DoctoR Albert Sauveur, distinguished scientist and Honorary Member of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering' this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future responsibilities with which it is accompanicd. Several of the previous lecturers had the good fortune to attend the classes of Professor Howc and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it. Howe's ability to stimulate others by his deep understanding and clarity of expression was truly remarkable; but just as striking was his intuitive judgment concerning the implications of metallurgical data in the arts and scienees. It therefore seems fitting that this lecture comprise a broad treatment of the subject chosen, rather than a closely documented thesis on any one phase of the problem; that in it attention be focused

EVER since Henry Bessemer, nearly 100 years ago, developed the steelmaking process that bears his name, occasional variation has been noted in the quality of steel made in the acid converter, owing largely to the difficulty of stopping the ? refining-which takes only ten to twelve minutes -at precisely the right moment. Principally as the result of this, the amount of Bessemer steel made in the United States gradually declined over the years until it is now about 7 per cent of the total.

0. C. RALSTON, Salt Lake City, Utah.-I have merely glanced over this paper, consequently, I am hardly in a position to discuss it intelligently. There is one thing, however, that is of interest, that is, the claim that the oil mixture which they have chosen is the best adapted to the work at hand. I would like to ask Mr. Mathewson if they still feel that that is the case-if that really does give the best grade of concentration and the best extraction for the same money, compared to any particular oil mixture which they could get. E. P. MATHEWSON, Anaconda, Mont.-We are still using that mixture, and we consider it the most economical mixture used. DAVID COLE, El Paso, Texas.-I would like to ask Mr. Ralston if there are some other mixtures that would be better? E. P. MATHEWSON.-We are open to suggestions. 0. C. RALSTON.-My own paper on oils* calls attention to the fact that certain hardwood oils, especially the tars, are now being burned or wasted. A great deal of hardwood tar is available as low as 4 or 5 c. per gallon, that being its value as fuel under the boilers. As a matter of fact, a great deal of testing has been done with only the commercial products that are as a usual ride sold on the market. Very little hardwood tar is sold on the market. In asking a great many people who have tested flotation oils, I have not heard hardwood tar mentioned very often. I think I would add to that that the hardwood tars can probably be bought in quantity comparable with the sludge acid at Anaconda, and. should contain a greater proportion of the frothing constituent, and at a price fairly commensurate with what they pay for the sludge acid. E. P. MATHEWSON.-I would like to make a correction in one statement I made that there has been no change made in the mixture. This change has been made: We found that the amount of wood creosote in treating the sand from tables was extremely small, and we tried some experiments on a large scale, dropping it out and using simply the sludge acid and sulphuric acid. We found that this gave practically as good results as wood creosote. We use wood creosote in treating the slimes. We find it necessary in that operation. CONTROLLING -the pressure under which a well produces crude oil has advantages that are ap¬parently not entirely realized by many operators in the Mid-Continent district. The possibilities of utilizing well pressures are indicated by a series of ex-periments recently completed by the Bureau of Mines in which pressure control was successfully applied to 20 wells in, the Davenport field. The flowing period of all of .the wells was lengthened in some instances it was. more than doubled. The daily oil production from approximately one-half of the tested wells was in-creased. The amount of gas produced per barrel of oil was decreased, and this, in addition to a slower rate of decline in production, indicated that the ultimate re-covery had been increased. The successful application of pressure control to flow-ing oil wells must take into consideration the relation-ships existing between pressures in the different parts of the system which, though not equal, are nevertheless more or less interrelated. These relationships, which have such an important bearing on the results obtained by applying pressure control, are as follows: A change in rock pressure will affect the tubing pressure, casing pressure, and differential pressure, but it will not affect the trap pressure. A change in tubing pressure will affect the differential pressure and casing pressure; also, a change in casing pressure will affect the tubing pressure and differential pressure. Trap pressures are not affected by rock pressure, casing pressure, tubing pressure, or differential pressure, unless the traps are required to handle gas and oil beyond their capacity. Trap pressures will affect the differential pressure, tubing pressure, and casing pressure and any changes at the well-head, whether differential pressure, tubing pres-sure or casing pressure, will affect the pressures in the well. Any change in rock pressure results in a change in the tubing pressure, casing pressure, and differential pressure. When any sudden or unusual change in well-head pres-sures occurs (for example, an erratic tubing pressure), and when a sudden decrease in oil or gas takes place, it is al-ways advisable to note whether the trap pressure has changed. If the trap pressure has not changed, note whether the oil line from the trap to the flow-tank has become clogged, as would be evidenced by a rise in the oil level in, the trap. If the oil line is functioning properly, and if the trap pressure has not changed, the flow-line from the well to the trap should be inspected. If it is free from obstructions, then changes in the differential pressure, tubing pressure, and casing pressure must be due to changed well conditions.

ALTHOUGH the exclusion of foreigners and private owners from participation in the development of the Russian oil fields prevents first-hand information being obtained, both official and private news indicate a growing appreciation of the value of the country's oil resources. Notwithstanding the suppression of that initiative and energy which only ambition can adequately stimulate, the industry is progressing and exports of products are assuming an importance that cannot be disregarded as an economic factor in the world's oil business. The following notes and observations must be regarded mainly as the views of one who has closely followed the fortunes of Russian oil, when considering the changes that have taken place in geological knowledge and oil-field technique, which have so profoundly modified oil-fields methods. Russia is fortunate in having retained the services of a few scientists and technologists whose devotion to science has superseded their personal inclination, and to these few men must be attributed the slow, but nevertheless striking, progress that has been made. The productive oil fields of Russia are centered around the Caspian Sea which, with its connected river system, constitutes such an ideal means of internal distribution for products. From the group of oil fields of which the city of Baku forms a center, oil is pumped to Black town, a suburb of Baku, where all the refineries are situated. The next important group of oil fields is located in the Terek district near Grosny, where refineries are erected and the products are piped or carried by tank cars to Petrovsk for the internal Russian market, or sent to the Black Sea by rail. A third oil field is spread over the province of Uralsk, north of the Caspian Sea, the main port of outlet being Gourief, at the mouth of the River Ural. In Trans-Caspia there are two oil-field centers, one near. Krasnovodsk on Chelekan Island, and one in Central Asia at Ferghana. The product of the former fields is transported to Baku for treatment, while the output of the Turkestan field is refined and consumed locally, mainly by the railway.

Reserves are the basic foundation of any mining enterprise, but a lack of understanding of the concept of resources and reserves is still a frequent cause of failure in mining ventures. A review of the development of the resource-reserve concept emphasizes the necessity for a common language, and the classification system as set out by the US Geological Survey and Bureau of Mines is advocated as the basis for this. Because of its strong economic connotation, the term reserves should be severely restricted in its use, and should encompass mining and processing factors. Modifications to the basic definition of reserves to accomplish this are proposed. Caution must be used in the quantification of undiscovered or hypothetical resources, particularly in juxtaposition with known resources data.

It cannot be said that this whole subject is a new one in respect to its presentation to the Institute, but the minute discussion of it has been looked upon as lying more strictly within the field of study of the societies which have to do chiefly with the construction and management of machinery as such. It must be true that the importance of close limits in steam-economy is as fully recognized among the members of this Institute as by any body of men who have to do with steam-machinery. In all directions, nevertheless, among manufacturers as well as among metallurgists, there may still be found those who do not give the same attention to exact methods in fuel-consumption as devoted to steam, as to other technical uses which, to say the least, are not more important. The study of the most efficient methods of use of fuel in operations which are more strictly metallurgical has been long-continued, and in some directions nearly or quite exhaustive. This has led to a rather close bringing-up, in those particulars, all along the line of technical work, of the establishments (and their managers) which had lagged behind. Yet, in the steam-departments of those works, there are too many reasons for believing that the name may still be legion of those whose methods and results are far from the best. If there be room in any given case to suspect any imperfect working or waste of fuel in the steam-supply, the search for the evil, the clear fixing of its cause, and the application of the remedy are, or certainly ought to be, too obvious in their pressure for attention upon a manager to call for even so scanty a mention of them as can be accorded in this paper. It is natural that men should be incredulous as to imperfections which may be noted as existing in their machinery or methods. Still more are they likely to be altogether disinclined to admit that there may be thus an actual and palpable leakage in the compartment of their money-drawer devoted to coalsupplies. The object of this paper is to describe, as concisely as possible, the methods of sampling and ore estimating used at the Copper Queen Branch, Phelps Dodge Corpn., as applied to the Copper Queen mines at Bisbee, Ariz. Because of the difference in occurrence, manner of prospecting, and methods of mining, the sampling and estimating practice falls into two divisions: That for the underground operations, and that for the Sacramento Hill steam-shovel operations. The orebodies of the Warren district may be divided into three main classes: Replacements of limestone, replacements of porphyry, and replacements of contact breccia. The first class is more or less intimately related to porphyry intrusions, although in badly fractured country this relationship may not be well shown. These orebodies are mainly oxide and carbonate ore and very irregular, both in size and outline, although usually roughly lenticular and following the bedding of the limestones. There is usually quite a sharp boundary between the ore and waste in the carbonate and oxide orebodies and sampling is not necessary to determine the limits of commercial ore. In the sulfide orebodies, it is exceedingly difficult, without sampling, to determine the boundary between commercial ore and the surrounding low-grade or barren pyrite. Calculations made a few years ago showed that these orebodies had an average thickness of 35 ft, As some of the orebodies are from 100 to 300 ft. thick, it can be seen that the smaller ones form a difficult prospecting and estimating problem. In the replacements in porphyry, both underground and in Sacramento Hill, the boundary usually cannot be determined without sampling. There is a gradual decrease in value until barren material is reached; this gradation may occur within a short distance or it may extend for several yards.

For something over two years past a new development of the open-hearth process has been in operation at the works of the Prager Eisenindustrie-Gesellschuft at Eladno, in Bohemia. It was devised and perfected by Mr. Ernst Bertrand, general superintendent,, and Mr. Otto Thiel, steel-works superintendent. The results which the inventors wished to obtain were to increase the product per furnace, to reduce the amount of refractories and additions used, to enable a poorer and more varied quality of stock to be employed, to improve the quality of the material produced and to render the control of the operations and product more certain. In all of these objects they have been successful, and have thereby considerably reduced the cost of manufacture and increased the value of the finished material. The Plant. The plant at Kladno consists of one 12-ton and one 20-ton furnace. Through an incident of construction the smaller furnace stands some distance behind and to one side of the larger furnace, and at a height of about 10 feet above it. The furnaces are in the same building as the Bessemer converters, and the metal is handled in the same casting-house by means of a locomobile ladle-crane. The relative position of the furnaces suggested the experiments by which the process was developed, and also enabled it to be thoroughly tested. Much valuable and practical work has been done in this plant, although it is not as convenient and suitable as one especially designed for the process would be. It is seldom the privilege of one who contributes to the Transactions of a technical society, to describe a new industry in which, by processes employed for the first time, are attained results of conspicuous value. There are but few such patches of virgin soil worth the tilling, within the area circumscribed by the industries which have experienced a regular and uniform development. New and startling methods in production are often announced as about to be introduced; but, as a rule, they take their place among the " large desires with most uncertain issues," or give new significance to the historic words of an eminent statesman concerning " the bright beginnings and the bitter end of a halcyon and vociferous proceeding." In this paper I shall have the pleasure of briefly describing a new industry which has been established without announcement or proclamation — the manufacture of serviceable pressure pipes of great strength, from strips of steel or iron wound spirally, heated only along the overlapping edges, welded by hammering and finished into tubes of uniform diameter, and of such length as mag be found convenient in handling and transportation. As such tubes are now manufactured on a considerable scale, in a range of sizes which will soon include everything between 4 inches and 30 inches, and as much larger as may be needed, both process and product are likely to be of interest to engineers in all departments of professional work. The raw material of the industry is the ordinary sheet-iron or steel of commerce, of such lengths and widths as it is convenient to roll. The range of the ganges of the metal which can be employed has riot yet been determined. The lightest metal thus far successfully made into pipe is No. 29 iron, and the heaviest a steel gauging somewhere between 12 and 14. Heavier machines are now building which will bend steel .165 of an inch in thickness, or No. 8 of' the Birmingham gauge. Probably No. 20 or No. 22 will be the lightest used in making commercial pipes; hut the experiment with No. 29 was interesting as showing the readiness with which the flame can be controlled. THE reclaiming of metallics from slag and sweepings is of vital interest to every brass-foundry man, but the first cost and interest on the investment often make it prohibitive for the small foundry to enjoy the benefits of a complete concentrating unit. However, the cost of such an installation and the cost of operation are often exaggerated to such an extent that foundries dispose of their copper-bearing refuse at a great loss. This paper gives the actual costs and the returns obtained in the reclaiming plant used at the Ohio Brass Co. This plant is divided into two sections, the preliminary treatment and concentrating departments. In the former occur the screening, crushing, and hand-picking operations whereby most of the non-valuable and heavy metallic constituents are removed. The concentrating equipment consists of an elevator, bins, jigs, ball-mill, and table. PRELIMINARY TREATMENT The preliminary treatment varies, depending on whether the material is slag, foundry-floor sweepings, or brass casting-floor sweepings. Material of the first class is produced from the operation of six Steele-Harvey and six Schwartz furnaces; the second class represents sweepings from an average of thirty-five molding floors per day; and the last is collected around the sprue cutters. and knockout bench.

Techniques for in-situ dewatering of tailings and slimes include evaporation, decantation, drainage under self weight, drainage by surcharging, and electro-osmosis. A promising technique for increasing drainage efficiency is a vertical, wall-drain system, which can be constructed in an impoundment concurrently with deposition of slurried tailings. The vertical drains, which can be constructed from sand or from the coarse fraction of a tailings stream, greatly speed the rate of consolidation of the fine tailings or slimes. The performance of a wall drain system and the semitidy of consolidation efficiency to certain variables or system parameters are examined. These parameters include the slime deposition rate, ratio of drain to slime permeability, drain width, and drain spacing.

This somewhat misnomered "continuous" face section is, in most mines today, still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners as long as their performance is tied to that of the shuttle car. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Co. working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form an unbroken link between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor and an Extensible Panel Conveyor.

Mining differs from the ordinary industry in that most industries and enterprises have an indeterminate life, apparently perpetual, and therefore, are not called on to replace the original investment. In mining, however, when the ore bodies are mined out, there is nothing left, The original capital investment must, therefore, be returned to the investor by the time that the profitable life of the mine is ended. When the operating company makes no provisions for perpetuating its life by investing a portion of its earnings in other properties, the usual procedure is to pay the investor, periodically, a dividend sufficiently larger than the risk return on his investment to enable him, if he reinvests this overplus at a safe rate of compound interest, to replace his original capital by the time the mine is exhausted. This overplus constitutes a return of invested capital. In estimating the value of a mining enterprise, the work leading to the final result may be divided into two parts. The first is the examination of the property to determine ore reserves, mining costs and profits, financial requirements and future prospects. Whatever conclusions are reached in this phase of the work depend on the experience, thoroughness and integrity of the examining engineers. The second is the calculations pursuant to the field examination.

Processes for manufacturing prereduced iron pellets from iron ore dust occurring in iron works have recently begun on an industrial scale. Because of their high porosity and low mechanical strength, these prereduced iron pellets tend to oxidize again and disintegrate into fine particles during transportation and storage; this may result in such difficulties as decreased yield, undesirable work environment and heat generation during oxidation. A possible process for avoiding oxidation and disintegration of prereduced pellets is increasing the density through briquetting. The authors carried out briquetting tests under various conditions, attempting to find optimum briquetting conditions. They found that crushing prereduced pellets and adjusting the particle size to a certain range before briquetting increased the briquette strength and reduced the amount of binder needed. Oxidation resistance of briquettes and raw material pellets was compared in open air and at high temperatures. Briquettes showed superior oxidation resistance.

The nature of slimes handled in the treatment of gold- and silver-ores has been discussed in technical literature to a considerable extent. The subject of slime-filtration from the practical worker's stand-point has also received much comment, arid scattered through the literature of the subject are descriptions of many slime-filtration installations. Articles of this nature serve a valuable purpose and assist materially in the design of new and the improvement of old plants. The subject of the physics of slime-filtration has been touched upon to only a slight extent. The underlying principles are worthy of niore intensive study and experimeritation than they have received, and the main purpose of this paper is to present the results of such study and experimental work as will serve to make clear in part at least many of the principles which control the filtration of slime. Nature of Slime. Much has been written concerning an accurate definition of the term "slime," but no comprehensive definition seems to be gcnerally accepted. The reason for this is clear. A slime consists of at least three different substances, each, when separated, possessing distinctly different physical and to a certain extent chemical properties. These substances are extremely fine sand, a colloidal material which may bc and generally is in a coagulated condition, and a colloidal material which is in a non-coagulated condition. Suspending a slime in a relatively large volume of water by shaking and allowing sedimentation to take place, results in the fine sand settling out with comparative rapidity, followed by the coagulated material, which settles niuch more slowly and finally a certain portion remains

The Institute is custodian of funds for support of numerous gold medals and prizes and has representatives on boards awarding still others. Details regarding the Institute Awards are given be- low. The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal and the Washington Award, in connection with the three national societies of Civil, Mechanical and Electrical engineering; and, also, in the case of the Washington Award, with the Western Society of Engineers. The Institute is represented with these four societies on the committee in charge of the Alfred Noble Prize.

MANY years ago when the writer chaperoned a group of student officers from Wright Field on their re- quired inspection trip through the Mid- dletown plant of American Rolling Mil1 Co., Leo Reinartz was our guide. After the party had watched continuous strip being rolled and was ready to move on we ventured a remark-to emphasize the difference between Armco iron and automobile fender stock-that this strip was ordinary steel. The remark was overheard by our guide and the effect was instantaneous; in a rather re- proachful tone Leo said: "Gentlemen, your teacher has been in this plant many times, and he should know by now that we, in this company, never make ordinary steel-all of our prod- ucts are the highest possible quality."

GEO. F. COMSTOCK,* Niagara Falls, N. Y. (written discussion?).-In this exposition of experimental data, the author infers, indirectly at least, that by the Charpy test information was obtained that led to the improve-ment of certain ordnance parts and that this improvement could not have been attained without the Charpy test. On examination of the data, however, it appears that the important point of the whole matter was that while the material had been accepted from the results of longitudinal tensile tests, it was really transverse ductility that was desired. The writer has no desire to attempt to detract from the value of the paper or to discredit the Charpy test in any way, but he would like to ask the author if he will not give more clearly his reasons for preferring the Charpy impact test for investigational and control work of this kind, over the more usual tensile test made in a transverse direction. The tensile test pieces are more cheaply made than the square notched impact bars; and from the former the limit of elasticity and the ultimate strength as well as, the ductility are obtained, while in the Charpy test only one property is measured. It does not seem that the author has shown a sufficient reason for favoring the latter test, when both it and the trans-verse tensile test served his purpose equally well in indicating the proper metal and treatment required for his special forging, and it is hoped that this reason will be given more clearly as a matter of useful general information.

Engineers who are in charge of industrial operations, and their number is legion, sense as much as anyone the present feeling of unrest in the' country and more than anyone else realize the present inefficiency of labor. Undoubtedly the two phenomena are closely correlated and no doubt are due to a multitude of causes which it will be impossible to enumerate. From my experience in mining I estimate that the present efficiency of labor is only about two-thirds of what it was under pre-war conditions. In the mining industry, at least, we have not a large surplus of men looking for work and usually under these conditions men are rather more independent and will not work as efficiently and faithfully as if they felt there were plenty of men ready to take their places. Wages in metal mining have advanced more than the increased cost of normal and sane living. The result is that the men often work fewer days in a month and do not seem to have very much interest in their work while actually engaged in it. Then again, they have been listening to the more or less vague propaganda of the I. W. W. and the radical wing of the socialists, who are harping on the fact that the distribution of newly created wealth is unfair and that the laborer really is not working for himself or his fellow laborers but is carrying on his exertions for the benefit of a small and lim-ited class of exploiters. A continued harping on this view is bound to influence the judgment of even a conservative workman who is not a student of economics and who hears little or nothing upon the other side. I am a great believer in the common sense of the American people and in the long run I do not think that they will be carried away by unsafe doctrines. The trouble with so many of these propagandists of industrial in-equality is that they do not differentiate between production and dis-tribution. Even if we admit that distribution is unfair, unless goods are produced there will be nothing to distribute. A great many unthinking people seem to feel that wages are paid out of a pot which is inexhaustible and do not realize that eventually what comes out of the pot can never exceed what is put into it. The workman is not paid in money but is paid in goods, money as we all know being used simply as a measure of value and a medium of exchange, and that all that can be used to pay the laborer is what he produces.
