The timber township of Powelltown, Victoria lies N.E. of Yarra Junction, 60 miles east of Melbourne and in the site of the mill of the Victorian Hardwood Company Proprietary Ltd.A lift gauge railway owned by the company connects Yarra Junction on the Warburton line, with the township through two or three smaller mill centres on the way.The company has been operating for some 12 years. In the divide, about four miles from Powelltown, between the Little Yarra and Latrobe rivers, cutting was continued with material being handled by winch and double incline haulage over the divide. A small bush locomotive dealt with the traffic between the divide and the cutting site.In order to reduce costs, which were heavy at the haulage, the company decided to make a continuous railway from Powelltown to the bush by means of a tunnel through the divide.Hand bore holes were put down on the proposed line of tunnel and showed that the divide at this point consisted of decomposed depth of about 100 ft. towards the eastern or Latrobe side - and that the undecomposed granite summit lay to the west of the surface summit.The bores also served to locate the underground water line, this was afterwards found to rise and fall with wet and weather.To avoid tunnelling in hard and heavy water, the grading of the was laid out with the summit of the hard granite the point in the line.

Strata behavior and support performance were evaluated in a longwall tailgate test area at the Eagle Nest Mine near Van, WV. The mine operates in the Eagle coalbed which ranges in height from 4 to 6 ft (1.2 to 1.8 m) on the mine property. Rugged topography results in rapid changes in overburden which ranges from 200 to 1200 ft (61 to 366 m). The immediate roof at this mine transitions from sandstone to shale. In some areas the sandstone appears to be massive while in many locations it is highly laminated, fossilized, and interspersed with coal streaks. Horizontal stress levels appear to be sufficient to create instabilities in the roof in some locations, especially where the roof is thinly laminated. Traditionally, hardwood cribs have been used at the mine to provide secondary support for longwall tailgates; Strata Products' Hercules cribs are installed on 8 ft (2.4 m) centers staggered left and right in the tailgate entry. In a 250 ft (75 m) tailgate test area, however, cable bolts were installed in lieu of cribs. The bolts were 12 ft (3.6 m) long tensionable cables anchored with 5 ft (1.5 m) of resin. Four cables were installed across the entry and rows were spaced on 6 ft (1.8 m) centers. Primary roof support was maintained in the vicinity of the test area using 42 in (1.1 m), grade 60, No. 6 (19 mm diameter) resin bolts installed on 4 ft (1.2 m) centers through T-2 channels. The cable test area was located under a stream valley in an area of relatively shallow overburden. Strata instabilities consistently had been associated with the stream valley in both the Eagle and the overlying Powellton coalbeds. In an effort to further expose the cables to the most difficult stress conditions available at the time of the test, the specific site chosen was directly beneath a barrier pillar remaining in the upper Powellton mine (approximately 150 ft (45 m) of interburden separates the two coalbeds).

The implementation of new technology in mining can be likened to a paradoxical situation or dilemma, where, on one hand, major mining projects are not able to solicit investor funding unless it is proven that the business cases were developed using tried and tested mining methods. On the other hand, new and innovative mining technology and mining methods need first to demonstrate and prove themselves under real production conditions over a reasonable period before they can be considered bankable feasibility studies in the mining industry. This dilemma locks new mining technology investments in a continuous cycle of underinvestment. Technological innovations are particularly relevant to the mining industry, which deals with the challenges of depleting access to resources, requiring new solutions to remain sustainable and competitive. In the last decade, the mining industry has come to realise that technological innovations can directly contribute to its sustained competitive advantage (Sanchez, Hartlieb, 2020), helping to reduce costs, lessen environmental impact, increase production, and improve mineral recovery. While understanding barriers and drivers for technology adoption is important for the success of technology implementation efforts and the sustainability of the mining sector (Muduli et al., 2013), this paper suggests strategies to exit the dilemma, proposing a preliminary framework.

When the Mining Bill came before the Victorian Legislature not so many months ago, the question arose whether mining managers required education, and to what extent. Some members of the House expressed themselves in a way which appeared to leave the impression that mining managers would be all the better if they were not brought up in a scientific school.To try and prove what we owe to science I will give a short history of colonial mining from the earlier period to the present time and compare results.I believe I am right in saying that South Australia is the pioneer colony in mining and to her belongs the credit of not dnly being the first mining colony, but also that her beginning turned out so successful, as the history of the Burra Burra copper mine will testify. At about the same time a little galena mining was carried on nearer to Adelaide, but as this did not prove a success and was only worked by tributing parties, little notice was taken of it.

In June 1929 the Bureau of Mines issued a 13-page information circular entitled "Mineral Wool," which was one of the first publications to present to the public Rome technical aspects of the mineral-wool industry. Since then several articles on the subject have appeared in the technical press as well as in publications of State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large number, and in 1935 it was decided to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for nubile distribution. With the cooperation of the industry, this survey was made, and Information Circular 6984, Mineral Wool, was published in January 1930. The issue was exhausted after a few months, and requests for copies continued to come to the Bureau. As opportunity arose, further field studies were made in American as well as Canadian plants. The present circular contains the essential information in Information Circular 6994 together with date from later field studies.

"The long-term viability of seismically active and/or deep mining operations hinges upon the industry's ability to maintain profitability in a climate of increasingly difficult conditions, escalating operating costs and fluctuating metal prices. Within this context, it is prudent to explore mining techniques that could provide means for safer and more profitable extraction of seismically active and/or deep seated deposits that are vital to the long term survival of the industry.The first step was to examine Penetrating Cone Fracture (PCF) and other relevant concepts with the objective of semi-continuous mining in deep underground hard rock mines. This was followed by an assessment of the current conventional drilling and blasting practice. Thirteen blasts were monitored in five different seismically active workings of an operating deep mine. The main concerns during the current drill and blast practice were identified.On the basis of the literature review, three short round blasting techniques were short listed for further review. These techniques were evaluated based upon the available literature and discussions with the persons associated with their applications. Justification, requirements and major challenges for the application of short round blasting have been discussed in this paper. Suggestions for improving the current drilling and blasting practice have also been outlined.INTRODUCTIONRock fragmentation is the key to mineral excavation and production. Increasing working depths, environmental concerns and trends towards continuous mining necessitate the development of new and improved rock breakage methods.The excavation of hard rocks is still dominated by the sequential routine of face preparation, drilling, charging explosives, blasting, ventilating for fume and dust removal, mucking and roof support. Worse still, drilling and mucking require specialized equipment that fills the end of the heading so that no other operation can be performed and the equipment must be removed from the face to protect it from fly rock."

The commonly accepted genetic theories of Pilbara iron ores and Woodie Woodie manganese ores have often presented them as quite unique. This apparent uniqueness is not confined to just iron and manganese, but is also seen in gold and copper deposits in Western Australia. The published material on iron and manganese ores would seem to have either a quite complicated genesis or none at all. An alternate theory for the origin of these deposits is presented which involves a protore with simple oxidation and pH controls with hydrothermal fluid sources from the diagenesis and dewatering of the underlying strata. This theory explains the distribution, thinning, cold dolerites and very high concentrations of deleterious minerals observed in these deposits. This genesis system is also related to the systems that deposit hydrothermal gold and copper in sediments in the region.This paper presents the author’s observations, sampling and mapping after several decades studying and exploring for the minerals in Australia and locations overseas. All of these theories were developed with (or in spite of!) the guidance of Mal Kneeshaw, but would never have seen the light of day without him and the others presenting here. New Technologies, New Challenges and New Opportunities For quite some time now, numerous explosive manufacturers have spent untold man-hours and millions of dollars trying to develop a blast initiation technology that would “once and for all” provide users with what was once believed to be only a theoretical possibility...nominal timing. Zero “cap scatter” (the amount of variation of delay timing from the targeted nominal) has been the industry’s goal ever since delays were first introduced into the marketplace. Just as adding delay time between blast-holes improved blast performance since their introduction, having the wrong delay or a poorly timed blast has proven to be very inefficient and in many cases hazardous. The question of how precise a blast initiation system needs to be still remains unanswered, but electronic detonator systems being used today indicate that significant improvements can be achieved over conventional pyrotechnic detonators. These systems can typically provide single digit millisecond ranges of variability, if not sub-millisecond in some cases.

Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

This bulletin abstracts and reviews essential details of reports on 59 fires in different coal mines in the United States, describes the circumstances of origin and the methods of controlling or extinguishing the fires, and points out the lessons taught. all, the fires caused great damage to property and killed nearly 400 men. The data have been compiled from the records of the Bureau of Mines, which cover most of the major mine accidents in the United States since 1.908. The names of the mines concerned and of the persons connected with the management of those mines have been omitted in accordance with the usual policy of the bureau. The bureau hopes that this bulletin will be of service to all persons interested in lessening the fire hazard at coal mines and to all who may be called on to fight a mine fire.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau's work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used fur making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.

The production of natural abrasives varied in quantity and value compared with those of 1974. Output of tripoli-type materials and garnet both decreased in quantity and value. Special silica stone products decreased in quantity but in-creased in value. The production of emery increased 38% in quantity. The production of manufactured abrasive materials decreased for all types and the decreases were more in quantity than in value. [ ] FOREIGN TRADE Imports of abrasive materials were 15% less in value than in 1974, and exports plus reexports decreased in value 10%. Net exports, the excess of exports and reexports over imports, were $9.3 million, about four times that of 1974. The volume of all abrasive materials exported decreased and the value of nearly all decreased.

Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. Longwall and continuous mining are prevalent methods employed by Chinese underground coal operations. The main ground control challenges include roof skin deformation, roof collapse, and outbursts of coal, gas, and water. Microseismic monitoring provides valuable information on rockmass behavior and fracture propagation caused by stress redistribution, active geological structures, or gas build up within the coal strata and the surrounding rockmass. Collecting and assessing seismic data has proven to be an instructive tool for engineers to better assess ground conditions and mitigate seismic hazards associated with mining. The development of intrinsically safe and explosion proof certified seismic monitoring equipment has revolutionized China?s underground coal mines. The use of this technology allows for the optimization of gas drainage at an increased rate of two at a 50% higher purity without any increase in drilling costs. Microseismic monitoring can also be used in identifying seismically active faults and shear zones. This information can be used to assess and revise mining strategies to improve safety and ground stability.

The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk. In the UK, it is becoming increasingly necessary to open new longwall mining areas above old, abandoned workings. In such cases, strategic and gate roadways must often be driven and maintained across highly stressed areas and pre-existing and sometimes only recently formed subsidence troughs. Ground control at the edges of the subsidence trough can be particularly problematic, with complex combinations of stress and rock conditions being encountered depending upon the precise position in relation to underlying pillar edges. For economic recovery of these reserves, it is essential that rockbolt support is used wherever possible. It is therefore very important to the industry to develop its understanding of ground conditions and support requirements in these areas. This paper describes; ? the historical background to these problems and a series of documented UK case studies from the last 20 years. ? the experiences at UK Coal?s Riccall colliery, where a number of longwall panels were worked at a depth of around 800m, some 65m above previously worked longwalls. Actual experience is compared with pre-mining expectations and model predictions. ? design considerations and experience to date at UK Coal?s Welbeck and Thoresby collieries, which are embarking upon a series of longwalls in the Deep Soft seam, 30-40m above previously worked longwalls. The paper outlines numerical modelling techniques used to optimise such mine layouts within the complex geological and geometric constraints of a mature coalfield. These involve combinations of 2D and 3D finite difference and 3D boundary element models. It also discuss new modelling approaches which will be investigated in forthcoming EU funded research.
