The work of the Committee on Industrial Preparedness* is well summed up in the following letter written by Thomas A. Edison, Chair-man of the Naval Consulting Board, after President Wilson and signed the army appropriation and army reorganization bills: "The Committee on Industrial Preparedness of the Naval Consulting Board, of which committee Howard E. Coffin is chairman, after a five months' campaign in many ways unique in vigor and vision has played a very definite part in the measures for the national defense which have just become law. It is responsible for having laid the foundation for a true industrial preparedness in this nation. "Five months ago the committee, wholly non-partisan in make-up, acting with the civil, mechanical, mining and electrical engineers and the chemists of the country, members of five great scientific bodies, began its work in' every nook and cranny of the land. The purpose was to prepare American industry efficiently to support the armed forces of America in the event of war. "The public, the business men and the legislators at Washington knew little regarding the demands on industry in connection with modern war. No department at Washington was charged with the duty of coordinating the needs of the army and navy with transportation, industry, and kindred functions. The purchasing, quartermaster's and ordnance departments of the army and navy were unable to buy military supplies except by competitive offering in the open market. No one had considered the need, and no legislative machinery was in existence, for preventing the presence of skilled workers on the fighting front when they would in time of war be needed in the factories, mills and mines of the country. Neither at Washington or elsewhere was there even a list of the industrial resources of the nation in such shape as could be used for practical purposes in case war should come. "The three things, then, that the committee headed by Mr. Coffin set out to do and that now have been brought about were as follows: First, to mobilize concretely the business men of America and their output against a day of need. This meant chiefly to discover in fullest detail just what equipment our manufacturers possessed that might be swung over to supply the army and navy swiftly and bountifully from the hour the colors were raised. In a few weeks this initial task, which has been a truly colossal one, will be at an end. A complete report of the equipment of practically every concern of substantial size in the country is now in the hands of the - committee. Directly in charge of the great inventory has been W. S. Gifford, Supervising Director of the Committee. The second step was to procure legislation making possible the placing by the war and navy departments of annual orders for munitions in small quantities to American manufacturers now not producing such things, so that quietly, efficiently and thoroughly they could learn in time of peace how to supply the government in time of war. The new laws make all this possible. It should be said here that this practice will bring about a geographical diffusion of munition plants all over our country, instead of affording us only a few such concerns for the most part near the exposed seaboards, as at present. It is obvious that this system will also throttle all talk of a munitions trust.

The use in the iron blast-furnace of slags high in magnesia has been generally condemned, not only on the ground that magnesia renders the slag less fusible, but also because it is said to have less power to remove sulphur from the iron. Percy? says the use of dolomite as a flux should obviously he avoided, because magnesia " tends to induce infusibility," but says nothing of its relation to sulphur in the charge. Bell suggests the absorption of SO2, by lime and magnesia in the blast-furnace, but leads the reader to suppose that the really active agent is lime. Major transverse structural zones in the western U.S. such as the Lewis and Clark line, Walker Lane, Texas lineament, and Colorado mineral belt, have localized important mineral districts. In Nevada and Utah the alinement of Cretaceous and Tertiary mineral deposits, such as in the Pioche, Eureka, Manhattan, and other mineral belts, may be related to similar tectonic features. All the mineral belts in Nevada and Utah have produced precious and base metals and tungsten; the Manhattan belt in addition has produced magnesite and brucite; and the Pioche belt, uranium, fluorspar, and alunite. Specific types of ore deposits seem related spatially to major belts of the Paleozoic Cordilleran geosyncline and compositionally to the intrusive bodies with which they are associated.

Characteristics of surface deformations i.e., sub¬sidence, inclination, curvature and horizontal strains, are evaluated, based on information obtained by direct field measurements over three longwall panels in the Northern Appalachian Coalfield. Surface deformations have been precomputed using Bals' and Knothe's theories. The results have been compared with Bureau of Mines field data to evaluate the applicability of the two theories to the U.S. min¬ing conditions. Measured horizontal movements and the resulting horizontal strains differ as much as 300 percent from precomputed values. Topography has no detectable effect on vertical movements but appears to have substantial effect on the development of horizontal strains. The horizontal deformations computed from our field measurements generally exceed the limits used in other countries to protect surface structures.

Cyprus Pima Mining Co.'s open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. Over the years, a number of attempts have been made to refine and polish the ore reserve figures using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results.

TO determine the optimum inside dimension of an airshaft, it is necessary to strike the proper balance between the cost of power for air friction and turbulence losses within the airshaft, on the one hand, and the cost of sinking the airshaft, on the other. An airshaft larger than necessary is extravagant because the increased amortization rate exceeds the reduction in power cost. Conversely, an airshaft smaller than is needed wastes more power than can be justified by the corresponding reduction in amortization rate. The recovery of tensile flow stress of 99.995 pct A1 under conditions of elastic strain and plastic creep straining was investigated using a fractional recovery parameter. Tensile straining was conducted at room temperature to a true strain of 0.10, and recovery treatments were made under stress in the temperature range from 80° to 198°C. Whereas elastic strains had no appreciable influence on flow-stress recovery, plastic creep straining was found to accelerate the recovery process. Although higher creep stresses gave greater recovery for a given time and temperature, it was found that lower stresses produced greater recovevy at equal ALTHOUGH many studies have been made to date on the recovery of metals from the cold-worked creep strains above about 0.005. This effect was attributed to the coarser, and therefore weaker, substructure developed during creep at the lower stresses. The activation energy for recovery during creep straining at 2075 psi between 160" and 198°C was found to be 25,000 cal per mole. This value was not significantly greater than the value previously obtained for no-load recovery. The activation energy for creep at 2075 psi between 160" and 198°C was 34,000 cal per mole, a value significantly greater than that for recovery under the same conditions. state, little is known concerning some important aspects of recovery behavior. One such area is the effect concurrent strain has on the recovery process. Since metals in structural applications at high temperatures are under stress, the possible effects of the resulting elastic and plastic strain on recovery may be of significant importance.

Discussion of the paper of Albert F. J. Bordeaux (Bi-Monthly Bulletin, No. 23, September, 190S, pp. 629 to 640). A. H. BROMLY, Zihuatanejo, Guerrero, Mexico (communication to the Secretary*) :-The following criticism of what "is offered as a summary which may be found useful by mining engineers," is not dictated by any captious spirit, but in the interest of historical and scientific accuracy. The States of Queretaro and Oaxaca have produced sufficient silver to warrant more extended notice. Referring to Pachuca, State of Hidalgo, the somewhat loose and. inexact statement is made that "the ore-deposit is an andesite, intermixed with quartz-veins, rich from the surface." A better description would be,-the ore-deposits consist of quartz-veins in andesite. It is notable that many of the rich shoots worked in recent days did not come to surface. In consequence, Pachuca, is often quoted by the ill-informed as a camp in which values improve with depth, the truth being that the veins carry shoots, or clavos, some of which were exposed at surface and some not. The name of " electric plow," applied to the mechanical stirrer of recent use, is certainly not to be recommended. The stirrer, or agitator, consists essentially of a traversing gang-plow, operated by power through shafting, drums, and wire-rope. The fact that in certain plants the motive-power used is electricity does not make it an electric plow. Such a name suggests a machine of which the motor is an essential and integral part; which is not so in this case. A lathe in a factory driven by water-power is not called a hydraulic lathe. My experience agrees with Dr. Raymond's note as to azulaque, which in sortie districts is also applied to blue copper carbonate. The El Oro, Esperanza, and Mexico mines should be allocated to the State of Mexico; the Dos Estrellas being in Michoacan, as stated. The El Oro quartz certainly does not appeal to me

ALUMINUM powder is a well-known article of commerce and in various forms has been marketed widely for use in paint, for pyrotechnic purposes and for exothermic mixtures. For a number of reasons, how- ever, aluminum powder has not been employed extensively in powder metallurgy, although a great many proposals along this line have been offered. Aluminum and aluminum-alloy powders oxidize readily upon exposure to air and the thin film of oxide (or hydroxide) thus formed is highly refractory, in that ordinary gaseous reducing agents such as hydrogen or carbon monoxide do not reduce the oxide to metal at temperatures below the melting point of aluminum. It has been thought that the presence of these films of oxide on aluminum particles would interfere markedly in powder metallurgical work and a number of suggestions have been made, either for preventing the formation of the film through the production of the powders in inert or reducing atmospheres, or for the removal of the oxide by means of powerful reducing agents, including "nascent" or atomic hydrogen released from metal hydrides. 4 second and more serious difficulty in the use of aluminum and aluminum-alloy powders in powder metallurgy resides in the fact that during compression such powders tend to adhere or cold-weld to the die walls, thus interfering with the formation and ejection of a compact. A third difficulty, which has been encountered only with aluminum-alloy powders, is their hardness when compared with elemental aluminum. Certain of these powders are susceptible to age- hardening, which further hinders the formation of strong green compacts. These conditions are particularly true of atomized aluminum-alloy powders. Even in the annealed condition, plastic deformation of alloy powders under pressure is low when compared with unalloyed powders. This fact, coupled with the lower corrosion resistance of the alloy powders, is probably the significant factor in our failure to obtain strong sintered pieces. The oil production in Bahrein for the year 1939 totaled 7,588,554 bbl., a decline of 709,444 bbl. from the 1939 production of 8,297,998 bbl. The production for the first seven months of 1939 remained fairly constant, the daily average by months during this period ranging between 20,000 and 22,000 bbl. per day. The daily average rose in August to the year's high of 23,800 bbl. per day, then dropped gradually to the year's low of 18,787 bbl. per day for November. The daily average for the year was 20,791 bbl. At the end of 1939 there were 59 wells producing and 8 wells drilling.

Broadly speaking, it may be said that the engineer has two major responsibilities: One is to recommend the choosing of proper machinery and equipment; the other, to assist in the simplification of design, determination of method, and advise about the most suitable material to be used. The products of powder metallurgy enter broadly into both these fields. The oil-cushion, self-lubricating bearing surface on a machine part makes for better machinery and factory equipment, often proves a life-saver in curing difficulties where bearings are overloaded or inaccessible for lubrication, or on installations that with normal practice constitute a problem entailing frequent repairs. On the other hand, other parts may require low porosity approaching solidity. In the second field, powder metallurgy provides many possibilities for improved products, improved performance, solving of technical problems, saving of weight, quiet operation, higher factors of safety, greater flexibility, attractive economies, and so on. Parts We of the automotive industries are making many powdered-metal war-machine parts, both ferrous and nonferrous, including gears, external and internal; ratchets, both external and internal; levers; pillow blocks; sliding blocks; cams; gibs; hubs with external and internal splines, and similar units. Powdered metals play an important part in our war work, as they did in peacetime in the manufacturing of passenger cars and trucks. The art of powder metallurgy is not a panacea. Although on certain parts such operations as turning, boring, facing, reaming, counterboring, milling, countersinking. chamfering, broaching, hobbing, profiling. trepanning, gear cutting, grinding, etc., can be eliminated, there will always be the need for machine tools. Advantages of Powder Metallurgy Simple machining operations often are eliminated by using powdered metal, and also many other intricate operations, some of which are of the type impossible to perform on the most modern production equipment; for instance, an external spline on a flange hub, where the spline must continue to the flange face and at full depth. Another important feature is that some of the machine parts may require a self-lubricating surface at one or more points; for example, proper lubrication of a sliding splined spool, while ordinarily most digcuit, is accomplished automatically with a self-lubricating powdered-metal bearing. Frequently machine parts are made with physical, mechanical and technological advantages unobtainable from cast or forged metals of similar analysis. Thus powder metallurgy offers the designing engineer broader latitude. Similarly, the engineer may take advantage of powder metallurgy in his teamwork with other departments. Another important advantage in powder metallurgy for machine parts is the relatively short time required for tool-up.

Even in the annealed condition, plastic deformation of alloy powders under pressure is low when compared with unalloyed powders. This fact, coupled with the lower corrosion resistance of the alloy powders. is probably the significant factor in our failure to obtain strong sintered pieces. THOUGH at an earlier period brief studies had been made by the Lehigh Navigation Coal Company Inc., it was not until 1924 that J. B. Warriner, then general manager, called for a comprehensive study of timber treatment, treating solutions, and related operations. Because of the impossibility of procuring accurate costs and other pertinent treating data, the American Wood Preserving Co. agreed to treat a car of mine timber at the Port Reading plant of the Reading Railroad. Fig. I shows the treating data collected at the treating plant on this timber, which was installed in two of the Lehigh mines in 1925. In the latter part of 1925, a survey of the tunnels and gangways of the company's Panther Valley mines was made to determine the proportion of gangways or tunnels timbered, cause of timber failures, approximate life of the average wood set and the approximate percentage of treated timber that it would be profitable for the company to use. Results of this survey appear in Table I. Because of the high percentage of timber that gave evidence of failure by rot, as noted in Table I, and a further study of the life of the sections where timbering was necessary, it was deemed advisable to fill 25 per cent of the yearly gangway timber requirement with treated timber. Quantities and Treatments OF Treated Timber Purchased In the early days of the program, none of the large treating companies would accept orders for small quantities of treated timber and the company was compelled to state the quantity of timber it would require at each operation in each month of the year. THOUGH at an earlier period brief studies had been made by the Lehigh Navigation Coal Company Inc., it was not until 1924 that J. B. Warriner, then general manager, called for a comprehensive study of timber treatment, treating solutions, and related operations. Because of the impossibility of procuring accurate costs and other pertinent treating data, the American Wood Preserving Co. agreed to treat a car of mine timber at the Port Reading plant of the Reading Railroad. Fig. I shows the treating data collected at the treating plant on this timber, which was installed in two of the Lehigh mines in 1925. In the latter part of 1925, a survey of the tunnels and gangways of the company's Panther Valley mines was made to determine the proportion of gangways or tunnels timbered, cause of timber failures, approximate life of the average wood set and the approximate percentage of treated timber that it would be profitable for the company to use. Results of this survey appear in Table I. Because of the high percentage of timber that gave evidence of failure by rot, as noted in Table I, and a further study of the life of the sections where timbering was necessary, it was deemed advisable to fill 25 per cent of the yearly gangway timber requirement with treated timber. Quantities and Treatments OF Treated Timber Purchased In the early days of the program, none of the large treating companies would accept orders for small quantities of treated timber and the company was compelled to state the quantity of timber it would require at each operation in each month of the year.
