ChaRles William HenRy Kirchhoff was born March 28, 1853, at San Francisco, Cal., where his father, Charles Kirchhoff, was at that time consul for his native country, Germany. A few years later, the family moved' to Hoboken, K. J., in which city the son received his preliminary education at the Hoboken Academy, proceeding later to Germany, where he was graduated in 1874 as mining engineer and metallurgist at the Prussian Royal Mining Academy of Clausthal, in the Harz. Upon his return to the United States, he became chemist of the Delaware Lead Refinery at Philadelphia, and retained that position for three years. But in 1877 he began what was to be an almost uninterrupted life-long association with David Williams, the publisher of The Iron Age, of New York, who established in that year, and continued for a brief period, a journal entitled the Metallurgical Review, on the editorial staff of which Mr. Kirchhoff received a place. The enterprise was doubtless an attempt to cover a wide metallurgical field outside of that which properly belonged to The Iron Age. But it was soon abandoned, and Mr. Williams wisely concentrated his energies upon the older journal, which, under his vigorous and skillful management, and the labors of the able editors and correspondents whom he selected, became one of the greatest institutions of its class in the world. From 1878 to 1881, Mr. Kirchhoff was assistant editor of The Iron Age. From 1881 to 1884, he was managing editor of the Engineering and Mining Journal; in 1884 he returned to The Iron Age, to become for five years its associate editor, and in 1889, on the retirement of James C. Bayles, editor-in-chief. This list of dates and employments, without further comment, sufficiently indicates, at least to the eye of an expert, that Mr. Kirchhoff had found his congenial career in trade journalism. His qualifications for this profession were somewhat exceptional. He possessed the scientific training, the knowledge of foreign languages and literatures, and the power of making and keeping friends, which enabled him to get early notice of technical novelties; he had the taste for statistics which made him both industrious and intelligent in their collection and use; and to these traits he added a mastery of the meaning of such accumulated data, and a sane, critical judgment of the situations which they represented, as well as of the sources and the figures themselves, which made his opinion weighty

In my short " Contribution to the Early History of the Industry of Phosphate of Lime in the United States,"* mention is made of the erection by Dr. Emmons and myself of a magnetic machine for the removal of iron-ore from the so-called "red sand," a granular form of apatite. At the time of writing, it was not possible to refer to my diary and notes, and the general statements were made from recollection. The subject seems to have special interest at this time, by reason of the many forms of machines now being introduced and patented for similar purposes; and, having received letters of in quiry for further details, I have availed myself of the opportunity, when recently at home for a few days, to refer to the original notes and records made by me in 1852, when living at Crown Point and Moriah, on Lake Champlain. The machine mentioned in my former communication mas pur chased of Ransom Cook, of Vermont. It arrived, and was un loaded from the boat and taken part way up to the nine, on October 18,1852. The weight was 1400 pounds and the cost $1200. It was constructed, not with permanent magnets but with electro-mag nets. It was set up and first turned by hand on October 28th, using twelve battery-cups or cells, the connections being made with wires in small cups of quicksilver. The magnets were not sufficiently strong, and the machine did not work well. More batteries were sent for, arid the machine was started with steam-power on Novem ber 6th. The ore was dried in kilns, then put through a coffee-mill crusher or grinder, and then fed upon the leather belt which carried it under the magnets. Many experimental runs were made, and some diffi culties were overcome, before December 21st, when the record states that the machine was working pretty well, using 24 cells and giving a product of from 3 to 5 tons a day of granular phosphate. The housing of labor and sanitation at mines in India are difficult problems to solve because-no more than two or three castes will accept the same conditions, and conditions suitable to one coal-field are not applicable to other fields. It is also necessary to consider the financial standing of the different companies. The European companies, which pay 30 per cent. and more dividends, can erect more suitable houses than the Indian companies, which are just able to keep their heads above water. The Santhal will not live in a bucca-roofed house as a permanent dwelling, and both the Santhal and Koras have an aversion to living in a line of attached huts. They have forsaken a whole, line of houses in one of which a case of sickness or death has occurred, and those houses were afterward considered unfit by all other classes of natives. The Santhals, Koras, and Douri castes will not take drinking water from a stand pipe; wells must be furnished. When well water is not available, these people will take water from the nearest pool or tank regardless of whether or not the water is stagnant. The well tops should not he completely enclosed, nor should there be a drain around the top. The ground should slope away from the well. In the Girieih coal fields, the miners have a great objection to pucca floors; they prefer earth which is lapped, easily cleaned, and renewed. As it is customary for the miner to build his own house, the company supplying the roofing material, he takes a special interest in it, keeps it in order, and hesitates to leave it. Each house is surrounded by its own bit of land, which the inmate cultivates.

(communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. An internationally recognized authority on geology and mineral resource development, Dr. Osborn won his Ph.D. at the California Institute of Technology. Since 1959, he has been vice president for research at Pennsylvania State University, where he originally joined the staff as professor of geochemistry in 1946 and also served for six years as dean of the College of Mineral Industries.

Zinc oxide, an n-type semiconductor, and nickel oxide, a p-type semiconductor, were studied in electrostatic separation experiments in pure and doped forms. In addition, pure potassium chloride and potassium chloride containing one volume per cent silver were also investigated. It was found, in agreement with theory, that the presence of dopants in the oxides could either increase or decrease the electrical conductivity of the base compounds and, thus, control the response of these particles to electrostatic separation. Further, it was shown that the same dopant in the n- and p-type semiconductors produced opposite conductivity effects; again in accord with theory. Finally, it was found that the presence of dispersed silver particles in the normally insulator phase potassium chloride produced sufficient electronic conductivity to cause the silver containing particles to respond as would materials possessing "medium-type" conductivities.

THE fifth annual convention of coal-operating men, with the usual exposition of coal-mine equipment, was held at Cincinnati, May 7 to 11 inclusive, and was fully up to the high standard set by previous years. This spring meeting has come to be one of the most helpful services to industry performed by the Ameri-can Mining Congress and a center at which operators and engineers easily and quickly get into touch with the newest and best things in practice and equipment. Over 200 exhibitors showed this year and very little if anything that is new `failed to be shown. The ex-hibits were well arranged and adequate rather than elaborate. They attracted the careful attention of the members and guests of the Congress, admission being by badge rather than by ticket sold to, the general public.
