Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

OUR colleges and universities have met many difficulties during the past year. From a period of small enrollments and depleted faculties, the educational institutions have passed quickly to a period of the largest enrollments in their history with inadequate facilities and staffs. The results of the shortsighted policy of the Selective Service system which drained the technical schools and universities of many of the students who were potential teachers are now being felt. The movement of faculty members into positions in industry during the war years has resulted in many of them forsaking permanently the educational field for the higher salaried positions they now occupy. Competition is keen between the educational institutions, and between the institutions and industry, for technically trained men. Dean Holbrook's statement in last year's annual review that he thought it would take three or four years to restore our engineering departments to their former level in quality of instructors is even more convincing today. Somehow, the institutions must not only reach their former level in quality of instruction but they must also increase the quantity of their staffs to meet the demands of the ex-service men and the high school graduates for engineering education. The enrollments in the mineral industry fields of mining, metallurgical, geological, petroleum, and ceramic engineering, although greatly increased, are not expanding as much as in the more widely known fields of electrical, mechanical, aeronautical, and civil engineering. In fact, many educators are tremendously worried about the segregation of so many young men in a relatively few fields while the needs of others will remain unanswered.

The meeting of the Institute at St. Louis brought together many members of the Women's Auxiliary, and Mrs. Philip N. Moore, who was nominated as the Director for the St. Louis Section, took the occasion formally to inaugurate the organization in that district. A meeting was held at the Planters Hotel, anti after discussion as to, the aims and objects of the. Auxiliary, officers were nominated for the' Section; the meeting then adjourned for two days, to he resumed in Joplin.. Here a very successful meeting was held, at which the Vice-Chairman, Secretary, and Treasurer were elected. A great deal of interest was arouse under the able directorship of Mrs. Moore the St. Louis Section is likely to become a large and active organization. The president of the Women's Auxiliary, in opening the meetings, told the ladies present of the inauguration of-the-Society in February, 1917, and of the work which had been accomplished up to date. She told how the Society devotes itself to patriotic and humanitarian work along lines acceptable and interesting to the Mining Engineer, standing always alongside and behind the men of the profession. The Central Welfare Committee of the organization has three Sub-Committees: Foreign Relief, Emergency, and Americanization, and under one or other of those heads most of the work of the' Society has been done. Mr. Hoover was responsible for the inception of the Foreign Relief Committee, as its first work was the collection of funds for the supplementary meals for the Belgian Children. Under the energetic administration of Mrs. H. Knox, this sub-committee raised $12,100 in the period between the February meeting and the Declaration of war by the United States, when our government took over the entire duty of feeding starving Belgium. The organization of the Belgian Relief Committee, as it was styled, still remains, but the members are now asked to take up the question of relief in France. The President, Mrs. S. J. Jennings suggested at the St. Louis meetings that one way of working for the foreign relief alight be that all the members of the Auxiliary should, during the period of the war, forego all giving' and receiving of Christmas presents, except those they have been accustomed to give to the poor or in charity, and those they would give to the men in the services of the United States; that the money usually spent on the Christmas gifts should be put into a fund to be sent abroad for the fatherless children of France, as a gift from the families of the Institute. A good deal of discussion followed this proposal, as some of the ladies felt that children should have their Christmas gifts as usual. This Bureau of Mines report describes a tunnel stress relaxation gage (TSR) developed to measure initial radial displacement around full-sized underground openings. The TSR technique was shown to be a valid concept in previous field verification tests. Sensitivity has been improved by employing a titanium alloy cantilever in the transducer head, which also permits a deeper sensor location. Use of improved fabrication methods such as stainless steel bellows and sputtering techniques and use of an environmental chamber for testing greatly increased overall reliability. A miniature data acquisition system (DAS) was interfaced directly to the transducer for increased versatility and containment entirely within a borehole. The present TSR system is suitable for use around full-size underground excavations, particularly machine-bored openings. Field evaluation of the improved instrumentation verified the design goals.

The Bureau of Mines inventoried all lands in Alaska to determine the availability of land for oil, gas, and coal leasing. Acreage for onshore oil, gas, and coal basins was digitized as was land ownership data. Regulatory policy concerning oil, gas, and coal leasing for various government agencies and private concerns was determined. Oil and gas basins underlie 79.4 million acres of Alaska's 378 million acre landbase. Federal agencies manage 44 million of these acres. The Bureau of Land Management is the lead agency for most oil and gas leasing on Federal lands. Lands have to be specifically opened for oil and gas leasing to be available. The state of Alaska manages 21.1 million acres underlain by these basins. More than 80 percent of this acreage is available for resource development. Native corporations manage the remaining 14.3 million acres of favorable oil and gas land. Coal basins underlie nearly 51 million acres of Alaska. Of this land, 26.4 million acres are under Federal jurisdiction. The state manages 17.3 million acres of land underlain by coal basins. Nearly 7.3 million acres of favorable coal lands are managed by Native corporations.

"Underground mine rib stability is an ongoing safety issue in all mining applications. Rib-related accidents present at least as many problems as roof-related ground control. Underground coal mine rib safety is continually emphasized as a primary safety concern at every mining operation. The application of rib support materials is increasing as more difficult mining conditions are experienced due to deeper cover, more variable depositional environments, thicker seam heights, and multi-seam mining effects. As the coal seams become thicker, the need for rib control increases. A variety of rib control methodologies has been documented and research continues on mine design methods and support techniques to reduce or eliminate rib-related accidents.This paper presents an alternative rib bolting technology using proven conventional rib support systems that allows mine personnel to more efficiently install rib support during development operations. This alternative rib bolting method allows for additional rib support with a single support installation.INTRODUCTIONRib control continues to garner the watchful eye of both concerned operators and government officials due to many factors: inherent safety within entries and crosscuts, actual rib stability history, safety improvement, cost control, improved mining methods, and maintaining production goals. As demonstrated through many years of actual practice, desired outcomes can be achieved by scrutiny, innovation, and combining improved practice methodologies.Rib surface control continues to be a necessary part of the production process. However, production and safety issues persist at the point of installation using current control apparatuses and methods to install rib controls. Among others, current issues of rib control are quantity of bolts required, overall time required for installation, ease of apparatus installation, flexibility of the system for appendage installation and operator exposure. A need exists to decrease the time miners spend installing rib control apparatuses, while increasing the safety of such installation processes. At present, installing rib control devices (primary rib bolts, plates, mesh, and, in most cases, secondary rib bolts and plates) is performed in a very congested area and is time-consuming process at the primary coal-winning area: the face. The MatLok system addresses these problems."

It was the purpose of this contract to conduct research in several different areas of instrumentation used to determine the quantity of respirable dust in the mining atmosphere. One area of research was in evaluation of instruments including several respirable dust monitors, several types of photometers, and a QCM cascade impactor. An instrument evaluation chamber was developed to aid in evaluating the instruments in a dust atmosphere. Another area of research was investigations into new instrumentation concepts, such as a virtual impactor/photometer instrument, a new optical device which can be used as either an optical particle counter or photometer, a new personal respirable sampler, which employs an impactor instead of a cyclone as a preclassifier, and the development of a new cascade impactor, which deposits the particles uniformly on the impaction plate. Another area of research included the use of many of these instruments in two field studies, including a silica sand plant and a tungsten mine.

The Bureau of Mines Solid Waste Program is directed toward three main areas of research: (1) Extraction of mineral, metal, and energy values from urban refuse; (2) recovery of mineral and metal values from wastes generated in the industrial extraction, processing, and utilization of raw materials and mineral-base products; and (3) upgrading and utilization of automotive scrap. The Bureau also has a contract and grant program which supplements the in-house research and aids in the training of personnel in the proper management of mineral- and metal-based solid wastes.

Much of the coal and gold mining industry of New Zealand is small scale. Funding is tight and mechanisation limited. The country has many well documented small coalfields (some with significant outcropping) and alluvial gold deposits. These are generally remote, difficult to access (physically and otherwise) and of submarginal value (largely a consequence of size when viewed for extraction by traditional techniques). The industry is also burdened by environmental and bureaucratic constraints. The above over simplified setting suggests to the Author, a newcomer to New Zealand, the opportunity to consider some novel concepts based on technology and techniques developed overseas or borrowed from other industry sectors. The objective being to make viable in economic and environmental terms projects that might otherwise be stillborn if considered for exploitation by conventional means. The paper mainly discusses 2 concepts focusing on the application of augers for exposed high wall or outcrop coal and micro-tunnelling augers for alluvial gold extraction. These may be considered high mobility 'container' (as in shipping container) packaged, or 'non invasive' mining systems. It is stressed that these are but concepts and have yet to be subjected to rigorous financial or engineering scrutiny. This could only follow their acceptance by, and input from, New Zealand miners. There will also be brief mention of a new modular conveyor system which might have application within the concepts or existing small scale mineral extraction operations and mention of a project currently in progress to apply tangible 'sustainability' to underground coal mining.

A methodology for the inversion of a scaled charge weight superposition model to predict peak particle velocity (PPV) has been examined. The inversion involves two steps: first simulated annealing is used to get an initial estimate of the model parameters; and second, these parameters are used as input to a quasi-Newton non-linear optimisation method, used to refine the value of the parameters. The methodology recovers the three required parameters (two charge weight scaling parameters and a time window width) and does this directly from a single production blast for a given point of interest. It has been tested on a synthetic example and recovered the input model parameters successfully in the presence of introduced noise with a coefficient of variation ranging up to ten per cent. Another test used the vibration measurements of three tunnel blasts monitored during the construction of the Citybanan tunnel in Stockholm. In this case, the three model parameters are found from one blast and for a given point of interest, and the PPV at the same point of interest is predicted for the second and third blast fired in the same vicinity as the first blast. The three blasts used different firing sequences. The predicted PPV limits use a confidence interval determined from the scatter in the peak levels obtained from the single calibration blast. The methodology was able to predict an upper bound for the PPV in 21 of the 26 tunnel blast vibrations studied. These predictions improve on a previous study involving the same model but which did not use the inversion process above. Given this reasonable success, further testing of the method on other data sets and alternative forward prediction models is recommended.CITATION:Lawlor-O’Neill, M L and Spathis, A T, 2015. This report presents the theory and design of a stiff loading machine used by the Bureau of Mines. The machine incorporates three high-strength steel columns as the restraining member in parallel with the specimen. The theory presented gives the basis of design and the dimensions of component parts of the machine. Laboratory verification of the theoretical stiffness is described using three different setups involving a hydraulic jack and spacers and confirms the stiffness calculations to within 1 percent. Experimental techniques, testing procedures, and special equipment designed for determining the complete stress-strain behavior of NX cores of both hard and soft rock are described. Typical test data are presented as force-displacement curves for two rock types, a marble and a granite.

In November 1999 Waihi Gold Mining Company commissioned its new crushing and conveying plant used to transport both ore and waste from the Martha Mine to its ore processing plant and also its tailings dam construction area. To date, a record monthly throughput of 854 000 tonnes throughput has been achieved. This paper outlines the measures taken subsequent to the commissioning of the system to achieve greater than design throughput and to mitigate the environmental and safety issues associated with operating the system in the middle of a town.

The Statnamic loading test is a new and innovative method for testing deep foundations. The test is relatively inexpensive, quick, easily mobilized, provides for direct measurement of applied load and corresponding displacement, and is capable of very high loading capacities. The long duration of the applied loading, as compared to a dynamic loading test, allows for a straightforward determination of the static behaviour of the foundation tested. A new method of analysis of the Statnamic loading test, the Equilibrium Point Method, is presented. A description is given of the pile-soil model and a demonstration of how the static load-displacement behaviour of deep foundations may be predicted from the Statnamic loading test data. The Equilibrium Point Method of analysis is applied to three types of deep foundations in soils which respond differently to fast loading rates. These case histories, from Canada and the United States, include data from static loading tests for direct comparison, and demonstrate the ability of the Equilibrium Point Method to predict static behaviour of the deep foundations.

To meet an increasing demand for high-purity cobalt, the Bureau of Mines has conducted investigations for producing this metal. Cobalt having a purity of 99.95 percent or higher is needed to determine heats of formation, corrosion resistances, phase diagrams, and other basic properties of the element and its compounds. This grade of cobalt may be used for preparing radioactive metal. As a result of its investigations a detailed procedure, which is of practical significance to the production of high-purity cobalt, has been developed by the Bureau for purifying cobalt solutions and for electrolytic deposition of the metal. Cobalt metal, which had a purity of 99.99 percent with reference to metallic contaminations, was deposited electrolytically. Qualitative spectrographic analysis showed only traces of calcium, copper, iron, magnesium, nickel, and zinc.

A flash furnace can be run many different ways. "The Northgate Link Extension project is the third phase of the Sound Transit master plan to extend light rail throughout the greater Seattle metropolitan area. When completed, the Northgate Link Extension will extend the existing light rail system north by about 7 km (4.3 miles) from the University of Washington to the Northgate neighborhood. A general overview of the project alignment is provided as Fig. 1. The project was funded by a combination of federal grants and allocations from local taxes. The general contractor on the project was JCM Northlink LLC (JCM), a joint venture between Jay Dee Contractors, Frank Coluccio Construction Company and Michels Corp. SoilFreeze, Inc. was retained as a subcontractor to provide ground freezing design and construction services.The project involved the construction of two parallel 5.5-m, 25-cm (18-ft, 10-in.) (inside) diameter tunnels using earth pressure balance (EPB) tunnel boring machines (TBM) and precast segmental concrete tunnel liners. The two tunnels maintained roughly the same elevation along the alignment and were spaced roughly 12 m (40 ft) apart (centerline to centerline). A total of 23 cross-passages connecting the two tunnels were included at approximate 244-m (800-ft) intervals. Cross passage excavations were elliptical in shape with dimensions of approximately 5.6 m (18.5 ft) in height and 5.3 m (17 ft) in width. The cross-passages were 5.8 to 6.1 m (19 to 20 ft) long as measured between the exterior of the tunnels at springline elevation. Cross passages were intentionally located directly beneath public right-of-ways thus avoiding buildings. Many of the cross passages were located beneath narrow roads in residential neighborhoods with mature vegetation, existing utility structures and piping and limited parking areas. Excavation and support for each cross passage was completed using the sequential excavation method (SEM).The subsurface soil and ground water conditions at the cross-passage locations were described in the Northgate Link Geotechnical Baseline Report (GBR) prepared by Jacobs Associates and the Northgate Link Geotechnical Data Report (GDR) prepared by Shannon and Wilson, Inc. Soils along the project alignment were glacially overridden and characterized as very dense or hard. Subsurface soils consisted of cohesionless sand and gravel (CSG), cohesionless silt and fine sand (CSF), cohesive clay and silt (CCS) and till and till-like deposits (TLD)."

A major excavation support case history for the Eastern approach to the Third Harbor Tunnel (THT) in Boston, MA is described, which uses an anchored Soil Mixed Wall (SMW). Both general and project specific information is provided regarding the design and construction of SMW walls. In addition, conclusions are presented that discuss the suitability of this particular application and other possible variations.

The King-Beaver mine of Asbestos Corporation Limited operates an open pit in the city of Thetford Mines, Quebec. The approximate loca-tion of the open pit is at Latitude 46° 02' North and Longitude 71° 20' West. The general topography is 1020 feet above sea level. Thirty-six percent of the company's scheduled asbestos ore production, for the Thetford Mines area, comes from the King-Beaver pit. The pit operates 24 hours a day, six days a week. Normal production is 10,500 tons of ore per day at a waste to ore ratio of 2 to 1. The remaining ore requirements are mined from the King-Beaver underground mine and the British-Canadian mine.
