In 1820, the Board of Public Works was considering some improvements to the canal, in order to reduce the cost of transportation, and in its annual report for that year gives a description of the method of loading the coal from the pit to the boat, and also from the boat to the dealer's yard, which is illuminating in showing how coal of this type should not be handled. It follows:- "It will be seen by the estimates, that the improving the present canal, forming a canal of large dimensions, from the head of the present lower canal to Sabbot Island; erecting locks of large capacity, and making a communication with the river, so as to completely accommodate the coal trade, (except it should hereafter be found necessary to make another communication with the river,) will not cost more than 126,000 dollars. But as there is some doubt whether the streams that may be received into the canal between Sabbot Island and the upper arch, will at all times be competent to supply the locks on that portion, we will extend our calculation to a point nearly half a mile above Pleasants' Island; where, by erecting a dam, any desired quantity may be thrown into the canal. This extension of the canal with one lock, and the dam across the river, is estimated at 34,000 dollars, making in the whole a little over 160,000 dollars. There will then remain a surplus of 40,000 dollars after completing the works to the point last mentioned. "In order to discover what effect the improvement of this first section will have on the tolls, it will be necessary to take a view of the present state of the coal trade, and endeavor to ascertain what change will result from the increased facility of transportation. "That part of the business which is carried on by water, is conducted nearly in this way. When the coal is drawn out of the mines, it is thrown in a heap near the mouth of the mine, or shaft; it is then loaded into carts, and carried to the river bank, where, in some instances, it is discharged from the cart at the brow of the bank, and runs down to the beach near the water's edge; then shovelled into wheel-barrows, and wheeled aboard of the boat, and discharged from the barrows by upsetting. In other instances, the carts are driven on to a kind of scaffold, furnished with a wide spout or director at the edge; by which the coal is conveyed immediately into the boats. These boats are the common James river poplar batteaux, and require three men to each. The up-stream navigation being laborious, the boats are built of light materials, and continue fit for service but a short time, (say) from two to three years; their cost, when new, from fifty to one hundred dollars. "When the river is tolerably flush of water, one of these boats will carry about two hundred bushels; but in low water their load is sometimes diminished to one hundred, and even as low as eighty bushels. THE problem of producing a uniform, medium-fine sand for glass-furnace feed has been of interest to the glass-container industry for many years. In the present investigation of the problem, conducted by the Bureau of Mines in cooperation with the Owens-Illinois Glass Co., Alton, Ill., a satisfactory method of producing such sand was developed. The investigation involved continuous-grinding studies of glass sand with flint and porcelain pebbles, steel balls and rods, and a simultaneous study of classification. The most satisfactory procedure consisted of grinding in a pebble or ball mill followed by a double classification: hydraulic classification to separate the oversize for return to the grinding unit and mechanical classification to remove fines and impurities from the ground sand. The proper application of this flowsheet usually yielded a graded sand containing less iron than the feed even when grinding was done in a steel-lined ball mill. The amount of sand ground into the so-called "dusting" sizes was, in all cases, less than 10 pct. Experiments were made which showed that this very fine sand could be beneficiated to a usable material. Background The advantages in utilizing a uniform, medium-fine sand as a feed for glass furnaces has motivated a considerable amount of research on the ,problem of producing such sand by glass producers and others. For the glass producer, the faster melting rate of such a graded sand offers the possibilities of reduced fuel costs and increased furnace capacity. In addition, there is the likelihood of improving the quality of the melt and thereby reducing the number of seeds (air bubbles) and stones (unrnelted grains) in the finished ware. Although the melting rate of a glass batch depends on other factors in addition to the grain size of the sand, there is experimental evidence to show that grain size influences the melting rate considerably. Potts, Brookover, and Burch' found that when the raw materials (sand, soda ash, and limestone) were always matched in- size, there was a great decrease in the melting time as the grain size of the materials was decreased. They found, too, that when the grain sizes of the soda ash and Limestone were held constant at 40 to 60 mesh, the minimum melting time occurred when 40 to 60 mesh sand was used. The increase in melting time with decrease in grain size beyond 40 to 60 mesh was due, they postulated, to accelerated demixing or separation of batch during melting as the grain size of the sand decreased in relation to the grain size of the other materials. An earlier investigatora found that the highest rate of melting and purifying ordinary glass was obtained when medium-size sand (0.385 to 0.120 mm, correspondingly roughly to 40 to 120 mesh) was used. Although batches containing smaller-size sand were found to fuse more rapidly, the time required to remove air bubbles from such melts actually increased the total duration of the process. Coarsegrained sand, it was stated, increased greatly the times of both melting and purifying. Although the laboratory data are difficult to confirm on a plant scale, observations by the Owens-Illinois Glass Co. indicate a higher furnace capacity of better-quality ware when a medium-fine sand is used in the batch. During the recent war, the glass producer was inclined to overlook a considerable variation in raw materials in the interest of higher production. As far as the present writers know, this system of flotation has not been used elsewhere in this country, but in the last couple of years it has been introduced, with minor variations, at one plant in England and one in Wales. The system has been described and discussed in a number of publications. The following is quoted from an abstract of the latest of these," a paper presented at an International Conference on Industrial Combustion in 1952. On the basis of experience to date with the commercial plants, it is believed that the kerosene-flotation process incorporates all the necessary elements to make it greatly superior to anything else now available for treating of fines in wet processes of coal preparation. Additional study and investigation are still needed, however, to determine if certain phases of the process can be improved to such an extent as to make it generally satisfactory and acceptable to the industry. Further improvements will be needed with respect to the capacities of the flotation cells and the reagent consumption.

The concept of "unitization" comes from the petroleum industry. Of this, Campbell says: "Unitization is the process whereby the owners of adjoining properties pool their reserves and form a single unit for the operation of the properties. The revenue from operation of this unit is then divided in accordance with the basis established in the unit agreement. "The purpose of such an agreement is to produce the reserves more efficiently and thus to increase the profit to every participant."'

The response of pure goethite and two natural iron ores to flotation with potassium octyl hydroxamate is presented. The ores contained 12.5% and 39.7% iron; concentrates containing 69.5% and 61.5% iron, respectively, were obtained with additions of 0.4 lb/ton hydroxamate. Selective flotation of iron oxides from associated gangue minerals has proven difficult in the past with standard collectors, such as sulfonates and fatty acids. As a result, recent work has been directed toward silica flotation with calcium activation after the iron oxide surfaces have been blinded with certain starches.& The results obtained with this technique are encouraging. This method, however, involves depressing a mineral that would normally float under the conditions employed. A preferable method would involve floating the iron oxide because quartz is naturally depressed until activated. Earlier work involved this approach, but in view of the results obtained, collectors that exhibit greater specificity for iron are needed. During an investigation of chrysocolla flotation with potassium octyl hydroxamate, a metal chelate former, it was observed that pyrite floated well with low additions of collector.3 This phenomenon suggests that hydroxamate has a rather strong affinity for iron, and that other iron-bearing minerals should also respond to flotation with octyl hydroxamate. The object of this paper is to determine this response. A method was developed to quantify the three mineral species, sphalerite, galena, and pyrite in seven concentrator products. Intermineral effects were studied and a statistical analysis was undertaken to assess the accuracy and reproducibility of the method. The method is both rapid and suitable for plant control purposes. Furthermore, it requires only semiskilled laboratory personnel to carry out all the analyses.

PREPARATION of mechanically loaded coal in mines where seams contain considerable impurities is a subject that requires careful consideration before machines are installed, unless provision is made at the tipple for its preparation. Conditions vary a great deal in the different seams, so much so that a mechanical loader may be unsuccessful in one seam and yet the same machine may make good in another where conditions are different. The effect of impurities in the coal seam on mechanical loading will also vary according to the thickness of the seam. In thin seams impurities will be more difficult to remove than from thick seams, as will appear later. For the past several years the New River Co. has done considerable experimenting with loading equipment and during this process has changed from one machine to another.

It may seem necessary to offer an apology for presenting for consideration a process which is conspicuous by its absence in the literature of the Institute, and which may be thought by some to belong to the past in metallurgy, and to have been already superseded. But the large capital invested in puddling calls for a careful consideration of the question whether the time has certainly arrived when the puddling furnace must be replaced by the converter and open-hearth furnace. May there not still be a place for puddled iron alongside of molten iron and steel, and is not the improvement of the puddling process itself worthy the attention of engineers equally with the Bessemer and open-hearth processes? The changes involved in the conversion of pig iron into wrought iron are well understood and need only be briefly alluded to. The patent of Henry Cort bears the date of 1784. Since that time * the improvements in the process have mainly consisted in the replacement of sand by iron bottoms by Samuel Baldwyn Rogers in 1818, and the still more recent substitution of iron oxide for the refractory materials used for the rides and bridge of the hearth, which distinguishes the wet or boiling process from the dry or pnddling process. Chemically, the process consists in the removal of the metalloids from the pig iron, a result effected mainly by the iron oxide. Silicon is first oxidized, then the phosphorus, and finally the carbon. The silicic and phosphoric acids produced pass into the cinder and the carbonic oxide burns as it escapes from the bath of metal. It is interesting in this connection to note the effect of temperature on the removal of the phosphorus from the iron. As is well known, no phosphorus is eliminated under the oxidizing influences prevailing in the Bessemer converter, while from 70 to 80 per cent. is removed in puddling. ANY metal which contains even a small percentage of aluminum possesses certain peculiarities of appearance and properties which are exhibited both when the metal is melted and after it solidifies. Pure aluminum, or an alloy containing a small proportion of aluminum, can be melted without flux-except for a layer of charcoal-because a film of aluminum oxide and metal forms at the surface of melted aluminum. Although very thin, this film is air-proof, and it prevents the metal underneath from oxidizing. This oxidized film does not move easily on account of its toughness and high surface tension. One very important point in connection with this process of still casting has not been strongly enough stressed, namely, that the same kind of surface film with the same peculiarities forms over the surface of all melted alloys that contain even a small proportion of aluminum. Experienced foundrymen know how desirable it is to cast aluminum under its "skin" or under the surface of the film which tends to remain still. In the case of red copper, when in fusion, the surface shows pure copper only. This is due to the fact that liquid copper constantly absorbs the copper oxide which forms on the surface. By closely examining melting copper the oxide can be seen dissolving in the bath, and going into solution just as pulverized sugar dissolves in water. When copper is cast in the open, either in wire bars or cakes, the surface of metal exposed to the air is covered by a film of black, oxide that cannot be absorbed by the metal.

At intervals during the past several years the oil industry has been confronted with the problem of forestalling crises in its affairs. These crises have been reduced to periods of depression which, fortunately, the industry has been able to survive. Under the existing competitive practices which control the producing division of the industry it apparently has been proved that the best efforts logically to curtail development and producing operations are inadequate for effecting a true production balance and the consequent stabilization of prices. The industry is awakening to the fact that the situation warrants revolutionary thought and at this time it is looking for a permanent solution of its problem in a general plan for unit development and operation such as the one first proposed by Henry L. Doherty. Mr. Doherty's proposal was designed not only as a means for stabilizing the industry as a whole, but its principles involve very definite potential benefits for the average individual operator and royalty owner as participants in pooled projects. The benefits to these individuals would be derived from maximum recovery, the maximum utilization of natural energies, the minimization of development and operating costs, enhanced values of leases and royalties through improved efficiencies and ultimate yields, improved earnings through stabilized crude oil prices, etc. This plan was revolutionary to the industry's practices and at the time was rejected, but it now appears that the development and operating policies for new properties are continually approaching the ideal of the original plan. Oil companies are constantly extending their efforts to improve all factors that have a bearing on the costs and efficiencies of their operations. These efforts may, in some degree, be a normal outgrowth of the industry's progress, but the forced consideration of market conditions, the growing appreciation of the importance of regulating operations for maximum ultimate economies and the depreciation of the old principle of maximum flush at any cost, come from a new school of thought which has been stimulated by the immediate pressure of overproduction and

UNDER the same justification that I spoke to you in the preceding chapter on crystal and some other gems, I can now speak much better and with much greater reason of glass, since it is one of the effects and peculiar fruits of the art of fire. Every product that is found [41v] in the interior of the earth is either stone or metal or one of the semiminerals, and glass, as is seen, resembles them all, although in all respects it is dependent upon art. Therefore it seems to me that before coming to the discussion of the arts themselves, I must treat of this very beautiful composition created by art and number it with the semiminerals. Thus in this chapter I shall speak to you of glass, not as a proper semimineral, nor yet as a metal, but as a fusible material that is almost made mineral by art and by the power and virtue of fire, born from the speculation of good alchemistic savants, through whose efforts it imitates. the metals on one hand and the transparency and splendor of gems. on the other. Certainly it is a very beautiful thing and one that should not be left buried in silence, in consideration first of how great a thing art has been, able to discover, and then because its beauty makes it such a pleasing thing for making drinking. glasses and an infinite number of other ornamental things that satisfy the desires of man. I shall begin, then, by telling you, to the credit of the alchemists, how I believe that this thing was found through their desire to make gems; for when they could not bring them to perfection (as also happened with the metals) they made this beautiful and attractive product, glass. However, Pliny says that it was found by chance in Syria at the mouth of the Belus River by certain merchants who were driven there by the fortunes of the sea and forced to stop and disembark there for a time in order to eat. In cooking the food they saw the rocks of that place converted into a flowing, lustrous material. And as they thought about this, it seemed beautiful to them, and when they went away they carried some stones and plants with them. Thus they gave beginning to glass making. But now leaving this discussion it does not matter how it may have been discovered, whether by merchants or by ingenious alchemists. DULUTH ENGINEERS' CLUB The engineers of Duluth, Minn., have taken the first steps to form a Duluth Engineers' Club by a meeting on May 20, at the Kitchi Gammi Club. At present, Duluth has no club embracing all engineers, although the environment is splendid for the growth of an engineers' organization. Within reasonable 'distance of Duluth are over 100 members of the four large national engineering societies, a number of members of the lesser engineering societies, and many non-member engineers. Until the Duluth Association of Civil Engineers was formed, four years' ago, these engineers had no common ground of meeting, and a force representing education, experience, and high ideals lay dormant. About 70 engineers were present at the organization meeting, and favorable responses were received from others who could not be present. F. E. House, President of the Duluth & Iron Range Railroad, outlined the objects of the meeting, calling attention to the importance of the engineer in all lines of activity in the war and the splendid qualities of American engineers in France. W. H. Woodbury outlined the plan, stating the three objects of the club as professional, social, and civic. Four plans of membership have been considered: First, an organization for all professional engineers, junior engineers, and associates, with .different status for each; second, an organization of members of the four big national societies; third, an organization of members and a limited number of associates; fourth, professional engineers, only, all on equal standing.

(written discussion ?).-The two papers on coal-mine costs and pride fixing that Mr. Norris has contributed to the Transactions possess as much general interest and are of as much value to the coal-mining industry as any papers that have been presented in recent years. Until recently one of the troubles with the coal business, and especially the bituminous branch of it, has been that because of the lack of a uniform system of cost accounting (many operators, I regret to say, not having had any system at all), the industry as a whole may be said not to have known where it was at. The system adopted by the Federal Trade Commission may not be absolutely perfect but it has accomplished something in that it has compelled a uniform method of reporting and tabulating costs giving results of these compilations which are comparable. The Institute and the coal-mining industry owe a vote of thanks to, and of confidence in, Mr. Norris and his two associates on the Engineers Committee of the Fuel Administration, Messrs. Garnsey and Allport, for the great work they have done in interpreting the results compiled by the Federal Trade Commission, not to speak of the personal sacrifices made by them in giving their services to the government. Those who have read Mr. Norris' paper will probably join me in wishing he had brought out a little more fully the real meaning of the charts so far as they indicate the difference between the cost of producing a ton of anthracite and the price the operators receive for their product. Mr. Norris could have done this more satisfactorily than anyone else. It seems to me that particular attention should be drawn to the fact that, according to these charts, and the tables accompanying them, not less than 25 per cent. of the total output of anthracite, whether "company" or "individual," during the period covered by Mr. Norris' paper,

SCOTT, London, England (communication to the Secretary*).-I am acquainted with the manganese-ore deposits of Russia, India and Brazil, and agree generally with the statements contained in the paper regarding those deposits. The information given by Mr. Harder regarding the Chilean deposits is very welcome. When examining the Caucasian deposits, I endeavored to determine the quantity of ore originally contained in the deposit, and by deduction, the amount remaining for extraction. These calculations were rendered possible by the great extent of the outcrop and the extensive work that had been carried on in the deposit. James Douglas will long be remembered as a distinguished mining engineer and metallurgist, as a scientist with broad vision, as an executive whose understanding of practical problems coupled with his knowledge of men and affairs enabled him to weld together great mining interests and to their service build railroads and bring power. More, he will be recalled as a philosopher and a writer of charm, a historian of no mean order, and one whose catholic tastes and enthusiasms led him into the fields of education, medicine and theology. His aim was to possess that which he considered made life worth while—friends and effectiveness in whatever task he undertook. In this aim he was successful to a degree exceeded by few, as thousands of his friends and associates could and can testify. Dr. Douglas was born on November 4,1837, at Quebec, Canada. His father, James Douglas, Sr., was a prominent physician and the leading surgeon of Canada. He also established the first retreat for the insane in the Dominion, the Quebec Lunatic Asylum, to which he devoted his services for years; The son followed in the footsteps of his father and studied medicine, not only in Canada but also in Scotland and in Germany. He entered the University of Edinburgh in 1855 but after two years at that institution returned to Canada and was graduated from Queens university at Kingston, Ontario, .with the degree of Bachelor of Arts. Later he went to Lava1 University, Quebec, and subsequently became professor of chemistry at Morrin College, Quebec. After he was graduated—at the time he considered his formal education completed—he traveled with his father in Europe and in the Orient; visiting Egypt, being especially interested in that country, several times. They gathered together an important archaeological collection which later was donated by them to the Metropolitan Museum of Art in the city of New York. James Douglas was also greatly interested in photography, a hobby in which he made use of his chemical knowledge. The writer can remember distinctly the descriptions he gave more than forty years ago in Arizona of the difficulties he encountered with the old wet photographic plates, especially while traveling in Egypt, when he prepared and used his own chemicals. The technology involved in the Sherritt process for the recovery of nickel and cobalt from sulphide concentrates and mattes is presented in a manner which emphasises the chemistry of the process. The hydrometallurgical process takes advantage of the differing stabilities of the various oxy-acids of sulphur from thionates through thiosulphates to sulphate. Some separations are based upon stability differences, some upon kinetic differences and some upon valence state differences and similarities The engineering and economic factors involved in hydrometallurgy are not discussed in either detail or depth.
