FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.

IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. In a paper written for the Boston meeting of February, 1888 (Trans., xvi., 693), on "Some Recent Improvements in OpenHearth Steel Practice," the writer described the reducing agent used by the Carbon Iron Company as "a peculiar graphite from Cranston, near Providence, R. I." Upon an application pending at that time, a patent has since been issued as number 259,795, to Mr. Matthew Graff, for the use of solid carbonaceous matter in the form of coke, charcoal, gas carbon, bituminous or anthracite coal, ground to the size of coarse sand and then coated with a mash of lime, magnesia, clay, or other material of a like character, as an agent to reduce metallic oxides. An amount of this prepared carbonaceous matter equal to from 25 to 30 per cent. of the weight of the ore treated is required to perform the complete reduction. The idea is that the carbonaceous matter is protected against rapid combustion by a suitable coating of some inert material, so that, in effect, its action as a reducing agent will be similar to that of the Cranston graphite previously used, allowing the solid carbon to remain without combustion in intimate mixture with the iron oxide at a temperature sufficiently high to reduce the ore and in some cases to melt the matrix in which the iron is held. In the present practice of the Carbon Iron Company, the use of graphite, except for the formation of bottoms of the reverberatory furnaces in which the reduction is performed, has been entirely abandoned, and " retarded coke," as it is called at the works, has taken its place. It is not my purpose in this paper to describe all the different contrivances which have been devised, during the last quarter of a century, for the purpose of Iessening the expense of mining and tunnelling operations; I wish merely to call your attention to the crying want of the Western miners for some cheap and effective machine, capable of economizing on the heavy item of hand-drilling, and to enumerate a few of the latest improvements which have been made in machines of this class. This necessity for the introduction of some kind of labor-saving machinery in mining, especially in the West, begins to make itself felt more imperatively every day. No branch of industry has remained so conservative to the old customs and systems of working, as has mining; and yet no branch is so entirely dependent on economical working for a successful issue; and in very few is the proportion of cost of hand-labor to profits obtained so preponderantly heavy. Perhaps the chief reason for this seeming apathy towards progress in this direction arises from the fact that nearly all mining operations, especially in this country, are carried on in regions more or less remote from the great centres of civilization, thereby rendering the carriage and erection of machinery extremely difficult and expensive. The use of rock bolts for the support and stabilization of coal mining excavations was introduced over 30 years ago and, since that time, has progressively increased until today it is the primary means of support and stabilization of large underground openings. Early analytical studies and work with photoelastic and physical models established that even highly fragmented rock could be stabilized by rock bolting and form a load-carrying structural member that would span an opening. For stability, interaction of the bolts is essential and it depends on the bolt tension, the length and spacing of the bolts, the characteristics of the rock, and the applied load. However, the development of an explicit functional relationship embracing all these factors proved to be elusive. A review of the early rock bolting investigations led to the concept that the basic element of a rock bolted roof is the reinforced rock unit (RRU), consisting of an individual bolt and the rock immediately surrounding and adjacent to it, and to the development of mathematical equations which give the minimum bolt tension required to ensure that the RRU's are stable relative to one another and act together as a structural member. Analytical procedures have been developed for integrating RRU's into a reinforced rock structural (beam-arch) member which spans an underground opening and providing a rational basis for the design and installation of rock reinforcement systems.

Ira B. Joralemon, one of the world's most noted mining geologists, died last year at the age of 91. "His long professional career," says Donald H. McLaughlin, chairman of the executive committee at Homestake Mining Co., "covered an epoch in the history of mining that was unique in its opportunities and achievements," adding that many mining companies (Bunker Hill, Bralorne Mining, Copper Range, Anaconda, Newmont, Phelps Dodge, Homestake, etc.) greatly benefited from Joralemon's experience and wisdom.

Y.).-It may be n matter of some interest that sodium cyanide is now being made commercially by melting together in an electric furnace calcium cyanide with a common salt, which produces calcium chloride and sodium cyanide. It seems to me entirely possible that you have here about the same results that would be obtained by melting calcium chloride and ordinary cyanide together, only you obtain it a good deal cheaper. There is no doubt about that reaction once it is being carried on on a large industrial scale for the manufacture of cyanide for other uses. I think probably the same, thing takes place here, with the possible exception of lowering the melting point due to the presence of the calcium chloride.

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5' to vertical, and in the same mine the dip of the coal may vary from 30' to 50 . In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous coking coal, the following being typical analyses: Very little of the coal contains as much as 0.75 per cent. sulfur. The brown lignites occur mostly in Lewis and Thurston Counties, and as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea. The coking coal is used for making coke, and for locomotive and other boiler fuel. It yields a strong metallurgical coke, quite high in ash, though seldom exceeding 18 per cent. ash. In past attempts to characterize green and dry iron ore pellets, the authors have found large variations in the results of strength tests performed on closely sized pellets from the same batch. Where bentonite was the binder, such variations in the pellet quality were attributed to the presence of internal flaws and the nonuniform distribution of the binder. Studies have shown that pellet strength is strongly dependent on the degree of "mixedness" of the iron ore concentrate and the bentonite binder. However, before such a relationship can serve as a guide for the development of better mixing techniques and the associated economy of bentonite consumption, more precise knowledge of the bentonite-concentrate mixtures is needed. A 10-channel automatic data acquisition system has been assembled for underground use with the Bureau's "Tunnel Stress Relaxation Gage". The automated system was needed to improve data collection by providing a rapid, long-term printout of measurement data in tunnel stress relaxation experiments. Special unit assembling and packaging of all measurement equipment, to be used in typically hostile mine environments, is the subject of this report. Even though automatic data acquisition systems have been in use for years, none have been developed with the accuracy herein described for use in such an environment. The object of this report is to inform researchers of a workable, proven, dependable underground data acquisition system. We have found that giving attention to these packaging details many times spells the differences between success and failure of underground tests.

SAFETY in open-pit mining receives a minimum of notoriety, but its significance in profitable and efficient operation is as great as in other methods of mining. Open-pit operators from Arizona, New Mexico, and Mexico, exchanging ideas on safety at a symposium during the recent annual meeting of the Arizona Section, AIME, discovered unanimity of opinion that the successful safety program depended on managerial and supervisory support with the vigorous cooperation of the employes. Safety Organization The operation of a safety program is dependent on the ability of management to project enthusiasm through the company organization. This requires a suitable method of communication to the supervisory and employee levels so as to approach them in a manner that will inspire cooperation. Safety committees comprised of various combinations of managerial, supervisory, and employe personnel are frequently used for this purpose. The open-cut mine of the Chino Division of the Kennecott Copper Corp., Santa Rita, N. Mex., operates its program through management, a full-time safety engineer, and two safety committees, the Departmental and Shops Safety Committee and the Central Safety Committee. The Departmental and Shops Committee consists of one employe from each department and shop and the safety engineer. The selected members serve for a period of one month. This committee meets once a month, the only representative of management being the safety engineer because it is believed that employes will speak more freely when their supervisors are not present. The duties of the committee are to report hazardous conditions and make recommendations, but the committee has no authority to approve or disapprove. The Central Safety Committee is comprised of supervisory personnel from all departments and shops, and one member of each of the five bargaining organizations. Members of this committee are permanent and hold meetings soon after the departmental group to take action on recommendations of the latter. The committee system insures participation of all levels of personnel in the accident-prevention program, thereby stimulating safety consciousness. The New Cornelia branch of the Phelps-Dodge Corp., uses three groups to conduct the safety program; the General Safety Committee, Division Safety Committee, and the operating-unit safety meetings. The unit safety meetings provide for active participation of employes in discussion of various phases of the program. Within these groups vigorous opinions regarding safety are often expressed and the workmen are critical if they recognize a digression from the adopted safe-practice procedures. These monthly discussions give the program vitality. The Division Safety Committee is composed of the division superintendent and the division department heads, and follows an established pattern in discussion of all phases of the safety program. The General Safety Committee, made up of the manager, division, and department heads, makes decisions on policies and procedures; it renders decisions on recommendations and suggestions. Management at the New Cornelia branch feels this system of safety committees and meetings has been active in advancing the program. INTRODUCTION The design of engineering structures such as mine openings in and foundations on rock requires a knowledge of the constitutive laws governing the behaviour of discontinuous and layered rock masses. At the present time there are two main approaches for predicting the stress distributions and displacements in such engineering structures. In one method, the whole of the rock mass is discretized. The behaviour of the components of the rock mass, that is, the joints and the intact rock are modelled using analytical techniques such as the finite or boundary element methods. Typically the intact rock is modelled as a linear elastic material bounded by non-linear discontinuities. An alternative method of analysis is to describe the load-deformation properties of the jointed, layered or even reinforced rock mass in terms of smeared or equivalent homogeneous material properties. Such equivalent material properties may then be used to compute the stress distributions around openings and in foundations using standard methods of analysis such as the finite or boundary element techniques. Once the stresses have been obtained for the equivalent material, the stresses in the individual constituent layers or discontinuities may then be determined. Each approach to the problem has particular advantages. The first method is more likely to yield results which more closely represent the behaviour of the rock mass, since the behavioural responses of both the joints and intact rock are modelled. IN 1936 the foreman at one of the oldest limestone quarries in northern Virginia discovered the remains of three old well-drill holes that contained dynamite. As consulting engineer for the property, I was then called upon to devise a method for removing the explosive. As no exact formula for the handling of unexploded dynamite exists, the proper steps for removing it must always be dictated by local conditions. A description of the procedure in this case may, therefore, be of interest to others faced with a similar problem.

There are no data available of shipments until 1858, and then estimated, when railroad service became available. By reason of the iron made in the county, and the large amounts of salt, the tonnage used locally was quite large, and until 1860 these are estimated from the probable salt and iron production. After 1859 the tonnages shipped by rail are partly estimated from the total shipments of the Allegheny Valley Railroad from four counties. It is believed that the totals are below, rather than above, what the actual production was. While considerably larger for the same years than figures given by the Secretary of Internal Affairs and census reports, these data were always too low in those days, partly because of lack of facilities for gathering them, but more largely because of the strong prejudice existing in those days against furnishing such data to any governmental agencies.

More than a quarter of a century has passed since the introduction of the machine known as the Blake crusher, the invention of Eli W. Blake, of New Haven, Conn. Although originally designed for breaking stone for road-metal, its importance for crushing ores of the precious metals, and those of iron, copper, and zinc, as well as emery, phosphates, plaster, etc., mas soon recognized, and for many years its use has been world-wide, and its construction so well known that no special description of it is deemed necessary. Following its introduction, many different machines for the same purpose, containing the same essential features of upright convergent jaws, one of which is movable with respect to the other, hut having some slight modification of such movement (generally a rubbing motion) or of the non-essential method of imparting motion to one or both of the jaws, have been offered to the public for sale and use, but have, as a rule, in time disappeared from the market. If we seek for the reason of the success of the Blake crusher, aside from its simplicity of construction, we shall find it in the adherence to the principle of crushing by simple pressure and careful avoidance of attrition. In this lies the economy of power and of wearingsurfaces. To reduce any hard and brittle material to a fine powder by many different methods—by attrition, impact, or percussion—is a comparatively easy matter; but to accomplish this by the employment of either of the above-mentioned principles involves such a consumption of wearing-surface? (generally iron) or of power, that the numerous devices that have hitherto been presented to the public as solutions of the problem of fine crushing have proved utter and complete failures when tested with reference to the power employed and the wear of iron in doing their work.. IN my address on the " Geognostical Relations of the Metals," delivered before the Institute on the 20th of February last (Vol. I Transactions, p. 331), I spoke of the rocks in the vicinity of Thunder Bay, Lake Superior, where I indicated two series of uncrystalline rocks resting upon the Huronian schists, the lower one consisting of dark-colored argillites and sandstones overlaid, apparently in slight discordance, by nearly horizontal red and white sandstone and marls, which were compared with those of Sault Ste. Marie, and those of the Portage Lake district, on the south shore. These latter sand-stones, according to Brooks and Pumpelly, overlie unconformably the Keweenaw series of copper-bearing amygdaloids, sandstones, and conglomerates, and are in turn overlaid by the Trenton limestone. I then proposed to call this lower series of Thunder Bay, that is to say, the dark-colored argillites and sandstones which are traversed by the silver-bearing lodes of that region, the Animikie group. Shortly after the publication of that address I received an abstract of a paper on the geology of that region by Professor Robert Bell, read before the Montreal Natural History Society, February 24th. He there confirms the statement made in my address that the gold of Lake Shebandowan occurs in the Huronian, which is also seen to be cut by the silver-bearing lodes just mentioned. Professor Bell, in this paper, proposes to designate both what I have called the Animikie group, and the overlying red and white sandstones, by the name of the Nepigon group, for the reason that the upper series is best displayed about Lake Nepigon. This latter series is by Logan supposed to be overlaid by the copper-bearing amygdaloids with conglomerates and sandstones of the north shore (apparently identical with those of Keweenaw) ; and the whole together, including the Animikie group, constitute his Upper Copper-bearing group. These copper-bearing strata are by him supposed to be overlaid by the red and white sandstones of St. Mary, which are apparently the same with those sandstones which, according to Brooks and Pumpelly, overlie unconformably the similar cupriferous rocks of Portage Lake, and are, in their turn, overlaid by the Trenton limestone. Nearly three years of experience in Spanish Honduras has placed the writer in possession of many facts concerning its resources which may be of interest to the Institute. According to the most trustworthy surveys, Honduras is bounded on the north and east by the Caribbean Sea; southeasterly by the river Segovia (or Wanks), which flows into the Caribbean at a point called Cabo Gracias a Dios (Cape Thanks be to God), long famous as the favorite hiding-place of the celebrated pirate, Morgan ; southwardly by a corner of San Salvador, the Bay of Fonseca, and the Republic of Nicaragua; Guatemala and San Salvador form tile western boundary. It is one of the five republics composing Central America, has a population of about 310,000 and an area of 150,000 square miles, lying between the 13th and 16th degrees of N. latitude, extending from north to south 200 miles, between the Atlantic and Pacific, and 400 miles from east to west, between Guatemala and Cape Gracias a Dios. It is composed of 13 States or Departments, under one common law. The principal resources are valuable woods, hides, rubber, tobacco, coffee, fruit, cattle, silver and gold. It is of the mineral resources of the country that I will speak, calling attention to the most noted mines, and their relative position to Tegucigalpa, the capital. The introduction of foreign capital into the country dates back about eleven years, and to-day there are at least twenty-five well organized companies.
