IT is a great honor to be asked by. the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid-to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe, was of brief duration-only one year-and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the, steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher-Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "austenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his -laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I .worked side by side with William Campbell

The Bureau of the Mint of the United States Treasury maintains 13 ofEces for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, nine tables of comparative results, taken from the regular work of the service, are given..These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement in the assay-results, and follow through decreasing gold fineness and increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the agreement of the assay-results ; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these ire added 107 assays of identical samples of coin-gold. A DISCUSSION of the developments of the past decade in the field of refractories, and the effect of these developments on the performance and life of open-hearth furnaces, is perhaps best introduced by reference to Fig. 1. This shows the most important types of refractories doing into various parts of the furnace, together with their cost, and remarks on their use. It has been estimated that half of the refractory makers market comes from the iron and steel industry, and something like one-third of all refractory brick used finds its way into open-hearth furnaces. To melt steel, a furnace capable of withstanding temperatures close to 3000 deg. F. is required. The furnace is assembled of various refractory materials selected by experience and economic considerations. Furnace structures today, from a refractory standpoint, are considerably different from a quarter century ago. Furnace operators, interested in the performance of refractories, care little how they are made or where they come from so long as they give reasonable service. But, the entire history of the refractory is important and technical knowledge of the ceramic materials used in making the refractory is necessary to the manufacturers, so that the proper article gets into the hands of the ultimate consumer.

A record $19.7 billion in minerals was produced by United States industries in 1963. This was some $800 million above the previous high established in 1962. Preliminary statistics compiled by the U.S. Bureau of Mines show that most metals, nonmetals, and fuels gained both in value and volume of production. The 1963 total represents the largest value increase since 1956 and continues an upward trend begun in 1959. Product.ion and value of all mineral fuels rose, with anthracite registering a remarkable 20% value increase. Nonmetals advanced 591 in value, gains exceeding losses by 213 to 1 among individual commodities. Heavier industrial demand and the settling of labor difficulties were among the factors contributing to increased output of such materials as iron ore, bauxite, molybdenum, lead, and zinc, which accounted for most in€ the growth in metal output. Silver prices continued to rise and, as a result, production value of that metal gained 132,.

The production of oil and gas in Arkansas is confined to two distinct and widely separated regions of the state; namely: (1) South Arkansas in the Gulf coastal plain, where 49 fields-many containing two or more reservoirs or pools-yield oil, condensate and gas from beds in the Cretaceous and Jurassic, and (2) Northwest Arkansas, a part of the Arkansas Valley, where only dry gas is produced in 21 fields from sandstones of Pennsylvanian age. Exploration during the year 1945 centered largely in these two producing regions, but some of the geophysical surveys were made and wildcat drilling was done a considerable distance outside these regions.

WHEN dry chlorine gas is made to act in the cold upon finely¬divided gold,' it converts the latter with evolution of heat into auro-auric chloride, Au2CI4, a hard, dark-red, hygroscopic salt. Moisture splits this salt into aurous and aerie chloride, Au2C14 = AuCI + AuCI3; treatment with water converts it into auric chloride and gold, 3 Au2CI4 = 4 AuC13 + Au,. Aurous chloride, when stirred with water, undergoes a similar decomposition, 3 AuCI = AuCI3 + Au,. These decompositions of auro-auric chloride and of aurous chloride furnish the explanation for the practice of moistening an ore before it is treated by the Plattner chlorination-process; practical experience having shown that gaseous chlorine gave an unsatisfactory extraction with dry ore. According to Rose,' fine gold is acted upon more slowly by chlorine than gold containing some base metal, e.g., copper. He also states that small quantities of silver increase the rate of solution, but adds that the coating of silver chloride formed checks, and finally stops, further action, if the percentage of silver be increased beyond a certain undetermined amount. Bromine' acts upon finely-divided gold in a manner similar to chlorine; the auro-auric bromide, Au2Br4, however, is not hygroscopic. Upon treatment with water it is decomposed as is the corresponding chlorine salt. It is generally believed that bromine does not act as energetically upon gold as does chlorine. THE solid nonmetallic inclusions present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, how- ever, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general, the term non- metallic inclusions seems to be satisfactory and adequate. NATURE AND CONSTITUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those occurring as a result of reactions taking place in the body of molten or solidifying metal and (2) those resulting from mechanical incorporation of refractories or other materials with which molten steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag-stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulfides but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from molten or solidifying steel may be caused by: (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change

A LARGE proportion of the coke used is made in the by-product oven from the high-volatile coals mined in the adjacent district. At the beginning it was feared good by-product blast-furnace coke could not be made with our coals. By experimenting with various mixtures of coals, coking time, oven design, and coking temperatures, much has already been accomplished. The results show that a hard, dense coke, not easily broken by handling, can be produced. In its present state it is not all that could be desired, but it is being constantly improved. Such coke has been used alone as the fuel on several of the blast furnaces producing the highest daily production in the Pittsburgh district. Many of the coals in the Pittsburgh district when coked in the by-product oven yield a gas which contains a high percentage of sulfur, which is objection- able for many metallurgical operations. As this fuel is gradually replacing the ideal fuel, natural gas, which is becoming less plentiful, studies are being made of the best methods for purification. Some metallurgists believe sulfur to be a very injurious element in steel. Recent investigations by Government bureaus, scientific bodies and private firms, seem to indicate that a reasonable amount of sulfur may exist in steel without detriment. The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. MINING geology does not lend itself - very readily to a review embracing "improvements in methods," as perhaps do shop practices or laboratory procedures. The "methods" used in mining geology are simply the application of geology to mining; winning the ore, the handling of material, mechanical appliances, all belong strictly to mining proper, and have no place in a review of geology as applied to mining. A comprehensive review would necessarily cover a .very broad field, which could be subdivided into many -parts. The first Diesel-electric locomotives for the Mesabi iron range of the Lake Superior district were put into service last summer by the Oliver Iron Mining Co., U. S. Steel subsidiary. There were ten of these locomotives, rated 1000 hp. and weighing 125 tons each. They are designed for service from 16 to 24 hours per day to haul trains of loaded ore cars from open-pit mines, 200 to 400 ft. deep, on a two to eight-mile haul to the top of the pit. The locomotives push or pull the trains over switchbacks and up heavy grades with 5 per cent maximum against the load. High tractive effort, less smoke, and ability to negotiate sharp curves were among the reasons for the selection of Diesel-electric locomotives.

DURING the war, events moved with unprecedented rapidity. Situations, industrial, economic and financial, arose over night that stressed to the uttermost the ingenuity and ability of those who dealt with them. It was essentially a time demanding action rapid and concentrated, and not one for discussion, either academic or polemic. As a result, matters of importance were necessarily transacted without the desirable opportunity being afforded of enabling a general understanding to be gained as to the relative merit or demerit involved, and in some instances, legislation essential to enable the consummation of an important matter was passed without attracting the public attention then deeply engrossed in the larger aspects of the situation. The result was that so long as the public mind was occupied, little or no concern was given to questions that ordinarily would have invited immediate attention; and in some instances, only when as an aftermath of war a particular subject has become a matter of discussion, criticism not altogether fair is made without first obtaining accurate knowledge as to the conditions that prevailed, the purpose sought to be accomplished, or the results obtained by the action taken.

H. H. Hausner (Sylvania Electric Products Inc., Bayside, N. Y.)—I tested the 18-8 stainless steel powder described by Grobe and Roberts and the results were excellent. The powder was compacted and sintered in purified hydrogen to a very low density (approximately 20 pct and more porosity). Where the other powders show very little ductility when sintered to such a low density, the described stainless steel was surprisingly high in ductility. I would appreciate it if the authors could give us some data on a similar powder but without silicon and also data on 430 stainless steel powder. H. S. Kalish (Sylvania Electric Products lnc., Bay-side, N. Y.)—I should like to verify the excellent results obtained by Grobe and Roberts with their pre-alloyed stainless steel powder. It seems to me, however, that their data are conservative and that even better densities and higher tensile strength can be obtained with these powders by the selection of proper particle size fractions. The accompanying data were obtained by sintering compacts pressed from the powder made by Vanadium-Alloys Steel Co. to 0.8 in. in diam about % in. high in a cylindrical double action die without the use of lubricant. The compacts were sintered for 1 hr at 2370°F in hydrogen purified by passing it through a Deoxo unit (palladium catalyst) and a Lectrodryer. Even the density obtained using the as-received (—100 mesh) compacted at 40 tsi was quite high as was the hardness. This indicates that by increasing the sintering temperature slightly above 2350°F the coining and subsequent secondary sintering operation can be avoided. With the — 325 mesh fraction, however, very much higher density can be obtained and a high hardness. I have no tensile data to present, but I feel that it is not too optimistic to expect. that unusually high tensile strengths and good ductility can be obtained in this sintered material on the basis of the density and hardness data. The sintered stainless steel made by the above-described methods came out of the furnace very bright and clean. The purified hydrogen atmosphere is important in sintering stainless steel to reduce the oxide present in the powder. The result of such a sintering is good densification and good ductility of the sintered product. G. A. Roberts (authors' reply)—We are greatly indebted to Messrs. Hausner and Kalish for their discussions of our paper. Their encouraging remarks are greatly appreciated and their confirmatory data will do much to add to the value of the paper. At the present time it is impossible to provide complete data on a similar stainless steel powder without silicon, but we do know that, in general, the properties are slightly inferior. Data on such a powder and on other stainless steel types are to be published in the near future.

THE method of electrical mapping of oil structures to be described possesses certain limitations, as well as certain definite advantages. It, in common with other geophysical methods, is not a panacea for the solution of all subsurface geological problems. It operates on differences in electrical conductivity of the geological strata, whereas the other most-used methods operate on (1) differences in magnetic properties, (2) differences in gravimetric properties, or (3) differences in seismic properties. This modification of the resistivity method is therefore able to obtain subsurface information under conditions not favorable to the other methods mentioned. Where the other methods have been employed with ambiguous results it may act as a complementary method.

Development in the Upper Texas Gulf Coast during 1945 resulted in the discovery of 23 new fields; one Miocene, eight Frio, three Cockfield-Yegua and eleven along the Wilcox trend. The Wilcox trend appears to he the most active at this time. Producing depths of the new Wilcox discoveries range from 2050 to 10,050 ft. Drilling along the Frio trend has been, for the greater part, projected to the deeper downdip sands. Eighteen of the new discoveries are classified as oil or condensate and five are gas discoveries.

Having had occasion while in Europe during the past summer to visit some of the foreign mints and assay offices connected with the same, I thought a brief description of the general process of coining employed, and such items connected with assaying as were new, might prove interesting to the Institute. The principal foreign mints are: the Royal Mint, London; and the mints in Paris, Brussels, Utrecht, Berlin, Vienna, Copenhagen, St. Petersburg, Stockholm, Madrid, Milan, Rome, and Constantinople. My time only permitted my visiting a few of the principal and largest given in the list, and for a description of the remainder I am indebted to the kindness of Mr. James M. Napier, who in company with the deputy master, and chemist of the Royal Mint, made a complete inspection of all the European Mints in 1870.
