Colombia is 11th largest coal producing nation in the world, and the world?s fifth largest coal exporter. But while most of Colombia?s coal is mined at large modern surface mines located near the Caribbean coast, there are also underground mines that produce high-grade metallurgical coal. These mines employ traditional hand-loading techniques in a variety of geologic environments, and they have some of the highest accident rates of any Colombian industry. The National Institute for Occupational Safety and Health (NIOSH) has been collaborating with POSITIVA, the primary provider of worker?s compensation insurance to the Colombian underground coal industry, to reduce the economic and social cost of rock falls in these mines. The specific goals of the collaboration are to 1) document practices and conditions in Colombian underground coal mines, 2) identify relevant international best practices, and 3) provide recommendations for developing a national campaign to reduce fatalities and injuries associated with roof falls. NIOSH conducted a survey of seven underground coal mines in four separate coalfields. Five of the mines were characterized by steep dips and weak roof and floor rock. The coal was loaded by hand at all seven mines, though two employed partially mechanized longwall techniques. Wood posts were by far the most common ground support. Roof bolts were not observed in use at any of the mines, and they are unlikely to replace timbers any time soon. While long-term entries generally appeared to be adequately supported, the survey found that less attention was paid to the temporary support that is installed right after the coal is removed. This temporary support is critical for protecting the workers from rock falls, however, because with hand-loading mining methods most of the activity takes place between the permanent supports and face. The study concluded that improving the temporary support in the working faces would be the most effective way to reduce the number of rock fall injuries. The key principle should be that every worker is protected by planned roof support at all times. Ground Support Management Plans, consisting of specific rules about when, where, and what roof support is to be installed, should be the focus of the campaign. Each Plan should be tailored to a specific mine based on the geologic conditions and mining methods in use. The Plan provides miners with clear, simple rules that can be easily understood, while management can easily check to see if it is being followed. Ground Support Management Plans will also provide the campaign with a concrete focus for the necessary cultural change.

In Europe and in certain other foreign countries studies have been made, extending over a period of years, relating to the winning of oil from oil shale. More work has been done in these countries than in the United States, for the reason that a supply of natural petroleum has not been so generally available there as here. Information has been obtained relating to present practices in these foreign lands in the development of a shale-oil industry. It is realized that in the past there has been very little inducement to invest capital in shale-oil enterprise in the United State's because the supply of petroleum has been plentiful; however, the time possibly is not far distant when the utilization of oil shale may be cons¬idered a desirable and financially sound venture, as it may be necessary before long to augment our supply of oil with that recovered by processing shale. The data presented herein portrays at least some of the thoughts of those engaged in obtaining oil from oil, shale in Europe, and they depict some of the results thus far obtained as well as certain plans for further efforts to win oil from shale; it is hoped that those who undertake the development of a shale-treating industry in this country will find useful information in this report.

Many potential blasting projects never occur due to simplistic, basic factors, such as a lack of communication. Articulate communication is the key component in the blast approval process, which has changed remarkably from how business was conducted fifty years ago. Imperative to the approval process is communication outlining the safety and benefits of the blasting project.

“Let’s get discipline and quality into easy to understand evaluations!” Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations. Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

INTERNATIONAL conferences on safety in mines originated in 1912 when, in response to an invitation issued by the United States, representatives of Austria-Hungary, Belgium, France, and Germany participated in a conference held in Pittsburgh, Pa The record shows that a permanent organization was proposed to be developed through. diplomatic channels. However, the advent of war 2 years later prevented this proposal from coming to fruition. No further cooperation between the Bureau of Mines and a group having: similar interests in a foreign country took place until 1924, when formal cooperation with the Safety in Mines Research Board of Great Britain was established. Interchange of personnel and results of research under that arrangement have resulted in a number of publications in both countries and more rapid advance in knowledge than could have been obtained through the same efforts exerted independently.

In the early-1990s, Tad Golosinski, the former the head of mining department at WASM participated in a review mining engineering courses in Australia. The review team asked various industry executives what subjects they thought graduates needed to be taught. Tad made the comment to me that the more senior executives thought that history and ethics were very important. The outcome was that the mining engineering courses were required to contain at least five per cent content dealing in ethics. The course was to be modified to reflect this. Tad thought at the time the students would think that subjects dealing in history and ethics came from retirees and professionals that were over the hill. So let me talk to you today about ethics.

This report describes the development of an electronic system which detects unsafe slack and overload conditions in underground mine hoist ropes. The Slack and Overload Rope Protection System (SORPS) includes a fail-safe load cell inserted between the rope and the conveyance, and an accelerometer mounted on the conveyance. Signals from these transducers are telemetered via a radio link to the hoist control room, where they are combined with drum speed and chair status in a microprocessor-based decision and display unit. Abnormally high external force levels are detected as discrepancies between rope tension and cage acceleration; conveyance weight is inferred continuously. Hazardous conditions are displayed to the hoist operator, along with general hoist status. The system has been tested in a working mine for approximately two years. The report contains specifications, design data and field test experience generated under the SORPS program. It also includes information on dynamic modeling, vibration environment, the status of existing slack detection systems, and applicable control strategies.

"There has been a revolution occurring in underground mining over the last several years, where big headline items such as the Internet of Things (IoT), optimisation, managing data, data mining etc – the list of current catchphrases, goes on. In the end these are nothing new; but the ‘things’ (sensors) are becoming smaller, cheaper and easier to deploy, and the analysis much more powerful as computer processing speeds increase. However, to take advantage of the myriad of devices out there and gain the processing power to analyse and use the data, a reliable ‘conduit’ is needed for that information to be delivered where it can actually be used. That is, a high quality data network.Modern mining is like any other industry in the information age: the access to reliable data is the first, critical step in improving productivity (Stevens, 2015). The convergence of communications onto an IP (Internet Protocol) backbone has been the driving force in enabling the productivity gains in general industry over the last two decades.This paper overviews how this technology has developed as an enabler in accessing productivity and safety benefits, and how it has used access to large amounts of data to manage mining processes underground. Reams of data are useless, but with the reliable receipt, analysis, processing and feedback system in place to use that data, benefits can be realised.Automated mining systems are increasingly being seen as a key requirement for a productive mining operation, and the importance of an integrated communication network infrastructure to support such systems is growing. Another emerging driver is the much talked about IoT and data analytics, both dependant on reliable, accurate, high volume data.The author will outline how communication infrastructure is fundamental to the operation of such systems, and explain why the resultant communication networks require much more than just increased bandwidth (data capacity) to properly support the automation and other data hungry systems within the overall mine operation.Mining operations embarking down this road are discovering that the required network must be based on a true enterprise level architecture to, not only enable the mine’s current plans for remote or automated mining, but also to provide a scalable and integrated platform for future developments. The emerging issues for the communication network to truly support automation systems include: increased complexities of operating and maintaining multiple networks integration issues with disparate systems problems with reporting, particularly as demands for corporate reporting and compatibility with enterprise systems become the norm ongoing management challenges, which will only increase with the proliferation of new technologies.How certain mining operations lay the necessary foundations to meet their current requirements, while supporting their visions for a more automated and proactively managed mine, will be explored.CITATION:Kent, D, 2017. The election of Donald Trump and the Brexit referendum herald a shift towards a tighter definition of economic value, at the expense of the broader value concept of sustainable development; as well as a rise of protectionism, reversing a long-term trend of globalisation. However, the situation is complex, especially over the longer term in which mine project development and exploration operates. The minerals sector should proceed with caution. A greater focus on the local impacts of mining may be strategically beneficial, not only to mitigate against a potential protectionist future, but also because sustainable development has become more ‘localist’ via the concept of ‘social licence to operate’, whilst globalisation also seems to provoke increased ‘localist’ sentiments (known as ‘glocalism’). Localist strategies, therefore, seem a good hedge against multiple political futures. By contrast, moving away from sustainable development appears strategically riskier. Not only are ‘unsustainable’ activities, such as pollution and civil rights infringements harder to reverse, but a movement towards a more sustainable global economy may already be predetermined, even if the journey there may seem oblique. On St. Thomas and St. Croix, and possibly also on St. John, low-quality red-burning clays probably can be developed to provide the major part of the raw materials for structural clay products and earthenware pottery. 2. The potential sales volume for structural clay products is too small to sustain a plant in the Virgin Islands to manufacture such products in competition with Puerto Rico; however, handmade patio tile might be produced successfully. 3. The market for pottery utility wares in the Virgin Islands is too small to justify a plant devoted solely to the production of such wares; but it may be feasible to evolve a diversified community activity to make jugs, pots, casseroles, bowls, charcoal burners, patio tile, and other items.

As a result of the explosion in the 512 panel at the Moura No 2 mine in 1994 the role of the ventilation officer (VO) to submit sealing plans (on behalf of the operator/underground mine manager) has become one of the key duties of the VO of an underground coal mine in Australia. The intent of a sealing plan is to document the controls used to manage the build up of flammable concentrations of gases, and for these controls to be reviewed by the industry regulators. These sealing plans have brought a large amount of focus onto the sealing process and served the industry well. The legislation does not define sealing, or when it begins, but throughout the industry typically sealing plans are submitted 30 days prior to the last seal being constructed. This practice appears to have originated from the Moura 512 panel being a standing bord and pillar panel and where the explosive gas mixture could only occur after it was sealed. However, since the Moura disaster the industry has become dominated by goafing style longwall mining. Goafing panels differ from standing bord and pillar panels in that they typically have an unventilated goaf that can potentially contain an explosive mixture from start-up. This was recently highlighted by the explosion and fire on Longwall No 1 Tailgate at the Blakefield South Mine in 2011. The author ponders whether the industry should revisit sealing plans to focus on the core hazard and define that sealing begins when flammable concentrations of gases are created. Although defining when mine sealing begins is the key outcome of this paper, the main point is that VOs and industry regulators need to clearly understand what can occur in the atmosphere of underground coal mines. In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

It has long been understood that extended occupational exposures to respirable mine dusts can lead to chronic lung disease. In underground coal mines, coal workers pneumoconiosis (CWP) and silicosis are major concerns. While there have been many studies aimed at understanding total dust concentrations and silica content associated with different mining conditions (e.g., locations/occupations within a mine, cutting methods, geologic strata), little research has been completed to more comprehensively characterize respirable dust (i.e., by distributions of particle composition, size or shape). For such analysis, scanning electron microscopy with energy dispersive X-ray (SEM-EDX) may represent a powerful tool. This article is a preliminary investigation of SEM-EDX to characterize respirable dust from an underground coal mine in Central Appalachia. Samples were collected from various locations in the study mine, and individual dust particles were identified and classified by mineral type. A continuous personal dust monitor was also used to estimate respirable dust concentrations during sampling. This data was compared to particle densities observed under the SEM. Dust is generally defined as small, solid particles with an effective diameter between 1 and 100 µm. In underground coal mines, dust is produced by a variety of activities such as coal and rock cutting, materials handling, haulage and from a variety of materials. While the coal itself is primarily made up of organic carbon, it is estimated that as much as 60 percent of coal mine dust consists of mineral matter, including clays, metal oxides and sulfides, carbonates, quartz, phosphates and heavy minerals (WHO, 1997). Mineral matter may be ingrained in the coal seam or associated with adjacent or interlying strata, and may also be contributed by specific activities such as rock dusting. When dust is generated or made airborne, suspended particles tend to settle slowly with gravitational forces, but can remain airborne for extended periods of time depending on environmental conditions such as air velocity (Courtney et al., 1986) and particle properties such as size (ISO, 1995; WHO, 1999). Thus, miners working underground are routinely subject to occupational dust exposures ? with highly variable characteristics between and even within mines.

The Bureau of Mines conducted a state-of-the-art study of techniques currently employed to close large openings in underground mines. A large opening was considered to be any opening over 10 feet high and having a cross section of at least 200 square feet. Five salt mines and one limestone mine were visited to observe various methods of sealing large openings. Because of the variations in conditions from mine to mine, no definite conclusions could be drawn as to which is the best method. In mines where waste material is available, stoppings built by piling waste material are efficient and economical. Where waste material is not available properly constructed brattice cloth stoppings are superior to those built from wood, concrete block, or urethane foams.

Welina mai to the 40th Underwater Mining Institute, UMI 2011 - Marine Minerals: Recent Innovations in Technology. Since the first conference in Milwaukee, Wisconsin in 1970, the UMI Founder Professor Robby Moore always insisted on actively seeking the participation of industry, academia, and government. History has proven the wisdom of this approach, which is probably the key to its survival for so many years. The UMI is very much influenced by the cyclical pressures of the minerals commodity markets. When minerals demand and prices are rising rapidly, industrial participation in the Institute dominates the agenda, and participants share optimistic and aggressive views of the commercial prospects of the day. When metals prices are falling and world economies lethargic, academic experts continue to provide guidance and breakthroughs in the concepts and practices of exploration, technology, and environmental protection. Throughout the ups and downs, government participants provide a stabilizing force with conservative and environmentally sensitive policy statements, patient development efforts with long-term objectives, authoritative resource assessments and, sometimes, much needed regulatory clarity.

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

The real cost of any mining incident has, empirically, proven to be estimation-driven, rather than factdriven. One of the main reasons for this lies with the complexity of the cost composition of any given mining incident. Incident costs comprise both direct and indirect cost factors, and in many cases the costs associated with these factors are incurred during different time periods following the incident. In this paper we aim to identify the various cost factors arising from mining incidents, provide a thorough understanding of all the potential cost factors identified, and draw general conclusions on the knowledge obtained. Furthermore, recommendations are made on how mining companies could use the results, in order to assist them in calculating the costs of mining incidents. The paper also provides suggestions for further research, with the emphasis on the most significant immeasurable cost factors, namely the costs of implementing job accommodations following an incident, the harm to company reputation, and the decreased productivity due to low worker morale/psychological factors following an incident. If mining companies are aware of and understand which factors could contribute to the cost of any given incident, future planning and incident cost estimations could be easier. It should, however, be noted that although this study provides a comprehensive list of cost factors (and detailed explanations), other unknown cost factors relating to mine incidents could prevail in extreme cases.

Environmental legislation for the process and manufacturing industries is frequently formulated without considering the fundamental limits of physics, chemistry and thermodynamics within process technology. Recycling of end-of-life goods is used in this paper to show how the limits can be evaluated on the basis of the theory of minerals processing and metallurgical engineering. This theory has been applied on European Union level to re-examine the legislation for automobile recycling in a recent stakeholder discussion involving the automotive industry (http://www.assurre.org). This theory and our models are finding their way into the computer aided design (CAD) tools of the automotive industry, developments that form part of a project to design the super light car of the future (http://www.superlightcar.com). Only such fundamental approaches will in future be able to provide the basis to argue and define realistic and sensible environmental legislation.
