The six countries which make up the European Economic Community-Belgium, France, German Federal Republic, Italy, Luxembourg and The Netherlands-are populated by about 170 million consumers. Their economic abilities and their standard of living have increased at a high rate during the past few years. Consequently, the policies and trade practices adopted by the group will have International repercussions within the nonferrous Industry whether or not other nations are eventually admitted to the group. Considering the hopeful prospects of only a few months ago, it is surprising that we must now face up to the fact that Great Britain and Norway, in particular, will achieve membership status only after prolonged and difficult negotiations, if at all. However, this is but one of many factors that should remind us that the Common Market is yet in its formative stage and has by no means reached maturity.

JOHN B. HASTINGS, Los Angeles, Cal. (written discussion *).-This, paper is so admirable for its brevity that one hesitates to enter into discussion. The cycle of eruptives makes one wonder, "Where's the basalt?" and the youthfulness of the Idaho flows suggests they may yet come. Veins and Dikes.-Veins and dikes seem to be closely aligned in the minds of some authors, while to me they appear quite distinct, the first representing quiet, long-continued action, typified by metasomatic replacement, far removed from volcanic action; the latter, sudden and cyclonic, emanating from the heart of vulcanism. The rock openings occupied by both types were formed by kindred forces, but in the one they were closed for indefinite periods before invasion by the solfataric solutions, and in the other their formation and occupation were simultaneous. Open Fissures.-I do not believe in the existence of open spaces of discission that may be occupied by veins. Occasionally they occur; I found one with. a machine drill 350 ft. below surface, fortunately in an adit; the water spouted for 12 ft. in a 6-in stream for nearly 24 hr. It was only a flattish fissure, 6 in. wide, crossing the perpendicular vein, and indicating how tabular veins of ore might be formed. The practical absence of open fissures should be a joy to miners. We all know the misgivings with which we feel about for an old winze having only 30 ft. of water in it, in an unsurveyed and inaccessible part of a mine. It is said that veins are sometimes formed in open spaces left by Protuberances of the walls, which meet after having been displaced; but I believe that in such circumstances there would be sufficient attrition and brecciated material to fill the fissure, though perhaps loosely. Parts of veins may possibly have been formed in originally open spaces, but if so, the spaces were made by solution shortly preceding the deposition of the veins. That total solution of rock adjacent to a fissure may occur under favorable conditions is proved by the existence of large bodies of sulphide which contain only a few per cent. of silica; while on the same level, and in other levels above and below, all being within the same ore shoot, assays may show as much as 50 to 60 per cent. of silica, although the gold, silver and copper assays may be almost identical in all the

Taking the Long View THE present international situation has serious implications for this nation. The possibility of total war is no more appalling than the threat of making the United States permanently into an armed camp. A period of ten years under such conditions could mean a Communist victory without firing a shot-if the present trend toward statism is allowed to continue. As individual citizens and as members of the mining profession we have the power to oppose the march toward socialism. We must not adopt shortsighted policies dictated by self-interest, but must endeavor to size up the situation as a whole and act according to what will be best in the national interest. The economic picture for the metal mining industry under present emergency conditions is apparently bright. Demand for metals exceeds supply. But there is danger that fluctuating prices will bring Government regulation. Care must be exercised in our pricing policies, or the calamity of Government intervention will be inevitable. President Truman's "loophole" reference to percentage depletion early in the year caused a brief flurry of excitement, but now that the immediate threat is over the industry has lapsed into sommolence on this subject. Special tax privileges accorded the mining industry because of inherent risks should be guarded by a continuing propaganda campaign to educate Congress and the public. If this is not done we may find ourselves losing the necessary tax protection which we now possess by a capricious act of legislation. Stockpiling minerals from abroad certainly lengthens the life of our own mineral resources. The present consumer demand for the base metals indicates foreign sources of supply for stockpiling. However, this is only one facet of the problem. For strategic military reasons it is necessary that the United States have quick sources of all minerals within our national boundaries. Undeveloped mineral deposits do not meet this need so that where it is possible to encourage our own mineral development by stockpile purchases, it should be done. A need exists for an overall controlling agency that would make purchases for the stockpile according to military necessity, current metal market conditions, and so as to strengthen the mining industry. In the course of the history of the United States we have been engulfed in several wars by the necessity of protecting our economic rights abroad trading privileges-and also because of moral obligations. Disregarding the moral side, it is difficult to reconcile fighting wars to protect world freedom of trade when in peacetime we attempt to restrain such trade by tariff barriers. When it comes to accepting subsidies from the Government in one form or another it is difficult to overlook the immediate personal gains and see in the future that where the Government lays out capital it becomes a partner in the business and not a silent one. It is apparent that hope for the traditional American way of life cannot be bought without some self-sacrifice; and we cannot wait for the other fellow to start it because it is the responsibility of each individual citizen. By taking the long view our course should be apparent and not diverge sharply from our own personal benefit.

When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. I have not before had the honor of offering to the Institute a communication on the subject of the variety of asphaltum which I described as uintahite; but several disconnected notices of it have appeared in the Transactions, and much additional information regirding it and its relations to other varieties of the asphalt group has been gathered together. Dr. Henry Wurtz has also discussed the nature of uintaite, and has endeavored to show that it should be considered a variety of grahamite.* We have also had an interesting paper upon."Asphalt and its Uses," from Captain F. V. Greene, containing much important technical information and a scheme of classification of the varieties of bitumen and of bituminous compounds. Long-wave short-pulse radar has been shown capable of exploring to distances of several hundred feet through massive, dry rock salt. Exploration distances of 30 to 60 ft through bituminous coal and massive limestone, respectively, have also been demonstrated with low-power experimental radar equipment in underground mines. Working ranges up to 250 ft in limestone and coal are considered feasible. Radar reflections should be produced by all large electrically contrasting objects such as fault gouge masses, wet shattered ground, metallic mineralization, adjacent mine workings (dry or flooded), and abandoned drill holes. It is believed that radar can locate such obstacles in advance of underground mining through all massive rocks of low free-water content, including many igneous and metamorphic rocks. Three years of studies and experiments in radar exploration through rocks are reported.

INTEREST naturally attaches to fissuring and subsidence of the earth's surface, whatever the cause may be, and the induced movement and fissuring of the impervious strata overlying an oil sand is of even greater practical importance because of its bearing upon the recoverability of the portion of the oil not already extracted or extractable by ordinary production methods. It is probably true that significant ground movement induced by oil production occurs only in oil fields in relatively young formations, where the oil comes from incoherent or only slightly cemented sands and oil-soaked clays, but inasmuch as a great proportion of our "gusher" wells produce from "running" sands and yield a large part of the total oil output, it seems worth while to make an effort to inspire the collection and recording of data indicating the nature and magnitude of oil-field subsidence, both surface and subsurface.

The energy stored in the compressed natural gas absorbed in or otherwise associated with the oil in reservoir sands is usually the most important factor in oil recovery. It is recognized that hydrostatic pressure and gravity may aid materially in the drainage of oil, but in the early life of the majority of fields the principal source of propulsive energy is the expansive force of the gas associated with the oil. Since gas is admittedly the most important factor in the production of oil, its control so as to produce the maximum amount of oil with the minimum amount of gas will be reflected in increased oil recovery from reservoir sands. Controlling the gas means regulating its expansion so that the velocity of flow of oil through the channels in the reservoir sands is neither so great that frictional resistance becomes excessive nor so slow that the gas, because it can travel more rapidly than oil through the irregular passageways in the sands, will by-pass and reach the well without. doing useful work in bringing oil from the sands. Oil and gas flow from the reservoir sands to the well because of differences in pressure. The rate of flow is dependent upon the differential pressures existing in the sands and in the well. By altering the amount of back-pressure maintained on the well this differential pressure can be regulated and changed from a maximum (well flowing "wide open") to a minimum when there will be no flow. Oil and gas flow through the irregular channels in reservoir sands at different rates mainly because of the fact that one is a liquid and the other a gas. Therefore, because oil and gas have different characteristics of flow, application of back-pressure, changes the rates of flow with relation to one another so that wide variations in gas-oil ratios are possible. Obviously, the formation gas energy will be utilized most efficiently when a unit of gas delivers the maximum amount of oil to the well. Determination of Necessary Back-pressure The amount of back-pressure that should be maintained against the producing sand in order that the minimum amount of gas will be produced with each barrel of oil can be determined only by actual field tests made

THE MINING PROPERTY of the Argonaut Mining Co., Jackson, Calif., is one of the oldest on the Mother Lode. A vein outcropping on a hill in this section could not long elude the eye of the forty-niner, so it was first discovered in 1850. From that time until 1893 the Pioneer mine, as it was then called, limped along under various poorly equipped and financed operators who tried tapping it by trenching and tunneling. Then the Argonaut Mining Co. took over the property and sank the present 65° inclined shaft in the hanging wall of the vein. The mine workings have now reached the 6000-ft. level, which is 5283 ft. vertically below the surface, or just 3 ft. over a mile. The total production of the mine is uncertain, because of lack of early records, but from 1893 to 1932 it is known to have produced in excess of $17,000,000.

ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.

Instrumentation was installed during construction of the Silver Shaft in northern Idaho to evaluate lining behavior and rock deformation. Rock mass displacements were monitored with multiple-position borehole extensometers. Liner stress and strain were measured with concrete pressure cells and embedment strain gages. Rock displacement data from the 5,955-ft level indicate rock mass anisotropy. Liner stress and strain data reflect high in situ stresses and nearby station and raise construction. Continued monitoring and preliminary analysis indicate that concrete-lined, circular shafts are stable for high, unequal stress fields and anisotropy in deep level mines.

By the death of Prof. Pettee the Institute has lost one of its earliest, most distinguished, most useful and most beloved members. Among those who survive him there are few who have rendered services of equal professional value or unselfish devotion. The warrant for this statement will be amply furnished in the present brief notice of his life and work. William Henry Pettee was born, January 13,1838, at Newton Upper Falls, Mass., where hie childhood and youth were spent. His father, Otis Pettee, a manufacturer of cotton cloth and of cotton-mill machinery, died in 1853. Up to that time, the son had been educated mainly in the district school; but, being inclined by temperament and constitution rather to books and study than to physical exertion, he had been wisely rest,rained in mental activity, and required, for a season, to work regularly in the foundry and machine-shop of his father. Unquestionably, this discipline not only benefited his health, but also constituted a valoable preparation for his subsequent professional career. In 1857, after suitable preliminary study at various New England academies, he entered Harvard College, where he took high rank in the classical course then required, was selected in his Junior gear to deliver a Latin oration; was elected a mem-

Throughout the Lake Superior Basin each of the great ironranges, from which vast quantities of iron-ore have been, and are now being mined, presents characteristics differing from each and all of the others. One of the most peculiar of these varying features is found in the dikes of the Gogebic range. From an economical standpoint this feature of the dikes has been studied by our practical mining men more than any other geological phenomena in connection with the deposits of merchantable iron-ore. In the greater portion of our mines these dikes appear to form the riffles in the sluice of the ore formation, against which the particles of iron oxide are deposited in the process of concentration out of the quartzose matrix which is termed the ironbearing formation. In composition these dikes are apparently of a dioritic formation, more or less altered and decomposed, comparatively soft, and sometimes almost steatitic. While frequently showing something of a cleavage in the direction of their pitch, they are devoid of parallel laminæ, and when broken assume the form of irregular angular fragments. They are generally of nil ashy grey color, but sometimes at great depth are found to be quite dark, almost black, and of a very hard massive nature, showing radial or fibrous crystallization. Practically all of the dikes thus far discovered in the iron formation are approximately at right-angles with the dip of the formation, and the greater number of them have an average easterly dip of from fifteen to eighteen degrees. SOME years ago, in the manufacture of seamless tubing from an alloy steel containing 0.07 per cent maximum carbon, 18 per cent chromium and 8 per cent nickel, at the plant of The Babcock & Wilcox Tube Co., a peculiar type of piercing defect was noticed. This defect was definitely associated with certain heats of the alloy and was independent of any of the variables of mill operation and billet-heating condition. A thorough analysis of the defective material yielded but one clue to the reason for its abnormal behavior in piercing and that was its oxygen content as determined by the vacuum fusion method. The oxygen content of the defective 18-8 alloy was found to be from two to three times that of the material that had pierced satisfactorily, and this incited an active interest in the vacuum fusion method for the analysis of alloy steels. After a critical survey of the literature on this subject, and considerable experimentation, an apparatus and technique were evolved that gave a fairly rapid, simple and reliable method of analysis. Samples selected from six years of tube production of 18-8 and other corrosion-resistant alloys were analyzed by this method. This paper describes the procedure and gives a correlation of the oxygen, hydrogen and nitrogen contents of a number of alloy steel samples repre-sentative of good and bad tube-piercing quality.

THE lead smeltery at East Helena, Mont., controlled by the American Smelting & Refining Co. since 1899, has been in continuous operation for the past 25 years. Most of the old smelting and roasting practices have been superseded by newer and more modern methods, but on account of the difficulties involved in changing the original construction, some of the methods in use of handling materials are not the most modern. This plant, however, is particularly interesting as being one of the few essentially lead smelteries in the United States. At Federal, Ill., Collinsville, Herculaneum, and possibly other places, similar work is being done, but it is doubtful whether any of them produces as' much lead as the East Helena plant, whose monthly production averages 6,500 tons. The situation, 5 miles east of Helena, is convenient to both the Great Northern and Northern Pacific railroads, while the electric power is obtained from Canyon Ferry, 12 miles east on the Missouri river. Local quarries supply the requisite amount of lime rock, Which the contracts require to be crushed to 5 in. Of the 450 men on the monthly pay roll, a census showed 200 Austrians, 110 Americans, and 30 Italians, the balance being made up of miscellaneous nationalities. The ore supply is mainly derived from the Coeur d'Alêne mines in Idaho, and consists of crude ore, coarse and fine concentrates, middlings, and slimes. About one-half of the total output of the Coeur d'Alêne camp is sent to East Helena. An average analysis of these ores gives approximately 40 per cent. lead and 11 per cent. sulphur. Local shipments, varying, from month to month, are mostly highly siliceous gold and silver ores carrying little lead. Small shippers, leasers of old mines, and prospectors are very numerous throughout Montana, and it is the policy of the company to encourage these men by every possible means, including the free sampling and analysis of their ores and aid in the development of their mines and prospects whenever their results show promise.

THE Chitina mining district of Alaska is located at the headwaters of the Chitina and Copper Rivers. At present, the only producing min-ing properties are the mines of the Kennecott Copper Corpn. and the Mother Lode Coalition Co., which are situated 196 miles from Cordova the port of entry. The first claims, later acquired by the Kennecott Mines Co. and afterwards transferred to the Kennecott Copper Corpn., were discovered in 1900. The Copper River & Northwestern Ry., which connects the mines with tide water at Cordova, was completed in the spring of 1911. Contemporary with the construction of the railroad, aerial tram equipment was brought to the mines by pack train and a tramway, 3 miles, long, connecting Bonanza mine with the proposed railroad terminal, was finished, enabling shipments of high-grade ore to be made immediately on the completion of the railroad. A mill to treat the lower grade ore was begun the same year. The Kennecott company's holdings consist of 111 mineral claims. The Mother Lode Coalition Mines Co., which is controlled by the Kennecott Copper Corpn., owns 73 claims adjoining the Kennecott holdings. All data on operations and geology refer equally well to the Mother Lode property.

Since start-up in 1906, Bingham had been a rail pit, beginning with steam locomotives and converting to electric locomotives in 1923. Ore production was maintained by effective utilization of avail- able rail equipment. From time to time, as it became necessary to deepen the pit and as stripping ratios increased, studies of alternative material haulage systems such as diesel locomotives, conveyor belts and trucks were made. Conversion from rail haulage with electric locomotives could not, however, be justified. Because of a gradual decline in ore grade, a program was approved in 1963 to raise ore production to 108,000 tpd. The decision posed a serious problem: due to built-in inflexibility and other limitations, a parallel expansion of the rail haulage system was impractical. (Track and trolley wire relocation causes greater shovel downtime than required for normal maintenance; instability of the dumps and the resulting additional track maintenance increases greatly as the daily volume of waste material increases.) Studies indicated that economically the most favorable course of action would be the replacement of rail haulage on the upper levels of the mine by truck haulage.

Drilling activity in Nebraska during 1945 continued to decline slightly over that of the previous year. Eight tests for oil and gas were completed during the year, of which seven were wildcats and resulted in dry holes. The eighth test, an inside location in the Dawson field of Richardson County, yielded an initial production of about 3o bbl. per day with 86 per cent water from the Hunton formation. Five wells were drilling at the end of the year, two of which were wildcats. Two of the drilling wells were deepening operations in the Dawson and Falls City fields and the third was an inside location in the Falls City field, which appears likely to result in a producer. Most of the operations were in Richardson County but two wells were drilled in Dawes and Gage Counties and one each was drilling in Holt and Washington Counties at the end of the year. There were no new discoveries of oil or gas.

In 1924, the United States Public Health Service was requested to undertake a special study of stream pollution. The Public Health Service asked the United States Bureau of Mines to take up the study because the training and experience of the personnel of the former was considered not to be as well suited to this type of investigation as that of the Bureau of Mines. Under H. Foster Bain, then Director of the Bureau, field investigations were begun in the spring of 1925. Along with mine-drainage wastes, the problem of gas-house and coke-oven waste was investigated in the laboratory and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau Experiment Stations, on a trip to Germany in 1924. He saw a practical application of the process, but obtained no information as to definite chemical or mechanical processes. Because of the then pending American patent applications by the German firm, we made no attempt to develop our findings further. Shortly afterward, a similar method of treatment was developed in the United States,' and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage. Scope of Work There was such a diversity of opinion at the time this work was begun, on the whole subject and apparently so little accurately known, that it was decided to undertake a basic study from which first, certain definite information might be evident, and second, what might be considered
