MiningWatch Canada is the only national independent civil society organization with an exclusive focus on mining in Canada and Canadian mining companies operations internationally. In 2005, MiningWatch Canada collaborated with other NGOs to develop the Framework for Responsible Mining: A Guide to Evolving Standards. The project was the result of a perceived need by NGOs and retailers, particularly from the jewellery sector, for a framework that would set out environmental, social, and governance standards for the minerals sector ?providing recommendations for retailers and others seeking to source or invest responsibly, as well as regulate and encourage responsible mining practices?. This paper is a reflection on the Framework that examines key areas of concern and notes where the industry norms and expectations of civil society have evolved. The paper focuses on developments in social issues related to the UN Guiding Principles on Business and Human Rights, new initiatives associated with financial transparency, the UN Declaration on the Rights of Indigenous Peoples. The environmental components of the Framework that are revisited are waste management, biodiversity, energy and climate change, environmental assessment, mine closure, mercury and seabed mining.

The EKATI"" Diamond Mine commenced operation in October 1998. It is operated by BHP Diamonds Inc., which is a part of the Non-Ferrous and Industrial Materials Division of BHP Minerals, a business unit of BHP Company Ltd. of Melbourne, Australia. The EKATI"" Diamond Mine is a joint venture of BHP Diamonds Inc. (51%), Dia Met Minerals Ltd. (29%), Charles E. Fipke (10%) and Dr. Stewart L. Blusson (10%). In December 1993, an office was opened in Yellowknife, Northwest Territories specifically for the then Northwest Territories Diamonds Project (EKATI"" Diamond Mine) development. EKATI"" Diamond Mine is located 300 kilometres northeast of Yellowknife and 200 kilometres south of the Arctic Circle in the Northwest Territories of Canada (Figure 1 ). The site is located in a remote tundra area of continuous permafrost, north of the tree line, which is part of the Canadian Shield. Wekweti (Snare Lake), a Dogrib community approximately 180 kilometres southwest of the project, is the closest neighbour. The mining area and facilities lie within the 10 960 hectares land leases held by the joint venture. The total claim block (core zone and buffer zone joint ventures) covers 344 000 hectares. To date, more than one hundred kimberlite pipes have been identified within the claims. Five of these provide the basis for the present mine plan. Total capital investment in the project is over C$700 million. At full production employment will be about 600, including employees and long-term contractors, with over 33% being Aboriginal from the Northwest Territories.

"Recent project failures have called into question the use and relevance of benchmarking and independent reviews, forcing a rethink of traditional processes and procedures.With cost estimates and schedules dramatically varying from lows seen around the global financial crisis to peaks experienced in the recent mining boom, benchmarking has ranged between essential and misleading.Profound shifts are now underway in future project delivery strategies as the market moves away from cost-plus engineering, procurement and construction management. The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. THE object of this paper is to review recent geological work in the Cariboo district and to present notes on the recent development of mineral properties. The Geological Survey has done considerable work in the Cariboo district, extending over a period of years. In 1885 and 1886, Bowman (1) mapped the geology of a large area. In 1922 and 1923, Johnston and Uglow (2) mapped Barkerville area in some detail and prepared a report on the placer and lode gold deposits. In 1931 and 1932, Cockfield and Walker (3) mapped the Quesnel Forks area. In 1933, Hanson reported on Willow River area ( 4), and in 1934 made a detailed examination of part of the Barkerville area (5). In 1935, Lang commenced work on the Keithley area, lying to the southeast of the Barkerville area, and in 1936 published a preliminary re-port (6). The work on Keithley area was continued in 1936 by both authors of the present paper. As the results of the earlier work have been published, this paper will be concerned largely with Keithley area, that is, the part of the region lyinp between longitudes 121° 00' and 121° 30', and latitudes 52° 45' and 53° 00 . This area lies astride Cariboo (Swamp) river and extends north some 17 miles from Keithley, which is situated near the southern border of the map-area (see sketch-map). Points in the western part of the map-area are fairly accessible. A road extends from Barkerville to upper Cunningham creek, and from this a trail crosses Snowshoe plateau to Keithley. A second trail from this road leads to the lower falls on Cariboo river. From this road, a branch road leads to upper Antler creek, with a trail leading from this branch road to Keithley. Part of this western half of the area is made up of the Snowshoe plateau, which constitutes a gently rolling surface, at or above timber line, where trails are largely unnecessary.

Due to grade estimation uncertainty, two statistical errors can occur. The Type I error is where material is classified as ore and mined, despite the true value being below the break-even grade. This material is dilution. The Type II error is where the material is estimated to be below the cut-off grade and is classified as waste, although the true grade is actually above the break-even grade. This material is not mined and is lost. The uncertainty was assumed to follow a normal distribution in a previous study. For this study, estimated block values are compared to those determined after mining (the best estimate of the true grade). This actual data from four mines shows that the uncertainty follows a Laplace. There is no single solution regarding adjusting the cut-off grade away from the break-even grade, considering estimation uncertainty, that could be applied to all gold mines. However, adjusting the cut-off grade downwards (up to 22% for one mine) is noted when optimizing the profit considering grade uncertainties. This type of adjustment could open up significant mining areas and extend the life of the mine.

?We are certain there is need for research in every phase of mining." This statement by R. M. Crump of the Jones and Laughlin Steel Company (047) paraphrases opinion widespread among mining people. It is undoubtedly true. In preparation for this presentation, 193 organizations were asked to describe their mining research efforts. 60% responded, The meaning of "research" was taken in several different ways. The continual efforts of progressive companies to improve themselves were reported as research. We will call this and any effort to solve specific and immediate problems "practical research". The continuing investigation of subjects of long range interest will be called "basic research".

Although the underground mining environment is arguably safer now than at any time in history, as underground mining operations across the globe increase in-depth, magnitude, and complexity, protecting workers from harm becomes increasingly challenging. In deep, stressed, seismic mines the development face is one of the most hazardous work areas. The active face is usually the furthest extent of the underground workings, so ventilation can be difficult to maintain, exposing workers to high temperature and humidity while working on foot and doing manual labour. While mechanisation has made many tasks easier in modern times, the reality of underground mining is that development charge-up workers still spend long periods directly exposed hazards at the face. In 2019, Orica and Epiroc partnered to co-develop the world’s first fully mechanised development charging unit using fully wireless initiation, called Avatel™. Built on Epiroc’s M2 Boomer carrier platform, the system is designed to allow one person to charge a development face from the safety of a fully enclosed cabin, thereby reducing exposure to hazards at the face. The system was prototyped in Europe before entering commercial introduction in 2022. This paper reviews earlier attempts to mechanise underground charge-up and describes the development journey and engineering challenges of building a mechanised development charging machine.

As part of a $2.2 Billion bridge project that will link Indiana and Kentucky, an interchange project northeast of Louisville will require the mining of a 6-lane tunnel system about 2,000 ft long in order to cross beneath the historic Drumanard Estate. This paper will discuss preliminary engineering that has been undertaken to compare two-bore and three-bore layouts, the planning of an exploratory tunnel facility, and the potential for including a test chamber to investigate the ability of high capacity roadheaders to mine the 22,000 psi limestones.

Over the last decade the adoption of autonomous technology has proven its potential to fundamentally alter the mining industry, offering significant improvements in safety and productivity. Automation levels are now increasing exponentially across all parts of the supply chain from drilling, haulage, processing, rail and shipping to the maintenance of the above. However, the management of human error risk is also becoming increasingly complex as the disconnect between the people who operate and interact with mining equipment and those that design the autonomous systems grows in terms of skill and expertise. Furthermore, as comfort levels with automation increases amongst operators, complacency is increasing as the initial functional safety benefits have been realised. This paper introduces an innovative concept that unites two distinct fields, functional safety and behavioural economics, to address the complex issue of human error risk in autonomous mining operations. Functional safety, a well-established field in engineering involves identifying potential hazards, assessing risks and designing systems in a way that minimises the chances of accidents and limits their consequences. Meanwhile, behavioural economics takes a data centric approach to analysing the psychological aspects of human decision-making, acknowledging and seeking to understand the errors that can originate from cognitive biases and heuristics. This paper seeks to bridge these domains by emphasising that human error in autonomous mining is not solely a technical issue but is deeply influenced by human behaviour and decision-making processes. By incorporating insights from behavioural economics, we can better predict, prevent and manage human errors in the mining sector. By applying principles from both disciplines to a recent incident example we will explore how cognitive biases can impact peoples’ interactions with autonomous mining equipment. This interdisciplinary approach will not only enhance the design and implementation of functional safety measures in mining but also lead to the development of people centric solutions that consider the inherent fallibility of people. We will explore how human centred design can help bridge the gap between these two domains and apply systems thinking for a universal approach. Through an indepth case study analysis and empirical data, our research aims to provide actionable insights and practical recommendations for mining industry professionals, regulators and stakeholders involved in the safe integration of autonomous systems.

Utah produces a wide variety of industrial rock and mineral commodities, valued in 2005 at a record $758 million (21 percent of the total non-fuel mineral production of Utah). Major commodities produced in 2005 include salts (halite, potash, and magnesium salts), Portland cement, sand and gravel, carbonates (lime, limestone, and dolomite), phosphate, crushed stone, clays, lightweight aggregate (expanded shale and perlite), gypsum, silica, sulfur and sulfuric acid, and building stone. Commodities produced in smaller amounts include diatomite, pumice, gemstones, ornamental stone, fluorspar, and mineral and fossil specimens. Utah is in a period of rapid growth in industrial rock and mineral production; however, some commodities have grown faster than others. The robust western economy has stimulated production of construction-related commodities like sand and gravel, Portland cement raw materials, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants

Mining in highly stressed ground conditions has been an increasing challenge at the Brunswick mine. Over the past 30 years, two large regional pillars were established on the 1000 m Level to support the ground for safe extraction of the surrounding ore. The South Regional Pillar contains about 5 Mt of ore and the North Regional Pillar has about 3 Mt of ore. In the fall of 2000, mining activities were suspended following a series of ground movements around the South Regional Pillar along weak geological structures. After extensive geotechnical investigations, a decision was made to carry out a mass de-stress blast in the West Ore Zone (WOZ) to cut the principal stress across an area of 135 m along strike and 86 m high. At the end of July 2001, the WOZ mass blast was successfully initiated. Following this success, the mine decided to take a similar approach to de-stressing the North Regional Pillar (NRP). The final mass blast was taken in early February 2003. Advanced blasting technologies, including state-of-the-art electronic detonators and blast simulation, played an important role in achieving the successful blasts. The high precision of delay timing and long delay duration of the electronic detonators ensured accurate and reliable initiations of over 800 blastholes in the WOZ mass blast. Orica’s DMC_Blast (Distinct Motion Code) simulation code was used to study different blasting blocks for the desired timing in the initiation sequence. This paper describes the process of applying electronic detonators in complex blasts, and discusses how blast simulation results were interpreted to guide engineering design of the mass blasts.

The tenth annual Mine Resale Evaluation was held in conjunction with the RMCMI 2001 convention at the Steamboat Springs Sheraton Resort, Steamboat Springs, Colorado June 23 through 26. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged ?disaster? scenarios were held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz, Balaz & Associates, was in charge of coordinating the events. Six teams consisting of seven to twelve members each (totaling 60 members) participated in the three-day event. Each ream was required to respond to direr different real-life scenarios plus a written general knowledge test daily. Cindy Burnham has assisted Bali, for a few years. Her responsibilities include grading all of the written tests. This year's tour professional evaluators included Art Seanz (Hazardous Ma¬terials) of Western Environmental Associates ; Guy Norton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Morley Hense (Confined Space). Carolyn Durga, BHP Coal, also assisted in hazardous materials and medical scenarios. They each provided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactment, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navjo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solway Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The trams were asked to evaluate the program and the evaluators. They responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with trophies. Each member was also given a gold pin with the words Continuing Challenge - Ropes.' The pin was the first in a series that will be given over the next few years. The participating victims and evaluators were also commended for their outstanding efforts. Special signed "Victim" shirts were given to select volunteers. Sponsors for the Mine Rescue program were Flanders Electric Motors, Magnum Metals, Rocky Mountain Electric Motors, Sedona Consulting and Balaz & Associates. Many hours of volunteer tine and effort from various family members of participants helped make the 2001 event a huge success.

Adsorbed films were formed on polished stainless steel specimens from dilute benzene solutions of two crude oil distillation residua. Although the two residua were extremely dissimilar in composition, contact angle measurements showed that the two films increased the wettability of the steel specimens to oil by equal amounts. Furthermore, the wettability of the films was essentially unaffected by the desorption techniques used. Paraffin deposits were formed from heptane-wax solutions on the same stainless steel specimens. These deposits definitely adhered to the surface. Presence of an adsorbed crude oil film on the metal surface increased its free surface energy and resulted in increased deposition of paraffin. The addition to the heptane - wax solution of small amounts of the same distillation residua that were used to form the adsorbed films resulted in decreased cohesive strength in the deposits formed, which resulted in decreased deposition. The presence of a crude oil fraction both in the solution and as a preadsorbed film eliminated the adherence of a deposit of any kind. A mechanism of deposition is proposed which explains the results obtained. INTRODUCTION The natural formation of any predominantly organic accumulation in oilwell tubing, surface flow lines or other production and storage facilities is called a paraffin deposit. These deposits restrict the production of crude oil, causing a substantial increase in production costs because of decreased flow capacity, expense for periodic deposit removal and unproductive downtime. The conditions under which such deposits form, their physical characteristics and the nature and severity of the problem created are extremely varied. Over the past several years, much progress has been made in developing and utilizing methods to remove accumulated paraffin deposition. However, like so many other problems, the basic stumbling block appears to be a lack of understanding of the fundamental mechanism involved in the formation of such deposits. Crude petroleum is known to contain considerable quantities of polar, surface active substances which Doddl has shown to be present at the oil-water interface. Denekas, Mattax and Davis2 observed that the wettability of reservoir rocks was drastically altered by exposure to crude oil fractions; and Zisman, et a1.3 showed that the nature of the compounds adsorbed on a surface would determine its wettability characteristics. Cole and Jessen4 and Ehrig5showed that surface wettability can have a profound effect on the magnitude of paraffin deposition, and Parks6 demonstrated chat the presence of certain adsorbed films on a metal surface would reduce the adherence of paraffin to that surface. Zisman7 has since advanced the theory that the conditions for adhesion are the same as for wetting. Therefore, it was felt that there was adequate evidence to support the supposition that adsorption of compounds from a crude oil might play an important part in paraffin deposition. ADSORPTION-WETTABILITY EXPERIMENTS Initial experiments were conducted to determine the effects of adsorption from solution of crude oil residua on the wettability of a polished stainless steel surface. Distillation residua with initial atmospheric boiling points of 700F were used in preference to the whole crudes in order to concentrate on the molecular weight range of interest, and to eliminate the possibility of composition change due to evaporation of the light ends. Also, these high boiling materials would be expected to be adsorbed from the whole oil in preference to similar compounds of lower molecular weight.

The Bureau of Mines Contract No. H0101706 with Virginia Polytechnic Institute and State University was a part of a broad-scale investigation directed toward applied problems in mine safety and particularly toward preventing accidents and fatalities resulting from falls of roof and ribs in coal mines. Under the auspices of the Chemical Stabilization Program, Bureau of Mines, Spokane Mining Research Center, Spokane, Washington, the broad objective of the Contract was to conduct research for the purpose of studying the behavior of large engineering structures. Contract No. H0101706 consisted of two related but distinct tasks. TASK I was to make "Barodynamic Analysis of Large Mine Models," and TASK II was "Preparation of Undisturbed Rock Specimens.?

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. "INTRODUCTION Falls of ground cause the greatest number of accidents at underground metal mines. Statistics compiled by the Federal Bureau of Mines show that during a 13 - year period ended in 1943, falls of ground caused 35 percent of the fatalities and 16.8 percent of the nonfatal injuries at underground metal mines in the United States. 4/ Expressed on a basis of a million man-hours worked, the frequency rate was 0.355 for fatalities and 11.76 for nonfatal injuries. Although some progress has boon made in preventing rock-fall accidents over a 30- or 40-year period, the problem is still a major one requiring the diligent efforts of management and employees.In the Lake Superior district: where organized safety programs have been in effect for more than 30 years, the record is more favorable. Statistics compiled by the Lake Superior Mining Section of the National Safety Council reveal that over a 6-year period ended in 1945 the frequency rate of fatalities per million man-hours was 0.277, and the rate for nonfatal injuries was 2.38 from falls of ground.Although the above-given statistics do not cover equal or concurrent periods, the improvement in accident experience in the Lake Superior district over the national average, is obvious. This improvement is due to more effective methods of ground support or more rigid enforcement of the use of known methods.It is hoped that the following information about ground-support practices in the Lake Superior district will assist operators of other mines in their efforts to reduce accidents from falls of ground."

The application of simple methods of statistical analysis, coupled with geostatistical analysis and geographic information systems, can only summarise and give an outline of the spatial distribution of the parameters measured. Spatial analysis of the components or factors calculated, through principal component analysis or factor analysis, allows assessment of the geographical distribution of the dominant processes contributing to soil composition and/or contamination. Neither of these tools, however, distinguishes between the different sources of pollution. The application of canonical correlation to the data, driven by expert appraisal of the potential pollution sources, allows their quantitative and spatial assessment while GIS provides the environment in which to organise and present the results. The methodology is illustrated by its application to soil-contamination data from the Lavrio area in Greece, where silver-bearing orebodies have been mined for more than 25 centuries

Selection of resistance factors within Load and Resistance Factor Design (LRFD) requires accurate assessment of uncertainty and bias in load and resistance. To date, many studies have focused predominantly on the assessment of uncertainty, while the potential for bias appears to be the dominant factor in design for consistent levels of reliability under a variety of situations. Bias comes from factors which have been ignored in design method development but significantly influence resistance when extrapolating from conditions typical of databases to those at a given site. Uncertainty and bias can be quantified as the coefficient of variation and mean (or median) of a data set, respectively, for statistical assessment of load and resistance factors. This paper first presents an overview of statistical assessment of resistance factors, and then discusses factors that influence uncertainty and bias when extrapolating to situations outside of conventional databases of driven pile axial capacity.

This report contains the results of experimental work conducted by the Bureau of Mines to obtain the heats of formation at 298.15° K. of analcite, dehydrated analcite, lawsonite, anorthite, hexagonal anorthite, and leonhardite. Thermodynamic data for these minerals have applications in ceramics, extractive metallurgy, and particularly in geochemistry. Except for data on anorthite, no previous similar data existed. The present results will be a substantial aid in deriving the temperature-pressure-equilibrium relationships among these minerals. The heats of formation were determined by solution calorimetry, with hydrofluoric acid as the reaction medium. The results were expressed both in terms of the constituent oxides and in terms of the constituent elements. The heat of formation data were combined with related entropy values to obtain the free energies of formation at 298.15° K.
