(communication to the Secretary*).¬If anyone advocates the abolition of the antecedent mineral discovery requirement for the purpose of making it easier to secure title to public land, I hasten to say that I am not of that number. I am in Hearty accord with all that Mr. Gardner has to say in regard to easy patenting as a handicap to small camps, and that in general it acts to retard the mining industry. And the following sentences I want to repeat in order to emphasize and endorse them, "None of the writers on this subject seem to have taken into consideration the effect amending the law pertaining to mineral discovery will have upon the Government's administration of the public land. It must be borne in mind that this land belongs absolutely to the people of the United States as a whole, and their interest must be considered. It is not a no-man's land, as some people would appear to believe." However, I believe that the discovery prerequisite should be abolished, because it fails to effect the protection for which it was designed, and I look for other provisions that will better serve the purpose. We propose to abolish the law of apex not because the theory is objectionable but because the question of physical fact gives rise to never ending litigation. Now the design of antecedent mineral discovery is good; the court rulings are unobjectionable; but when it comes to the physical fact this requirement is second only to the apex law as a healthy litigation breeder. I DESIRE to communicate to the Institute the results of a few analyses which bear on the condition of carbon in gray and white iron. These analyses were made in the course of an investigation, now in progress, of the chemical composition of "chilling" irons. It will be remembered that Bell says he found no material difference in the amount and condition of carbon in gray and white pig iron made at the Clarence furnace, in England, and he therefore refers the difference in color and appearance in these two varieties of iron to the size of the particles of graphite. I quote from his "Chemical Phenomena of Iron Smelting:" "The inference I would draw from the information afforded by these analyses is, that the condition of iron in respect to its so-called `richness' is, within certain limits, entirely independent of its chemical constitution... . In the fluid state, I conceive the carbon, so taken up, confers upon the iron the property of fusion much below the temperature at which the pure metal melts, and the carbon itself may be regarded as dissolved in the iron. If, during the process of manufacture, the pig metal has been formed at a low temperature, consolidation, I imagine, takes place under such circumstances that the crystals are so minute, and the carbon which is separated assumes the uncombined or graphitic form in particles so minute as to be invisible, and, in consequence, the iron is white. If, on the other hand, the furnace is working at a very high temperature, the intensely heated iron crystallizes with large facets, upon which the extruded carbon assumes the condition of distinct plates or flakes. Should the temperature be less intense, these crystals are of smaller dimensions, and the separated carbon is less conspicuous, and, as the temperature of the furnace declines, the crystals decrease in size, as do the flakes of carbon, until both disappear in white iron. . . . Returning, then, to temperature as the cause of differences in quality of pig iron, the `chilling' of gray metal, and its conversion into white, may be regarded as the effect of preventing, by rapid cooling, the formation

It has been suggested by a number of people that it would be worth while for some one to attempt to summarize or condense the proceedings of this symposium. This task has fallen to me as organizer and co-chairman. Its difficulty will be appreciated by anyone who attempts to read the whole proceedings. It is therefore with trepidation that I offer the following digest. In recent years there has been a renewal of interest in America on this subject of the cohesive strength of materials, and a growing appreciation of the need for a better theory of cohesion failure. The theories of elastic action and plastic action are well developed, particularly the former. The theory of plastic action is still in the course of development, but it is well along. Plastic action is terminated by cohesion failure and what is needed is a theory that will tell us when to expect the cohesion failure. In the past it has generally been assumed that cohesion failure will occur when a critical value of the maximum tensile stress has been reached. Many experiments have shown that this is not strictly true, and this symposium concerns itself with the failures of this simple hypothesis, and with the efforts that have been made to devise a more satisfactory theory. The most active contributor in recent years to knowledge in this field is Dr. McAdam, and he was asked to open the symposium with a summary or condensation of his papers and views. Undoubtedly it is presumptuous to attempt a still greater condensation, but perhaps it will be useful, because even his contribution to this symposium contains no summary, no concise statement of just what his contribution has been. Rumania produced during 1936 some 62,500,000 bbl. of oil. Of this production, 99 per cent comes from an area running east and west along the southern foothills of the Carpathian Mountains just north of Bucharest. This almost rectangular area measures 20 by 40 miles and is located in the districts of Dambovita and Prahova between the cities of Targovigte to the west and Mizil to the east. The remainder of the production is about evenly divided between the oil fields north and east of Mizil in the Buzh district and those to the north on the eastern flanks of the Carpathian Mountains in the district of Baciiu. The Transylvanian Basin to the north and west of the Carpathian Mountains has produced to date only dry gas from its numerous salt domes. Bucsani Field The Bucgani oil field produced 15,600,000 bbl., or 25 per cent of the total production of Rumania in 1936. Bucgani is a deep-seated salt dome 7 miles south of the old Moreni oil field. A slight surface doming, not dissimilar to the topography observed on some of the oil fields of the Californian basin, called attention to the area. It is the southernmost oil field and, together with the deep-seated and prolific Boldesti field, points to the great oil possibilities of the deep-seated domes along the northern edge of the Rumanian plains south of the Carpathian foothills. The Government is the principal owner of the oil and gas subsurface rights in the areas south of the foothills. The acquisition of leases by the operating oil companies may be made either by application for an exploration permit, the company being assigned part of the acreage in case of successful wildcatting, or, if the area has already been declared as proven territory, through competitive bidding. A block of 164 acres was auctioned recently for $200,000, or $1200 per acre. The largest producer in the Bucgani oil field is the Steaua Romana, which produced 39.5 per cent of the total for the field. The Steaua Romana is a post-war company and 50 per cent of its shares are owned by the British Steaua and the Steaua Franpaise and the other 50 per cent by a group of Rumanian banks and by the Government. Generally speaking, the mining industry had a good year in 1948 with most mineral products being produced in record quantities for peacetime standards. The big boys-iron and steel, coal, and petroleum-indicated the industry-wide trend by surpassing 1947 production figures. Although exploration and expansion are being pushed aggressively in all branches of the industry, there is a pronounced trend to engineering and research directed at cutting production costs, improving the product, and finding new markets. These improvement campaigns are making headway; in the bituminous coal industry, 5.43 tons per man employed is the new production record; 83 million tons of iron ore were unloaded at lower Lake ports, breaking another peacetime record; magnesium, due to improvement in manufacturing techniques, now competes on the market with aluminum.

In the spring of 1935 the authors undertook to compare the geomagnetic and direct-current carth-resistivity methods of tracing a concealed dike along its strike. An area near Chapel Hill, North Carolina, was selected, where a diabase dike was known. For rapid reconnaissance the magnetic method offers several advantages ovcr the electrical. The resistivity method is useful in determining the position of underground water, a factor of consideration in regions where mining is contemplated. All factors considered, the coincidence between the positions of the dike as determined by the two methods is striking.

Glass beads have been surface treated with Dri-film to render them oil wet by n-octane to varying degrees, and capillary desaturation curves have been determined by the restored state method. The desaturation curves show a regularity of increasing displacement pressures as the oil wetness increases. This has been used to compute apparent contact angles between n-octane and water on glass. The family of desaturation curves also shows a regular crossover, such that the residual wetting liquid saturation values are in reverse order to the displacement pressures. A semi-logarithmic variation is shown between the apparent contact angle and the residual saturation. The desaturation data are interpreted to mean that the wetting liquid ceases to be a continuous phase within individual pores before the capillary pressure can be raised sufficiently to force out the wetting phase completely. The saturation of wetting liquid at which this break in liquid continuity occurs is higher as the oil wetness decreases. INTRODUCTION The petroleum industry has for some time been using measurements of capillary pressures on porous media for research correlations and engineering calculations. It has been generally recognized that the capillary desaturation curve reflects the character and arrangement of the pores within the media and the distribution of fluids within the pores. Methods have been proposed for computing pore size distributions, tortuosity factors. and relative permeabilities from capillary desaturation data.' There is little doubt that the interactions between porous rocks and their contained fluids resulting from surface forces play a dominant role in determining the magnitude and direction of capillary pressure measurements. There have been attempts to introduce as variables two quantities — inter-facial tension and contact angle — generally used to char- acterize surface forces, but in spile of the wide interest in these quantities as important variables, few definite conclusions have been drawn concerning their qualitative or quantitative significance. INTERFACIAL TENSION The interfacial tension appears in a capillary pressure function given by Leverett for correlating capillary desaturation type curves. Use of the interfacial tension in this function seems to be justified by other experiments reported. Apparently, interfacial tensions have little bearing on wetting phase residual by desaturation. CONTACT ANGLE The contact angle was utilized as a variable by Bartell and co-workers"." in tests on displacement pressures, later recognized as the initial point of capillary desaturation. Although Leverett did not include contact angle in his original formulation of the capillary pressure function, later workers suggested its addition. Few reports are available to show variation of residual liquid with contact angle as a result of capillary desaturation.' The problems attendant to measuring contact angle within a porous medium are great. As a consequence of the lack of a concrete approach to a measurement. the workers in this area of research have adopted the general expression of "wettability" to indicate the relative position of two liquids saturating a porous body. It has been shown that gross measurements on porous systems, including capillary desatura-tions, are sensitive to wettability. Attempts at giving a scale to wettability in terms of contact angle through capillary desaturation curves have been made and these apparently are steps in the right direction. In these attempts presence of many other variables precludes attainment of exactness. Also, as a result of other variables, it has been impossible to correlate changes in apparent contact angle with changes in other physical measurements of the systems in question. The present work is an attempt to eliminate as many variables as possible in measuring capillary desaturations resulting from changes in contact angle within a porous medium.

(communication to the Secretary*):—Doubtless all engineers who have paid more than a casual visit to Russia have come into contact with that formidable document, the " smieta," or estimate of the Russian manager. It is an institution which seems to be inseparable from Russian mining-methods. As Mr. Shockley points out, the year's costs a agree very closely" with the figures of the smieta made at the beginning of the year. In cases which have come under my notice, I have been satisfied that there had been a good deal of " rigging" of accounts to this end. The sum spent by the manager was carefully kept down to the total of the estimate, because it was well known that no more money would be forthcoming, and when this is done it is not a difficult matter to see that the right amounts come under the right heads in the final accounts. I do not say that this is always the case, but I have come across notable instances. Looking at it from the Russian owner's point of view, I think that the balance of the argument is usually in favor of the smieta as limiting " impulsive indiscretion" on the part of managers. The Russian Mining Code of to-day leaves much to be desired, but this is thoroughly appreciated by the official world there, and great changes are spoken of for the future. In many, if not in most, cases the laws are interpreted liberally, and a great deal is left to the discretion of the district mining engineer or inspector, with whom it is necessary to keep in close touch. As Mr. Shockley points out, the officials of a mine, who are always Russians, are held personally responsible for accidents resulting to employees, quite independently of any compensation which may be made to the sufferer. I was wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind—that is to say, his religion. Our President asked me if I would say something this afternoon and I find in the bulbtin that the text of the discourses which we are to have here this afternoon is "Internlttional Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-—to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources; some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity—or, to use the word now more common and of deeper significance—brotherhood. These are days of combination. Corporate interests in this country are now compelled, or at least encouraged, to combine in ways that

AT present it is impossible to estimate closely the amount of oil obtainable from a given area of land. However, after the completion of a few properly distributed prospect wells, one can calculate the approximate yield of the sands penetrated, with a probable error of say 50 per cent. Even rough predictions of this kind are of value in, large operations. Without wells upon it, one can never be absolutely certain that an area will produce any oil whatever, and one can only indulge in wild guesses of the probable productive area, before the geological structure has been carefully contoured and the top of the basal water plotted on a map. This requires wells. At times it is desirable to form an idea of the possible yield of oil in advance of drilling, as in cases where the price asked for undeveloped land seems too high, but where the probability of finding oil is furnished by neighboring development, supported by the geology. In such cases the most one can do is to make an estimate of possible maximum yield, which may of course far exceed results, and which is of use mainly in the prevention of excessive initial investment. The method is very significant in a general way, as in regions like the Bighorn Basin, Wyoming, where the productive sands in the Cretaceous shale are so few and so thin and fine that they cannot develop very great production, although the high quality of the oil probably will counterbalance this defect sufficiently to give local profit in favorable areas. Reservoir Capacity of Sands.-The porosity of a stratum is the measure of its maximum reservoir capacity for liquids and gases. The porosity may be determined experimentally and must be used in connection with the total volume of the sand.

THE essential principle of this new process, now in operation in Chili and in North Carolina, for the extraction of copper from its ores, is the dissolving of the oxides of copper by a hot solution of protochloride of iron and common salt. In the action which takes place, the protochloride of iron is converted into peroxide, while the oxides of copper are changed into protochloride and dichloride, the latter of which, though insoluble in water, is readily soluble in a hot strong brine. From the solution thus obtained, metallic iron throws down the copper in a metallic state, regenerating the protochloride of iron; which is then ready for the treatment of a fresh portion of oxidized copper ore. In the case of slimy ores, the contact of the bath with the ore is effected by agitation in tubs ; but when the ores are granular, lixiviation in large vats is equally efficient and simpler. The hot solutions, charged with chlorides of copper, are digested in tanks with scrap-iron, or better, are made to flow through covered channels containing the scrap-iron, and in their passage lose the whole of their copper; the reaction at the same time evolving so much heat as to keep up the temperature of the liquid. In order to prevent a certain loss of chlorine, which otherwise takes place from the production of some basic ferric chloride in the reaction between the ferrous chloride and the oxides of copper (both protoxide and dinoxide being generally present in calcined ores), a portion of sulphurous fumes from the roasting is made to pass through the regenerated bath before adding it to fresh ore. This has hitherto been effected by injection, with the aid of a jet of steam.

The presence of pitchblende in. the silver veins at depth apparently is not expressed as gamma-ray anomalies at the surface.

DuriNG the sinking of the Needmore shaft, on one of the leases of the Eagle-Picher Mining and Smelting Co north of Webb City, Missouri, a very strong flow of water was encountered at a depth of 140 ft. Because OF the speed at which the water rose in the shaft after pumping was discontinued, and in order to speed up sinking operations, a new type of shaft bar and drilling equiprnent was devised, which saved approximately one hour on each shift This bar is made of an ordinary scren type shaft bar with a common drill arm attached to the bar by clamps and welded Into place To this drill arm is attached an ordinary arm clamp with set collar below Through this clamp is attached another drill bar of ordinary length so constructed that it slides back and forth and rotates around the perimeter of the shaft on the set collar A tripod saddle with legs removed is welded to the rotating bar, which enables the drill operator to drill holes at any angle completely around the shaft and also, after an arm extension, permits the drilling of the corner holes without removal of the rig from the saddle Upon completion of the drilling of a shaft round, all that is necessary for the complete removal of the drill machine and shaft bar is to engage the hoist hook through a. ¾-in. eye provided for that purpose on top of the bar and disconnect the air and water lines from the machine, thereby making it possible to pull the whole apparatus out in one piece. At no time is it necessary to remove the machine from the saddle Screw jacks are installed on the vertical bar to further ensure the rigidity of the shaft and bar arm. CHARLES E. WILSON'S second quarterly report "Meeting Defense Goals" was encouraging on the outlook for the mining industry, as prolonged demand for minerals seems assured; but for the individual engineer things are not so rosy. Ten percent of the gross national product is going for defense but the gross national product has been increased by 9 pct since the national emergency was declared apparently a commendable rate of progress. The increased production does not seem to have had the stabilizing effect on prices it should and housewives have been revising domestic budgets upward on a quarterly basis. Government economists have reached the conclusion that more taxes and wage and salary freezing are necessary to counteract inflation.
