The volumes of Transactions, which are published annually, contain the list of officers, rules, etc., the Proceedings, and the papers revised for final publication. (In this revision, after the preliminary publication, authors are permitted to use the largest liberty; and the changes and additions made in papers are sometimes important. It should be borne in mind by those who study or quote a paper in the preliminary edition, that they may not have in that form the ultimate and deliberate expression of the author's views. It has been suggested that it would be a desirable feature in connection with the Chicago meeting of the, Institute in September to arrange for a return trip for the fuel men through the coal fields of Illinois, Ohio and Pennsylvania, stopping at various points and possibly touching also Kentucky. Perhaps the petroleum men would be interested in a similar trip and might join them stopping off at different points to visit these oil fields. If the members who would-be interested in such a trip will advise the Secretary before the first of June, indicating their desired stopping points, steps will be taken to perfect arrangements accordingly.

THE Woman's Auxiliary now has its own publica-tion, a monthly news letter that is mailed direct to all its members. It is a lively and readable sheet. Any member of the Auxiliary failing to receive it should communicate with Mrs. J. E. Johnson, Jr., 49 Church Lane, Scarsdale, N. Y., and get on the mailing list. The detailed reports of the meetings will hereafter ap-pear in the News Letter rather than in MINING AND METALLURGY. The regular Board meeting held on March 3, with Mrs. Barron presiding, was well attended and the re-ports of the committees, and from local sections, showed a keen interest in the work. of the organization. Steps are being taken to endow a "Mary Young Westervelt Scholarship," libraries are being built up in mining towns, and interesting reunions .are being held by the members in the various local sections. The Auxiliary is filling an important place and doing it well. Women of the families of Institute members not already affili-ated with it would find it pleasant to get in touch.

The outstanding features of the Coloinbian situation for the year 1929 were legal and political. The passage of Law 84 and the promulgation of the Regulatory Decree 150 were recounted in the review for 1928, as was also the Presidential proclamation suspending this law and its accompanying decree until decision could be reached in the suits filed against them before the Supreme Court and the Council of State. Early this year the Minister of Industries, Jose Antonio Montalvo, announced the appointment of a commission of foreign experts to aid in drafting a new petroleum law. He requested all of the foreign experts employed not to consult with the oil company representatives in Bogota, and these experts were therefore shut off from receiving any suggestions from those who had actually operated in the country and knew the conditions under which operations would take place. It was to be expected that the provisions of a law suggested under such circumstances would not meet operating conditions satisfactorily. The specific objections are stated in O'Shaughnessy's South American Oil Reports (April, 1929). An especially qualified commentator observes that one of the curious provisions of the proposed law was the high royalty on gas—5c. per 1000 cu. ft. of gas produced. There was also a provision requiring 20 per cent. of the stock of the company operating in Colombia to be offered for sale to Colombians. The bill failed to pass Congress in the closing hours of the session. The Supreme Court, in the meantime, handed down its decision on Law 84 of the previous year and Regulation 150 covering the enforcement of that law. Contrary to expectation, the majority opinion of the Court practically affirmed the constitutionality of both the law and the regulatory decree, with the exception of Article 20 and parts of Article 21 of the decree which referred specifically to the registration of private properties. At the time the suit was filed against Law 84 and Decree 150 the operation of these measures was suspended by the Executive. Law 84 and its Regulatory Decree 150 still remain suspended as the Council of State has not yet brought in a decision upon the questions raised in the suits instituted by the various companies against the law and decree, and at the moment of this writing it appears unlikely that such a decision will be reached by that body.

Pacific Rim countries currently have plans to import about 100 Mt/a (110 million tpy) of steam coal by 1990. Due to its close proximity, Powder River Basin coals offer a long term economic and dependable source of supply to the Pacific Rim. In existing boilers, Powder River Basin coals can be blended with Australian, South African, or Canadian coals. For new units, Powder River Basin coals are very competitive on a total evaluated cost basis. The advantages of using Powder River Basin coal include: assurity of supply, consistent coal quality, stable labor force, and attractive mining economics. ALTHOUGH the actual output of about 89 million tons fell a little short of the hopes and more optimistic predictions of the beginning of 1943, the American iron and steel industry last year produced the record tonnage of its history. It was sufficient to catch up somewhat on the crucial needs for prosecution of the war though an excess of demand over available supply of steel still persists in most categories. It will be necessary during the coming year for the operators to continue to devote all of their efforts and ingenuity to obtaining the utmost tonnage both from existing units and from new facilities still to be brought into production.

W. R. Ingalls made an oral address on the subject of the 27th Engineers, and it was resolved that notice of the needs of the Association of the 27th Engineers be communicated to the members through the Bulletin. Robert W. Hunt was appointed representative of the Institute on the Commission of Award of the Washington Medal of the Western Society of Engineers. The budget for the year 1918 was adopted. The report of the Library Committee for the year 1917 was accepted. An appropriation of $50 to the Treasurer's clerk was made. The appointment of the tellers made at the last meeting of the Board was confirmed.

Twenty-seven wells were completed during 1943 and five wells were drilling at the close of the year. Eight of the completions, in provcn fields, were producers. The operations were distributed throughout the state as follows: eleven in Richardson County, four each in Buffalo and Harlan Counties, three in Furnas County, and single operations in Antelope, Butler, Dakota, Dawes, Gage, Nemaha, Otoe, Pawnee, Scotts Bluff and Sherman Counties. To control the slag in an iron blast furnace is to control the quality of the pig iron produced (and to a certain extent the tonnage), and to control the whole operation of the furnace itself, including a large part of the cost of production. The character of the slag is the determining factor in the character of the pig iron as to the controllable limits of sulfur, silicon, and, to a certain extent, the manganese; it has an influence on the proportions of combined and graphitic carbons.

John Chipman (Massachusetts Institute of Technology, Cambridge, Mass.)—The activity of FeO in silica-saturated slags shown in Table V is about 0.40 in the temperature range 1260" to 1350°C. Recent measurements by N. A. Gokeen at 1600" lead to about the same value. He finds the oxygen content of liquid iron in equilibrium with silica and ferrous silicate slags to be 0.088 pct. Under pure iron oxide slags at the same temperature, it is 0.225 pct. The ratio places the activity at 0.39.
