The use of the verb in this mood is not as common as formerly: at the time, for example, when the Bible was translated and the plays of Shakespeare were written. Nevertheless it is an essential part of literary English. In editing the 'Mining and Scientific Press' I do not insist upon the use of the subjunctive in articles that are contributed from the outside, but it is deemed proper in all our editorial writing. To speak plainly, the subjunctive is a mark of scholarship; it is ignored by those that are not particular in such matters, and unfortunately it is a source of perplexity to many that are entirely unfamiliar with the use of it. Therefore, as an editor, I think it well to allow the indicative mood to be used by contributors in sentences in which, to be strictly correct, the verbs should be in the subjunctive mood. The fact that most subjunctives are indistinguishable in form from indicatives is another cause of trouble to the uninitiated.* For example, the verbs in such phrases as "Suffice it to say", '(So help me God ", and "God save the King" are in the subjunctive. One reason why the subjunctive is becoming uncommon is the growing habit of expressing the subjunctive meaning by aid of auxiliary verbs that are coupled with the infinitive; thus: "It will sate to say" and "May God save the King". A SHORT time ago I paid a visit to the alluvial gold fields on the tributaries of the Chaudière River in Beauce County, Quebec, in company with A. 0. Dufresne, late manager of the Champs d'Or Rigaud-Veaudreuil, and now Assistant to the Superintendent of Mines of the Province of Quebec. As the conditions under which the gold occurs in this district are not very generally known, and present some interesting features, a brief description of these conditions, and a consideration of the causes which gave rise to them, may be of interest to other mining engineers. During the latter half of last century the country was visited by many mining engineers and geologists, and many references to it may be found in the reports of the Geological Survey of Canada between 1848 and 1911. The most important of these are by J. A. Dresser and J. Keele and the late Robert Chalmers. The Department of Colonization and Mines of the Province of Quebec also published a report with map on the district by J. Obalski. From the earliest times the valley of the Chaudière River formed one of the main avenues of approach to the St. Lawrence in the vicinity of Quebec from the country to the south as far as the seaboard of the States of Maine and Massachusetts. The Indians had a well-known trail along the banks of the stream, and armed troops and foraging parties constantly moved backward and forward along it between Quebec and New England in those insecure times before the ceding of Canada to Great Britain. Even yet the natural advantages of this old military route are recognized, and the government of the -Province of Quebec has now under construction along it a magnificent highway from Quebec to the International Boundary Line, which is to form part of a through highway from that city to Boston; The land along the valley is naturally well suited for agriculture, and about the end of the eighteenth and the beginning of the nineteenth centuries farmers began to go back from the St. Lawrence, and to occupy the higher lands along the upper portions of the Chaudière Valley. This settlement has gone on until now the country is peopled with a prosperous agricultural population.

It has been generally accepted as a fact that cast-iron, under the influence of repeated shocks, becomes brittle, and will finally break under a blow which otherwise it would have withstood. It will probably surprise metallurgists, therefore, to learn that experiment disproves the supposed fact, and establishes exactly its opposite. The result of about a thousand tests of bars of cast-iron of all grades, from the softest foundry-mixtures to the strongest car-wheel metal, enables me to assert with confidence that, within limits, cast-iron is materially strengthened by subjection to repeated shocks or blows. It is very well known that the usual process of annealing castings—such, for example, as car-wheels—increases their strength by relieving cooling-strains. But it is not well known (if known at all prior to this announcement) that the molecules of cast-iron are capable of movement—for they do not touch each other*—without the necessity of heating the casting, and that they can thus rearrange themselves in comfortable relation to their neighbors, and relieve the overcrowding near the surface of the casting. In more technical words, a molecular annealing may be accomplished at ordinary temperatures which will release the strains in the castings, precisely as does annealing by slow cooling in heated pits or ovens. FLOTATION has been so closely allied with the sulfide minerals and their early and associated oily reagents that the term "oil flotation" has erroneously been applied to the entire flotation process. Today, the term "chemical flotation" might be used to advantage. Flotation literature has dealt primarily with the removal of sulfides from non-sulfide gangues, and the separation of one sulfide from another. Now, the application of the process to the separation of nonsulfide minerals is coming to the fore; and from the standpoint of the number of commercial minerals involved, the flotation of nonsulfides offers the larger field. Here, soap or soap-forming substances, such as the fatty acids and their derivatives, are used; hence there may well be a subdivision of the chemical flotation process called "soap flotation." Early experimenters learned that it was easy to form a froth or foam that would carry a part or all of the ore charge over the lip of the flotation machine; but this could not be regarded as flotation because of the lack of selectivity. Doubtless soap was one of the first reagents tried, and doubtless it was rejected on account of its gangue-carrying properties. Now this same gangue-carrying ability makes soap an acceptable reagent, for we are dealing with that, which among sulfides, is considered "gan-gue." As in the flotation of sulfides, so in the flotation of nonsulfides, the selective flocculation of the mineral and the dispersion of the gangue are the first objectives. In fact, these two phenomena epitomize flotation. They depend upon the unlike surface properties of the respective miner-als; and as long as the components of an ore have unlike surface proper-ties, a separation is possible, at least in theory. Often in nonsulfide flotation it makes little difference which mineral floats and which is depressed; generally only a separation is sought.

THE importance of the size composition of coal is reflected in the differ-ence in price of the various sizes of the same coal and in the large number of primary sizes and mixtures of sizes produced by the modern preparation plant to meet the demands of a market that in late years has grown increasingly conscious of coal size. The importance of size in the indus-trial and domestic uses of coal has its counterpart in the role played by size composition in the laboratory examination of coal. Investigation of many of the physical properties of coal in their relation to its uses requires an evaluation of size composition. In fact, the Standards on Coal and Coke issued by the American Society for Testing Materials in 1936 contains 12 standard methods of testing that involve some use of size composition. The screen analysis is, of course, the standard method of determining size composition, whether the material is coarse run-of-mine coal or fine pulverized fuel. Customarily, the analysis is reported as the weight percentages retained on or passing each of a series of testing screens, the number of which may range from only two or three to as many as 20. When more than two or three sieves are used, which is usual, the number of weight percentages obtained is so great as to make the analysis difficult to comprehend. Direct comparison of analyses made on the same sieves is hard, and comparison of analyses covering the same range of sizes but made oil different sieves is next to impossible. Consequently, a frequent purpose of sizing tests-correlation of size with properties and charac-teristics related to size-is rendered difficult.

Production statistics show that during the period of emergence from the depression the coal industry was becoming increasingly cognizant of the economic and competitive necessity for mechanizing. About 1935 many of its leaders were becoming aware also of the alarming scarcity of men properly trained to cope with the new problems of mechanization. In order to get a factual statement of this problem, a special AIME Coal Division Committee was requested to survey the condition. Its investigation disclosed that graduates of mining schools going into coal mining numbered 16 in 1937 and 15 in 1938. With this as a background, Pittsburgh Coal Co. foresaw that a comprehensive program was necessary if it was to enlist the services of trained technical men, who were an indispensable part of a mechanization program. The purpose of this paper is to review the program set up, to comment on the successes and failures and to outline the future course of action. Summer Work An inescapable conclusion from the mechanization statistics was that the opportunities in coal mining were good. Not only was there a void in technical skill to fill from past years, but the accelerating rate of mechanization indicated an increasing demand for technically trained men for the future. The remedy lay primarily in presenting facts con cerning the coal industry to the undergraduate engineers before they made their professional occupational choice. Based on this idea, one of the key points in the program was summer vacation work for the undergraduate, which, through the inducement of summer earnings, brought men into the mines to take a look at the prospects. This was more successful than statistics indicate because the war scrambled badly the orderly working of the program, but it could not obscure the value of a summer work program. A decided advantage was that it gave the company a preview of the graduate. An observation on this part of the program is that it is extremely hard to gauge lower classmen, and we found it wise to give them the benefit of the doubt, as the last two years in college bring about surprisingly rapid development in some men. We could readily single out the men at the opposite ends of the scale of competence. Laboratory crater tests were performed in two-dimensional plates and three-dimensional .blocks of Holston Limestone. Fractures in the blocks were exposed by sawing through the crater region, and a technique employing dye penetrants is described for examining the resulting fracture systems in both blocks and plates. Crater fracture patterns changed from extension of radial fractures to spa11 fractures parallel to the free face as charge depths were increased. The amount of fractured rock was found to be greater than the amount determined from standard crater volume measurements. Graphs and photographs illustrate these findings.

It is a well-known fact to all Bessemer steel manufacturers using a blooming mill, that ingots show large cracks in the first few passes of the rolls, which, in the following ones, do not always roll up satisfactorily. This deficiency in the quality of the product is generally called "red-shortness," though, in the writer's opinion, mostly unjustly so. Different explanations for the said peculiarity are given by the leading authorities, each works selecting one element as a special scapegoat for the inferior quality of the ingot. The sulphur is generally first charged as being the principal cause of all mischief in this direction ; then, after ascertaining that sulphur is not higher than the average, and sometimes lower in the very worst heats, silicon has to bear its share of abuse. How and why silicon should affect the working qualities of the metal, the writer could never precisely learn, but is convinced that the doctrine of its pernicious influence is an established one with many. In cases where silicon failed to explain everything, resort was taken to calcium, aluminum, and some other known or unknown elements, without settling the difficulty; and lastly, when the skill of the chemist became exhausted, " practical men " came to the same conclusion, which many leading blast-furnace managers had arrived

The electrolytic zinc plant of today is foreshadowed in the patents issued to Léon Létrange of Paris in 1881 and 1883l. He proposed roasting zinc blende to make the zinc soluble in water or sulphuric acid, thus obtaining a sulphate solution. His purification was apparently that used in the lithopone work of the day. For electrolyzing he proposed anodes of carbon or lead, for cathodes zinc, copper or brass. Numerous patents by other workers were taken out in the first 10 years, most of which dealt with sulphate solutions. It is easy to presume that the formation of chlorine gas in zinc chloride electrolysis caused early emphasis on sulphate work. Lack of success with this invited further work with chloride solutions. Efficient and cheaper oxidizing agents for use in the chloride processes were more generally available. Carbon anodes could be used instead of lead anodes, which were blamed for much of the early electrolyzing troubles and remained in disfavor for many years. Carl Hoepfner received his first zinc patents in 18902. He was the most persistent of those who worked with chloride solutions and met with the largest measure of success. Hc built three plants, only one of which remained in operation. This was built in 1896 at the plant of Brunner, Mond & Co., Winnington, England, now part of Imperial Chemical Industries Ltd. It leached with by-product calcium chloride from the company's Solvay alkali plant and returned to it the chlorine formed in electrolyzing. The zinc plant had a capacity of 5 long tons of zinc, said to have been doubled later, and remained in operation until 1924. No commercial plant using chloride solutions has operated since then. E. A. Ashcroft experimented in the middle nineties with chloride, alkaline and sulphate solutions on materials from Broken Hill, Australia. He built a plant with a rated capacity of 10 long tons of zinc per day, at Cockle Creek, New South Wales, in 1898. This figure was never approached nor was cyclical operation achieved. The work in the plant appears to have been largely with sulphate solutions. Backfilling of stopes and other underground openings in the Homestake mine with sand tailings was undertaken primarily to reduce surface subsidence, which was wrecking much of the surface plant and a substantial part of the town, and to make possible maintenance of openings into the top of pillar stopes as mining progressed. The progress of this type of filling has been rapid and the results very satisfactory. Sand is now used in filling timbered stopes, shrinkage stopes, and abandoned drifts and crosscuts. A permanent pipe-line system for transporting sand tailings into the mine by gravity has been installed. The close filling of all stopes has resulted in important benefits other than the two major ones. The ore bodies in the Homestake mine occur as replacements in one distinctive layer of the metamorphosed pre-Cambrian sediments along a group of minor folds that together form a complex anticline that pitches at 35" to 40' to the southeast. The ore bodies are extraordinary for their magnitude. Widths of over 300 ft. have been mined and continuous ore has been followed for over 1200 ft. along the strike on some of the upper levels. Mining has been by shrinkage stoping with square-set mining of crowns and pillars. In the standard plan, shrinkage stopes 60 ft. in the direction of strike and the full width of the ore have been taken up to within 25 ft. of the level above. After filling, the crown has been mined by square-set methods, as have also the 40-ft. pillars between shrinkage stopes. In former days, when the supply of ore seemed inexhaustible, the mining of pillars was allowed to lag far behind because of the high cost. Many pillars were rather badly fractured on the level and in some places between levels. Coarse waste was used for backfilling all stopes, but in pillars it became increasingly difficult to maintain haulageways for the transportation of this fill over the top of the stopes as mining progressed. The cost of maintaining these crosscuts was excessive and in many pillars practically impossible. Therefore it became the practice to fill pillar stopes by tapping the back and sides of the stopes.

AT our meeting in October last we saw in operation at Pittsburgh, the comparatively modern process of the utilization of small coal by washing, by an arrangement similar to that of Berard or Morrison. The small coal washed was that of an old pile, the refuse of the mining of the Pittsburgh bed, and which had long lain uncared for. Value was thereby restored to it when it was converted into a very good coke. This circumstance led to comments on the mountains of broken coal lying wasted, and in its present condition worse than useless, in the neighborhood of the mines of the Wyoming Valley, though they are not confined to that district. Some things were said condemning the course which produced it, some were left unsaid. Of a system that destroys one-half the coal-bed in producing the other half there can, however, be but one opinion. Schemes have been suggested for the utilization of present accumulations which, if successfully applied, would in so Far be beneficial. More than ordinary attention is now being given to the same subject in England ; a Mr. Barker has invented a means by which he amalgamates the "dust," too fine to burn in ordinary grates, with a composition he calls "diamond cement," producing blocks of coal said to resist water, both hot and cold, and which a smart blow will only break to pieces, not cause to crumble. But any scheme less than the one which will prevent the wasting of coal, which still goes on, though that involves the aban- donment of the breaker, will only be one of expediency; and the latter can only be done by the aid of the consumer. But the wasting of coal is not alone with the breaker; much is made in the mine. The cause is not far to seek ; the remedy is with capitalist and owner. Owners and consumers then are alike interested, and they have it in their power, in the one case, to mitigate, in the other, almost entirely to remove the cause of the evil. The Phosphoria formation of the northwestern states presents a stimulating challenge to workers in every field of mineral technology. In addition to its large reserves of phosphate, the formation has been found to contain important amounts of fluorine and several metals, such as vanadium, nickel, and molybdenum. Because these minor metals in the Phosphoria do not have their usual glitter, concentrations of them are not easily discovered nor appraised. Like the phosphate itself, production of these metals very likely can be achieved only through use of costly chemical methods, for their mineralogy precludes treatment by the usual methods. In addition, in much of the area the containing rocks lie in complexly folded and faulted structures, which complicate mining and increase its cost. Yet the chain of research necessary to establish what elements are present; their geographic and stratigraphic distribution and reserves; the most suitable methods for recovering them; the combination of beds which, when ruined and processed, will yield the greatest recovery of the most valuable elements; and the methods most adaptable to their profitable extraction may well lead to the development of an important mineral industry and may make possible a significaut reduction in the cost of fertilizer this in itself would be an achievement of momentous importance—and at the same time make the nation more self-sustaining in critical materials. Some aspects of the policies developed by Saskatchewan with respect to the provincial potash industry are discussed. The provincial potash policy was developed initially to deal with problems associated with an excess supply and consisted of output restrictions and floor prices. Changing market conditions led to a situation of rapidly increasing prices and revenues for the potash producers, and the nature of the policy problem switched from one of stabilizing the industry to one of levying increased taxes to enable the government to capture a portion of the revenues. The first part of the paper explains why a provincial potash policy was developed, the problems it attempted to deal with and how. The second part is an attempt to examine, from a public policy point of view, the impact of these policies on the potash industry.

This survey is one of the more recent tests of geophysical methods of prospecting by the Dominion Observatory and the Geological Survey of Canada, of which the purpose is to find out what application such methods may have to geological problems in Canada. The Malagash salt deposit lies on the north shore of Nova Scotia about 40 miles east of the New Brunswick boundary, arid forms a part of faulted and folded Carboniferous strata. The salt beds are exposed only in the mine workings, which are about 1000 ft. deep and at one place extend for 1000 ft. along the strike. Lack of rock exposures, complicated folds, and faults make it impossible to predict the location of salt away from the mine. A survey of an area in the vicinity of the mine was therefore undertaken to find out whether the salt could be located by the torsion balance and whether its extension from the mine workings could be traced. As the gravitational effects at Malagash may be fairly typical of those at other concealed salt deposits in the Carboniferous rocks of the Maritime Provinces of Canada, the survey has a direct bearing on prospecting for other deposits. The survey was made in 1934 by A. H. Miller in collaboration with Dr. W. A. Bell, of the Geological Survey of Canada. Observations began on June 15 and were completed four months later, on Oct. 15. Definite gravitational effects including a lowering of gravity were observed over the deposit. The survey also disclosed one other area of low gravity cast of the mine hut whether this area is underlain by a large body of salt is not yet established.

IN the West, capitalists have expended many millions of dollars developing the low-grade porphyry ores of copper. Half a dozen of these great enterprises have proved to be wonderful commercial successes. They have demanded improved crushing and concentrating machinery and consequently it has been .developed. Many improved methods, cheap power, superior business organization, all these have contributed to this success, but the main feature is the handling of the material in enormous quantities, on a manufacturing scale. The mining chance of "striking it rich" has been eliminated by the manufacturing certainty, of handling large quantities of material of known valise, which while of relatively low grade, is available in large tonnages, assuring a supply for .many years' run of the mill. Then the returns on the money invested are sure. The concentration of low-grade magnetic iron ores, separating the magnetite crystals from the gangue by the use of magnets, is a field of work in which the lessons taught by the development of the porphyry coppers can be studied to advantage. Large-scale operations, and the liberal expenditure of enough money at the start to insure the most economical operations, are the means of securing the desired results. The problem is to utilize millions of tons, and we may safely say billions of tons, of now worthless iron-bearing rock and to, produce from it 10,000,000 to 20,000,000 tons per year of high-grade ore carrying 60 per cent. iron or, higher;. to take the lean material as found in nature, varying widely in iron content, and bring it up to a uniform standard of shipping ore. At present these ores are mined carrying from 25 to 50 per cent. iron, and the shipping product is brought up to 60 or 65 per cent. Fe. If future economies of operation make it possible to extend this process so that 15 per cent. iron in the crude ore can be treated as a commercial success, the additional tonnage available will be enormous. A 15 per cent. Fe crude ore raised to 60 per cent. Fe concentrate with 5 per cent.

INTRODUCTION As the world's population expands and nations struggle to better their relative position and standard of living, increased emphasis is being directed to the exploration and production of mineral resources, to the mitigation of natural hazards such as earthquakes and volcanic eruptions, and to geotechnical engineering projects such as high-level nuclear waste disposal, underground military facilities, and transportation tunnels. Several topics are common to all of these endeavors. One is the characterization of the rock mass in situ, including the definition of the initial environment (e.g., temperature, stress, etc.). A second is, depending upon the use of the underground or the desired result, the manner in which the boundary conditions or the environment are to be changed by man. Next, the physicochemical behavior of the rock mass must be measured, or inferred with uncertainty limits placed on this behavior, over the appropriate range of environmental conditions (e.g., temperature, chemistry, etc.) for the application proposed. And last, an appropriate, validated predictive model must be applied to estimate the rock mass response to the perturbation. In the period preceding about 1955, only relatively simple testing of soils and rocks was commonplace, partly because the environment (depth) to which these data were applied was not so extreme as it is at present and partly because less precise predictions of material response were acceptable. Only limited and relatively simple test data seemed to be needed to guide the engineering. At the present time and certainly in the future, as we extend our interaction with the earth's crust to greater depths and impose more extreme perturbations on it, we need a larger body of data, deter- mined under much more complex conditions, in order to make the required predictions. THE stability and permanence of any structural material used in aircraft are of paramount importance. The spontaneous hardening, or age-hardening; which takes place in some of the aluminum alloys under ordinary conditions of temperature and atmosphere, is accompanied by an increase in tensile strength and proportional limit and a decrease in elongation or ductility. Within the last few years the introduction of a number of strong and ductile casting alloys led to a study by the Materiel Division, Air Corps, of the permanence of the physical properties in several of these alloys. It has been found that even though some alloys have good properties directly after casting or heat treatment, they are not satisfactory for stressed parts that require a combination of strength and ductility. It has also led to the conclusion that all alloys that can be hardened by artificial aging-heating in a temperature range below 170° C. (340° F.)-will harden spontaneously if allowed to stand for a sufficient length of time. It follows that, in aircraft work where the factors of safety are limited on account of the necessity of keeping the weight of the structures as low as possible consistent with their safe operation, the properties of the alloys in the stable or final condition should be used as a basis for design rather than the properties obtained on the material directly after casting. The work of Wilm in Germany, Hanson and Gayler at the National Physical Laboratory in England, and Merica, Jeffries, and others in the United States, has shown that the spontaneous hardening is characteristic to a greater or less extent in all aluminum-base alloys in which the solubility in the solid state of the alloying constituents decreases with the temperature. It has been shown that, by heating to a temperature as near as possible to the melting point of the material and soaking at that temperature for a sufficient length of time and then quenching or cooling rapidly, a maximum amount of the soluble constituents can be retained in solution and the condition of maximum hardening effect upon aging can be obtained. Also, in ordinary sand and chill castings, without heat treatment, a sufficient amount of the alloying constituents is held in solution to cause important changes in the final physical properties.
