Speech advocating a new law of the sea-the "common heritage of mankind." The 3rd Law of the Sea (L0S) Conference was held in Caracas in mid-1974, and a fourth UN conference, scheduled for mid-March in Geneva, will once again attempt to produce a cohesive LOS Convention to take up where the 1958 Geneva Convention left off. The 1958 Convention specified coastal state resource rights on a continental shelf out to a water depth of 200 m-a supposed technological limitation at the time. But the surge of offshore petroleum drilling and the advent of the nodule resource have long since exploded beyond the 200-m limit.

KAISER Bauxite Co., a subsidiary of Kaiser Aluminum & Chemical Corp., has been mining and shipping Jamaican bauxite for over a year. On Feb. 10, 1953 the first boat load of bauxite left Port Kaiser, Jamaica, for the company's alumina plant at Baton Rouge, La. To provide its own source of the aluminum ore, a Kaiser Aluminum & Chemical Corp. exploration party started initial reconnaissance in 1947. This work, and subsequent exploration, led to the acquisition of reserves sufficient to warrant a full-scale mining operation for several decades.

Peretti (University of Notre Dame, Notre Dame, Ind.)—Mr. Deitz and Professor Halpern are to be congratulated on a fine piece of work which adds to our knowledge of precious metal—cyanide-solution reactions. I should like to offer the following comments: The authors state, "the rate plots were always linear, indicating a zero order reaction rate." This appears to conflict with the data of Fig. 6 which clearly show the rate to vary with the NaCN concentration. It seems to me that the rate curves are linear because of the experimental setup. The volume of solution is so large that over a three-hour period the change in NaCN concentration is very small. A rough calculation for the experiments of Table I where the initial NaCN strength was 0.0096 mol per liter show a change of NaCN concentration of about 0.0009 mol per liter at the end of three hours. In short, over the period of time that the experiment was in progress, the NaCN strength was practically constant; hence the rate of dissolution remained practically constant. Eq. 10, as written, specifies that 1 mol of H202 and 2 mol of hydroxyl ion are formed when 2 mol of silver react. Is this true? The effect of H,O2 on the rate was made in solutions having an oxygen pressure of 4.8 atm. Were any tests made in solutions containing hydrogen peroxide, but no oxygen? G. M. Willis (University of Melbourne, Melbourne, Australia)—The authors have shown that, under their experimental conditions of high O2 concentrations, the rate of solution of silver in aqueous cyanide solutions is controlled by diffusion of O2 or CN- to the metal surface. With diffusion control, it is generally not possible to obtain further information about the mechanism of a process.

ThE published U-Ru equilibrium diagram indicates the existence of six intermetallic compounds in this system.' The structure of only two of the compounds, u2Ru2,3 and URU3,4 have been identified. This communication reports on the crystal structure and density of Uau3, which is formed by a peritectoid transformation at 1025° ± 5°C: U3Ru4 + U3Ru5 = U2Ru3. An alloy with the stoichiometric formula U2Ru3 was prepared by arc melting electrolytic uranium and ruthenium of 99.9 pct purity on a water-cooled copper hearth under an argon atmosphere. After homo-genization at 1000°C for 3 days, a metallographic examination revealed that the peritectoid transformation was complete and less than 5 pct of a second phase was present. A powdered sample, obtained by crushing the brittle compound, was annealed for 1 hr at 1000°C and air-cooled. Debye-Scherrer patterns were obtained with filtered CrKa, FeKa, CoKa, or CuKa radiation. The X-ray patterns of U2Ru3 weFe indexed as an fcc structure with a. = 12.895 0.00lA. The unit-cell constant and its standard deviation were calculated by a computer program described by Mueller, Heaton, and Miller.5 The density, measured by an immersion method, was 14.45 g cm-3. A calculated density of 14.48 g cm-3 was obtained on the assumption that twenty-four formula units (120 atoms) comprise a unit cell. The space group is either oh7 Fd3m, or the less symmetric, T4h, Fd3, since reflections indexed as hk0 with h + k + 4n are absent. All values of h2 + k2 + 12 permitted by both space groups are listed in Table I together with dc, do, and I. values. The calculated d spacings were obtained by the computer program of Mueller, Meyer, and simonsen.6 The observed d spacings above 0.77A were obtained from X-ray" patterns prepared with CuKa radiation, above 0.90A with CoKa radiaaion, above 0.98A with FeKa radiation, and above 1.16A with CrKa radiation. An attempt was made to identify the crystal structure of U2Ru3 by comparison with published data on other A2B3 compounds. A recent compilation7 of intermetallic compounds lists thirty-two structure types with the A2B3 stoichiometry. Only two of the structure types are fcc and they are Sb2O3(r), senarmontite, with 16 Sb2O3 per unit cell, and In2Te3 for which several structures have been proposed.8 However, the two cases cited do not have twenty-four formula units in the unit cell. We therefore, cannot identify UPRU3 with any of the other known A2B3 compounds. Ternary alloys were made in which 5 at. pct Os, Rh, or A1 were substituted for 5 pct of the Ru in U2Ru3. The osmium substitution increased the unit cell constant to 12.899 * .001A, which is to be expected since the atomic volume of osmium is slightly larger than

As part of a larger study of the mechanism of froth flotation of coal, the rates at which coal particles of various size and specific gravity react to froth flotation were investigated. Results of this study show that in flotation: I) recovery rate increases, but selectivity decreases with a decrease in particle size down to 100 mesh, and 2) recovery rate is constant for all sizes between 100M and 325M. n response to the growing demand for low-sulfur coking coal for iron making, the coal industry is continually striving to perfect methods for cleaning coal to acceptable ash and sulfur levels while maintaining maximum product yield. By present standards the industry has adequate processes for cleaning coarse coal, i.e., + 28 mesh, at almost any desired specific gravity. However, in the case of fine coal, i.e., —28 mesh, neither of the two existing processes - froth flotation or hydrocycloning — in its present state of development yields products that are comparable in ash and/or sulfur content to products normally obtained from coarse coal processes. The work outlined in this paper is part of a larger study directed toward maximum exploitation of froth flotation for fine coal processing. The concepts and data presented are now serving as a basis for designing fine-coal circuits in which improved efficiency is obtained by optimum use of froth flotation with other fine-coal processing methods. The paper includes: 1) A discussion of the value of a detailed wash-ability study as a method of assessing the problems associated with fine coal processing, 2) A general discussion of hydrocyclone principles, included to serve as a basis for understanding the mechanism of coal flotation, and 3) A detailed discussion of the mechanism of coal flotation, as well as the research leading to the optimum use of froth flotation in combination with other fine-coal cleaning methods to provide efficient fine-coal processing. Our study of the rates at which coal particles of various size and specific gravity react to flotation shows that in flotation: 1) recovery rate increases but selectivity decreases with a decrease in particle size down to 100 mesh, 2) recovery rate is constant for all sizes between 100 mesh and 325 mesh, and 3) the flotation process effectively rejects only those extremely fine particles which do not contain surface carbon. (Because of this feature, froth flotation is an excellent method for rejecting clays - the only extreme fines in - 325-mesh coal that are always carbon free.) Washability studies of flotation products are used to assess flotation efficiency. These studies show that: 1) the increase in percent sulfur in flotation products above the theoretical sulfur content as defined by the washability study is due almost entirely to flotation of fine high-specific-gravity particles that are part coal and part pyrite, and 2) in a given size range particle floatability decreases with an increase in particle specific gravity. Error curves are explained and are used to compare the mechanisms of coal flotation and hydrocycloning. These comparisons show that hydrocyclone performance is affected primarily by particle mass, i.e., particle specific gravity and size, whereas coal flotation performance is dependent on both the particle mass and the coal surface available for bubble attachment. Since the error curve is a basic tool for rating the efficiency of any coal processing system, it will be useful to quickly review the principles of error curve construction. RATING COAL-PROCESSING EFFICIENCY BY THE ERROR CURVE The organic component of coal is of lower specific gravity than its impurities, and the most effective principle for coal concentration is therefore separation on the basis of specific gravity. However, since there is no sharp dividing line between pure coal and pure ash components, specific gravity must be closely controlled if the product is to have acceptable quality at maximum yields. In turn, the basis for close control in any coal processing system is the reference standard provided by precise laboratory washability studies. An account is given of the way in which a new process for desulphurization of hot metal is carried out at a Swedish blastfurnace plant. In the process powdered burnt lime is used as a desulphurizing agent in a rotary furnace. Results are given. IN a paper by Kalling et al.* the fundamentals of a new process for desulphurization of hot metal using powdered burnt lime as a desulphurizing agent were outlined. The purpose of the present paper is to give a brief account of the way in which this process is being carried out in practice by Surahammars Bruks AB, Sweden, and of the results obtained. + The hot metal from the blast furnace is tapped into a ladle of 15 tons capacity and transferred to a rotary furnace, a simplified drawing of which is given in Fig. 1. The rotary furnace has a total length of about 160 in. and an outside diameter of the rings of about 130 in. The furnace is in a horizontal position, with its rings placed on four rollers, and can be rotated by a driving mechanism at various speeds of up to 34 rpm. The rotary furnace and its driving mechanism were designed and constructed at Surahammar. The hot metal is charged into the rotary furnace through the opening to the left in Fig. 1. See Fig. 2. An addition is then made to the furnace consisting of finely ground burnt lime amounting to 2 pct of the weight of the hot metal as well as 0.5 pct of coke breeze. After the additions are made, the furnace is sealed to the atmosphere by means of two lids and set in rotary motion at a rate of 34 rpm. The sulphur in the hot metal is rapidly absorbed by the lime added, the time of treatment needed is normally 30 min. The process is then stopped, the lid is removed, and the furnace is lifted up by a crane and used as a tilting ladle for pouring the metal into the pig-iron molds, Fig. 3. Process Metallurgy The hot metal charged into the rotary furnace has a composition which usually lies within the following limits: C, 3.70 to 4.10 pct; Si, 0.80 to 1.80; Mn, 0.40 to 0.80; P, 0.025 to 0.030; and S, 0.060 to 0.200. Figs. 4 and 5 give examples of the changes in hot metal composition taking place during the treatment in the rotary furnace. As will be seen from the diagrams, the sulphur content of the metal decreases very rapidly during the first 10 min of treatment from about 0.100 to about 0.020 pct S. During the following 20 min, the sulphur content goes down slowly to about 0.005 pct S. The carbon and silicon contents of the metal decrease by about 0.10 pct each during the treatment. The manganese and phosphorus contents remain unchanged. Thus, if the process is started with an iron of the composition given above, the finishing composition of the metal usually lies within the following limits: C, 3.60 to 4.00 pct; Si, 0.70 to 1.70; Mn, 0.40 to 0.80; P, 0.025 to 0.030; and S, 0.002 to 0.020. The phasal equilibria in TI':Al alloys has been studied Ry transmission electron microscopy, electron diffraction, and X-ray diffraction. It is shown that three-phase fields exist below the transformation, viz.: a disordered hexagonal solid solution a; an ordered hexagonal phase based on Ti3Al, aa; and a two-phase region. (a + (YZ) , occurring between the single-plzuse fields. The size. disiribution, and morphology of- the a, phase in the two-phase region is shown to be dependent upon the alloy composition and heat treatement. The ordering process in the a, phase leads to the formation of anliphase domain boundary networks; the contrast and stability of these networks is shown to be dependent on alloy composition. A new and relatively simple phase diagralil for the systemm is constructed. The phasal equilibrium at the titanium-rich end of the Ti:Al system has long been the subject of considerable controversy. crossleyl has recently reviewed the phase diagrams that have been advanced for the system and in his turn proposed yet another one. There would seem to be general agreement that a phase exists at a composition at or near Ti& with an ordered hexagonal DO,,-type structure. However, several other phases have been proposed; for instance, Ence and ~ar~olin's' diagram includes two phases, Ti2A1 and Ti3A1, in the region up to 25 at. pct Al. The position of the proposed phase boundaries varies over a considerable compositional and temperature range, a point graphically illustrated in Fig. 1 of Crossley's paper.' It is perhaps germane to briefly examine the techniques used by other workers in the establishment of the phase structure. These fall into three categories: 1) X-ray diffraction, the only limitation of which is the rather low intensity of superlattice reflections in this system.3 Thus, superlattice reflections become increasingly difficult to detect in the more dilute aluminum alloys. 2) A considerable amount of optical microscopy has been performed"2'4 and it will be shown in a later section that many of the obscure mi-crostructures that have been observed can be attributed to hydrogen contamination. It is concluded, therefore, that such observations should be interpreted with considerable care. 3) The variation of some physical property with aluminum content has been measured.5"7 These methods are a useful indication of the existence of a transformation, but are usually insufficient in themselves to identify the transformation. The results using these techniques will be considered in more detail in the discussion. In this paper, the phase structure of alloys containing up to 25 at. pct A1 has been studied by transmission electron microscopy and X-ray techniques, and the results are used to generate a new and relatively simple diagram for the titanium-rich end of the Ti:Al system. EXPERIMENTAL A series of alloys containing 5.05, 10.16, 13.39, 13.99, 14.40, 20.83, and 25.05 at. pct A1 were obtained in the form of hot-rolled sheet 0.02 in. thick. These alloys contained 0.10 to 0.15 pct 0. Thirty-gram arc-melted buttons were prepared from iodide titanium and 99.99 A1 which contained 16.1, 16.9, 18.2, 19.0, 21.6, 22.2, 23.0, and 23.9 at. pct A1 and had an average oxygen content of 0.03 pct 0. The differences in oxygen content did not appear to influence the nature of the phase transformations which were found. Oxygen content may affect the temperature of these transformations, but insufficient samples of the high-purity alloys were examined to answer this question. The heat treatment of alloys was performed in dynamic atmosphere and vacuum furnaces or in helium -filled silica capsules. A special vacuum furnace was constructed to provide a high quenching rate in which rates of 4000°C per sec were obtained using water as the quenching medium. As pointed out by Crossley,' it is important to avoid heat treatment in the a - [} phase field as the resultant segregation of the alloy into the two phases containing different amounts of aluminum can persist through subsequent treatments leading to ambiguous results. It will be demonstrated later that step cooling of specimens from the a phase region can also lead to anomalous effects. Thus, all solution treatments were carried out in either the a or 3 phase fields followed by water quenching and subsequent isothermal annealing at various temperatures. X-ray analyses were performed on a diffractometer on fine-grained bulk specimens. The value of long-range order parameter, S, wa_s calculated from the integrated intensity of the (1211) reflection. In general, the intensity of the (1011) superlattice reflection was compared with that of the (2021) fundamental reflection to correct for experimental differences between measurements. Thin foils for electron microscopical examination were produced by electropolishing using the technique described in an earlier paper.8 Dark-field techniques were employed to a large degree in this investigation using the gun-tilt method. Finally it should be noted that the lattice parameters of the D01,-type superlattice are approximately related to the disordered hexagonal phase parameters by Crf - c, and 2ad - a, where the subscripts s and d refer to the ordered and disordered unit cells, respectively.

2.1-1. The Exploration Function in the Mineral Industry. With regard to a new mine, exploration can be technologically defined as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet, and annual output of the new extractive operation based on a certain mineral deposit. The activities that follow such a decision are called first development, then operation (90). Thus, in the U.S.A., exploration may continue in the technological sense after a mineral property has entered the "development stage" as defined for tax purposes. Regulations under Sections 1.615.1 and 1.616.1 of the U.S. Internal Revenue Code state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer" (95). There are, of course, many instances where additional later exploration discloses additional reserves which justify a plant much larger, more efficient and more profitable than the minimum feasible commercial operation. After a surface mine is put into operation, additional search generally will increase the reserves and thus warrant expansion of the rate of output and/or extend the life of the operation. The methods and techniques in such search are similar to those used in predevelopment exploration. This activity has produced a major part of new reserves for all mineral commodities but is not considered as exploration in the context of this chapter. The objective of exploration is, briefly stated, to find and acquire a maximum number of new economic mineral deposits with a minimum cost and in minimum time. The search must be so organized as to maximize the overall probability of discovering commercial mineral concentrations within a minimum time with the funds available. As shown by Celasun (27) these statements are neither adequate nor complete from a pragmatic point of view. Each actual exploration venture must define its objectives in terms of a minimum rate of return on investment for any deposit found

The Gold Acres outcrop was located by Lee Lakin in 1922, according to Mr. H. W. Treweek. There was no activity, however, until 1935, when prospect drifts and pits penetrated the deposit. It was then drilled by the Willow Creek Mining Company. Beginning in the late 1930s and continuing to the late 1940s more than 150 churn drill holes were drilled in the Gold Acres area. From this drilling came what is now known as the London Extension pit. Only oxidized ore amenable to cyanide vat leaching was mined during this time. Our records indicated that this period of mining removed some 1.4 Mt (1.5 million st) of ore at an average grade of 0.006 kg/ t (0.2 oz per st). Union Pacific and Newmont Mining Company worked in the area prior to acquisition by the Cortez Joint Venture. Union Pacific drilled a number of core holes in the area. The unoxidized nature of the ore, small tonnage, and low grade undoubtedly prevented mining at this time. From these indications of mineralization shown by previous companies, the Cortez Joint Venture developed and mined 2 Mt (2.4 million st) at 0.005 kg/t (0.15 oz per st) in the Gold Acres pit. This pit is located immediately southwest of the older London Extension pit. Cortez Gold Mines has continued to drill to the west and south of these pits along the downdip continuation of the former ore bodies. The downdip extension is unoxidized and more metallurgically difficult than the normal Carlin type ores, but, more than 2.4 Mt (2.7 million st) have been outlined. It depends now upon the gold price and milling costs to turn this mineralized area into an ore body. A possible lesson to be learned from this deposit is that continued mining success depends upon an ongoing adequately funded exploration-development-metallurgical research program. These three disciplines must always be present to locate the mineralization and to turn this mineralization into ore. [ ]

He received a B.S. and E.M. degree in mining engineering. Mr. Ash was supervising engineer in charge of work of Safety Div., Bureau of Mines, eastern Pennsylvania and the states of N. Y., Del., N. J. and the New England states. He was appointed chief engineer of Metal and Nonmetal Mining Section of the Mineral Production Security Div., Bureau of Mines, July 1942. At present he is chief engineer, Safety Branch, U. S. Bureau of Mines. The relationships describing the enhancement of permeability by firing explosives in boreholes have been derived and combined to yield permeability enhancement as, [ ] or the case in which the stress decays asymptotically as a power law kc and nc represent permeability and fracture density at the edge of the pulverized region near the cavity wall, f is a geometric attenuation factor, m is the dissipation due to real material effects, ko is the original permeability and rd is the scaled radius. This relationship has been compared with available measurements from the American nuclear shot "Hardhat", the French nuclear events in Hoggar granite and the chemical explosive shot in coal near Kemmerer, Wyoming. Significant correlation between this theory and the experimental measurement is observed. A comparison between single and multiple detonations shows that permeability enhancement falls off steeply near the shot; however enhancement can be considerable midway between two shots spaced 10 cavity radii apart. The degree to which enhancement, can be significant depends on material properties and fracture density. Porosity distribution from the explosive 1s the dominate parameter in permeability enhancement. Existing theories of permeability enhancement have also been reviewed.

The interface morphology of the Mg-32 wt pct A1 eutectic has been studied in terms of the freezing rate, the temperature gradient, and the impurity content. For the impure eutectic it has been found that for a given temperature gradient a fast freezing rate favors the formation of a cellular intwface with sub-grain strucfure. This cellular interface can be changed to a planar interface of the same substructure either by decreasing the freezing rate or by increasing the temperature gradient. For the eutectic of highest purity, as purified by zme-refining, no cellular interface was found for any growth condition and only a planar interface with subgrain structure was observed. Furthermore, a layer of liquid adhering to the interface during de-cantation freezes with shapes and sizes of the phase particles different from those in the main eutectic solid. WHEN a molten metal or a binary eutectic liquid with zero freezing range is solidified unidirec-tionally, a cellular interface is usually formed-3 This interface is schematically represented by Fig. 1. The profile of the solid-liquid interface has a corrugated shape, as shown in Fig. l(a), while the decanted interface consists of cells, as shown in Fig. l(b). The cell boundary in a frozen eutectic is distinguishable from the cell interior by changes in particle shapes, as shown in Fig. 4. The formation of a cellular interface, according to Weart and ack,' is attributed to a layer of constitutionally supercooled" liquid generated at the advancing interface by the simultaneous rejection of an impurity by the two phases of the eutectic mixture, which then permits freezing over an appreciable temperature range. This concept has been further elaborated by Tiller, who predicts that even in the absence of an impurity the rejection of solute ahead of each lamella of the eutectic may promote the formation of a cellular interface. Austria.—Austria produced some 430 cisterns of 10,000 kg. each of crude oil of a 0.9428 sp. gr. during 1934. Gosting II well near Zis-tersdorf was placed on the pump in August and at the end of the year was still producing about three cisterns daily. This well is owned by the Erdöl-Produktionsgesellschaft while Gösting I is owned by Raky-Danubia. Only five wells were completed in the republic during the year. These accounted for 1783.5 meters of the 2225 meters drilled. The only producer completed was Gosting 11. At the close of the year, four rigs were in operation and one rigging up. At least 8 or 10 new wells are planned in Lower Austria for 1935. The European Gas & Electric Co. put its 6-km. gas line into operation in May and has sold 12,301,550 cu. m. of gas to the Vienna City Electric Works. A 2-km. pipe line was built from Gösting II to the railway loading rack near Zistersdorf. Hungary.—No oil or gas was produced except a small amount of gas trapped from flowing artesian wells. The Government completed and abandoned a 1500-m. hole at Tisztaberek in northeastern Hungary and is drilling at 967 m. near Bogáes, 120 km. northeast of Budapest. It is unofficially reported it plans to drill two new wells in 1935. The European Gas & Electric Co. has a rig up for a test at Mihalyi in Transdanubia. Czechoslovakia.—In Gbely (Egbell) there were produced 1283 cisterns of 10,000 kg. of 0.935 sp. gr. oil and a small amount of gas used for fuel. This field is operated by the Government; 17 shallow producing wells and three dry holes were drilled, with a total of 3351 m. of hole completed. In Hodonin (Goding) there were produced approximately 1300 cisterns of 10,000 kg. each of 0.91 sp. gr. oil and a small amount of gas used for fuel. The field is operated by the Apollo, which drilled four producing wells averaging 460 m. in depth, one small gas well of 550 m., one small gas well 260, and one dry hole 230 m. Two wells were deepened a total of 80 meters. The Government is drilling below 800 m. in a wildcat test in eastern Czechoslovakia near the Rumanian frontier.

In the fall of 1937, the Department of Mining at Penn State was being reorganized and the department records were moved to the Records Room of the School. An inventory of the contents of the vault disclosed six folders of records that had been forgotten for 27 years. These files, apparently preserved by former Dean W. R. Crane, plus the recollections of several former members of the Association described below, unfolded the "lost chapter" in mineral industries education.1 It was apparent at an early date in technical education that an association of mining schools with common interests and problems would have definite value. By 1902 sufficient interest had developed in this idea to cause the holding of a preliminary meeting for the purpose of organization. The first meeting was held at the Montana School of Mines on September 4, 1902. At that time, officers were elected and resolutions were adopted that there be formed an organization to be known as the National Association of State Mining Schools. The object and purpose of this Association was to advance the interests of state mining schools in every way, particularly by promoting legislation for the benefit of such schools. RESULTS of investigation of corrosion-fatigue of metals at the U. S. Naval Engineering Experiment Station, Annapolis, Md., have been discussed by the writer in several recent papers. 1.2.3.1 In those papers references were also given to the work of Haigh in 1917.6 Efforts by the writer to obtain a better understanding of some of the factors involved in corrosion-fatigue finally developed into a general investigation of the effect of time and cyclic stress on corrosion of metals. Corrosion fatigue of Metals As described in the papers mentioned, rotating-cantilever specimens, conically tapered so that the stress is nearly uniform over a length of about 1.5 in., were subjected to simultaneous fatigue and corrosion. For this purpose a stream of water was diagonally applied so as to sweep the specimen from the outer to the inner fillet and surround the stressed surface with water. The fresh water is a calcium carbonate water, the composition of which has been given in a previous paper .2 The salt water is Severn River water having a saline content about one-third that of sea water. The previous papers described results obtained with ferrous and nonferrous metals.
