It is appropriate to the place of meeting, and of interest to those members of the Institute whose attention has been more or less directed to Virginia during the past eleven years, to know the result of recent developments of the Virginia coal-field. While, during the late " boom," the attention of the industrial pioneers of Virginia was mainly directed to iron-ore deposits and manufacture, it is safe to say that the coal to which, at that time, comparatively little attention was turned, and which did not directly foster a growth of " boom " towns, will prove the most reliable source of mineral wealth in the State. At the time of the last Virginia meeting of the Institute, held at Roanoke, in 1883, the Wise county coal-field was untouched by a railroad, and its economic existence was scarcely considered. Although, in the meantime, a number of reconnaissances had been made, and a fair estimate of the value of the field formed, it was not until 1891, when the Norfolk and Western and the Louisville and Nashville railroads, respectively, completed their Clinch Valley and Norton extensions to a junction at Norton, Wise county, that any development took place, and not until 1892 were shipments of any importance made. The Potrerillos mine of the Andes Copper Mining Co., a subsidiary of Anaconda Copper Mining Co., is 100 miles east of the coast town of Chanaral, in the Province of Atacama, Chile. In December 1926, the plant was placed in operation and has operated continuously ever since. Block caving is the only mining method used, as it is especially suited to the grade of ore, the position and shape of the ore bodies, and the character of the ground. At the present time there are three haulage levels, which handle oxide and sulphide ores, and production from them averages 31,000 short tons daily. Discussion of the paper of THOMAS F. DONNELLY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1759 to 1768. F. LYNWOOD GARRISON, Philadelphia, Pa. (communication to the Secretary *).-The paper is of value in giving the public some first-hand information regarding a copper property that from various causes has attracted considerable attention, especially in Philadelphia, and which has also been the source of several fantastic flotations that had little to recommend them. Since 1906, no work has been done on this property under my direction, with the exception of a topographic survey made last winter by Mr. Donnelly, which was intended as the first step in a sound and logical system of development. From 1906 to 1915, desultory attempts were made to develop these orebodies, but as the work was not in competent hands much money was wasted and even more disappeared in ways regarding which it is perhaps not best to inquire. The result is, this interesting property has now practically no more ore developed upon it than in 1906, despite the fact that a new 100-ton mill is being erected, although, as I have intimated, it is today not much more than a prospect. Turning now to the scientific and more agreeable side of the subject, it is interesting to note that these Santo Domingo copper ores are invariably found in volcanic tuffs and that, in a geologic sense, they are all very old, for there are no evidences of recent volcanic activity in the greater Antilles, of which this island is the second largest. The existence of copper in tuffs in different parts of the world is a notable fact. Often, if not usually, it is present in mere traces, but not infrequently we find it in sufficient amount to be of economic importance. Thus, for example, chalcopyrite and bornite occur in the Tertiary tuffs of Japan, and a number of producing copper mines of that country are either actually in, or closely associated with, rocks of this character. Whether the copper minerals are original primary ores in the tuffs, or were derived from accompanying eruptive dikes, appears not yet to have been determined in any instance. In most of the Japanese cases of which I can find any record the tuffs appear to be associated with shales and limestones. These Japanese copper ores also carry some gold, especially in the upper parts of the veins; in this they resemble the Santo Domingo deposits which not infrequently carry as much as $6 or $7 per ton of gold on the outcrop. As the theory and the practice of valuing mines have never been discussed in the Transactions, a paper on the subject may be acceptable, even though not exhaustive. The method here indicated is set forth, not as a model of perfection to be followed absolutely, to the exclusion of any other system based on sound scientific, commercial and equitable principles, but merely as an aid to mining engineers and financiers in estimating the value of mining-property. This paper is intended merely to point out certain financial features of the question, and not at all to go into the theories of the formation of mineral veins, extremely valuable as it must, of course, be to understand the laws of the earth's formation and of its various changes, which are the basis of such important sciences as geology and mineralogy, and highly useful as guides in determining the probable existence and extension of mineral deposits. Financial Elements of Mine- Valuation. The practice of basing the stock-exchange price of mining shares upon reports, periodically received from the mine-captain or manager, stating that in his opinion the mine is " improving " in this or that level, and is worth so much " per fathom," is, of course, absurd. Everybody experienced in metalliferous mining is aware that a mineral vein varies in thickness and also in percentage of metal in different parts of the same mine. The Homestake Mine is situated in the northern portion of the Black Hills of South Dakota in a series of steeply dipping and highly folded Precambrian Rocks. The ore bodies are localized along plunging anticlinal and synclinal folds which are locally called "ledges." The gold bearing ore is confined mainly in the Homestake formation which is an iron-magnesium carbonate series of rocks. The individual ore bodies are pipe or lense-shaped zones which plunge 30º to 75º from the horizontal. These ore bodies range from 10 to 100 feet wide and 50 to 400 feet along the strike. Gold values are erratically distributed in a gangue consisting of cummingtonite schist, sideroplesite schist, quartz, pyrrhotite, arsenopyrite, chlorite schist and ankerite. Usually the ore bodies dip at 70° to 80º and often have folded shapes like "fish hooks" or "troughs." Ore grades must be determined by extensive sampling and all mining is based on assay control.

The petroleum industry has been involved in Lore collective planning than any other American industry, with the exception of the railroads and utilities, and therefore is of interest as a case study in the experimental attempts to regulate the economic consequences of free competition. Planning is of course an integral part of effective management, hence at the outset a distinction must be clearly drawn between competitive planning and collective planning. By competitive planning is meant the aggregate of plans drawn up and prosecuted by the competing units occupying a field of enterprise; by collective planning is meant a collusion of plans, either originating among some or all competitors, or else imposed upon them, whether accepted or resisted, by some superior authority, usually the state. The prevailing popular concept of "planning" as applied to industry appears to be a program of conduct superimposed upon an industry unwilling or incapable of achieving a socially and economically desirable result under free competition. In this brief and tentative analysis of the subject, competitive planning is left to one side and attention is focussed upon the matter of collective planning as defined above. A basic functional difference between the two categories of planning is that in the case of competitive planning the individual plans are small, numerous, and tend to offset one another when in error; whereas in the case of collective planning, the separate plans are larger in scope, fewer in number, and tend to escape the incidence of the principle of compensation. In viewing the evolution of collective planning in the petroleum industry we find that during the past 20 years there have developed four more or less well defined collective plans and that at the present time the industry is deeply involved in a collective planning trend pointing toward further varieties. The four plans, which are to some degree transitional, may be conveniently named from the chief incidents that led to their formulations. The first collective plan was the program of control developed during the World War and hence called the war plan. The second plan was one originating within the industry in the period between the war and the inflation of the late twenties and called the inventory

AT the December Board meeting, the report of the William Lawrence Saunders Medal Committee, recommending the award of the medal to John Hays Hammond, was received and unanimously approved. The citation is: "For his notable work as an engineer and developer of mines at home and abroad, his industrial leadership and his public services." The medal will be presented as usual during the meeting in February, presumably at the annual dinner at the Waldorf, on Feb. 20. The other medals to be given on the same occasion are the James Douglas, which goes to Paul D. Merica, and the Robert W. Hunt, which is awarded this year to Edgar C. Bain, as already announced. This will be the third award made of the Saunders Medal for "Achievement in Mining," previous recipients having been David W. Brunton in 1927, and Herbert Hoover in 1928. The list is a distinguished one and Mr. Hammond's name is appropriately included. His career is so widely known that it is not necessary to repeat the account, published in MINING AND METALLURGY last April.

Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.

Percussion drilling with tungsten carbide insert button bits ranks among the most significant advances in both underground and surface drilling in medium and hard rock formations. Getting top performance and life from these upfront components is not particularly difficult if one pays attention to the basics in operation and maintenance. For some reason, a few of the essential operating and maintenance steps for getting the most from these tools seem to have gotten turned around; instead of operating at the near optimum levels, some miners, in following myths or misunderstandings about them, are shortchanging their optimal utilization. Let's examine the two most harmful ones.

In the short time allotted to me* I can only hope to present to you a brief sketch of the main geological features of the country which you are about to visit. My remarks must, of necessity, be more or less incomplete, as my desire is not so much to elucidate any special problem connected with the many interesting geological questions to be found here, as rather to offer such a general view of the region as will enable you, during your five days' trip through the Park, to understand clearly something of its physical geography and geology. The Yellowstone Park is situated in the extreme northwestern portion of the Territory of Wyoming. Its boundaries, as determined by the original Act of Congress setting apart the Park, are very ill-defined. At the time of the enactment of the law establishing this national reservation, the region had been but little explored, and its relation to the physical features of the adjacent country was but little understood. Since that time, surveys have shown that only a narrow strip, about two miles in width, was situated in the Territory of Montana, but it was also found that a still narrower strip extended westward into the Territory of Idaho. The question of properly establishing the boundaries, -based upon our present knowledge of the country, is now before Congress, and an Act has already passed the Senate, proposing to make the northern boundary coincide with the boundary between Wyoming and Montana, and the western boundary coincide with the Wyoming and Idaho line. The Act under consideration extends the southern boundary of the Park to the 44th parallel of latitude, carrying the area of the reservation southward nine and one-half miles. The eastern boundary is made to coincide with the meridian of 109' 30') adding a strip of country about twenty-four and one-half miles in width along the entire eastern side of the Park.

The growth of computer and ground control technology in recent years, combined with an urgent demand for low-cost fossil fuels and mineral resources, has set the stage for full-scale utilization of computers in mine planning. Steeply rising production costs and the need to preserve the environment are placing great demands on engineers to improve their mining efficiencies, which can best be accomplished by applying the full capabilities of the computer. Pressure to develop and perfect programs with an immediate potential for improving mine design, reducing mining costs and extending the viable coal reserves of the country has already come to bear in the form of exploding energy requirements, environmental considerations and the visible limitations of other energy sources.

Introduction and Previous Work In the search to find a copper-base alloy with high strength properties, it was considered that the addition of a small amount of an age-hardening element to a binary system with useful strength properties might result in a series of alloys of theeretical and practical importance. The copper-nickel system was selected for its basic properties and chromium was added as the age-hardening element in view of the small percentage involved and its decreasing solubility with decreasing temperature. A study of the Cu-Cr binary alloys was undertaken as a preliminary investigation. However, in view of the response of these alloys to heat treatment, the scope of this phase of the investigation was widened.

THE present value of most coal properties resides largely in the coal remaining to be mined, which thus constitutes the most important asset. The object of this paper is to discuss methods commonly used in computing the value of mineable coal. To distinguish clearly between such coal values and the values of other property, the several kinds of property values may be divided into classes; this is necessary to avoid unintentional omissions of items of importance. VALUE OF COAL RESERVES Judicial decisions prescribe, and appraisers commonly accept, current sales value as the preferred means for determining the value of transferable property. With few exceptions a property is worth the sum that can be realized from its sale by a willing seller to a willing buyer, a sale in which compulsion urges neither party, and between whom there is no community of interest to fix a value; or it is worth at least as much as a responsible buyer will offer for it. Actual sales of like property or bids from responsible buyers for the property, or for substantially like property, are the best established methods for determining values. Only in the absence of such sales or bids can valuations by other methods be entertained, and only for reasons of weight can sales values be set aside. Sales of coal in the ground, as customarily carried out through lease, under royalty agreements, are therefore the most trustworthy means available for determining the value of coal reserves.

The tensile strength of moist agglomerates consisting of granular materials is demonstrated with the aid of models. The applicability of these models is proved by experiments. An explanation of the different values of strength of imbibed and drained agglomerates is given and it is shown that the maximum tensile strength occurs at the so-called entry suction. The entry suction, which can be considered as the characteristic capillary pressure of the agglomerates, is described in terms of its parameters by a dimensional analysis. The influence of porosity is determined experimentally by means of regressional analysis and is compared with known model equations.

It is difficult to see how such a conclusion can be reached except by extrapolation from test data,. and such extrapolation always gives results of questionable value. During the past twenty years, and especially in the last decade, hydraulic cyclones have found increasing application in metallurgical processing as classifiers and, under special circumstances, as thickeners. To a more limited extent cyclones have been used to extend heavy, or dense, medium separation into the finer size ranges, and several attempts have been made to separate dispersions of immiscible liquids with a view to use in the field of liquid- liquid extraction. Before considering several aspects of conventional application, less conventional applications and some potential uses of modified cyclones, the mechanism of separation within a cyclone and the effect of the, major variables will he summarized.

A numerical procedure based on nonlinear finite element analysis has been developed for predicting subsidence profile over longwall mine panels. The developed procedure has been verified by comparing predictions with published field observations at several mine panels. In the course of a return flight from Olympia, Wash., to Laramie, Wyo., an airborne magnetometer profile was recorded continuously. The level of flight was controlled at barometric levels along segments of the flight. Barometric altitude was changed from 3000 ft to a maximum of 12,000 ft above mean sea level to take care of topographic variations. Terrain clearance varied from 800 to 7300 ft. Horizontal positions were obtained by recording and tying to cities, towns, airports, river crossings, and other landmarks in the course of the flight. Figs. 1-6 show the course of the flight and the general geologic and tectonic features traversed. The flight line begins south of Olympia, Wash., and proceeds south across the Puget-Willemette depression to the Columbia River. Thence it proceeds eastward along the Washington-Oregon border across the Cascade Mts. and lava flows and the Umatilla basin to Pendleton, Ore. From Pendleton it traverses the Blue Mts. uplift of Oregon in a southeasterly direction, and then to the Boise basin of southwestern Idaho. The flight line swings in an easterly direction as it passes over the Snake River downwarp to the south of the Idaho batholith. It then passes over the northern portion of the Great Basin and the heavily overthrust area at the intersection of the Utah, Idaho, and Wyoming borders. The flight then assumes an easterly course to cross the series of basins and uplifts of southern Wyoming and terminates near the western flank of the Laramie uplift.
