This paper describes the computer-assisted development and implementation of new written examinations for persons desiring to become certified as underground or surface mine electricians in the State of West Virginia under the certification program defined by the WV Department of Mines and the Board of Miner Training, Education and Certification. The procedures used to develop and validate the new certification tests have simplified the administration of the new tests. Future developments in mine electrical work can also be easily incorporated into the certification program by augmenting the existing computerized pool of test questions prior to computer-production of future test forms. Most important, computerization now facilitates continual evaluation of the certification program, to contribute to greater safety in mine electrical work in West Virginia.

A survey of the resources of mineral fuels, coal, petroleum and natural gas presupposes a clear distinction between the known amount underground and the "proven reserves"; the'portion that can be economically brought to the surface and made available for utilization. Only a fraction of the coal and petroleum in producing fields is or can be economically brought to the surface and not all of this is economically utilized; also, although practically all the natural gas can be economically recovered and utilized, in actual practice a large part of the total volume that reaches the mouth of the wells is wantonly blown into the air and wasted. It is thus estimated that of the total amount of coal underground about 40 per cent remains unrecovered, or is otherwise wasted, before it reaches the consumer; that only some 25 per cent of the petroleum in proven fields is actually brought to the surface; and that even if practically the entire volume of natural gas can be economically utilized, in actual practice close to 25 per cent of the total produced is now absolutely wasted. And the dissipation of this gas, unwarranted as it is, not only diminishes the gas supply but diminishes also the proven reserves of petroleum from such fields as the Panhandle of Texas, where petroleum and natural gas are produced simultaneously. Many factors affect the estimates of the proven reserves of mineral fuels, such as the capacity and nature of the reservoir, its depth, the quality of the product, the efficiency of recovery, the price of the fuel and its byproducts, etc., etc., but superseding at times all of these in connection with petroleum and natural gas deposits is the effect of "subsoil ownership" on the rate and methods of exploitation of the deposits. As a result it should be a comparatively simple matter to eliminate waste and overproduction, and thereby increase the proven reserves of petroleum and natural gas, in Russia, Iran and Iraq, where the subsoil rights are nationalized, or in any country in which there is or can be quickly established an effective legal control of the underground deposits and the manner of their exploitation. As is well known, cast-iron borings are a mixture of small particles of iron with more or less of finely divided graphite, separated from thc surfaces of these small particles during the process of boring. The amount of graphite thus mechanically mixed is, in all cases, quite large enough to cause serious difficulty when the problem is to obtain an average sample of a given lot of borings for carbon determination. This difficulty arises from the necessity of obtaining a uniform mixture of the heavy and comparatively coarse borings with the finely divided and light graphite, and of removing a sample for analysis without disturbing the uniformity of this mixture. It was first sought to overcome this difficulty by having the horings made very fine, so that they might have more nearly the size of the particles of graphite. It was not practicable, however, to secure this uniformity of size, since much of the graphite is in the form of the finest dust. At all events, the duplicate determinations of rarbon in these fine borings, made with every precaution by combustion in oxygen, frequently showed differences too large to be accounted for in arty other way than by imperfect sampling. Very coarse borings were also tried with the idea that the graphite separated from these large and heavy pieces would perhaps be inappreciable ; but it was found that quite enough was separated to vitiate the results. Various methods of mixing were tried, both in the bottle and on glazed paper ; but in all these mixtures it mas found that duplicate samples seldom colitained the same proportion of the mechanically mixed graphite; and when they did, there could be no certainty that it was the true proportion. All this was shown many times over by the failure of duplicates to agree closely, the differencheing sometimes so much as 0.20 per cent. It was finally clear that nothing was to be hoped from these methods. Even if we could secure a perfect mixture containing in every part its due proportion of graphite, it would run a great risk of being destroyed the moment a spatula was inserted to remove a sample: for the least agitation causes some of the graphite to fall through between the coarser borings.

FOR structural as well as economic reasons, sanded grout rather than neat cement grout should be used wherever possible. The chief drawback in using sanded grout mixtures, however, is the tendency of the sand to settle out, causing problems in pumping. Manufactured sands have not been used in sanded grout because it has been assumed that their irregular particle shape would add to the pumping difficulties. The Concrete Division of the Waterways Experiment Station in Jackson, Miss., has conducted a comprehensive investigation of grouts containing both natural and manufactured sands. In the study of manufactured sand grouts an investigation was made of physical characteristics, ease of pumping, and the effects of adding certain mineral fines. The amount of material passing 100 mesh ranged from zero to 25 pct. Results were compared with test results for natural sand grouts.

Security restrictions on processing uranium raw materials to yellow cake were lifted in August 1955, coincidental with the Geneva Conference on Peaceful Uses of Atomic Energy. Numerous reports and technical papers on uranium extraction and recovery methods have appeared since that time, and it is doubtful that another review of past and current practices would add much to the technical literature. Development of some promising procedures was arrested, perhaps temporarily, by mechanical handling problems or peculiarities in the chemistry of uranium and associated elements. Some methods have been incompletely evaluated and still others that tested well in the laboratory and pilot plant are dormant because of competition from other processes, or because of their restricted applicability to particular ore types that have not reached quantity production. In view of the vast number of new ideas and procedures that have been advanced, considered, and tested, it would be futile to attempt a comprehensive survey in this article. Only a cross section of the field, based on random sampling, can be provided here. The authors have chosen, therefore, to discuss some innovations that may provide a clue to uranium ore processing techniques of the future. An effort has been made to select unpublicized new metallurgical techniques or interesting applications of established principles and procedures. With the two exceptions noted later, all the research to be described has been sponsored by the AEC. Physical Beneficiation: Individuals and firms engaged in mining and processing uranium ores, and in related research activities, have often had considerable experience in ore dressing. As might be expected, therefore, a prodigious amount of work has been done on physical beneficiation testing of uranium ores, particularly in efforts to concentrate subgrade materials. Although some success has been attained on specific ores by gravity concentration and flotation, ratios of concentration have generally been low and there has been difficulty in making a throwaway tailing.

A GENERAL decline in copper production for most American producers occurred during the past year as a result of shortage in available labor. Few noteworthy technical developments have been reported; undoubtedly, many changes and improvements have been made but have not been reported because of lack of time. During the war years through 1944 the pressure for sustained high production has been of prime importance and during 1945, with slackening of production, many operators were faced with the problem of catching up on repairs and maintenance of plants, with inadequate labor supply. In hydrometallurgy there were some important developments that undoubtedly will be reported during 1946. Several operators in the Southwest have instituted experimental leaching programs to exploit low-grade oxidized and mixed ore bodies. The Bureau of Mines is conducting pilot-plant experimental work to determine the possibility of producing a satisfactory sponge iron at an attractive cost from deposits of iron ore and coal in Arizona. When coal is deposited on the decks of pneumatic tables, all fine particles clinging to the larger pieces are blown free by the air. Inasmuch as the air retains an appreciable residual velocity after passing through the bed of coal, it is capable of suspending particles of goodly size. This velocity is dissipated gradually and, unless confined, can readily extend beyond the limits of the plant. Today the ideal in the design and operation of pneumatic cleaning plants is not that they be no dustier than the ordinary tipple, but rather that they be as clean as an office or shop. This degree of perfection may not yet have been attained in any commercial plant, but it is not impossible of achievement. Not until recently has the recirculation principle been applied to pneumatic separating plants. In the writer's estimation, it has not yet been proved entirely satisfactory in commercial installations. A serious obstacle lies in the fact that it is practically impossible to provide a truly closed circuit. The air circuits must be interrupted at certain points, if only for the introduction of raw material and for the recovery of the finished product. It is feasible to prevent the escape of polluted air at these points, but this can scarcely be accomplished without admitting additional air into the circuit. These additions of air are cumulative, which necessitates means for emitting to the atmosphere the excess while still carrying its objectionable burden, if provisions are not made for conditioning. If it must be provided at all, conditioning is frequently simpler and more economical if applied to the entire volume of air involved. This procedure eliminates the extra initial cost and operating expense of the closed system. Crane Cheek Experiments The first noteworthy commercial installation of pneumatic equipment was made in 1922, at the Crane Creek plant of the American Coal Co. of Allegheny County, at McComas, W. Va. Six tables for cleaning coal between the limits of and 3 in. comprised the initial installation. Dust was collected by hoods connected by a system of ducts to exhauster fans. In this installation the unit dust burden was small, owing to the removal of fines from the feed by vibrating screens.

GERMANIUM, once the metals industries' unwanted step-child, has suddenly blossomed into importance. As late as 1951 textbooks failed to mention it and the metal was considered no more than a nuisance that interfered with the electrolysis of zinc. Eagle-Pitcher is the only producer of Germanium, used in power rectifiers and the new transistors. Its basic quality is that its ability to carry current can be changed, and a current flowing through it can be controlled. Germanium is sold by Eagle-Pitcher for about $340 a lb, not bad for a metal that only a few years ago was totally ignored. Eagle-Pitcher gets germanium, cadmium and gallium by roasting the zinc concentrate to convert the sulphides to oxides, then adding coal and salt to the crude zinc oxide and sintering at a high temperature. The oxides of germanium, cadmium and gallium are converted to chlorides. Cadmium and germanium chlorides volatilize, and are gathered for additional processing. The important step is the distillation of germanium tetrachloride.

The El Soldado copper mineralization occurs as relatively high-grade irregular ore bodies with assay contacts and with frequent inclusions of barren rock. The sampling methods must be timely for production grade control purposes, as well as accurate and inexpensive. Sampling techniques evolved from sampling dump cars at the haulage level to sampling Scooptrams at the loading pockets. These methods were abandoned in favor of sampling production blastholes. Several sampling alternatives are discussed. These involve the selection of optimum volumes and sampling frequencies while taking into consideration geological parameters and statistical analyses of sampling data.

SOMEONE has called this war a war of gadgets. Someone else says it is an engineers' war. It is a war of production, transportation; a war in the sky; a war on wheels; a civilians' war. Let us not quarrel about nomenclature. Call it what you want. If four motored bombers and thirty-ton tanks are gadgets, then it is a gadget war. Engineers, scientists, shop laborers, air-raid wardens all have their highly important jobs to do. The fact remains that this war, like all others, is a soldiers' war. The basic strategy employed today is the same strategy that Philip of Macedon used on the Plains of Thessaly twenty centuries ago. His phalanx was a striking force armed with every known weapon. It was armored with breastplate and casque. It depended for success on superior man power and mobility, upon superior weapons and supply, and upon superior discipline. It executed commands faster than its enemies; it had more catapults and spears, more men in the back areas bringing up supplies. It was a new idea. It used what today we call the scissors movement to cut up its foes. It took sharp advantage of surprise. It introduced terror as a weapon-terror inspired by a vast, moving, shouting army with banners. It laid waste the cities by fire. The Greeks had a word for it but that word wasn't "blitzkrieg."

In the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for " phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in .the case of wrought iron; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

This paper reviews transportation trends in large base metal open-pit mines in recent years. Particular attention is paid to the unprecedented increases in the cost of oil and its effect on operating costs. Fuel conservation and measures to improve trucking efficiency are considered. The paper also discusses viable alternatives for reducing or eliminating the use of trucks. Various advantages and disadvantages of using conveyors to transport shot rock from the mine are reviewed. The paper concludes with some observations on current policies and trends primarily aimed at mitigating the high cost of energy.

The existing large stocks of raw materials have induced misgivings in the minds of many as to near-view prospects for a return to higher commodity price levels. Until stocks are materially reduced—and this operation will probably extend over a protracted period—a buyers' market will continue. Meanwhile the matter of production cost becomes more and more a factor of consequence to industrial management, finance and the investing public. With many commodities a general level of costs exists with which the public has been made familiar. Certain conditions surround these industries which, at the outset, determine whether there is a basis for sound commercial results. In other words, it can generally be determined in advance whether or not the cost of production is sufficiently below the normal average price to return a reasonable profit over the years. With all domestic agricultural products there are available exhaustive Government studies in the field of production costs. Such figures as the average cost of wheat, cotton, sugar, etc., are reiterated constantly. There are many products of foreign origin such as coffee, rubber, raw silk, etc., the production costs of which are to most of us matters of deep mystery. Forest products also are so diversified that few but specialists know what a thousand feet of lumber really cost at the mill, especially where remotely located. However, with respect to products of mines, production cost information has been widely disseminated. The literature is replete with such data. Here we find that without any special help from outside agencies the industry itself has given publicity to a large variety of cost figures. For example, we know, or know where we can ascertain, the cost of producing a pound of copper from Chile, Arizona or the Lake Superior district. In many cases we can secure from the company reports a vast amount of detail leading up to the cost per ton of ore and the cost per unit of the metal yield. These records are of great assistance to the mining industry as a means of estimating on new exploitations. This industry has been production-cost-minded almost from the beginning.

INTRODUCTION In the course of time several quantities and relations have been put forward in order to describe the texture of a porous medium and the flow of fluid through it. Among these relations the so-called Kozeny formula and a formula for capillary rise, for both of which Carman',' has given a derivation, will be specially considered here.
