RECENT years have seen great progress in drilling practices. The partial change from heavy drills and stopers to lightweight airleg machines has had great impact on stoping and drifting methods. The change was sparked, of course, when the Germans applied tungsten carbide to drill bits during World War II. This invention made it possible to drill nearly cylindrical blastholes, with a very mini- mum of drill steel changes, so that small fast-cutting bits* could be used without sacrifice of powder-loading density at the bottom of the hole. This is one of the few instances of increased efficiency through reduction in size. Usually the opposite is true. Application of these lightweight drills and small bits has lessened the vibratory stresses set up in the drill steel rod, and rod breakage has been greatly reduced. During the past several years phenomenal reduction in drill steel breakage has resulted from the use of carburized rods. These rods are now supplied by several manufacturers, with carburization of both the exterior and interior surfaces of the hollow drill steel. The rods are heat-treated over their entire length after the completion of bit connections, collars, or lugs (in the case of 7/8 Hex and round steel). This eliminates breakage from the usual metallurgical notch existing in conventional rods-there are instances of more than 2000 ft of drilling in hard ground before breakage. Steel rod failure results from fatigue checks, at right angles to the rod axis, progressing to a point where parting or breaking of the rod occurs. There are many of these checks in a used rod. Only the most advanced check causes the break, but with a small additional amount of drilling another check advances to the breakage point, and most of the value of reconditioning is lost. Since the development of carburized rods, the practice of discarding drill rods after the first break may be economically justified.

In a broad sense automotive fuel is simply fuel in general and includes coal, coke, wood, charcoal and gas, in addition to the full range of liquid combustibles. All of these are actually used, or have been used, commercially to some extent as fuel for automotive vehicles. The steam lorry burning coal and coke is a common sight on the roads of England. The fact that these coal-fired steam lorries have a distinct advantage in taxes over the conventional gasoline-driven lorry probably explains the survival of this vehicle. The omnibus, or charabanc, operated by city gas carried in a balloon container on the roof, was also at one time a common sight in England, although not as common as the ubiquitous steam lorry. These gas-operated vehicles have, however, disappeared from the streets in recent years, and probably owed their existence entirely to war conditions. In France one of the largest motor vehicle manufacturers had last year more than 30 trucks equipped with regular gasoline engines in service in the Parisian area operating on producer gas obtained from a small gas producer mounted on the running board of the truck. Both wood and charcoal have been used in these gas producers. The authors were interested enough in this unique commercial development to spend some time examining the apparatus used and inquiring into the success which it had met. The picture is by no means an impossible one purely from the standpoint of practicability, but there is no doubt of the soundness of the conclusion that this is not a development which has any present important significance. The requirements for controlling air and stream pollution are a most timely subject for concerned people. The coal industry has taken great measures to reduce pollution. With the use of more efficient scrubbing equipment on their thermal dryers, pollution has been considerably reduced. Furthermore, eliminating thermal drying completely by using centrifugal dryers (Bird screen bowls) to dewater fine coal products and meet consumer specification has completely eliminated air pollution. The coal industry is taking steps to eliminate stream pollution and the hazards created by tailings ponds. These plants are closing their water circuit by recovering all solids in solid-bowl centrifugal equipment. In doing this effectively and economically the water discharged into the streams does not contain any refuse solids. This provides a safe economical method.

(communication to the Secretary*) :—Mr. Brown's paper on the complicated groups of veins exposed in the workings of the Bodie mine forme a valuable contribution to the literature of the structural features of ore-depoeits. It is much to be desired that managers should put into print the results of their observations of the mines under their charge. These observations, as well as data of production, kind of ores, etc., usually accumulate for years, and unless the mining geologists of the Geological Survey happen along before the mine is worked out, such data seldom get into print. About the year 1899 I went through the mines at Bodie with R. C. Turner, then superintendent, and made some notes on the veins and gangue-minerals, and collected some specimens. From a geological standpoint, but scant attention has been paid to fire-clay beds. Only within the last few years have they been the subject of individual investigation, prior to this time having been considered only in their relation to coal seams. While the relative importance of coal and fire clay is still immeasurably in favor of coal, yet an industry as large as that of fire clay is entitled to a measure of attention. A discussion of the Carboniferous clays is practically a discussion of the clay beds in the Appalachian basin, since more than 90 per cent. of these clays mined are from this region. The clays are confined to the northern end of the basin, or the States of Pennsylvania, Ohio, Kentucky, Maryland and West Virginia, ranking in importance about in the order named. The clay deposits of the Carboniferous period have been divided into two classes; those found in the Pottsville conglomerate series of rocks, ' and all those that are found in the formations above, for the reason that the clay beds above the Pottsville series all resemble each other in properties, composition and appearance, and all are distinctly different from the bed found in the Pottsville formation. The bed of clay found in the latter formation is unique in that flint clay is practically restricted to it. (A variety of flint clay is occasionally found in these upper deposits but this is in such small amounts as to be negligible.) Carboniferous clays occur between stratified rocks; sandstones, limestones, etc., in the same manner as coal veins. They are often accompanied by a coal vein although where the clay is of a workable thickness, the coal is generally too thin to work. The clay beds are sometimes known by the name of the coal seam at which horizon they occur. Clay beds may be from a few inches up to 20 ft. in thickness. They may consist of all soft clay, all flint or both soft and flint. The Carboniferous clay beds of Pennsylvania are the most important of any of the clay beds found in the country, and are among the oldest ones worked. A surface indicating pressure, temperature and flow instrument that ernploys variable frequency sensing elements has proved useful in evaluating flow characteristics of wells. Relative productivity of individual oil and gas sands in a given well can be analyzed at several back pressures. The variable frequency sensing elements are an improvement in sensitivity and accuracy and make possible observation of temperature and pressure variations that have not been possible heretofore. When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one's attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.

Advantages to Members of Our Advertising Section.-It is our intention to make the advertising section of the Bulletin as comprehensive as possible, so that members can turn to it for complete information as to where to buy the best mining and metallurgical supplies at the lowest prices. No firms or supplies of dubious reputation are advertised in the Bulletin. If members, in buying any material, will refer to the advertisement of that material in the Bulletin, or if they do not find it advertised in the Bulletin, will, when ordering, ask the manufacturers why the goods were not advertised in the Institute publication, it will be of material benefit to all of us, because the chief reason why advertisers are unable to trace direct results is because purchasers do not mention the Bulletin when writing. Finally, if members, when in need of anything whatsoever, will write to the Institute headquarters, an effort will be made to send them a complete list of manufacturers able to supply the desired materials of good quality. The furnishing of these lists will be a benefit to our Advertising Department, as well as to the members. We need scarcely call attention to the advantages obtained by the members from the money which advertising brings in, because all this money is returned directly to the members in one form or another.

SYNOPSIS It can be shown that the properties of intact rock are relatively unimportant in rock slope stability and that failures are controlled by structural discontinuities such as bedding planes, joints and faults in the rock mass. The frequency, orientation and inclination of these discontinuities as well as their strength characteristics are important factors to be considered in any rock slope analysis and their influence will be demonstrated by means of a number of practical examples. Methods for determining the mechanical properties of discontinuities will be reviewed and the interpretation of the strength test results for use in stability computations will be discussed.

Hecla Mining Company's Lakeshore Mine and Metallurgical complex near Casa Grande, Arizona, is the first plant in North America to utilize the roast/leach/electrowinning process for production of cathode copper from sulfide concentrates. Oxide copper ores are also mined at Lakeshore. Using sulfuric acid and sponge iron by-products of the roast/leach operation, the oxide ore is leached in vats, the copper is precipitated with iron and recovered as cement copper. This paper will describe the roast/leach facilities and discuss the operating conditions at which more than 95 percent of the copper in concentrate is made soluble in acid solutions while less than 5 percent of the iron is rendered soluble. More than 97 percent of the sulfur contained in concentrate is captured either as strong sulfuric acid or as soluble sulfates in leach liquors. The iron rich residue after leaching is pelletized and reduced to sponge iron in an SLRN reduction kiln.

METALLURGISTS are properly interested in papers dealing with subjects ranging from the theories of the metallic state to very practical details on the use of metals. A review of theoretical metallurgy naturally excludes papers concerned with the usefulness of metals and limits itself to those concerned purely with the science of metals. Even in this more limited field the reviewer is confronted with thousands of papers dealing with facts and theories of metallic behavior, from which he can select only a few hundred. The selection is necessarily highly arbitrary. Certain classes of papers definitely fall within the scope of this review. Thus, papers on the deformation of metals, on the structure of alloys, on recrystallization, to select only a few, are fully represented. Other subjects, which verge on what is generally accepted as the science of metals, such as the magnetic properties of metals, the less familiar electrical properties and theories, adsorption of gases by metal surfaces, and the like, are treated scantily. Particular attention is given to reviews of subjects that fall with in the groups chosen; in a summary such as this, which is largely in the nature of a progress report, capably written reviews are of importance, particularly since the monograph and text book literature is so meager in this field.

THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. NOTHING makes the run-of-the-hall Congressman feel quite so secure as to be on an investigating committee. It's sure fire publicity for one thing and is a convenient excuse for absence from Congressional sessions when controversial issues are being balloted. The minerals procurement program has just had a thorough investigation by Congressmen of the House Interior and Insular Affairs Committee who heard valuable testimony from men like John D. Morgan, director of materials procurement, DPA. He listed over 40 government agencies concerned with mineral affairs. Testimony disclosed the justification for many of the agencies but Congressmen and mine operators have been regarding the defense minerals program in the same light as did the mining student who remarked to the descriptive geometry prof "it's not the intrinsic difficulty of the problem which gives me trouble; it's the multiplicity of detail."

Despite recent economic problems, the future of the Florida phosphate industry appears optimistic. Florida has enormous reserves and will continue to produce a third of the world's phosphate supply simply by making changes in the present system of mining, beneficiation, waste disposal, and land reclamation. The geology and mineralogy of future deposits are discussed with reference to specific deposits. Lower ore grades, increasing power costs, and environmental regulations are necessitating development of new concepts of mining and matrix transportation. Because one of the ores to be mined in the future contains appreciable amounts of dolomite, research and development efforts are being concentrated on new techniques in beneficiation. Changes are being made in plant design to meet environmental and regulation standards. However, the expected new technology outlined for the industry depends on the geology and mineralogy of future reserves.
