Of all President Nixon's many legislative proposals, the one that will probably have the most far reaching effect on the mining industry will be the collecting of odds and ends of antipollution programs into the confines of a single independent Federal agency, the Environmental Protection Administration. In addition, the President is asking this Congress to approve shifting some policy and planning to the Commerce Department in an agency that will probably be known as the Oceanographic and Atmospheric Administration. This division will deal with ocean mining policy and future sources of minerals and metals.

Although the role of slope stability has not changed, there have been changes in the mining industry which affect the geotechnician engaged in slope stability studies. The deposits currently being mined or evaluated are technically difficult , capital intensive, and economically marginal. In addition, many mining companies are now either controlled by oil companies or are financing projects through bank loans. The mining investor or decision maker is, therefore, often more sophisticated financially, but less sophisticated in mining terms. The impact of these changes will be to force the geo- technician and mining engineer to attempt to quantify risk and financial implications of a slope design. In conclusion, this paper outlines several questions which mining engineers should be asking those engaged in geotechnical studies and indicates the necessity for the mining engineer and geotechnician to work together and quantify the financial risk associated with a geotechnical design.

Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), Section 516 (b), requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence cawing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable we of such surface lands, except in those instances where the mining technology wed requires planned subsidence in a predictable and controlled manner.. . ." Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features. This paper also summarizes some measures used to minimize the possibility of damage to structures as a result of subsidence due to underground coal mining.

RICHARDS, South Bethlehem, Pa.:-I think Mr. Burns spoke of two unusual conditions which he has at his plant, namely, that he uses directly converter anodes and very high current density. He did not mention another condition : the very low cost of power, which circumstance, I believe, is responsible for some of the peculiarities of his plant noticed by us from the East. I am struck by the rather low ampere efficiency which Mr. Burns obtains, and in looking over the plant thought that there was a considerable leakage from one tank to the other, and that the ampere efficiency could be increased by looking after the leakage of electricity front one tank to the other.

Old Ben Coal Co. successfully completed the fit longwall panel in Illinois. The panel was mined wing shield supports and was part of a cooperative agreement with the US Bureau of Mines. This paper describes the rock mechanics studies which were performed to monitor: the performance of the supports, the stress changes in the coal and floor, convergence in entries, and caving mechanism of the roof. From this study, maximum support loads were obtained as well as the stress distribution in the panel, floor and adjacent pillars.

GROWING out of the nation's most colorful era of railroad building, and with the vision of early pioneers who foresaw a great future for the Western Empire, the Colorado Fuel & Iron Corp. set as its objectives The establishment and building of colonies, towns, schools; industries such as coal mining, iron making and manufacturing works; canals and roads. This was the beginning of CF&I in the year 1872, and from this small western beginning has grown a company that has achieved national importance, ranking ninth in size in steel producing capacity, with over 22,000 employees and operating 14 plants in strategic locations throughout the United States.

PLANS for development of the San Manuel ore- body have been worked out and are progressing parallel with construction of the surface plant. This property lies in the Old Hat mining district, Pinal County, Ariz., about a mile south of Tiger where the St. Anthony mine once produced gold, molybdenum, vanadidn, lead, and zinc. Two development shafts have been completed and serve as ingress for preparation of the 1475 haulage level and 1415 grizzly level. Three other shafts are being put down. The Nos. 3A and 3B shafts will provide the ore hoisting facilities. The No. 4 shaft, now being sunk, will be at the main mine service and supply yard, with primary function to provide the mine with supplies.

Edmund Gybbon SpilsbURy, mining and metallurgical engineer of international reputation, died suddenly of heart failure on May 28, 1920, in the New York Eye and Ear Infirmary, following an operation for cataract, which had been successfully performed a few days before. Mr. Spilsbury was one of the early members of the American Institute of Mining Engineers, which he joined in 1873. During all this time he contributed freely of his time and ability. He was manager of the Institute from 1885 to 1887, vice-president, 1893 and 1894, and president in 1896. He was also a member of the Engineers Club, of which he was president in 1916 and 1917, American Society of Civil Engineers, American Society of Mechanical Engineers, Institution of Mining and Metallurgy, Mining and Metallurgical Society of America, American Electrochemical Society and the Rocky Mountain Club of New York. He was a trustee of the United Engineering Society from 1916 to his death; a member of United Engineering Society Library Board from its organization in 1913 until his death, being its chairman from 1918 to January, 1920; a trustee of Engineering Foundation Board from 1916 until his death; and member of the John Fritz Medal Board of Award. He was also a member of the Division of Engineering of the National Research Council. Born in London, England, in 1845, Mr. Spilsbury went to Liege, Belgium, at an early age, where he received his preliminary education. For his technical education he attended the University of Louvain, Belgium, graduating in 1862, and later he took a practical course at Clausthal, Germany. In 1864 he became assistant engineer for the Eschweiler Zinc Co., of Stolberg, one of the largest miners and smelters of lead and zinc in the world at that time, and the next year he took charge of that company's mines and works on the Island of Sardinia. From Sardinia he went to the Atlas Mountains in Morocco. In 1867 he entered the service of McClean & Stilman, of London, and had charge of the construction of the iron gates for the Surrey Commercial Docks. In 1868 he was designing engineer with J. Casper Harkort, and had charge of most of the detail work of the Keulenberg Bridge in Holland, the Danube Bridge in Vienna, and the Rhine Bridge at Düsseldorf. In 1870 Mr. Spilsbury came to the United States to investigate the lead and zinc resources for the Austro-Belgian Metallurgical Co. After spending two years in this work, he resigned in order to practice in the United States, and he was the first to introduce the Harz system of ore

There was a decline in the Italian oil production in 1933 and also in the footage drilled. A total of about 194,500 bbl. of crude oil was produced in the Emilia district of northern Italy from the same fields in production as in 1932. New drilling to the extent of 80,700 ft. failed to find new production to compensate for the decline in old wells, and no new fields were discovered in spite of an active exploration campaign by the government-owned company A.G.I.P., which has just completed the first year of a five-year exploration program. This company drilled a total of about 33,000 ft. The majority of its tests were drilled in the Po Valley upon locations selected by geophysical methods. This company is changing over to the rotary system for all future wells. It produced about 16,600 bbl. of oil from wells near Salsomaggiore and in the Po Valley. The Petroli d'Italia, which operates the old fields of Montechino, Valleja and Gratera south of Piacenza, has been doing normal development drilling in the endeavor to extend its present fields. Also it was drilling two exploration wells in the Torino district. It drilled a total of about 13,930 ft. and produced approximately 12,645 bbl. of very high-grade oil (specific gravity about 0.765). The Societa Petrolifera Italiana was occupied chiefly in exploratory drilling in the endeavor to extend its producing fields at Salsomaggiore and at Vallezza, south of Parma. It was also drilling one exploration well at Rile dell7Olio near Voghera on the line Milan-Genoa. It drilled a total of 33,849 ft. and obtained a production from its two fields of 165,273 bbl. It also produced 123,220 gal. of casinghead gasoline from Vallezza field absorption plant.

Pyrometasomalic mineralization occurs within meta-morphosed Paleozoic carbonates intruded by Laramide granodiorites. Two types of alteration developed shams in the district. The dominant type is post-magmatic which developed an early hydrous endoskarn phase, and intermediate anhydrous exoskarn phase, and a late hydrous phase affecting both sham types. A rare, second type is magmatic in age, lacks the hydrous phases, and developed a mineralogically-zoned endoskarn. Garnet exoskarns lacking associated plutonic rocks are stratigraphically controlled and contain an early anhydrous phase, an intermediate hydroxyl-bearing phase, and a late hydrous phase associated with base metal deposition.

In leaching ores at atmospheric pressure it is often desirable to apply high reagent concentration, long exposure time, and elevated temperature. All of these conditions tend to increase the treatment cost. In conventional leaching, direct or countercurrent, the leaching fluid is needed to transport the solids through the process. This requires relatively large volumes of fluid and limits the reagent concentration economically feasible. The relatively high dilution also increases fuel cost if leaching is to be done above ambient temperature. Heating of water is expensive.

L. C. GRATON, Cambridge, Mass.-May I ask, in connection with one point in the summary, to what extent the author regards actinolite equivalent to tourmaline as an index of high-temperature and presumably magmatic conditions of deposition of the accompanying sulphides? W. E. GARY.-I merely advanced the idea that the mineral actinolite might have some such significance. In the copper deposit at Braden in South America, the ore occurs in an andesite breccia which is cemented by a matrix of sulphides, quartz, and tourmaline. Tourmaline is a high-temperature mineral, and when we find it associated with ores, these are regarded as having come from a volcanic or deep-seated source, hence a primary hypogenetic deposit. Thus we can count on greater continuation of the ore with depth than in some other kinds of deposit, and I thought that the actinolite, being also a high-temperature mineral, might have some such bearing in the case of Mount Morgan. I did not advance this idea as a final conclusion from a study of such phenomena, but thought that it might bear some discussion in view of the fact of the peculiar occurrence of this mineral in a notable orebody. It also occurs with the copper ores at Ducktown, Tenn., and in both cases may only be due to general regional metamorphism.

Arthur Launcelot Collins was born at Truro in Cornmall, England, July 8, 1868. His father, J. H. Collins, is well kuown as an engineer, and his books have been widely read in this country: Arthur was the third son. Three of his brothers are engaged, as is his father, in the profession of mining engineering. His education, gained partly at St. Austell, partly at Falmouth, and partly at Nuttall's Collegiate School in Truro, England, was supervised by his father, who was then Lecturer on the Mining Sciences to the Miners' Association of Cornwall and Devon. In 1881, J. H. Collins went to Rio Tinto, in Spain, as chief chemist and metallurgist, and it was there that Arthur began his practical work in the laboratory and continued his studies in chenlistry and mineralogy. To the latter science he was deeply attached; and he never lost an opportunity of adding to his cabinet of minerals, of which he was an ardent collector. In 1883, he became assayer and general assistant to Mr. Nicol, Manager of the Peña del Hierro copper-mines, ncar Rio Tinto. John Stewart MacARthUr, born in 1856, was the son of Robert MacArthur of Glasgow, and came of Scots stock distinguished for character and religious conviction. His election as elder of the Free Kirk gave him greater pride than the receipt of the gold medal of the Institution of Mining and Metallurgy. The former honor was for character— it marked him as a son worthy to follow in his father's footsteps; the latter was awarded for his life work of eminent service to the gold industry. Cheery optimism, resolution, tenacity of purpose, and industry ever characterized his actions. Apprenticed to the Tharsis Sulphur & Copper Co., his work on the chemical staff brought him to the notice of the Cassel Gold Extracting CO.,. at that time struggling with an unworkable electrolytic process..He was engaged by that company, in 1886, as technical manager and before long brought out the perchloride process, which was speedily followed (in 1887) by the epoch-making cyanide process. This process revolutionized gold mining and directly led the way to the elevation of the mining engineer to the most broadly trained product of the engineering profession. A noteworthy feature of the cyanide process was its completeness when introduced. Over thirty years have elapsed and the use of the process has been worldwide, but no suggested improvement has stood the test of time. The extension of the process to the beneficiation of silver ores—containing far more metal per ton and thus requiring the employment of stronger solutions—has brought us the Merrill and Crowe improvements in precipitation and the Nipissing desulfurization process for certain silver-hearing minerals. Roasting apparatus, fine crushing, filtration, and settling equipment have all aided the extension of the process in and from its original field. As Hennen Jennings put it,, the cyanide process today is essentially that of 1890. This self-containedness of the cyanide process arose from no mere chance; it was directly due to MacArthur. It was he who personally investigated every known method of precipitation and then every form of zinc from sheet, punchings, filings, millings, rods and shaving down to fume; it was he who investigated the effect of protective alkalies, of so-called accelerators, and of the addition of lead salts; he was determined to leave nothing to chance.

Major parameters relating to the operating of the conventional calcine-charged reverberatory f'ce process such as distribution coefficients of major elements among slag, matte, blister, and gases, temperatures and weights of intermediates, and heat losses of furnaces were measured and determined. A computer program to estimate heat and material balances at the process was prepared utilizing these data, showing a good agreement with actual results.

AT THE beginning of November, Mussolini had firmly established himself at the head of the Italian Government. He himself referred to the ascendancy of the Fascisti as the result of a revo-lution and bluntly informed Parliament that it was to vote, as a matter of form, as he ordered, or else be dissolved. One of the great consequences of these events in Italy was the impetus that they gave to simi-lar movements in other countries of Continental Europe. Another great event of the month in world affairs was the repudiation by the Turks of the Mudania agreement and their notification to the Allies that the latter must evacuate Constantinople and allow the Dardanelles to be closed. This had the effect of once more consolidating Great Britain, France and Italy in so far as this question is concerned, and there was prompt refusal to accede to the demands of the Turks. With the advent of November, both the United States and Great Britain were in- the throes of political contests. The result of the American election was a landslide against the administration and especially was it an expression of agrarian discontent and a declara-tion in effect that our domestic affairs are not good in spite of political representations that they are. In Great Britain, the Conservatives were put in power by a substantial majority in Parliament, but the fact that the Labor party became numerically the second party instead of the Liberals and that it polled about 40 per cent. of the total popular vote affords ground for misgivings, especially when it be considered that the Labor party was standing on distinctly socialis-tic and communistic principles. In Russia, there was a sitting of the Third Interna-tionale, to which Lenin in a speech made a quasi-confession of the failure of the communistic experiment in Russia. He admitted, moreover, that Russia could not industrially reconstruct herself without capitalistic help. Nationally the country is making progress. During November, the Far Eastern Repub-lic surrendered to the Soviet, which thus carried Russia back to the shore of the Pacific.
