"An adequate level of R & 0 is crucial to achieve gains in productivity and to strengthen Canada' s position in an increasingly competitive world ." So stated Finance Minister Jean Chretien in his April 10, 1978 budget speech, on announcing a new measure designed to increase the productivity of Canadian industry and to assist in the creation of new technology. The effect of the new measure, which permits an income tax deduction of 150% of certain research and development (R & D ) expenditures , can reduce the after-tax cost of a marginal dollar 's worth of such expenditures to as little as 20 cents . This article discusses the income tax treatment of R& D expenditures in general, and describes in particular the income tax incentives which relate to R& D.

I must tell you at the outset that I come to this conference deeply disturbed at the 'role of Government in international dealings in mineral and energy resources'. I am disturbed by- the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the constant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

This study investigates geophysical logging capacity to predict coal quality. It was analyzed for possible correlation, some parameters determined via laboratory analysis of coal against results for the same parameter derived from wireline logs recorded by a geophysical probe. These probes detect variations in some rock physical properties, such as their natural gamma ray emissions and electrical resistivity. Results showed a strong correlation between natural gamma and ash content, establishing a linear model to estimate ash content from geophysical logging data with a low estimation error (less than 5%). Besides, results showed that there is no correlation between sulphur content or volatile matter and resistivity, neither with natural gamma of the rocks. Ash content derived from gamma ray values can be used as secondary information to evaluate coal quality during resources estimation, using methods such as soft indicator kriging. The methodology is illustrated using a case study at a coal deposit in south of Brazil.

Paper written on project work carried out at the University of Pretoria in partial fulfilment of the requirements of the B Tech degree at the Tshwane University of Technology This work tested whether ore particle size affects the carbon-based pre-reduction of titaniferous magnetite. Pre-reduction is performed at a temperature of some 1100°C in a rotary kiln, in the Highveld Steel process. Laboratory isothermal reduction measurements were performed with ore-coal mixtures at this temperature, to test the effect of ore particle size. The results show that size does limit the degree of reduction for particles larger than 15 mm.

Those who have followed the geological developments in connection with the copper deposits of Quebec will recall that on many properties the sulphide bodies occur as replacements of fault breccias or tuff breccias, and exhibit a pronounced distaste for the more massive lavas. At the same time the rocks around the ore-bodies are profundly altered, first by addition of silica and sericite, later by conversion of these minerals into chlorite. It has been known for some years that at the Amulet and Waite-Ackerman Montgomery mines these conditions do not prevail. At both mines the ore-bodies are replacements of massive lavas, and at the Amulet they are associated with a very peculiar rock christened ?spotted dog', or 'dalmatianite'. Accordingly, when in 1929 the writer had the opportunity to make a further examination of these properties, two problems presented themselves for solution. The first was to determine, if possible, the conditions under which massive lava, rather than breccia, is replaced by the sulphide masses; the second, to find out the exact nature of dalmatianite and its relations to the sulphide bodies. The first of these problems is believed to have been solved; the second has been found very complex, and will require further work before it is satisfactorily settled.

Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

A STATEMENT on this subject by A. D. Turnbull, presented and discussed at the Annual Business Conference of the Metallurgy Division, C.I.M., held in Ottawa on April 22nd 1957, led to creation of a committee "too see if the Metallurgy Division of the C.I.M. can improve this situation". Without discounting the general problems of education and short-ages in other fields, the committee is primarily concerned with deficiencies related to metallurgy. The committee members are: F. R. Archibald, Chairman, A. D. Turnbull, L. E. Djingheuzian, J. U. Mac-Ewan, and L. M. Pidgeon. Following exchange of views among the committee members a general attitude of approach was established and a background of reference material assembled. It is the purpose of this review to acquaint those interested with the reference material, to offer an appraisal of the situation, and to suggest a programme for action by the Metallurgy Division of the C.I.M. Before proceeding with the ?presentation it is fitting to point out that, notwithstanding some rather important developments in public concern for educational matters, as well as changes in the level of activity in the metallurgical industry, the statement (April 1957) by Mr. Turnbull still stands as a sound article of reference.

The successful implementation of a new technology in an underground production mine requires many challenges to be overcome. These challenges include mine hardening of new technology, mitigation of safety risks and hazards, mine operation support, and technology transfer to mine staff. In the end, the majority of these challenges relate to the human aspects of implementation. The approach selected to overcome these challenges must be customized and appropriate for each unique situation. This paper outlines the approach used to address these challenges as part of successful implementation and resulting demonstration of the hydrogen fuel cell locomotive at the Placer Dome (CLA) Limited, Campbell Mine. This technology demonstration at Campbell Mine is critical for determining technical, regulatory and implementation aspects to be incorporated into future fuel cell prototypes such as the LHD project.

Over the last years, the importance of the assessment of environmental and social aspects as well as of issues of good governance has increased significantly in mining finance. For this, international standards as well as internal guidelines of the banks and other involved institutions have been established and continuously improved. Considering these standards and regulations, the banks can influence the sustainability of mining projects - and they have done so in the past -, mainly by implementing certain provisions and covenants in the loan documentation, binding the financing to the mining company’s adherence to the agreed sustainability standards. However, there are limits to the banks’ influence due to the competitive environment with other available means of financing. Nevertheless, the experience of the last years has shown that the standards and regulations bound to the financing by the banks help to lead the mining industry towards more sustainable projects.

The annulus thickness, for bolts anchored with resin, effects the systems final performance. Recent developments in the manufacturing process of these support systems, coupled with improved resin characteristics, have resulted in design changes to minimize hole drilling requirements and reduce resin usage. The amount of resin to properly anchor a 7/8-SRD (Special Rolled Dimensions) bolt in a 25.4 mm (1-in) diameter hole has been reduced to about one-third of the resin required to anchor a No. 7 rebar bolt (22 mm (7/8-in) diameter) traditionally installed in a 35 mm (1-3/8-in) diameter borehole. More importantly, laboratory and field tests, indicate that higher bond strengths and anchorage capacities can be realized with reduced annulus systems. These factors have a direct bearing on reinforcement efficiency and subsequent roof support performance.

Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The only explanation is that pressures of up to several thousands of pounds per square inch may be caused by unrelieved residual strains in rock.Instruments have been developed for measuring states of stress in rock masses. The influence of varying amounts of magnesia, silica, and alumina in iron ore sinter on its mineralogy, reducibility index (RI), reduction disintegration index (RDI), physical breakdown (AI and TI), and production properties (coke breeze rate) were examined. It was found that the mineralogy of iron sinter can more easily be predicted from its chemical composition than from the RI, RDI, AI or TI. Anticipating the consequence that varying amounts of MgO and SiO2would have on sinter properties is complex, and not necessarily predictable. High concentrations of Al2O3in the sinter result in high concentrations of the SFCA phase, but with drastically deteriorated properties. This study also confirmed that the form in which fluxes are added to the raw material sinter mixture affects the mineralogy and properties of the produced sinter.

Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

A new hydrogen production process, named the HyPr-RING, has been proposed. Fundamental concept of the HyPr-RING is integration of water carbon reaction, water-gas shift reaction and CO2 absorbing reaction in a single reactor. Firstly, thermodynamic analysis was done to judge the possibility to realize the process. It was found that high pressure and temperature condition, such as 20 MPa and 1000 K, is required to promote this integrated reaction. Next, experimental verification of the new process was done under the high pressure and temperature reaction conditions. As the results, integration of above three reactions in a single reactor can be done successfully and produced a large amount of hydrogen as estimated by thermodynamic analysis. Experiments showed that organic materials including coal, heavy oil, biomass, plastics can be used in this process. In the gaseous phase, no pollutants such asH2S, SO2, COS are detected so that gas cleanup system is not required for power generation when this process is used. Finally, a process design was made to estimate process efficiency. Theoretically, 1 mole of carbon can generate 2 moles of hydrogen and cold gas efficiency of this process estimated as more than 80 per cent. "Gekko Systems developed the Gekko Resin Exchange Column (G-REX) in order to optimise the recovery of gold in complex leach-to-electrowinning processes, as an intermediate step using a highly gold-selective resin to isolate contaminant metals. The AuRIX®100 resin produced by Purolite is licensed exclusively to Gekko, with the G-REX column designed specifically for this resin (Lewis-Gray et al, 2015). Operational experience has been gained at the CGT Ballarat Gold Plant in near continuous operation since 2008, treating unclarified concentrate leach solution. The extension of the technology to higher throughputs and more complex chemistry is discussed.Aurix®100 ResinAuRIX®100 resin is a cross-linked polystyrene alkaline resin developed by Henkel (Virnig et al, 1996). The resin beads are off-white in colour, spherical, with a nominal size of 100% +600µm. This resin is highly selective for gold and silver over many metals, by way of extracting precious metal cyanide complexes from leach solutions with a pH less than 11.5. The higher end of the pH scale produces best selectivity according to the order of preference: Au > Ag > Hg > Zn > Ni > Cu > Co > Fe. Purolite produces the resin and Gekko Systems maintains licensing of AuRIX®100 resin for use in its G-REX column as part of its unique suite of gravity gold handling equipment.Significant cost savings over carbon-in-solution (CIS) systems are realised with AURIX®100 resin, of around 4% to 12% in capital savings and 27% to 40% in operating costs (Virnig et al, 2004). Allied to this is that AuRIX®100 resin is not susceptible to fouling, that is, the resin does not load with inorganic salts or organic compounds which would affect the loading and extraction of precious metals. To counter any potential for fouling by inorganic salts, in service a dilute acid wash is carried out periodically on the resin to unblock resin pores."

Corrosion of steel roof support systems can cause potential premature failure of the support, thus adversely affecting the excavation stability and rock-related safety. An in-house corrosion test system was designed and developed to test full-length roof bolts for material performance based on tensile load capacity and strength under different corrosive conditions found underground. The roof bolts tested are also used to identify the possible corrosion mechanisms that influenced the bolts’ performance over time. Initially, the most commonly used bolt material in the USA, the ASTM A615 grade 60 steel roof bolts, was tested with and without stresses in a simulated underground coal mining environment for approximately 6 months, and the results are discussed. Localized corrosion forms such as crevice and pitting were mainly observed after testing. The stressed and unstressed roof bolts with and without threads that were tested in alkaline coal mine corrosive environment for 6 months passed their load-bearing capacity as per ASTM F432 test standards. From the results, it is concluded that this test protocol could be applicable to test the material performance of different roof bolt metallurgies and coatings with desired modifications to the proposed methodology for the specific underground mine environment. This paper mainly discusses the test system and protocol and shortcomings of the system and makes recommendations based on the observations and results.

Appropriate roof control is the most important requirement in underground coal mining and, in the case of longwall panels or second mining in room and pillar extractions, this can be simply expressed in terms of good and predictable roof caveability. Studies of roof caveability have been undertaken in many coalfields around the world. Most of their conclusions. however, are directly related to the mining and geological conditions experienced in these areas and as a result, may not be applicable to the conditions encountered in the Appalachian coalfield. Furthermore, some of these studies appear to be theoretical and conceptual, ignoring many important parameters of the geological environment, whereas others rely heavily on geological information but lack a rigorous foundations upon which quantitative design guidelines can be built. The objective of this study is to analyze caving and mass deformation characteristics above longwall panels in Appalachia and includes: - Analysis of the effects of the geological and geomechanical characteristics of the strata on the caving height and the bulking of the caved-material. - Testing of the applicability of the various theoretical and empirical models of roof caving. Formulation of a numerical around- deformation model for ion-elastic material behavior.
