G. O. SMITH,* Washington, D. C.—This program is itself a demonstration of the widespread interest in the subject of more efficient development and operation of oil fields. The statements of fact already presented and the views expressed are sufficient evidence that the engineering and economic principles fundamental to the idea of unit operation are much more generally accepted than they were even one year ago. And real progress has been made in putting these principles to the test. No one realizes better than I that the fight against waste, whether physical or economic, must be waged in the front-line trenches: Washington at best is only an observation post. Yet viewed from this distance the advance made in the last few months has been notable and to a high degree encouraging. Five years ago the Federal Oil Conservation Board, in its first contacts with the industry, raised the question, "How can new pools be explored without exploitation until new production is warranted by the country's needs?" Three and one-half years ago the Board, in its first report to the President, paid largest attention, among what it listed as fundamental conservation measures, to "cooperative methods in sane development of new fields." A year ago, in its third report, the Board again endorsed as the essential factor in conserving the nation's reserves of oil, "full cooperation in unit control, whether by voluntary agreement or by state enforcement." The function of this federal agency has been purely fact-finding and educational. The Oil Conservation Board early declared that the major part of its task was to help the industry "formulate the broader by-laws in the sense of conservation." And now, after these five years of eventful history in the oil industry, may I size up the situation as I see it from the Washington point of view? First of all, and fundamental to a successful issue, I have observed in the industry a gradual acceptance of technical opinion as the guide to executive action; and this has at last led to some agreement as to what procedure offers most promise. Analyzed in more detail, this highly desirable progress has consisted in "self-restraint actuated by enlightened self-interest." We see emerging the general desire of oil producers for efficiency in operation, which means low costs and high recovery. As shown by facts presented at this meeting, competition in drilling is in direct opposition to efficiency in oil production, in that such competition increases costs and lowers recovery. The only route to conservation of this natural resource and also of the capital and labor involved in making it available is through unit control, which substitutes cooperative, well-planned action for competitive, unregulated activity, forced by the individualism of a small minority of landowners or perhaps by a single operator. Or, in terms of actual experience, development of an oil field and its subsequent operation under unit control means the substitution of majority rule for minority rule, yet the minority enjoys to the full the resulting economic benefits. So far as it affects the public interest, unit operation of oil properties deserves unqualified approval. It means more oil from the same area over a longer period

I have thought it well to lay before the Institute some account of the Vallecillo Mines, now, I believe, the only paying ones in American hands in northeastern Mexico, including the States of Nuevo Leon, Coahuila and Tamaulipas. The authentic history of these mines dates from their ownership by an American Company in the year 1851, when they were bought by the Vallecillo Silver Mining Company of New York. They had been worked before by the Spaniards, but had been abandoned for many years, on account of the heavy expense of drainage and the constant incursions of the Indians. The company commenced work with several well-known New York capitalists among its stockholders, and had a large fund of both money and enthusiasm. The first point of attack was at a shaft on a mine known as the Jesus Maria, which had the most favorable traditions. Extensive buildings were put up, and two sets of pumps were successively tried. After the second pump, with a steam-cylinder 5 feet in diameter and 10 feet stroke and a plunger 20 inches in diameter, had failed to do more than hold the water, with infinite labor, at the 250 feet level, and after a thorough exploitation of the whole mine above that level had failed to yield more than some $30,000 worth of ore, it was resolved to abandon the effort. Minerals: When man first picked up an appropriately shaped stone and fastened it to a stick of wood to create a primitive axe or hammer he started down the long road of mineral dependency that has continued until today (Fig. 2). Though he did not realize it, that man and his stone axe created an extremely simple form of mineral economy. The struggle against extinction from that day has been fought with minerals. In addition to providing himself with a means to fight for survival, he also exhibited an increase in intelligence. As his curiosity was stimulated, his ability increased to provide himself with better mineral and metal weapons and tools. Today, when we examine the artifacts of past civilizations, we measure the degree of development that had been attained by the variety of metals and minerals possessed and how they were used. The metals employed are so characteristic of the level of intelligence that we have named the various stages of human progress by the metals that were most commonly utilized. Thus, mall went through the Stone Age, the 13ronze Age, the Iron Age and now has reached the Steel Age. The first period of mineral development, the Stone 4ge, began during late Pliocene time. In this first mineral age, prehistoric man began to shape stones by chip- ping off small pieces until the stone assumed the crude form he wanted. FACTORS entering into the market value of coal are its grade, and the cost of labor, material, and capital. Reduction in these costs cannot be expected in the future, and it therefore follows that greater economy in their use must be accomplished if it is desired to hold the present markets; more tons of product per unit must be obtained in a given time from both men and material, and means devised for increasing the percentage of lump and domestic sizes. This paper is presented for the purpose of inviting discussion and stimulating thought in regard to the influence of methods of procedure and plans of mining, upon the quality of coal, the economical use of labor, material, and capital, and the cost of production. Even the better methods of the. present day leave much to be desired, and a review of the reasons and necessities for their use may be of value in pointing the way to more economical mining. The writer does not attempt to discuss untried methods of mining, but rather to state clearly and concisely a summary of the results obtained under the several methods of procedure that have been adopted. In some instances a high degree of concentration has been effected, and comparisons of the results obtained with the results of lesser degrees of concentration form an interesting study. It is believed that much may be accomplished in improving the quality, and in the more economical use of labor, material, and capital, by concentration, and it is to concentration in particular that your study is invited. The writer, who .has occasion to visit many mines, most of which ire under different management, has been inclined to the opinion that improvement has been retarded in many ways and that mining has not as yet been entirely freed from the early-day practices which were forced upon it.

THE earliest record of copper production from the state of Utah comes from "The Resources of Utah," by. Mr. Fabian, in 1872, wherein it is stated that the. Mammoth mine of East Tintic was located in 1870 and that the ores yielded a large percentage of copper, silver and gold. It is also stated that shipments had been made to Swansea, England, which assayed between $200 and $300 per ton. The Mammoth-Copperopolis mine was located in, 1870 and sold the year following to an English syndicate. Some copper was shipped to. England and in 1873 there was constructed a 15-stamp mill and two copper smelting furnaces; these were operated a few months and before the end of the year were closed down and the property sold for debt. . This property -vas reorganized in 1879 and is at the present day a producer, though its principal product now is lead and silver. While a certain amount of copper has always been coming from the various lead-silver camps of Utah, the real history of copper in Utah should start with the discovery of the mines in Bingham Canyon, located about 25 miles to the southwest from Salt Lake City.

It is probable that the word "anthracite" was derived from the Greek preposition an, and the Greek word for Thrace, meaning, in combination, "toward or near Thrace." Aristotle, Theophrastus, Strabo and Pliny all mention Thrace, or Samothrace, in treatises upon stones and stone coals dating back to about 371 B.C. In 1769 Obadiah Gore, a blacksmith of Wilkes-Barre, successfully burned anthracite in his forge, the first of millions of consumers of Pennsylvania anthracite. The Anthracite Region While anthracite is found in widely scattered locations throughout the world, 99 per cent of the total production of the United States origintitles within an area of 3300 square miles in castern Pennsylvania, less than 500 square miles of which arc underlain by workable coal beds. Eminent authorities such as the United States Geological Survey agree that this Pennsylvania anthracite is the only true anthracite east of the Rocky Mountains. Ox completing the filtration of a solution of pig-iron in hydrochloric acid, and after apparently everything had been transferred to the paper, a minute residue was observed remaining in the angle of the beaker in which the solution had been made. This residue had a steel-gray color and metallic luster and was hard and gritty when touched with a glass rod. Placed under a microscope and magnified 400 diameters, the substance was found to be made up almost entirely of opaque cubical crystals with some fragments having the same color and luster as the cubes. The appearance was strikingly like that of a collection of crystals of iron pyrites. The amount of material obtained from ten to twenty grams of borings by solution in dilute hydrochloric acid, and careful decantation from graphite, was barely sufficient for a microscopic slide. A qualitative test of the minute amount of material obtained in this way, showed the presence of considerable titanium. After many fruitless trials by decantation and other methods, sufficient material for quantitative analysis was finally obtained in the following manner: Two hundred and fifty grams of the coarsest possible borings were dissolved in seven liters of hydrochloric acid of sp. gr. 1.03. A solution by the aid of heat took four to five hours. It was allowed to settle, and the clear solution poured off. Great care was taken that none of the material which had settled to the bottom was lost. Values for interaction parameters in nonferrous systems, as calculated from published data, are tabulated and discussed. The influence of temperature on the parameter is derived and compared with the results of the literature study. Wagner's relationship between the interaction parameter and the self interaction coefficients is compared with the tabulated data. A problem which has been of considerable interest in the field of metallurgy is the prediction of the effect of one alloying element present in dilute concentration on the thermodynamic properties of another dilute alloying element. Ultimately, the prediction may be accomplished entirely from statistical mechanical considerations. At the present, however, the problem remains unsolved since liquid solution models which are simple enough for analytical treatment are inadequate for such purposes. Thus, we desire some means of organizing the information on dilute systems which will serve as a guide for further study on interactions in dilute alloys, and also provide a basis for the utilization of thermodynamic data in the engineering design of alloys.

History ILLINOIS has so recently attained the third place in the oil production of the United States that few realize its great importance, or are aware of its highly profitable character. Since 1907 Illinois has furnished about 15 per cent. of the United States output and about 10 per cent. of the world's production. The value of the output in 1913 is estimated at $30,000,000, of which about $20,000,000 is profit. The present prosperity dates from 1905, but efforts have been made since 1865 to develop production and geologists have been very sanguine as to its future for over 25 years. Had the oil operators been as confident as the geologists, the field would have been opened at least 30 years earlier. The oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky—all that is above and all that is below—consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. The tremendous increase in the use of metals that have been prcpared by the various cold-working processes during recent years has greatly stimulated the investigation of problems concerned with the fundamental nature of these processes. It has been observed in practice that different methods of bringing about the same dimension changes in a sample result in a rather wide range of properties. Cold working reduces the ductility of a metal, or what is perhaps more nearly correct, its "working capacity," and naturally the manufacturer wishes to produce an article that has as large a working capacity as possible, and to produce it with the smallest number of operations. It has also been known for some time that cold deformation produces a parallel alignment of the crystal grains of a metal, and that the type of this preferred orientation depends to some extent at least upon particular processes employed in the deformation. The present investigation has for its purpose the study of the relations between the various factors of a cold-working process and the preferred orientation of the metjal crystals resulting from this deformation. The work is chiefly confined to a study of cold-drawn seamless tubing. Preparation of Samples The tubing samples used in this investigation were made of steel having a carbon content of 0.10 to 0.20 per cent, and were drawn on a standard type of draw bench. In order to obtain the large reductions, the annealed stock was coated with lead, for purposes of lubrication. The reductions of area stated refer to reduction from the annealed condition without intermediate heat treatment. The cold work was done as nearly as possible at room temperature. The samples of wire and strip used for purposes of comparison were of steel of approximately the same carbon content and were prepared in the manner indicated. A SUMMARY of the consumption of coal in 1945 shows that the coke industry accounted for 17 pct of the total coal used. No substitute for coke and the blast furnace in the reduction of iron ore has gained sufficient prominence so far to be given serious consideration. However, while the same slot-type ovens are being built and used now as were in use a few years ago, the problem of obtaining suitable coking coals, both high- and low-volatile, has forced many operators to revamp coal-blending facilities. Until the beginning of World War II, high-temperature coke plants were able to secure the required high-volatile and low-volatile coals from two or three seams and from three or four mines. Thus, many of our coke oven plants were able to operate with storage bins for two coals only. The variance in raw materials was not great, and uniformity of blend was a relatively simple problem. Since the beginning of World War II, many and important changes have taken place. Demand for all coals increased greatly. Production, though kept as near maximum capacity as possible, could not meet the demands for coal generally, and particularly for the various kinds of coal which have proved to be satisfactory for specialized uses; coals were allocated as nearly as possible in the order of greatest need; storage piling was reduced to the minimum necessary to keep plants in operation; uniformity of quality could not be maintained, and with this last, uniformity of composition of blends for coking could not be maintained. Whereas before the war producers of metallurgical coke could fill their needs from three or four mines, by the end of the war it was not unusual to find shipments to a single coke oven plant coming from as many as 30 different mines, in a single month. Since many of the mines producing both high- and low-volatile coal for high-grade metallurgical coke are rapidly nearing depletion, the problem of seeking new sources and of blending a number of coals in each plant for the production of high-temperature coke is facing practically every producer in the United States at the present time, and is one which will probably continue for many years to come. Midwestern by-product coke ovens in the Chicago and St. Louis areas use annually from 12 to 15 million tons of bituminous coals which are transported 500 to 700 miles from the Appalachian coal fields of Pennsylvania, West Virginia, and eastern Kentucky. Approximately two-thirds of this coal is high-volatile bituminous. The critical transportation problem confronting the nation in 1943, and the growing scarcity of the best Appalachian coking coals, prompted the Illinois Geological Survey to propose a research program in which would be studied the coking properties of blends of low-sulphur, high-volatile Illinois coal with the high- and low-volatile coals from the eastern fields. CHAIRMAN JOHN BIRKINBINE :-Having been invited to preside at this session, the Chairman feels that the part he takes in discussions should be limited, although the subject presented is one of much interest to him and there are diverse viewpoints concerning methods of valuing expectancies from what may be considered " ore in sight," a term itself subject to various definitions. Estimates of quantities upon which valuations are made may differ without subjecting the estimators to criticism of unfairness if made by a prospective purchaser or by a seller, or if they are used as the basis for taxation. The hopes of the seller may influence a liberal allowance for estimated reserves, while the expectancies of a willing purchaser are less optimistic, and the tax assessor is expected to limit his consideration to the producing capacity of a mine, with possibly modest allowance for reserves. The knowledge that a property contains or yields mineral or the expectancy that it may be a producer of value adds to the estimate placed upon it by any of the above classes, and a just determination of this value is often a complex problem.

IN gathering material for this review the aid of the individual members of the Milling Committee was invoked and the assistance received is hereby most grate- fully acknowledged. The replies were much alike; almost everyone stated that in 1932 his operations had been cur- tailed or stopped entirely, that the only activity and progress were in milling gold ores, and that the Hadsel mill' looked like a coming machine in the crushing and grinding field. However, further inquiry and search have shown that the year was not quite so barren of developments as the foregoing statement would indicate.

The first use of graphite is lost in the mists of time. It was used by primitive man to make drawings on the walls of caves and by the Egyptians to decorate pottery. As early as 1400 A.D. graphite crucibles were being made in the Haffnerzell district of Bavaria. Through the Middle Ages graphite was confused with other minerals, especially galena and molybdenite. Two common names that are still used for the mineral are "Plumbago," meaning leadlike, and "Black Lead." The latter name implied that graphite is either composed of lead or at least contains a large percentage of it. Gessner is credited with having recognized it as a separate mineral in 1565, but its composition was not determined until 1779, when Scheele demonstrated that graphite oxidized to carbon dioxide, thus proving its carbon constitution. In 1789, Werner named it "graphite" from the Greek word "graphein," meaning to write. The United States has long relied on foreign countries for its graphite supplies. This reliance has been due more to the lack of suitable domestic graphites than to any particular preference for buying minerals overseas. Ceylon (now Sri Lanka) graphites were imported as early as 1820, and Madagascar graphites have been imported since the properties on that island were opened up about a hundred years later. Mexico has long supplied the United States with most of its requirements for amorphous graphite. Physical Properties and Classification Graphite is found in laminated, flaky aggregates disseminated in schistose rocks. It also occurs in veins and exhibits a foliated or fibrous structure. Graphite is a black lustrous mineral that crystallizes in the hexagonal system, with rhombohedral symmetry. The crystals have tabular form and are six-sided; the faces are commonly striated. The flakes have perfect basal cleavage and are opaque. When well crystallized, the flakes have a black metallic luster while the amorphous material is black and earthy, with a microcrystalline compactness. The flakes feel greasy. Graphite is an excellent conductor of heat and electricity. It melts at approximately 3500°C and sublimes at about 4500°C. It is combustible in the presence of oxygen between 620° and 670°C, but is stable and chemically inert at ordinary temperatures.

(Read at the Amenia Meeting, October, 1877.) THE deposit of rock salt along the shores of Lake Huron, in Canada, has been brought before the public during the last six months, in consequence of the developments made by the diamond drill at Goderich. It is likely to be of more than common interest in the future, since now actual operations have been commenced to exploit the deposit and work it by regular mining. The methods of mining rock salt being but little known in this country, it may be of interest to make a few general remarks in regard to them before entering, upon the description of this new mining enterprise. According to the conditions under which salt is found in nature, various methods have been resorted to, in course of time, to make it available for the human race. They consist in : A. Natural or solar evaporation. B. Artificial evaporation, either exclusively or in connection with the former. C. Mining the rock salt in its natural state, and converting it to a marketable product, if need be, by simply pulverizing it. Without going into the details of the various methods of making salt available in an economical point of view, dependent on its degree of purity, or on various local influences, we cannot refrain from. alluding to the general principles which influence the mining and manufacturing of salt in countries where they have been carried on for hundreds of years. ECONOMICAL CONDITIONS FOR SUCCESS. Salt being one of the articles of prime necessity, and one universally distributed throughout nature, it must always be sold at a comparatively low price. It would even be quoted in the market at prices far below those now ruling, if it were not for the high duties generally imposed upon it, for purposes of state revenues. But looking closer into the subject, it will be found that this duty is probably one of the least oppressive, although in some countries it exceeds sixfold the cost of profitable production. Those engaged in pumping from shafts, or other mining works, may be intereited in the following suggestion of what is believed to be a novel method of raising moderate quantities of water against a considerable head. It is admitted that the ordinary Cornish pump, as generally used in mines, is hard to beat, on account of both its extreme simplicity and its easy adaptation to the requirements of mining; its great drawback, however, being the enormous weight of heavy rods and successive plungers that have to be kept in motion, not to mention the necessary " balance-" and " angle-bobs," with all their accompanying friction and wear and tear. It is contended that the following method would, to a great extent, overcome these drawbacks ; though, no doubt, many old miners may say it would also introduce new ones. Possibly, this may be the case. It is only desired that this pump may be judged upon its merits. The chief novelty of the method consists in employing the almost unlimited pressure obtainable from a high column of water, augmented, if necessary, by a hydraulic ram or press at the top, to work a small-diameter piston or plunger at the bottom of a shaft or well. This high-pressure plunger, indicated at E, in Fig. 1, transmits power direct to a larger-diameter plunger, F, constituting, together with the ordinary H-piece, valves, and wind-bore, the actual pump, which raises the water, by column C, to the adit-level or other discharge, placed as far as possible below the head of the high-pressure column A and ram W. It will thus be seen, that it is only necessary to maintain a prmsnre on the small piston, E, equal to that on the larger one, F, by means of the small but high column of water, A, in order to cause F to descend, and thus force the water up through C. The up-stroke is accomplished by a small water-wheel, or other engine, connected to the light rod or wire rope B, this having only to raise the weight of the actual plungers and fill the H-piece with water from the tank or
