In a recent investigation1 on the properties of chromium, and of Cr-10 wt pct W and Cr-5 wt pct Mo alloys at elevated temperatures, it was found that intercrystalline cavities developed in all of these materials during tensile creep at 950°C, and that the cavities led to intercrystalline fracture. There were some interesting differences, however, between the cavities produced in the pure metal and those in the alloys; these differences, moreover, were associated with a difference in ductility. The relevant conditions of creep testing are specified in the captions to Figs. 1 and 3. Chromium showed the presence of quite large intercrystalline cavities, Fig. 1, and these were more or less randomly distributed around the boundaries. The chromium alloys, on the other hand, showed the presence of both small cavities and cracks at the grain boundaries, Fig. 3; it is apparent that the cracks are formed by the linking together of the small cavities. Consideration of the past work on the subject of the diffusion of chromium into iron suggested that additional information might be given by the use of X-ray spectroscopy in following the concentration changes through the diffusion zone. Grube and Fleischbeinl packed rods of electrolytic iron in a mixture of alumina and chromium. These specimens were heated in an atmosphere of purified hydrogen for varying lengths of time. After treatment the specimens were examined metallographically and showed the usual structure, consisting of a border of radially oriented columnar grains ending in a sharp boundary line. Reference is made to the fact that etching with certain reagents will attack only the material inside the border of columnar growth and also to the fact that polishing seems to develop a ridge at the position of the boundary between the etched and unetched areas. By chemical analysis of thin layers turned off on a precision lathe, the authors were able to obtain depth-concentration curves. These curves, reproduced in Fig. 1, show that in most cases a pronounced change of slope occurs, corresponding to the position of the boundary of the columnar grains. In a laler paper Grube extends his work to other systems which show the same characteristics.~ He concludes that the reason for the break in the curve is that a hindrance of diffusion occurs at the place where the regularly oriented grains of the diffusion zone meet the random grains of the interior portion, on the assumption that the diffusion velocity in one direction in a grain may be greater than in another direction, and that the grains in the diffusion zone orient themselves so as to give the maximum diffusion rate. In the preparation of this paper, the author has drawn upon experience with the operation of a blast furnace on Ioo per cent scrap burden, which he believes was the first operation of its kind in the country. It is the writer's further belief that much of the controversy attending discussions of this subject may be obviated by the presentation of a group of facts that should be known by blast-furnace men and open-hearth men alike. The following question has been raised: "Is iron made with scrap in the blastfurnace charge as good iron as that made without scrap—made with straight ore?" This question may he answered in part by the fact that the open-hearth men of the Bethlehem Steel Co. who used pig iron from a blast furnace that operated on Ioo per cent steel scrap found no difficulty in the processing of such iron other than that to be expected from the known analysis. Operation with ioo PeR Cent Steel Scrap During World War I, there was accumulated at the Bethlehem plant of the Bethlehem Steel Co. some 22,000 tons of alloy-steel turnings and borings. This scrap material was highly corroded and, like alloy-steel turnings of that period, were as a drug on the market. There was also a small tonnage of scale, rich in valuable metal. If this scrap could be worked up into pig iron, it would become readily available for use in the open hearth. In order that the pig iron should contain the maximum percentage of nickel, permission was obtained from the Management to try a Ioo per cent scrap operation. Accordingly, a blast furnace was swung over on July 25, 1919; the percentage of steel scrap increased more or less irregularly until July 29, when Ioo per cent steel turnings were charged. Except for occasional charges of nickel scale as an "cxtra," the operation continued uninterruptedly until Aug. 27, when the furnace was swung back to the regular ore—ore and scrap—operation. During this period, the furnace production ranged from a low of 568.60 tons to a maximum of 766.07 tons. At the swing-over from Ioo per cent scrap to the regular burden, the charge I hung up rather severely. While the latter condition has nothing to do with the object of the paper, a brief discussion of the experience will appear later because of the interest it may have for blast-furnace operators. In Table I, results of the first and last days of the ore charge are shown, July 25 and July 29. The last column shows a summary for the period of maximum scrap ' charge. The furnace employed had a hearth 16 ft. o in., bosh 22 ft. o in., stock line 15 ft. 6 in., bell 11 ft. 6 in., batter in., bosh angle 73' 27' and a Balrer-Neuman top, with gas-engine blowers. The Long Island Lighting Co. has operated an extensive monitoring system for over three years. Nearly 900,000 separate pieces of information have been recorded for a land area of some 600 sq miles, 15 miles north to south by 40 miles east to west. The data are composed of about a half million sulfur dioxide measurements at various locations, 290,000 of which were by the West-Gaeke method, about 160,000 pieces of weather data, and 220,000 measurements of sulfur dioxide as emitted from each of the power plant stacks on the system, all measured on an hourly basis and stored on computor cards and tapes. The computor has been programmed to collate stack emissions, weather information, and ground level sulfur dioxide measurements. The analysis shows that emissions from tall stacks do, indeed, contribute very little to ground level sulfur dioxide. For example, LILCO shows that its Northport plant contributes less than 2 ppb, hourly annual average. They also state that the plant converted to 100% natural gas or shut down, would reduce ground level sulfur dioxide by no more than 2 ppb.

Introduction When one thinks about world metal economics today, it seems to me he must go beyond the traditional factors such as exploration, discovery, economic feasibility of development, management, labor, and the application of technology. These elements have been and will continue to be very important, of course, in making available the resources that experts believe the world will require during the remainder of this century. There are, however, some new forces as well as new or different emphasis on some of the old factors that could materially affect the development of the world metal mining industries. For example, in my own company two of the most significant considerations affecting our economics today have to do with foreign political decisions and with environmental concerns here in the U. S. -both of which play a far more significant role in our economic considerations than they did as recently as 10 years ago. After a brief look at some historical data and some projections of probable future demands for the world's major metals, I shall then identify and comment upon some of the factors that I believe will have an increasing impact on the future of the economics of our industries. I do not have any magic solutions to the problems we will face; nevertheless, we in the mining industries of the world are going to have to cope with these matters and find satisfactory answers to the problems they will create. The Past Although the age in which we live has been described as the atomic age, the space age and the computer age, we are, in fact, living in a metals age, and we have lived in a metals age for a very long time. The discovery of copper smelting, for example, is placed at about 4000 B.C. Gold was used in a primitive way before that. Other metals - lead, silver, tin, iron and mercury - were discovered and used before 2000 B.C. In all probability, we will be dependent upon metals beyond the vision of anyone living today. In industrialized nations of the world, man's mode of living is based to a great extent on metals, and it is extremely unlikely

IN view of the approaching visit to Japan and the Imperial Steel Works at Yawata by our members, the following notes on present conditions in the industry there will be of interest. The data were collected by the representatives of the Bureau of Foreign and Domestic Commerce in Japan and are furnished here through the courtesy of the Department. In connection with the proposed suspension of both new and old Government undertakings and the general depression in building, which is expected to result from the retrenchment policy of the Government, some cuts in iron and steel prices have been made by dealers. It is expected that the Yawata Steel Works may reduce its round bar prices for November delivery by 1 yen.

Florida is blessed with some of the worlds greatest phosphate rock deposits, and doubly blessed in that those deposits are uraniferous. Until recently, the uranium con¬tained in phosphate rock had been ignored, but spot mar¬ket prices in the $40-per-pound range have spurred actions which will soon transform the state into a major uranium supplier. In 1978, two plants in Florida and one in Louisiana went it on- stream to recover uranium oxide from phosphoric acid, and construction began on three other extraction facilities. Together, these six plants will be cap¬able of recovering 1940 t/y (2140 stpy) of yellow cake from Florida phosphate in the early 1980s, equivalent to 15% of the projected US requirement. By the year 2000, Florida phosphates will have produced a projected 49 000 tons (54,000 st) of uranium oxide to fuel the nation's nuclear reactors.

The Fresnillo unit of the Mexican Corporation, S. A., is situated at the old historic mining town of Fresnillo, Zacatecas, Mexico, 33 miles north of the city of Zacatecas and 750 miles south of El Paso, Tex. It is connected with the Mexican Central Railroad by a broad-gage spur 5.5 miles long, belonging to the company. Fresnillo is surrounded by a broad semi-arid valley on the Mexican plateau at an elevation of 7300 ft. The monotony of the valley is broken by a number of low hills. Near the town of Fresnillo is the " Cerro de Proano," an elliptic-shaped hill of gentle slope, rising out of the plain to a height of 325 ft.; the base has a major axis of 4500ft. and a minor axis of 3000 ft. In this hill is the silver-bearing mineralized zone, which comprises past and present mining operations. (In this paper money values are expressed throughout in American currency and the dry short ton of 2000 lb. is used.) The discovery of ore at Fresnillo is credited to the Spaniards, soon after the conquest of Mexico. There are, however, no authentic records to show the amount of work done by them. In 1832, the State of Zacatecas took possession of the property and operated it. Evidently the rich ore above the horizon of the plain had been fairly well exhausted, as an old record states that thirty shafts were used for unwatering, requiring 300 men and 1500 animals. The cost of pumping alone amounted to $150,000 a year. In spite of the fact that cheap convict labor was used, mining costs were reported as $20 and treatment charges as $20 per ton. In 1835, the state was obliged to seek foreign capital, and a company formed in London secured a controlling interest in the property. This new organization sank two shafts, one 11 by 19 ft. and the other 10 by 15 ft., to unwater the mines and extract ore. Large Cornish pumps were purchased in England and hauled overland from Vera Cruz; engines also were installed to operate the arrastres (grinding mills) in the patio process of ore treatment. Substantial buildings were erected and operations were conducted on a large scale, for that period. The patio, the largest in Mexico, was 1150 ft. square. The costs for 1850 were:

The gravity discussed here is that of the clean oil produced. Gravities of fluids containing water, free or in the form of emulsion, sand, drilling mud or mineral salts of a nonbituminous nature do not represent the gravity of crude oil as considered in this paper. During recent years it has become a frequent occurrence for operators to be called upon to explain to landowners the reasons for variations in gravity on shipments of oil from wells in which they are interested as royalty owners. In regard to single well leases it has been noted that marked changes in gravity frequently have occurred for no apparent reason. Data collected on the subject and correlated with production methods reveal interesting facts. It is the purpose of this paper to present some of the highlights on the subject. These gravity changes in the natural crude oil are with a few exceptions the result of the liberation under varying conditions of the volatile hydrocarbons from the natural oil-gas solution contained within the pool. The subject of the liberation of gases from natural oil-gas solution has been investigated by Ben E. Lindsly, of the U. S. Bureau of Mines, and the observations recorded here are in the main consistent with his conclusions. Investigators have recognized two methods of liberation of gas from solution—flash and differential. In the latter method the vapors are removed from the liquid as rapidly as formed and have no opportunity to come to a condition of equilibrium with the oil. In flash liberation an equilibrium condition between the oil and the gas exists at the pressure of separation. Mr. Lindsly has found that the method of liberating the gas from the oil has a pronounced effect on the final gravity and that differential liberation results in a higher A.P.I. gravity due to the higher ratio of gasoline producing hydrocarbons left in the oil. Under actual production practices with high velocities in flow strings, it is our contention that conditions of perfect equilibrium between gas and the oil rarely exist, and that gas separation is made under varying conditions, sometimes approaching that of equilibrium and at other times departing from it.

The peak of production from the Appalachian natural gas field was apparently reached about 10 years ago, and the annual production from Pennsylvania, West Virginia and Ohio has now dropped to about two-thirds of the amounts obtained in 1916 and 1917. This falling off in production has occurred in spite of vigorous efforts and large expenditures by producing companies to maintain or increase their output. The greatly increased costs of development and handling are reflected in the present average value of natural gas at the point of consumption, which value in the three states referred to has more than doubled in the past 10 years. While it is true that the natural gas production of the United States has increased during recent years, this increase has come from southwestern states, particularly from Oklahoma, California, Louisiana and Texas, which states are now leaders in the production of this valuable but fleeting resource. Pennsylvania, originally the leading state in natural gas production, occupies sixth place in the latest (1924) U. S. Bureau of Mines statistics. West Virginia, which held first place for 15 years, has dropped to third rank, and Ohio is the seventh state in the order of natural gas production. Domestic and industrial demands for gas are constantly increasing everywhere in the United States. These growing demands have accentuated the difficulties in the localities with depleted natural gas supplies, and serious shortages have already occurred during winter months in the Pittsburgh district. Some relief has been obtained by placing restrictions on the industrial use of natural gas, and by increasing the price (which tends to reduce consumption). Yet these are but temporary expedients for checking gas consumption, which fail to solve the problem of adequate future supplies of gas. Gas is an exceedingly valuable and important form of fuel, and serious restrictions on its use cannot be tolerated for long in any community. As the supply of natural gas declines, it must be supplemented and eventually replaced with some form of manufactured gas. Many cities, including Pittsburgh, are already supplementing their natural gas supply with the manufactured product.

PRELIMINARY COMMENTS Recent years have been difficult for the mining industry, as reported in the most recently published Minerals Yearbook (Volume III), the estimated value of world crude mineral production has been generally declining since an historical peak in 1979 (16).* The costs of mineral extraction have, however, been rising rapidly. Individual project costs are, in general, exceeding the growth rate of mining companies, while operating and technical risks continue to increase (16). Risks resulting from currency flotation and political actions in the host country are also on the increase. Labor difficulties (such as those experienced by Phelps Dodge) and the Reagan Administration's recent rejection of a proposal by the International Trade Commission for higher tariffs and/or quotas on copper imports have also contributed to the mining industry's difficulties. The net result of these factors has been financial difficulties for mining companies with respect to paying for their current financial obligations as well as trouble finding new financing. It may be that one of the main factors in determining the future of the mining industry will be centered upon capital structure, i.e. how its assets are financed. Historical Perspective on Capital Structure In The Mining Industry As discussed by Isreal Borenstein in (4) and Thomas Navin in (7), mining firms typically have used a financial model based upon high financial leverage, i.e. large amounts of debt relative to equity. This has been especially true for American firms developing orebodies discovered overseas. Problems sometimes occurred for those who were forced to commit themselves to completion guarantees in order to obtain bank loans. Mines under these circumstances must be brought into operation regardless of market conditions. Politicians in overseas countries also may use the high profits required by these high risk ventures to argue for nationalization of mines. Coupled with the frequent use of high leverage, mining companies traditionally have paid out a higher percentage of earnings in the form of dividends than manufacturing firms. This is significant, in that such funds paid out in dividends are not available for other uses. Hence, a greater reliance upon debt and/or additional stock issues than would ordinarily be the case for manufacturing firms. Thomas Navin has stated in (7), that the theory behind the high dividend payout was that, "most mining investors thought of themselves as investing in a wasting asset, one that would gradually deplete over time until it ultimately became valueless." Investors, therefore, required a receipt, in the form of dividends, of a percentage of current earnings and a return on original capital. This view of reality, apparently, has not changed in some quarters, even though modern mine management ordinarily replaces depleted mines with new ones. It may be that this practice of high dividend payout coupled with relatively high financial leverage should be reexamined. Current capital structure theory could prove interesting and useful for those concerned with current conditions. Capital structure patterns and related practices in this industry are not, in many cases, congruent with those thought by some to be theoretically optimal. Prelude to Capital Structure Discussion With a few notable exceptions (such as the Guggenheims and Anaconda's chief operating,. officer in 1971) mining companies' chief executives and boards of directors have not been persons with financial backgrounds. This, one could conjecture, might have accounted for the relatively nonsophisticated nature of capital structures of mining companies. In order to appreciate the possibilities with respect to alternative influence on a firm's performance, one must be acquainted with the basics of financial theory. This paper is an attempt to familiarize the reader with (1) capital structure in general, (2) the usual components of this structure, (3) the general theory behind the use of financial leverage, and

The term. "high-yield-strength," used in the title of Dr. Gillett's paper (p. 40) is obviously relative. His discussion is limited to improved steels intended to compete with the low-cost, low-carbon, hot-rolled, sheet and plate steels of commerce made and used on a tonnage basis, without heat-treatment. In his list of about three dozen steels, only three have a yield strength of 70,000 lb. per sq. in., or over. Double such values are not uncommon in aircraft steels. Dr. Jeffries (p. 21) refers to "light-weight metals," obviously meaning strong alloys of low specific gravity; namely, aluminum alloys of the duralumin type and certain magnesium alloys. In a structural material, "lightness" is determined by two factors, strength and specific gravity. They must always be considered jointly. The basis of comparison is a strength-weight ratio, obtained by dividing the desired strength value, such as tensile strength, yield strength, or endurance limit, by weight per unit of volume, such as specific gravity or pounds per cubic inch1. For example, aluminum is a heavy metal, structurally, unless alloyed and heat-treated to give it high strength. When the strength of a structural metal is raised by heat-treatment or by cold-work, its specific gravity is not appreciably changed, but it is made lighter in direct proportion to the increase in strength because less of it will be required to carry the load. The lightness of the finished structure of adequate strength is the real point of interest. This structure must not only carry designed load, but "stand the gaff" of service, which includes the effects of accidental overload, fatigue, corrosion, loosening of joints, and so forth. Neither Dr. Gillett nor Dr. Jeffries mentions the true "lightest material of construction," which is alloy steel, tubular in form (Fig. 1), assembled by welding and heat-treated to a yield strength in excess of 150,000 lb. per sq. inch.

ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has five major awards to make annually for excellence in technical papers, as follows: The Robert W. Hunt Medal, The Hadfield Prize, The J. E. Johnson Jr., Award, The Lewisohn Platinum Prize to senior members, and the President's Prize to junior members. ROBERT W. HUNT MEDAL The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes; first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to. a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel. The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards. In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A sub-committee of three to five including the Chairman of the Iron and Steel Committee, shall be appointed by the iron and Steel Committee annually to adjudge the award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the. award be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute. 5. The recipient of the award shall be designated "The Hunt Medallist." SIR ROBERT HADFIELD PRIZE Sir Robert Hadfield has offered an Institute prize of $1000 for researches with regard to the different forms of combination of carbon in iron and steel. Until within a few weeks no paper has been submitted which could compete for this prize. If the paper in hand should not meet the requirements, the donor has suggested that the prize be transferred and offered for: (a) the determination of the hardness in metals in connection. with super-hardness, (b) in consideration of questions of fuel economy, (c) in consideration of questions of industrial development and labor. J. E. JOHNSON, JR. AWARD This award is made from the income of a fund of $3000 donated by Mrs. Margaret Hilles Johnson in memory of her husband, J. E. Johnson, Jr., who was a prominent engineer, author of two valuable volumes on iron blast-furnace construction and practise, vice-chairman of the Institute's Iron and Steel Committee, and a frequent contributor of papers to the Institute's TRANSACTIONS.

The Year Book of the Institute is mailed with this Bulletin. Its membership lists, both alphabetic and geographic, are corrected to Jan. 1, 1918, but its list of officers is revised inn accordance with the elections in February, 1918. The amendment to the Constitution, relating, to qualifications for membership, adopted at the same time, is also inserted in its proper place. We would call attention to the Honor Roll, heading the list of membership. This includes the names of those whom we know (in February, 1918) to be on active military duty, as well as those who are rendering emergency service to the Government in other branches. We are aware that the list is not complete, and shall be grateful for information as to any omissions or corrections. Because of the rapid movement of the military members, their addresses have been omitted from the alphabetic list. Mail addressed to such members, and sent to the office of the Institute, will be forwarded to the best of our information at the time.

THE raw materials of the ceramic industry are mostly clays. This raw material is ground, water is added and the mixture pugged into a moist, plastic, rather stiff mass. From this mass the desired units of manufacture are made (bricks, hollow building tile, sewer .pipe, etc.). These units are dried; then placed in kilns and heated until the desired degree of vitrification is obtained.1 For firing ceramic ware, two distinct types of kilns are used; namely, periodic and continuous tunnel. PERIODIC KILNS Periodic kilns are those ordinarily seen in a brick plant. They are either round or rectangular. The raw, dried, formed ware is piled or set in the kilns to depths frequently exceeding 10 ft. The kiln is heated until the ware is matured, then gradually cooled sufficiently to allow men to remove the ware; then the cycle is repeated. The time duration of the cycle may be more than two weeks.

The use of activated carbon to improve the selectivity in the separation of base metal minerals from bulk concentrates played an important role in the development of separation techniques employed at Tsumeb Corp.'s Tsumeb and Kombat mines. The Kombat mill fiowsheet and metallurgical data are given with particular reference made to the separation techniques using activated carbon. The mine's historical background, geology, and mining methods are described briefly.

Lead concentrates from Kuroko (black ore) mines, which contain 4-7% Cu, 55% Pb, 3-777, Zn, and 0.5-0.9% As, are pretreated by a hydrometallurgical process before electric furnace smelting with other lead resources from Kuroko. The hydrometallurgical pretreatment involves sulfuric acid leaching in the first stage and ferric leaching in the second stage. This paper describes the short history of lead recovery from Kuroko and the performance of laboratory tests and pilot plant and commercial operations.
