secretary*) :-No doubt there are as many different methods of starting a blast-furnace as there are men who assume that responsibility. Having blown-in a furnace a few years ago in a manner similar to that outlined by Mr. Sweetser, things went along so well at the start that I had time for a little reflection on what was going on inside the furnace. I saw the wood turned to charcoal practically, and it occurred to me, why should I use wood when I could put in the charcoal in the. first place, and thus save a lot of time, and also eliminate the dangerous gas from the wood, which is the cause of most of the accidents in starting up a furnace. I had a furnace out for repairs and decided to use no cord-wood in blowing in. I put in about a carload of charcoal and used no wood except some shavings and oily waste at each of the tuyeres. The furnace had 16 tuyeres and was 100 by 22 by 14.5 ft. Hot rods were put in each tuyere' and the blast started immediately at 11 a.m. Within 5 mill. the air was all driven out of the stack and the gas lighted of its own. accord at the top of the furnace. It was allowed to burn for 5 min. longer and then the bell was closed and the gas taken to the last stove and the last boiler on the gas-main. It was all clone so quietly that it was hard to realize that the gas was down. The tuyeres were as bright as if the furnace had been in blast for a long time. I have learned since that others have used the same method, but they had not passed the good advice along.

"The future of mining will be characterized not only by the application of modern technology, but also by the harmonization of economic, environmental and social issues. These areas set major future challenges which are complex and demand extensive knowledge. As an example, mining of highly complex orebodies for the supply of often critical raw materials, needs to consider technically demanding and cost-intensive extraction issues. The amount of tailings, which need to be stored, increases with the amount of ore mined. Therefore, the negative impact on environment and society increases. Hence mining becomes expensive with regard to all three aspects: economy, environment and society. In view of a sustainable mining practice this challenge should be used as an opportunity. The positive impact should be maximized for present and future generations. The objective is to create and use the mining openings in an optimum way related to sustainability. The approach of Blue Mining, which focuses on energy and ergonomics in the field of Sustainable Development, enhances the closure planning by recommending subsequent usage of such openings for energy storage. The approach fosters among others the implementation of the 7th Goal for Sustainable Development defined by the United Nations with the assurance of access to affordable, reliable, sustainable and modern energy for all. The usage of underground storage increases the stability of solar and water power usage, which are otherwise unreliable. Blue Mining embeds these issues in the main planning effort long before groundbreaking. This approach involves experience from past and current projects. This paper introduces the concept of Blue Mining with respect to post-mining utilization of a mine for energy storage. Methods and perspectives are presented with examples covering best-practices and lessons-learned."

The mining industry faces complex and urgent challenges driven by an increasing demand for raw materials, and a socially demanding globalised world. The extraction of primary raw materials is today more important than ever as one of the cornerstones towards a sustainable future since the increasing demand for the raw materials required for the energy transition. In the last three years, leading countries as USA, China, Canada, Australia, and the European Union (EU) have developed and adopted strategies to enhance domestic extraction capabilities, diversifying sources, fostering innovation in recycling, and promoting international collaboration related to critical raw materials. On 2022, the Inflation Reduction Act was signed into law in the USA, in June 2023, the Australian Critical Minerals Strategy 2023–2030 was published and in March 2024, the Council of the EU adopted the European Critical Raw Materials Act. On the other hand, raw materials extraction is facing higher environmental and safety standards and regulations, as well as scrutiny from the broader public. Regrettable environmental accidents as tailing dam failures or acid mine drainage occurrences have led to a general distrust of mining activities leaving mining companies with the dual imperative of increasing output while implementing sustainability, decarbonisation, and circularity as a core value in their production processes. This challenging environment offers the opportunity to enhance ‘blue mining’ (BM) as a sustainable holistic approach that integrates the principles needed to plan sustainable, reliable, and responsible mines for today’s and future generations by implementing the principles of circular economy (CE). This requires a fundamental shift from the traditional linear economy approach to a sustainable, circular economy strategy. At its essence, BM encapsulates four crucial aspects – energy, ergonomics, water, and circularity and integrates these four aspects into integrative mine planning, defining clear goals and objectives from the ‘blueprint’ of a mine towards a beneficial post-mining activity. Its implementation can lead to maximisation of resources beyond the life of the extractive mine and sustainable use of materials by integrating the principles of circular economy and multiuse mine, see Figure 1. These concepts complement and recognise the need to minimise environmental and social impacts while advancing economic development. Finally, this contribution explains the requirements and challenges of moving from linear to dynamic planning approaches under the BM concept. This way, BM stands as an approach that can contribute to the mining industry receiving necessary approvals and support from society leading to a long-term transformation of the industry’s image.

GermanyINTRODUCTIONThe mining industry is currently characterized by various factors such as environmental impact, resource scarcity, social responsibility and geopolitical uncertainty. The production of minerals required to meet the demand for renewable energy is expected to increase by 500 % by 2050, particularly for critical minerals such as graphite, lithium and cobalt 1. Easily accessible deposits are often depleted, meaning that deeper and more complex deposits need to be developed. Furthermore, investors’ value systems have shifted towards more sustainable practices. Alternative approaches to solving this problem are therefore currently being developed, such as the Modular Mining Systems concept for scalable and adaptable mining projects 2. Many mining companies have also taken important steps to become more sustainable, implementing measures such as proactive closure strategies, restoration programs and the development of renewable energy projects. In the European Union, laws such as the Critical Raw Materials Act and the Net Zero Industry Act support the mining industry 3,4. They see it as important for the energy transition and promote more sustainable ways of working in the industry Particularly negative environmental impacts such as land degradation, scarcity of local water resources, water pollution and greenhouse gas emissions are ingrained in society’s memory. Despite these efforts, the public image has not yet changed. To change this perception, the industry must strive to better communicate its sustainable practices and the steps it is taking towards a more responsible and sustainable future, promote transparency and build trust.Digitalization, automation and electrification are driving the digital transformation in mining. However, their implementation can lead to higher capital expenditure, limiting their adoption across the industry. Furthermore, implementing new technologies can be a daunting task for any organization. Change management comes into play when introducing such disruptive technologies. It involves preparing an organization for change, potential resistance and establishing effective communication. This helps to ensure that the implementation is successful and the benefits of the new technology are maximized. Digital transformation requires well-trained, young mining, electrical, mechatronic and software engineers with a deep understanding of information systems. Unfortunately, the industry faces the enormous challenge of attracting this younger generation, who have little interest in the extraction of raw materials. The need for action is compounded by an aging active workforce heading into retirement and the forecast of increasing demand for critical minerals.In this challenging environment, the concept of Blue Mining with its constant further developments represents a promising approach. This implies a shift from a linear to a sustainably oriented circular economy. For the mining industry, this specifically means the introduction of innovative technologies, the increased recovery of materials from waste and the consistent questioning and application of circular principles along the entire life cycle of a mine. Such a change can not only reduce the environmental impact, but also contribute to economic resilience and increased social acceptance of mining.

The Blue Mountain nepheline syenite deposit has been the subject of several detailed studies. It has been variously referred to as an intrusive stock, a metasomatic deposit, an intrusive sill and a metamorphic-metasomatic body. The body is divided into six mineralogical zones, the first five being based on the characterizing accessory mineral; muscovite, muscovitemagnetite, biotite-muscovite, biotite, hornblende and pink syenite. Mining currently takes place only in the biotite zone. Foliation is particularly prominent in the central (hornblende) zone and near the margins of the nepheline syenite. Majic bodies within the nepheline syenite may represent basic rocks that have been less altered by metasomatism, metamorphosed basic dykes or sloped blocks of metasediments. The most prominent structural features are the northeast-trending folds that have been modified by later north west-trending folds.

The Water Board has been involved in the development and ipgrading of sewerage facilities in the Blue Mountains since 1980. In 1984 the Board prepared a report that dealt with the Blue Mountains Sewage Effluent Management study. Successive 3ovemments have been concerned about development in the 3lue Mountains and the effect this development is having on the luality of the streams flowing into the Blue Mountains National ?ark (presently up for World Heritage Listing).

SOME months ago, I had occasion to make an investigation that introduced the subject of blue powder that is produced as a byproduct in zinc dis-tillation. Although every zinc smelter is aware that more or less blue powder production is inevitable and there is a common practice as regards the treatment of it, the specific and quantitative data respecting the subject were more imperfect than would have been expected. I had reports from eight important works. Some of the data were especially determined for my investigation. Speaking generally, there is a good deal of uniformity in the figures, all of which show that the blue powder product, bears a large proportion to the ore originally charged into the retorts; that a large proportion of the retort capacity is devoted to the redistillation of blue powder; and that of the spelter product of a furnace about 30 per cent. is derived from blue powder, i.e., it is zinc that has been distilled twice. "Bluestone Dam in Hinton, W.Va., along the New River, is owned and operated by the U.S. Army Corps of Engineers (USACE). Completed in 1949, the dam is 165 ft (50 m) tall, 2,048 ft (624 m) wide, and encompasses a water shed that is 4,600 sq mi (11,914 sq km). The Bluestone Dam Safety Assurance (DSA) Program began in 2001, and is a multiple-phase construction project to upgrade the capacity and stability of the structure to meet the probable maximum flood event. Installing 216 high capacity rock anchors was a major feature of the work.The USACE selected Brayman Construction Corporation to perform Phase 2B of the construction modifications to the Bluestone Dam. Brayman was responsible for installing the high capacity rock anchors, which range in size from 3 to 61 strands and have a design load up to 2,145 kips (9,541 kN). Drill holes range in size from 6.5 to 15 in (16.5 to 38 cm), and required full length corrosion protection. Of the 216 anchors, 57 were installed on top of the dam to resist overturning and the remaining 159 were installed on the face of the dam at a 45-degree angle to resist sliding.To gain access to the face of the dam anchor locations, the project required dirt benches, excavations with temporary shoring, and steel platforms. To access anchors on the east and west abutment faces, the team excavated over 10,000 cu yds (7,645 cu m) of material. Support of these excavations included the design and installation of three soil nail walls with over 145 nails and 3,500 sq ft (325 sq m) of shotcrete. The project also called for a 780 ft (237 m) long steel platform to gain access to the spillway anchors. The Stratus Group designed the platform to support two 85 ton (80 tonne) crawler cranes and as many as five drill rigs that were the equivalent to a design load of 3.5 ton per sq ft (335 kN per sq m). Once the final platform design was approved, fabrication of roughly 3 million lbs (1,360 tonnes) of structural steel began. Brayman’s in-house fabrication shop, in conjunction with Dura-Bond Industries and Advantage Steel, collaborated to fabricate and install the platform in less than five months. Flexibility in the platform design allowed for sections of the platform to be lowered as much as 16 ft (4.9 m) to provide access to anchors at lower elevations along the spillway face. In addition to the main spillway platform, Stratus Group, Brayman, Dura-Bond and Advantage designed, fabricated and installed six other unique platforms to facilitate anchor construction on various areas of the dam."

Meeting of June 4, 1915.-The President announced the appointment of the following Committee on National Reserve Corps of Engineers: Dr. Henry S. Drinker, Chairman; Arthur S. Dwight, and Warren A. Wilbur; also, the appointment of Arthur F. L. Bell as Chairman of the Committee on Petroleum and Gas, and of James F. hemp as Chairman of the Committee on Mining Geology. All of these appointments were approved. It was voted that the following minute be, placed on record and a copy sent, by order of the Board of Directors, to the family of John Birkinbine: "The Board of Directors of the American Institute of Mining Engineers hereby records its sense of sorrow and loss in the death of John Birkinbine, a former President, and for many years an active member of the Institute, and contributor to its Transactions. "Mr. Birkinbine's eminence as an engineer, author and editor, intimately connected with the industrial progress of the United States, brought him into contact With the leaders of science and the captains of industry, among whom his genial and estimable personal character won for him many friends; and his departure in the prime of Strength and usefulness is mourned by a wide circle."

Meeting of Oct. 23, 1914.-It was voted to take no action concerning the proposed amendments to Article VIII, Sections 2 and 3, but that they be sent to the membership, as provided by the Constitution, together with a statement of the arguments for and against the proposed changes. It was voted that the following proposed amendment, which had been unanimously approved at the annual meeting of the Institute on Feb. 18, 1914, be sent to the membership as provided by the Constitution, together with the approval of the Board of Directors of this change: Article III, Section 1, paragraph 3, sentences 2 and 3: substitute the following: "Any Member, Junior Member or Associate in arrears for two years shall be dropped from the rolls unless the time for payment is extended by the Directors. A Member so dropped may be reinstated by the Directors on paying the arrears of clues and other indebtedness with which he was charged on the books of the Institute it the time he was dropped. A Member or Associate thus reinstated shall receive the Transactions for the back year for which he pays." It was unanimously voted to extend the sincere thanks of the institute to Samuel A. Taylor, Chairman, and to each member of the several Committees of the Pittsburgh meeting, for the enjoyable and successful meeting which they brought about.

Meeting of April 24, 1914.-President Thayer announced the appointment of the Committee on Safety and Sanitation. The Committee on Nominations for officers for 1915 was appointed, as follows: William J. Cox, Chairman; H. Poster Bain, Joseph Daniels, Charles E. Mills, R. V. Norris, E. Gybbon Spilsbury, and Herbert A. Wheeler. The request of twenty residents of Salt Lake City and vicinity for permission to establish the Utah-Nevada Local Section was granted and R. C. Gemmell was appointed Chairman of the Committee on Organization. The following resolution was adopted: Resolved: That under authority of Article V, Section 7, of the Constitution, a special Committee be and hereby is appointed, to consist of the President and six other members of the Institute, to be named by him, Who shall be authorized to appear before the proper authorities at Washington and urge that Mining Engineers be appointed upon the proposed Commission for revision of the Federal Mining Laws. Further Resolved: That the activities of this special Committee be restricted to the authority given in this resolution.

Meeting of Nov. 20, 1914.-Charles F. Rand was unanimously elected as the representative of the Institute on the John Fritz Medal Board of Award. E. Gybbon. Spilsbury was unanimously elected to succeed himself in January, 1915, on the Library Board of the United Engineering Society. . The President appointed Messrs. Walter Douglas, Charles E. Mills, and L. D. Ricketts as delegates to the seventeenth National Convention of the American Mining Congress, Phoenix, Ariz., Dec. 7 to 11, 1914. It was voted that the sum of $857.61, or so much of it as may be necessary, be advanced to the Land Fund from the general funds of the Institute, in anticipation of the collection of unpaid installments of subscriptions to the Land Fund; and that the Treasurer be instructed to pay to Andrew Carnegie at the present. time the sum of $2,500 on account of the Land Fund indebtedness.

Meeting of June 26, 1914.-The President was authorized to appoint Advisory Committees to co operate with the United States Bureau of Mines. The President announced the appointment of Edward H. Benjamin and W. C. Ralston as additional members of the Committee on Arrangements for the San Francisco meeting, 1915. H. T. Van Ells and Judd Stewart were appointed to represent the Institute on a joint committee of several technical societies to consider the standardization of graphical methods for the presentation of statistics. The President announced the appointment of H. Foster Bain to succeed Edward H. Benjamin, resigned, on the Committee of Management of the International Engineering Congress, 1915. The Secretary was authorized to issue a new circular advertising the sale of back Transactions and to sell back Transactions, bound in cloth, at a price of $35 for 46 volumes, provided sufficient orders were received to warrant the special binding. The sum of $177.50 was contributed to the San Francisco Local Section. Upon recommendation of the Committee on Membership, 70 Members, 4 Associate Members and 7 Junior Members were elected to their respective classes; there was also one change of status from Junior Member to Member.

Meeting of Mar. 27, 1914.-President Thayer announced the appointment of H. S. Munroe as a member and E. Gybbon Spilsbury as Chairman of the Library Committee of the Institute. The President announced the appointment of the Committee on Papers and Publications, the Technical Committees, the Committee on Increase of Membership, and the Committee on Junior Members and Affiliated Student Societies. The President announced the appointment of Dr. George F. Kunz as a member of the Reception Committee of the International Engineering Congress, 1915. It was voted that the Institute accept the invitation of the Mining and Scientific Press to occupy space at the Panama-Pacific Exposition next to them and avail itself of the service of their representative to receive and register members of the Institute who visit this space during the exposition.

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.
