Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

Stanstead granite has been investigated with respect to its dynamic compressive strength and its strain-rate dependency. A standard Split-Hopkinson Pressure Bar (SHPB) apparatus has been employed to generate strain rates of up to ~500/s through high-velocity impact. The diameters of the test samples were 19 mm, and tested under impact velocities up to ~20m/s. It is found that even within this limited range of strain rates, the dynamic compressive strength for the granite showed nearly a 100% increase in value compared to those obtained under static loading conditions (e.g. compressive strength of 394 MPa at a strain-rate of 600/s, compared to 215 MPa obtained under static loading). The details of the test are described in terms of incident, reflected and transmitted stress pulses, along with means to achieve stress equilibrium in the test samples under dynamic loading conditions. The advantage and drawback of the use of ‘pulse shaping’ techniques to achieve dynamic stress equilibrium are also detailed.

The petrology and age of mid Cretaceous to Palaeogene marine volcanics may provide important clues to the palaeogeography of the period, particularly for tectonic elements and events outboard of the Papuan Basin. This initial survey of known marine volcanics of this age reveals a paucity of reliable data on isotopic ages, geochemistry and syngenetic mineralisation on virtually all units. Existing data allows a tentative subdivision of known marine volcanics into either MORB-like early Palaeogene rifts/ marginal basins, early Palaeogene ensimatic arc rocks overlying ?Late Cretaceous and Palaeogene fore-arc/marginal basin crust, late Palaeogene ensimatic arc rocks, and mid to Late Cretaceous ensialic rift rocks. Due to lack of data, some units are difficult to classify into these categories.

This report is volume 9 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation,' and ventilation. This volume of the final report describes the Water Generator subsystem of the Master Design Simulator. This subsystem simulates the flow of water through a typical watershed-reservoir combination to predict mine drainage quantities in underground workings. The model is a integrated one which handles both the unsaturated and the saturated flow domains as a unified system. The solution of the model is achieved by numerical tech¬niques of finite difference method coupled with finite elements analysis. The Water Generator can be operated either as a free standing model or in connection with the Geology and Reserves subsystem as a part of the Master Design Simulator. A case study is included illustrating the application of the model to actual data. The appendices of the report constitute a user's manual for the program, and include a program listing.

Seismography is an extremely important subject in the context of rock blasting, especially in the current scenario, which involves the need for increased controls due to the growth of urban areas near open-pit mining operations. Worldwide, communities are becoming increasingly aware of the environmental and social impacts associated with mining activities. Therefore, maintaining good relationships with these stakeholders is essential to preserve the social license to operate and to comply with current legislation. This situation is exemplified in an open-pit iron mine near the capital of Minas Gerais, Brazil, where the community is located less than 40 meters from the pit boundaries. Blasting activities within the mining area occur at distances less than 500 meters from the nearest community, making continuous seismograph monitoring necessary to ensure that operational conditions are maintained without compromising exploitation efficiency. The threshold for peak particle velocity, according to Brazilian Standard 9653:2018 by ABNT, is 15 mm/s at frequencies around 4 Hz. However, even though the peak particle velocity commonly registered was inferior to 3 mm/s, there were still complaints from nearby residents regarding human discomfort. To further reduce vibration levels, a study was conducted to implement a new blast design, considering factors such as reducing bench height, altering the hole delays, maintaining the maximum charge per delay, and adjusting the drilling pattern without negatively affecting rock fragmentation quality. Following the implementation of the revised blasting parameters, seismographic measurements in the region decreased to below 0.6 mm/s. This significant reduction in ground vibrations contributed to minimizing community disturbances and fostering a more positive relationship between the company and its surrounding residents.

OF the several professions-the chemist, the civil engineer, the mining engineer, the mechanical engineer-the courses of instruction, as arranged at the scientific schools, differ considerably as to the amount of practical information which the student is able to gain. The analytical chemist has facility for a very thorough review of the processes which he will be called upon to perform. The student in civil engineering by his field practical learns the use of his tools and the art of taking field-notes. The mechanical engineering student is in the vicinity of machine-shops, which he can visit, and at which . he can work. The student in mining engineering has no such advantages. The mines are at a distance, and the railroad fare to get to them is oftentimes an insuperable difficulty. The aim of these laboratories is essentially to give to the student in mining and metallurgy a chance to study on a small scale the practical parts of his profession. We cannot, in a small laboratory, build a mine to timber, to work, and to survey; we cannot make artificial quicksands and other impediments to mining. In short, we cannot study exploration; but we can study the mechanical preparation and the subsequent smelting of ores. Before presenting the plan of these laboratories it may be interesting to indicate the progress of the idea from its beginning. During the summer of 1870 President Runkle visited the mines of Colorado, and while there, conceived the idea of making an expedition with the mining students to some of the Western mining regions. He talked over the scheme with many railroad and mining men, and everywhere received encouragement. In the summer of 1871 the Institute party visited the mines of Colorado, and spent six weeks in taking notes of them. President Runkle here conceived the idea of building up a mining and metallurgical laboratory ; and by the aid of Booth & Co. of San Francisco, a stamp-mill was obtained, with the Washoe silver-working apparatus. The Bureau of Mines conducted a study of current trends in methods employed by the coal industry to dispose of acid mine drainage (AMD) treatment sludge. Thirty-three AMD treatment plants, operated by 11 Pennsylvania coal companies, were randomly surveyed. These plants provided data for calculating sludge volumes, as well as information on sludge settling, transportation, and disposal. Onsite visits allowed observation of problems associated with the various methods of sludge disposal: (1) disposal into a deep mine, (2) permanent retention in ponds, (3) disposal at an active coal refuse area, and (4) onsite burial. Method 1 is the most frequently used and the most environmentally sound. It is apparent, based on this representative sampling of AMD treatment plants, that the magnitude of sludge production is such that an aggressive and directed effort in reduction of sludge volume is seriously needed. The areas of major concern are (1) the amount of surface land required for sludge storage and disposal, (2) reclamation of these disturbed surface areas, and (3) effective and efficient means of removing, transporting, and disposing of AMD sludge. In this report, an engineering approach to the practical problems associated with the existing disposal methods is presented, together with recommendations for future research.

Recent advances in solid-state, field portable, fast framing compact video camera systems and PC based frame capture hardware now allow blast imaging up to 1000 frames per second. Up to 4.1 seconds of data can be captured directly into the unit, downloaded to a PC or archived to a standard VCR without data compression. Since no film processing is involved, motion analysis can be performed instantly and on-site within a few minutes. This paper will describe the design features and applications of the MotionMeter system and compare these with the analogous aspects of film-based cameras and other systems. Of all blast monitoring systems and techniques available today, high-speed motion picture photography and videography still remain as the most valuable, stand alone, diagnostic techniques for troubleshooting and evaluating full scale blasts in the mining and explosives industries. High-speed image data, coupled with information obtained from other instrumentation systems, such as continuous velocity of detonation recorders, laser surveying systems, refraction and ground vibration recording seismographs, etc., can eliminate many assumptions about what actually took place in a blast. Thus, diagnostic confidence in evaluating both excellent and poorly designed blasts is increased, and optimum blast results, (which are application dependent), are achieved considerably faster when compared to the trial and error approach of relying on strictly the experience factor. Applications include developing site-specific blast designs, decay equations relating burden, burden velocity and explosive energy, determining ground response times, reducing coal damage, quantifying backbreak, evaluating the effectiveness of sternming, checking delay detonator firing times, evaluating air decks and for studying general dynamics. Motion analysis is performed with a 2D and 3D software package developed specifically for video analysis, but is also directly applicable to film analysis when using a digitizer. Dimensional controls, lens aberration, field set-ups and camera orientation are all automatically corrected for with matrix analysis.

In early 2000, CANMET-MMSL was engaged by the Ontario Ministry of Labour (OMOL) to conduct an international study of the practices, in several key mining jurisdictions, of determining the criteria that are used to decide when the wire ropes used in mine hoisting are to be retired from service. Subsequently, the writer visited key officials and institutions in Canada, the USA, the Republic of South Africa, the United Kingdom, Germany and Poland. Material from the Australian province of New South Wales and Hungary was also included. The report that resulted included, among other sections; (1) the history of wire rope and trends in manufacturing technology; (2) a review of mine hoisting practices; (3) the requirements as regards safety factors; (4) a review of the players and the inspection practices; (5) the criteria for rope replacement; (6) a look into the future to outline the developments that could take place in both hoisting and rope inspection practices in Canada; (7) recommendations. Subsequently, the report was issued as a book by OMOL, and as a CD-ROM by the Mining and Mineral Sciences Laboratories, Natural Resources Canada. In this paper the author presents the key findings and the recommendations made in the study.

"Vitrokele ™ is a synthetic adsorbent, using chelating groups on large polystyrene beads, developed in Canada over 7 years ago, and first commercialised in 1985 to recover noxious metals from plating wastes.Pilot plant trials have been performed in Australia and Canada to demonstrate the recovery of cyanide and removal of metal cyanide complexes from gold plant effluent using Vitrokele1 M 912. The pilot plants comprise a simple adsorption train (similar to a CIP circuit) followed by complete elution facilities, so that loaded Vitrokele™ can be stripped and returned to the adsorption circuit.An account of these campaigns is provided, showing the reduction of total CN levels from over 200 ppm to less than 0.5 ppm and Cu levels from approximately 100 ppm to less than 0.3 ppm in treated tailings.Comparisons between pilot plant results and laboratory test data are given and probable future work on the process and its application to the gold mining industry is discussed.INTRODUCTIONThrough millions of years of evolution, life forms have developed specialised molecules with exceptionally high affinity and selectivity for various metals such as iron, cobalt, zinc and copper.In the early 80's professors at the Faculty of Medicine of McGill University engaged in research on the extremely efficient ways that living cells captured trace metals essential for life.As research progressed, it became evident that the special molecules used by biological systems to capture metals could be synthesized to capture selected metals with similar efficiency from water or other solutions.The technology was first commercialised in 1985 to recover noxious metals from plating wastes with compositions applying the special molecules (chelating groups) on vitreous particles (hence Vitrokele™). To date approximately three commercial Vitrokele™ plants have been installed for treating plating waters in Ontario and Quebec."

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Subsidence subsystem of the Master Design Simulator. This subsystem uses the finite element method to simulate ground movement caused by an advancing mining face in an underground coal mine. The model is structured around the concept that the ground mass is a layered media of different thicknesses and material properties. Gob areas are considered to be unfilled with broken rock at the beginning of mining. After mining starts, the gob areas are filled with broken material which provides resistance to the lowering of the overlying strata. The model is tied to the Geology and Reserves subsystem, but it can also operate as a free standing routine. A case study is presented illustrating the application of the model. A detailed user's manual, including a program listing, is included in the appendices.

Each year hundreds of mineral specimens and numerous inquiries regarding tests and analyses of minerals and related inorganic substances are received by the Bureau of Mines. In response to this demand, in years past Information Circulars were published containing a list of laboratories. This paper is a revised version of Information Circular 7523, The listing has been changed from a regional basis to one of States arranged alphabetically and grouped by cities, again alphabetically, with Alaska and Canada listed at the end. All the services given at these laboratories are listed on one page for convenience and brevity. This list is compiled as a public service, and none of the laboratories listed herein are recommended over any other nor can the Bureau of Mines vouch for their results.

This report summarizes Bureau of Mines experiments in purifying sulfate leach liquors, which were prepared from low-tenor beryl concentrates by modifying the Degussa process. The leach liquor was prepared from a beryl concentrate containing 2.7 percent BeO by (1) sintering the beryl concentrate with limestone in a rotary kiln at about 1,150° C. and by (2) treating the sinter first with sulfuric acid and then with water to form and extract beryllium sulfate. About 80 percent of the beryllium was dissolved. The resulting leach liquor contained 2.4 grams of BeO, 20 grams of Al203, and 6 grams of Fe203 per liter. The laboratory solution contained much more aluminum and iron than a solution derived from treating 10 percent BeO concentrate, which is the standard raw material used by industry. Tests were made to determine the behavior of the solution toward alum purification and limestone neutralization both of which were employed industrially in conventional Degussa procedure.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

"The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective.
