This name is applied to the present mining law, as enacted in 1872 and since, to indicate its leading characteristic—in which it differs from all previous mining laws of this or any other country. The earlier act, passed in 1866, was practically the first attempt of Congress to deal with the question of mining titles upon the public domain. It was framed after nearly twenty years of acquiescence on the part of the Government in the self-constituted tribunals, officials, rules, and customs of the mining districts. In its recognition of these, and in several other particulars, the act of 1866 was open to serious criticisms. It is the purpose of this paper, not to trace the history of legislation on this subject, or show in detail what were the faults of the earlier law, but rather, by a discussion of certain aspects of the present law, to point out how great a revoluition it has effected in the rights of mining locators, and to indicate some of the difficulties attending its application. In the attempt to correct the vagueness of the act of 1866 an entirely new elernent was introduced into the law, bringing with it a new set of difficulties. Under the act of 1866 and the miners' customs which it followed, the lode was the thing claimed and subsequently acquired by patent. And the claim to a given number of feet on the longitudinal course of the lode was rooted in 'a discovery of any part of the lode in any part of the claim. ("Extensions" could in many districts—perhaps universally—be located and claimed on the strength of the discovery in the principal claim to which they referred; but this is a point not essential to the present discussion.) It was not necessary to find the outcrop or the upper edge of a lode in order to lay a valid location upon it. This paper discusses the results of an investigation made to develop a method of combatting corrosion of subsurface oil-well equipment caused by brines containing hydrogen sulphide. Carbon monoxide, aldehydes, and certain cyanide compounds were found by laboratory tests to effectively inhibit corrosion of steel by sulphide brines. Experiments were made for one year in eight wells in West Texas fields using formaldehyde as an inhibitor. It was found that the inhibitor treatment successfully prevented the severe corrosion previously experienced in these wells, and effected important net savings in operating costs. Introduction Corrosion of oil-field equipment has long been a problem in areas producing sour crudes. These areas include the major fields of Arkansas, Western Kansas, West Texas and New Mexico. Corrosion in these fields is caused primarily by the chemical action of hydrogen sulphide in the presence of water and by electric currents entering the wells through flow lines. Hydrogen sulphide is noncorrosive to iron or steel in the absence of water but under the usual conditions prevailing in oil wells where more or less water is present, hydrogen sulphide is very corrosive. This type of corrosion occurs over the pH range below 9, which includes all natural oil-field brines. If air is present in addition to hydrogen sulphide and water, corrosion proceeds at an extremely rapid rate. It was reported several years ago that a string of oil-well tubing was literally dissolved within 50 days where an air lift was used on a well producing considerable water and hydrogen sulphide. Air is generally absent in wells producing sour crude. After hydrogen sulphide corrosion starts, it proceeds with increasing severity and its correction becomes progressively more difficult. This characteristic of sulphide corrosion has been attributed to the formation of galvanic couples between the iron and steel equipment on one hand and the products of corrosion on the other.' Severe corrosion of subsurface oil-well equipment leads to a multitude of troubles. In addition to destruction of costly equipment, producing sands often are damaged by flooding with water leaking through corroded casing; bad mechanical conditions may develop in a well due to obstructions caused by corroded equipment lost in the hole, or partly collapsed casing; pumping operations are interfered with, and severe emulsification problems may result from the homogenizing action of corroded balls and seats.% A typical case of severe corrosion caused by hydrogen sulphide was reported in Howard County, Texas, where it was necessary to pull tubing once a week to repair leaks after the tubing had been in use for only one year. I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,

THE Montreal mine, operated by the Montreal Mining Co., is four miles west of Ironwood, Mich., in Iron County, Wisconsin. It is the westernmost producing property on the Gogebic Iron Range of the Lake Superior district. Its production is 4000 tons of hematite per day from an average depth of 2300 ft. This tonnage is hoisted through a five-compartment vertical shaft. Several mining methods are in use but in the larger orebodies the method is sublcvel caving. ORE OCCURRENCE AND CHARATERISTICS The main orebodies of the Montreal mine lie in eastward-pitching troughs formed by the intersections of intrusive dikes with impervious members of the iron formation. The formation has an average width of 425 ft., strikes east and west and dips north at approximately 62°. The dikes dip south at 45° and bear north 20° from the strike of the formation, making the intersections with various members pitch east at 16°. The dikes are not continuous across the formation but are interrupted by a longitudinal bedding fault, which has a throw of 380 ft. vertically and 885 ft. horizontally. North of the fault zone the formation is called "hanging," south it is called " footwall" formation. The faulting has created two ore-bearing horizons; viz., at the inter- section of hanging dikes with the slate members and the foot dikes with the quartzite footwall. In each formation the main ore-bearing member consists of wavy beds of hard chert interlaid with hematite. In the most productive part of the mine, where the sublevel caving method is employed, a hanging-formation dike lies in juxtaposition with a footwall dike and the iron formation carries ore in certain sections from the quartzite footwall to the hanging dike. Here a horizontal section of the orebody may be 300 to 400 ft. wide for a length of 150 ft. or more and tail out lengthwise in both the foot and hanging formations. The footwall ore section is much longer than the hanging wall because of the orebody's greater height above the "pitching dike."

Much has been said about the foreseeable exhaustion of known mineral reserves-particularly in the United States. It is claimed that we are about to become a have-not nation insofar as certain essential minerals are concerned; and in this respect our position is often contrasted with that of the world as a whole, largely because we have drawn so heavily on our domestic resources during the last fifty years. As a matter of fact, the difference is not great if one takes a reasonably long-term view of the situation. No one denies that nature endowed the United States richer in mineral resources than any other equal area. It is granted that we have skimmed the cream of many kinds of minerals; but in a free international trade in minerals it would not be many decades before the richer deposits-at least the deposits easy of discovery throughout the world would be depleted to much the same degree as those in the United States today. For it is a fact that the problem of satisfying the needs of our industrial society for minerals is fundamentally worldwide in scope. The singular and significant attribute to all minerals is that there is but a single crop. Forests can be grown, but mineral deposits can be replaced only by finding new ones. Thus, one of the vital tasks of the mining engineer, the petroleum engineer, and the geologist is to find these new mineral resources. Another task is to devise means and methods for the exploitation of, at costs that are economic, low-grade deposits and those deeply buried in the crust of the earth. The first need, however, is to find the deposits in the ground. If the assumptions of those who today fear an early exhaustion of all deposits are valid, the outlook for continued material and social progress is gloomy indeed. I take a more optimistic view, for it is my belief that vast new sources of needed minerals will have come to light before our known resources are gone. The real question is whether the outside layer of the crust of the earth that is accessible to engineers contains adequate mineral deposits; and whether engineers can find those deposits. The answer must be based on geologic science, geologic fact, and mining history. Every continent, and almost every country, has yielded minerals of industrial utility in substantial quantity. Mineral deposits are widespread. Geologists know the conditions that were favorable to the occurrence of ores and the types of rocks in which various kinds of ores may ordinarily be found. They know that such rocks occur over broad regions of the earth's surface. They also know that in large areas rocks that are potential carriers of ores are covered and concealed by material of entirely different character. Such cover may consist of lava flows, layers of volcanic ash, or beds of material washed down from the surrounding mountains. Sometimes those covers are thick, sometimes relatively thin. But men well-qualified to pass judgment are sure that concealed deposits, large in number and in size, exist close enough to the surface to make exploitation practical. Only by actual penetration of the surface can this contention be proved, but to conclude otherwise would be to ignore the laws of probability and to deny the over-all consistency of nature. The task of probing the crust of the earth to determine the location of these deposits, and to obtain some notion of their size and quality, poses serious problems. However, they should not be beyond human solution. Much more research must be done in analyzing and explaining the laws of ore deposition. New tools, in the shape of techniques and methods and of mechanical and electrical devices and instruments, must be developed. But no reasonable person can doubt that these objectives will be achieved. As the need becomes increasingly pressing, scientists and engineers will supply the imagination and the ingenuity that will provide the solution. The time and effort thus far devoted to the development of methods for locating hidden ore bodies have been pitifully meager. Energetic investigation of the subject of applied geophysics is essential to the success of the mineral industry, and I have no hesitation in predicting that effective techniques will be found and successfully applied. Contracts between The Anaconda Co. and its miners at Butte, Mont., are not contracts in the true sense of the word. They are weekly verbal agreements which tacitly admit that the company, on the one hand, will supply the place, the tools, the material, and the opportunity and that the miners, on the other hand, will supply such effective labor that both parties will profit from the arrangement. Prices are seldom discussed at the time of hiring. The miner, in effect, is hired for a definite working place, as a contract miner, and if satisfied, tries to earn as much as he can. If he is not satisfied three courses are open to him: he can quit, he can ask for a change, or he can discuss prices or improved working conditions with the mine superintendent. Your committee's secretary submits the following report, or summary, to the- members of the committee, in an endeavor to lay before them a general review of the information so far received and also his own knowledge .of the work as carried on at a number of plants, this being done in part to secure further information and suggestions from members and lead to a more effective means of furthering the work of the committee. It is suggested that more detailed data be compiled regarding engineering features involved, and that papers be contributed which will deal with the safeguarding of underground electrical installations. There are few operating companies which have not started a more or less systematic campaign to safeguard their employees from accidental injuries and unhealthful surroundings, but a great deal is to be gained by experience. All may welcome the advice and cooperation of those who have been actively engaged in the work and have demonstrated the results obtainable by organized effort, and it is, therefore, exceedingly gratifying to note the ready assistance and hearty cooperation rendered by the companies that may be truly termed pioneers in the movement. No solution of the safety problem is to be found in a strict standardization of methods, rules or devices, as' the various mining, milling and metallurgical practices present too' many conditions differing broadly in general principles, but some standard system embodying principles, already proven to be efficient should be created, which may be modified or elaborated to meet specific requirements of each individual. company, or to fit working conditions as they exist in the various mining camps throughout the country. An industrial plant is -primarily a business undertaking, therefore the economic side-of a safety or welfare campaign is of importance. The purpose of the investigation on which this paper is based is to determine whether the structural change which occurs in the slow cooling of steel below the transformation range has an important effect on its engineering properties. We recognize two distinct things which occur in steel when it is brought from above to below the transformation range, first, the transformation proper, that is, the breaking up of the austenite or solid solution of the cementite in the remainder of the iron, and the liberation of its components as undissolved cementite and as ferrite or alpha iron; and second, a structural change consisting in the gradual coalescence of the ferrite and cementite respectively into larger and larger separate masses. Let us distinguish these from each other by speaking of them as " the transformation " and " the structural change " respectively. If the cooling is at all rapid the unevenness of contraction induces severe stress; so that in a sense a slow cooling has a third influence, the prevention of such stress. This transformation from austenite to ferrite plus cementite can complete itself only below the transformation range; and, because this structural change is a change in the structural arrangement of the products of that transformation, it too can complete itself only at temperatures below that range, say below 725°; and of these temperatures it is only those between 600° and 725° that give the metal sufficient mobility to permit this structural rearrangement to progress with ally rapidity. The transformation is now known to be rapid, but the structural change is relatively slow. There are two methods employed in the development of oil pools. The older and dominant method is one in which the primary object is the protection of the underground deposit from drainage through competing wells, and considerations of efficiency of extraction and cost of production are subordinated thereto. The newer and less prevalent method is one in which maximum efficiency and minimum cost are the first objectives and developments to these ends may proceed undisturbed by the exigencies of competitive drainage. The second method has developed mainly in pools under single ownership and the term "unit operation" has come to be applied to this procedure. A single ownership, however, is not essential to the method, for unity of operation may be achieved by agreement under split ownership, or even by a concert of enlightened purpose. There are examples of unit operation where neither the ownership nor the management is a unit, but merely where unity of procedure has been attained, as in the Yates pool. Throughout this paper "unit operation" is used in its broad sense without implying sole ownership or single management, although unit operation is more conveniently attained where these conditions are present. It is evident, upon reflection, that the second method should yield results far superior to the first, for the work of exploitation can be conducted without extraneous considerations and the natural forces present in the oil reservoir can be utilized to maximum advantage. Experience has amply confirmed this conclusion and were the facts widely known and appreciated, the efforts to extend the applications of the principle of unitization would be greatly intensified. Competitive Development of Oil Pools It has come about that the vast majority of oil pools, or reservoirs, in the United States are subdivided by numerous surface tracts under separate ownerships. This condition arises from the prevalent practice in the oil business of acquiring prospective acreage in checkerboard spreads. The Duval Corp. porphyry copper deposits at Copper Canyon and Copper Basin, though widely separated, form an econornic unit requiring integrated exploitation. Contrasts in mineralization, host rocks, and mode of occurrence present unique mining and milling problems. Mixed oxide-sulfide ore is treated in extensive dump leaching facilities in both areas. Complex Cu-Au-Ag ore is treated in a 4000-tpd mill at Copper Canyon. In both areas, hypogene metallization occurs within large aureoles of metamoiphism and hydrothennal alteration related to quartz monzonite intrusions of mid-Tertiary age. Supergene processes fitrther altered the rocks and enriched the hypogene protore. At Copper Canyon, hypogene copper and iron sulfides with gold and silver occur in fractures, as partial replacement of favorable beds, and as disseminations in Paleozoic sedimentary rocks. The lower part of the Pennsylvanian Battle formation was a particularly favorable host. Metallization occurs to a lesser extent in quartz monzonite. Metal zoning is well-developed. The deposits at Copper Basin consist principally of supergene copper minerals in arenites of the Cambrian Harmony formation. Oxidation of hypogene copper and iron sulfides in tactite zones has formed at least two commercial deposits; intersections of fractures with favorable beds exerted important ore controls. Recently, the Copper Canyon and Copper Basin properties of Duval Corp. have been added to the list of porphyry copper mines in Nevada, marking the first new copper open pit in this state in 15 years. Chemical processing is descended from alchemy, which developed our major lixivants. The profession might have done more if it had been less preoccupied with turning base metals into gold-a process that still hasn't been developed. Georg Agricola, over 400 years ago, gave us ten recipes for "aqua valens" to part gold and silver, and described cementation of gold and silver on base metals. His text stood for 200 years, by which time heap roasting, leaching and cementation were winning copper from pyrites at Rio Tinto and the Barba furnace was distilling mercury from the ores of Almaden.

During the prosecution of the aircraft-production program in 1917 and 1918, the writer visited many plants engaged in the manufacture of motors, planes and parts, in carrying out his duties as chairman of the Committee on Aircraft-engine Forgings. On several occasions, when the question of expansion was discussed, it was noted that there was confusion in the use of the terms: the true coefficient of expansion, a physical constant, and distortion in hardening. One engineer, referring to a steel shown in the accompanying table, stated that he could not consider it for crankshafts because of its excessive coefficient of expansion, while another steel, also Iisted in the table, was said to be especially good because it had no coefficient of expansion, since it came out of the oil bath perfectly straight. Many years ago one of our employees designed a new oil furnace; when asked what became of the products of combustion, he replied: "There ain't any, we burn them all up." While the coefficient of expansion is not without its effect in volume changes in hardened steel, it is not a determining factor in the matter of distortion and going out of shape. Irregular heating, uneven furnace bottoms, and carelessness in withdrawing the part from the furnace, as well as the manner in which the part enters the quenching bath are of greater moment. Generally speaking, also, steels of relatively low hardening temperature will distort less than those requiring higher hardening heats. The coefficient of expansion must be considered in engineering design most frequently when different metals or alloys are used in the same construction. For example, the difference of expansion between a steel crankshaft and an aluminum crank case might be of real importance and a steel with no coefficient of expansion would be much less desirable than one with the normal coefficient. About 15 years ago, the writer made many determinations of the coefficient of expansion at low temperature ranges, usually between 20' and 100" C. Among the materials tested were: Pure forged electrolytic iron, 11.73 parts per million for l° C.; cast aluminum (99.93 per cent. AI.),

THE copper mines of the Katanga region in the Belgian Congo lie along the same mineralized belt as those of Northern Rhodesia. There are two distinct types of deposits in that belt, the dolomitic and the quartzitic. In the dolomitic type the metallic minerals are found in a dolomitic limestone country rock. Through oxidation and enrichment,, large deposits of high-grade oxidized copper ores were formed, some of which are being worked by the Union Miniére du Haut Katanga. Such deposits are all in Katanga. The quartzitic deposits are found in Katanga and Northern Rhodesia. Here the primary mineralization occurred in sandstones and quartzites, in horizons stratigraphically lower than the dolomites. These rocks are not favorable to secondary enrichment and the oxidized zone is poorer than the sulphide zone, which alone contains the ore. There are also in Katanga a few ore-bearing veins. One of them is being worked in the Prince Leopold mine at Kipushi. PRINCE LEOPOLD MINE The Kipushi ore body fills a fault vein and invades the wall rocks more or less extensively by metasomatic replacement. The vein strikes north-northeast and south-southwest and dips to the west. The variable dip averages 60ºto a depth of 300 ft., and more uniformly 80º below 400 ft. In the upper section the average width is 200 ft. and below the width is about 150 ft. The length of the ore body is 2300 feet. The numerous and copious reports of geological surveys made in the lead and zinc region of Wisconsin leave, perhaps, but little room for any original work, or for descriptive details of the nature and origin of the deposits not already given in the exhaustive memoirs of Percival, Whitney, and Chamberlin and their associates. HOWeyer, since the completion of the last survey, in 1879, much more attention has been given than before to the exploration of the ores of zinc, especially of late years, since the region has been better opened up by railways and the zinc industry of the country has assumed large proportions, giving a constantly increasing demand for zinc-ores. A residence of more than a year in the region, and the active direction during that time of mining operations over a considerable area, have familiarized me with the forms and peculiarities of many of the deposits; and it appears probable that some observations upon them, especially from the mining and commercial standpoint, may interest the members of the Institute. A few notes on the structure of the deposits from the mineralogical and chemical standpoints have already been presented by me to the Wisconsin Academy of Arts and Sciences." The presence of lead-ore in the soil at many points along the Mississippi river was well known to the aborigines, and early attracted the attention of the frontier traders, who purchased from the Indians the ore and even lead smelted out by the squaws. The demand for the lead-ore soon increased, and it became one of the early and potent factors determining the settlement of southwestern Wisconsin, and the development of its mining and agricultural resources. An essential mental equipment for planning exploration is the fullest possible knowledge of the way in which the orebodies occur in the region to be explored, also the realization that in no mining district is this knowledge complete, and that new facts of importance will be revealed to the explorer in every exploration if he is in the proper frame of mind to grasp them. The geology of the ore deposits of the Gogebic Range for a long time was thought to be relatively simple, but work in recent years, by several men, has proved that this is not the case. We now realize that we are far from knowing all the factors that have resulted in the localization of ore deposits. For example, we have long known that the intersections of the dikes and the foot wall were favorable places to look for ore, but only within the last few years have we learned that there are several horizons in the various members, well north of the foot wall, that are likely to carry ore. The influence of the numerous cross faults on orebodies is not known or appreciated beyond a general realization that they are important. Just how they may be favorable or unfavorable to the localization of ore is not known. Such elementary information as the positions of these faults is just beginning to appear on the mine maps. Such being the condition, one can hardly overestimate the importance to the various operators and fee owners of careful studies of conditions in their properties for the purpose of assuring themselves that they are not missing valuable ore—that they are doing all the exploration that their situation demands in order to secure maximum returns. Valuable ores have been missed in the past and will be missed in the future. Only with a complete knowledge of all the factors that have united to produce ore could anything else be expected. The purpose of this paper is to call attention to these facts briefly and to suggest a few of the principles that should guide effective exploration. The foremost principle is that the man who starts out with the idea that he knows all about the mine geology of the Gogebic Range is starting with a heavy handicap.
