Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

"In unfavorable strata conditions, it is often necessary to install additional long tendon support as part of a primary support cycle. Although these support systems provide the required additional stability to the roadway installation does have a significant effect on the rate of development. To overcome the slow cure time of Portland cement-type grouts, the use of two component resin systems, such as polyurethanes and urea silicates, have become favorable. However, concerns over low modulus and creep properties has led to the development of a two-component grouting medium that displays the properties of traditional cable grouting materials with the rapid reaction times of pumpable resin systems. This paper describes product testing, application, surface trials, underground trials, and full-scale applications of the Tekthix System in a dynamic underground environment. INTRODUCTION Single-component cement grouts have been used to anchor long tendon supports for many years. They range from high- to low-slump Portland cement and can be slow-setting to fast-setting grouts. However, current cement grouting systems, which includes the grout and equipment, have some disadvantages: 1. Low-slump grouts require pumps that can handle a thick, high-viscosity grout, so choice of pumps is limited. 2. Pumping distance is limited with current cable bolt grout pumps; operators often tend to add water to allow pumping long distance, which adversely impacts the quality and strength of the material. 3. Fast-setting grouts tend to cause issues with pump and line blockages due to the reduced working life of these single-component materials."

The last one decade in India had witnessed phenomenal growth in the coal, lignite, iron ore, limestone and many other minerals. To meet the production of minerals, the energy requirement is also very high both in terms of petroleum products and electrical energy. Because of spiralling prices of crude oil and also of the electrical energy, attempts have been made by various mining companies to select energy efficient mining machineries (in underground and surface) mines, together with energy efficient mining and mineral processing operations. Mineral sector of India is working seriously in tune with the Planning Commission stipulations to conserve energy.Apart from energy use (both electrical and fossil fuels) in mining, it is also significantly contributing to the cost of mineral processing depending on the quality of ore/rock being processed. Over the years a number of studies have been initiated and implemented to reduce cost of energy bill. An attempt has been made to present the various aspects of energy conservation, Impact of Energy Conservation Act 2001, Relevance of energy audit, areas of energy consumption and conservation efforts, etc in this paper. The paper also deals with some of the case studies to show how energy conservation programs has been implemented in the Indian mineral sector.

Support design in jointed or blocky rock masses is often approached by the use of either 'rules of thumb', rock mass classification systems such as the Q-system (Barton, Lien and Lunde, 1974) or RMR (Bieniawski, 1973) or conventional wedge analysis. Generally, this requires that a number of key simplifying assumptions are made and the support system is designed to cater for either a mean, most likely, or worst case scenario depending on the risk tolerance. The design block size is often a major uncertainty and often a worst case block size based on excavation span is used. Thompson and Windsor (2007) state that it is inappropriate to base support designs on the excavation size as these size blocks rarely occur if discontinuity trace lengths are considered. Probabilistic keyblock methods can be used to determine the most likely design block sizes. A methodology is presented whereby JBlock software (Estherhuizen, 1996) is used to estimate potential block sizes as part of the support design process. Using information such as the spacing, orientation and length of discontinuities, it is possible to simulate blocks in the walls of an excavation (Esterhuizen and Streuders, 1998). Keyblock analysis methods (Goodman and Shi, 1985) are used to evaluate whether blocks are removable and whether the chosen support will be sufficient to ensure stability. Data from two mines is used to demonstrate how probabilistic keyblock analyses can be used in support design. Discontinuity data was used to generate 10 000 removable blocks and the design block size statistics were determined. For one mine this information was used to scale blocks in a conventional. Unwedge analysis whilst for the other mine, the point estimate method (Harr, 1987) was applied. The choice of appropriate design acceptance criteria in terms of factor of safety and probability of failure is also considered.

"So many talks, so little time.One of the toughest challenges associated with attending the SME Annual Conference and Expo is deciding how to allocate one’s resources. After accounting for keynote and plenary sessions, committee meetings, networking events, luncheons and exhibits, attending even one of the 109 technical sessions and more than 600 technical paper presentations can be a labor of love. Many, however, managed to make it to many of the sessions, including the mineral and metallurgical processing technical session on solvent extraction, ion exchange and electrowinning.At one point, that room was seated to near capacity, with a considerable number of the audience members standing by the walls at the back. Brittany Valera of Freeport-McMoRan Inc. was one who came early and enjoyed the session in its entirety. "Everything was pretty exciting," she said. "I really liked the modular plants. I think the future of mining, just like what we talked about in there, lies in thinking about things like remote locations, lifetimes of plants, anything that would be reusable and sustainable; and lower-cost and user-friendly would be really beneficial."Michael Moats, associate professor of metallurgical engineering at Missouri University of Science and Technology, started off the session by presenting on behalf of post-doctoral student Alex Luyima, who, like many before him, had been snapped up by industry and is now working for a secondary-metals refining company in Texas. Their team studied the nucleation and growth mechanism of copper on stainless steel from synthetic acidified copper sulfate in the absence and presence of chloride ions and three commercial organic additives: Hydrostar 4208, DXG-F7 and Cyquest N-900. Currenttime data were analyzed using known models, with reference to scanning electron microscope images. Good agreement was achieved between the models and SEM micrographs of deposits at a commercially relevant current density of 30 mA/ cm2. The addition of 20 mg/L chloride was found to increase the size and reduce the number of nuclei. The addition of 2.5 mg/L of each additive did not change the mechanism, but all three reduced the size and increased the number of nuclei, leading to more uniform coverage of the substrate with smoother deposits produced in twohour electrowinning experiments. N-900 had the best deposition coverage while DXG-7 was the easiest to dissolve."

"Solar generated power has long been considered a useful energy source only for low-energy density and non-mission critical use, such as providing electricity for residential applications. The success of Concentrating Solar Power (CSP) facilities, such as the 64 MW Nevada Solar- 1 near Las Vegas, have demonstrated that solar does have application to high energy density industries such as materials and chemical production. This paper will discuss the current operating con_guration of the Solar-1 facility and show how proposed modi_cations, such as addition of thermal storage and use of liquid salts as the working uid, can further improve the e_ciency and energy production of the plant.IntroductionThe United States as a nation is the largest consumer of energy in the world at an estimated 29 trillion kWh per year[1], which is roughly 15% of total global energy consumption[2]. On a per capita basis, the United States also leads most of the world, using an average of 96,000 kWh per person[3]. Roughly 40% of the energy consumed in the United States was produced from petroleum, 23% from coal, 23% from natural gas, 9% from nuclear and the remaining 5% from renewable sources such as solar, geothermal, wind, and hydroelectric[1].Energy demands associated with the industrial-scale production of chemicals and materials is a signicant portion of the United States total energy consumption. Roughly 33% of the energy consumed in the United States is used by the industrial sector, with 22% of this amount used in chemical production, 16% used in petroleum rening, and 14% used in the smelting and rening of metals[1]. Energy costs are also a signicant, if not the most signicant, portion of the total production costs for many materials. For example, roughly 30% of the cost of producing aluminum is the electricity used in the Hall-Heroult process [4], while the cost of energy is roughly 15% of the total cost of producing steel products [5].The primary sources of power for the industrial sector have been coal, petroleum, hydro- electric and nuclear. The use of alternative energy sources, e.g. solar, wind, geothermal, for industrial materials production has been slow in coming because they are intermittent and low-energy density sources, i.e. no solar power at night, no wind power when the air is still, etc. The success of Concentrating Solar Power (CSP) facilities, such as the 64 MW Nevada Solar-1 (NS-1) near Las Vegas, have demonstrated that solar can have application to high energy density industries such as materials and chemical production.This paper will discuss the current conguration of the NS-1 facility, and potential modications to the facility that will increase both its power e_ciency and power density."

The challenges facing the iron and steel industry on a global scale include depletion of resources, excessive energy consumption and CO2 emissions. The demand for iron products in Zimbabwe is increasing due to massive infrastructural development like the expansion and improvement of mines, transportation systems and water reticulation systems. In Zimbabwe, cast iron is mainly produced from recycling scrap metals. However, there is currently a shortage of scrap, which has resulted in the vandalism of state-owned properties such as bus terminals and railway wagons and lines. Nevertheless, Zimbabwe is rich in limonite ores, which are idle, and it is the aim of this research that this ore be effectively used to produce feed for the blast furnace. The Blast furnace is still the dominant route for producing cast iron where sintering and coking processes are the main routes for preparing the Blast furnace feed. Sintering limonite ore fines produce a product of poor grade because of the high value of loss on ignition that has a negative impact on Blast furnace efficiency. Furthermore, the sinter plant and the coke making plant are a source of huge environmental pollutants. Since low-grade Zimbabwean coal fines are also available in abundance, they were used in the preparation of the composite materials ensuring maximum utilisation of this resource. Results showed that the limonite ore-carbon composite pellets sample with the binary basicity ratio (CaO/SiO2) of about 0.27 and coal addition of 2.5 wt per cent achieved above the minimum physical quality requirements for pellet of drop number of at least 4, a dry compression strength greater than 2.2 kg/pellet and an indurated compression strength greater than 250 kg/pellet. Limestone was used as the binder avoiding the addition of more impurities from bentonite since the limonite ore has a high SiO2 content of about 8.78 wt per cent.

"Copper Mountain’s concentrator was commissioned in May 2011. The circuit consists of a 34’ x 20’ EGL SAG mill, a Raptor 900 pebble crusher and two 24’ x 39’6” ball mills. Each mill is equipped with a 2 x 8500 HP dual pinion drive system. The plant was designed to process 1585 mtph of SAG feed. From startup, the mill struggled to meet the required production rates. Over time, a major initiative that involved blasting and fragmentation, optimization of the SAG mill in terms of discharge grates, ball size and slurry density, and operation of up to three mobile pre-crushing plants resulted in significant increases in throughput. In parallel, a number of modeling tools, including JK SimMet, were run based on plant benchmarking exercises. Samples collected at the mine site during ramp up confirmed the very competent nature of the ore with drop weight - A*b values of less than 24 being recorded on a variety of plant feeds and lithologies. After due consideration including demonstration of proof of concept, a new pre-crushing circuit incorporating an XL2000 cone crusher and associated screening equipment was designed, constructed and commissioned at the site in August 2014. This paper reviews the history of the original circuit design, the various optimization steps taken and impacts, together with the final pre-crushing circuit and net results.IntroductionThe Copper Mountain Mine is located approximately 20 km south of Princeton, British Columbia, Canada (refer to Figure 1). The region has a long history of copper mining dating back to 1923. The Copper Mountain camp occurs in the 'eastern volcanic belt' of the Nicola Group (Monger, 1989). It is an alkali copper-gold deposit in which the volcanic strata are intruded by early Jurassic dykes, sills, irregular plugs and zoned plutons (Woodsworth et al., 1992). The stratified rocks are relatively fresh with slight metamorphism in the local contact regions."

Security concerns have prompted the Department of Homeland Security to investigate the use of recording systems on all vessels holding materials used for blasting; a new regulation is expected in the near future. By measuring the strain developed in the legs of vessels with bolt-on sensors, it is possible to monitor the weight of vessel contents. Several companies make this type of sensor and recent versions give the required accuracy. This paper describes two generations of sensor, the second generation having a simpler method of installation that uses standard power and hand tools. Three types of indicator are available to monitor the material weight. 1) A simple electronic bar-graph indicator with a digital weight display. 2) A touch-screen display showing bar-graphs of multiple silos with digital weight displays plus their associated trend graphs, recent readings and an alarm log. 3) A data acquisition unit which acquires the weight digitally from up to 32 vessels and stores the raw and filtered date and time stamped data in a local computer database. This local computer then transmits the data via an Internet connection to a secure central database which allows the weights of all the storage vessels for a company to be viewed anytime and anywhere via the Internet. Historical trend graphs can be viewed and the data can be uploaded into an Excel file for further processing; for example to determine filling or discharge amounts. In addition, E-mail and SMS (Short Message Service) text alerts can be sent automatically when selected alarm levels are reached. Current research and development includes connection of vessels to the central database by a cellular wireless modem when a local computer or Internet connection is not available, as well as connection of remotely located vessels to a central point via “Wi-Fi bridge" radio data links. Future versions will include digital I/O (Inputs and Outputs) to record, for example, activation of filling and discharge devices as well as opening and closing of doors.

In a previous paper, Oelsen, Schuermann, and Hey-nertl pointed out the possibility of obtaining complete thermodynamic functions for alloy systems from calorimetric measurements alone. Specifically, if the heat content of a heterogeneous, multicomponent system is known as a function of temperature and composition, then it is possible to derive the heats, entropies, and free energies of formation of liquid phases and of solid intermediate phases of fixed composition. The authors present equations and graphical techniques applicable to eutectic systems and systems with intermediate phases without solid solubility at lower temperatures. eijering has considered possible extension of the treatment to systems with complete solid-state miscibility at lower temperatures; however, experimental difficulties practically restrict the method to systems with very limited miscibility in the solid state. The purpose of this note is to present an alternative derivation of the heats and entropies of formation of liquid phases and of solid intermediate phases from heat-content measurements alone. Fig. 1 shows three types of phase diagram to which the analysis may be applied. If the heat content is determined as a function of composition x, at temperature T, we have quite generally and the heat of mixing of the liquid is obtained directly from heat-content measurements. A production information management system (PIMS) was recently implemented at Queensland NickelÆs Yabulu Refinery. Although a strong business case was developed to justify the significant investment in PIMS some potential beneficiaries remained sceptical of the anticipated benefits. The decision to install PIMS was justified as the on-line availability of continuous production data enabled the optimisation of some crucial operations resulting in significant cost savings, improved throughput and final product quality. Furthermore the rapid access to extended historical data has allowed the cause of repeated failure of equipment to be determined. The investment is expected to pay for itself within two years and has already contributed towards significant savings. This paper focuses on some of the diverse production improvements gained and compares the anticipated benefits in the business case to those achieved. A brief outline of the phased implementation of the OSIsoft PI data historian and complementary client software at Yabulu is included, along with details of the lessons learned.

Norman Hanson Visiting Fellowship The Norman Hanson Visiting Fellowship, supported jointly by the National Development Fund for the Building Industry (inaugurated by the Building Industries Federation (8.A.)), the Institute of S.A. Architects, the Association of S.A. Quantity Surveyors, and the National Building Research Institute of the CSIR exists to finance fully or wholly visits by eminent authorities from overseas to South Africa for the purposes of seminars, informed discussions, consultation, and possible active participation in scientific, technological, and development projects of importance to the building industry.

About 1300 members and guests attended the Seventh Annual Mid-winter Convention of the American Institute of Electrical Engineers, which was held in the Engineering Societies' Building, New York, on Feb. 19 to 21. The opening session was a joint session with the American Institute of Mining Engineers, when welding was discussed. The various phases of standardization in engineering work were discussed by President Comfort A. Adams at the Thursday morning session. Thursday afternoon was spent in visiting. Some of the guests visited the Brooklyn Navy Yards, where they inspected the power plant, shops, dry, docks, etc. ; others visited the Bell System Laboratories of the Western Electric Co. A produção de aço no mundo está a cada dia mais competitivo, com isso as indústrias siderúrgicas tem desenvolvidos projetos com foco na melhoria da qualidade dos aços e na redução dos custos dos processos de fabricação. Este trabalho descreve as melhorias realizadas no processo de lingotamento contínuo, com foco na redução do desvio de placas por desobstrução dos veios da MCC 2. Esta melhoria consistiu na modificação do sistema de controle e injeção de argônio dos veios durante o lingotamento. A implementação dessas ações propiciou um melhor controle na injeção de argônio no sistema de válvula gaveta, reduzindo significativamente as obstruções do veio por deposição de alumina. Hoje, com os resultados alcançados na MCC 2 perduramos entre as melhores práticas nacionais. O trabalho foi realizado sem investimento contribuindo com a redução do custo de transformação do aço em placa.

The mining industry in Colorado faces the same problems the industry faces throughout the United States and the world — record low commodity prices and increasing regulatory and environmental restrictions that seemed designed to curtail mining activities. Despite those obstacles, the mining industry in Colorado still contributes about $8 billion annually to the state’s economy in the form of base and precious metals, industrial minerals, coal and associated service businesses and jobs. So the 300 attendees at the102nd National Western Mining Conference felt reason-ably positive about the industry in their state. The meeting is the Colorado Mining Association’s annual conference and was held at the Broadmoor Hotel in Colorado Springs in November. The theme was “Mining in the New Millennium — Achievement + Innovation = Survival.” Experts from Colorado’s mining industry and abroad discussed the challenges faced by the mining industry as it enters the new millennium. They offered insights into how the industry will operate during the early years of the 21st century and how it will survive low prices and increased regulatory restrictions.

The Plymouth Tunnel forms part of the 16-mile long route of the Purple Line Light Rail Project promoted by the Maryland Transit Administration. The tunnel is approximately 1,220 feet in length with a shallow vertical alignment located beneath a residential area. Challenging mixed ground conditions included surficial soils, decomposed Saprolite, and highly weathered to fresh rock requiring the use of the Sequential Excavation Method (SEM) for construction. This paper discusses innovative approaches implemented during construction as well as challenges faced during planning and installation of a spray-applied permanent concrete liner.

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

The geotechnical properties of mining zones at Leeville Underground mine (or simply called Leeville mine through this paper) are different from one zone to another. The typical ground condition is poor to very poor. Therefore, an appropriate ground control practice is the key for the successful and smooth ore production at Leeville mine. Based on the available geotechnical data, the empirical and numerical methods are used to design the right ground support systems. The main ground control practice at Leeville mine includes geotechnical data collection, evaluation of the stiffness of the support system, selection of rock bolt types, design bolt length and bolting patterns, development of the ground support standards, and performance of quality controls on bolt installation to ensure proper rock anchorage, and strength of shotcrete and backfill. Through all these activities, an appropriate ground support system has been established and applied at Leeville mine for the past four years. So far, a good result related to successful ground control and smooth ore production has been achieved, although the system is still being improved. The authors of this paper will summarize the ground control practice conducted in the last four years and will discuss the procedures and standards of establishing the appropriate ground support systems for Leeville mine.

In line with the Bureau of Mines' goal of providing technology to maintain a supply of minerals adequate to meet national economic and strategic needs, a method for recovering chromite from lateritic materials was investigated. Laterites are a large resource of Ni, Co, and Cr, critical metals of which the United States has insufficient domestic sources. A roast-leach method was developed by the Bureau to extract nickel and cobalt from domestic laterites. A concurrent effort was made to recover chromium from either unprocessed laterites or the leach residues. This report characterizes laterites and laterite leach residues. It describes a chromite recovery procedure using conventional industrial beneficiation equipment for sizing, low-intensity magnetic separation, and gravity concentration. Concentrates containing 20.0 to 22.4 pct Cr (29.0 to 32.7 pct Cr203) and with a 1.6:1 to 1.9:1 Cr-Fe ratio were recovered from laterites and residues containing 1.3 to 2.5 pct Cr with recoveries exceeding 50 pct. Because of their low grade and fine size, these concentrates would be suitable for preparing chromium chemicals. The direct beneficiation of laterites for chromite recovery resulted in the minerals containing nickel and cobalt concentrating in slime products. No iron oxide coproducts of acceptable grade were recovered from either laterites or residues.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and materials.
