A way back in 1851-2 an army of diggers had commenced the conquest, of the now famous goldfields of Australasia. At that time, and in the Colony of Victoria, more that 10,000 were camped on and around the slopes of the silurian ridges over which Ballarat East h'as been built. A wonderfully rich golden harvest was soon gathered from the alluvial found high on these slopes, and from runs (or gutters) which got their rise on them, and were traced down gullies into a broad valley. In due course it was ascertained that the valley carried a main gutter which represented the unity of the higher ones, and further explorations proved this gutter to have a westerly and then a southerly trend toward and under a basaltic plateau, on the top ofwhich Ballarat West and Sebastopol now stand. In the records of alluvial gold mining all the world over the Ballarat field can be classed amongst the richest. Gold in pieces the size of beans, in, stringy filigree bits, in dust and in solid lumps (the largest of which weighed more than 2,200 ozs.), was obtained in the comparatively shallow ground on the slopes; and speaking generally, great and uniform richness was met with along a belt of country on which, in a north and south line, the present quartz mines of Ballarat East are at work. It was noticed by the diggers that when the gutters crossed the upturned edges of the ,strata, the gold deposits in them were patchy, and that when they trended north and south on this beltthey carried rich deposits for longer distances. In time it was also noticf!d that a class of stringy, irregular shaped quartz occurrences, in a bottom of soft slates, in the, immediate vicinity of tpe g)ltter, meant greater richness, and (in the aIluvial) on the higher ground slabs of quartz would now and then be met with, in which strings and spongy masses of gold were found. As the shallow alluvial became worked out the diggers turned their attention to the quartz occurrences, and, now and again the striking of a flat make of a very golden nature would cause quite a stir in the local mining world.

The Ekati Diamond MineÖ is CanadaÆs first diamond mine and is located 300 kilometres northeast of Yellowknife in the Northwest Territories. The development of the mine supports sustainable development through the integration of environmental, economic and social considerations with the broad aim of minimising environmental impacts while maximising opportunities and benefits to northern residents and northern businesses. The environmental assessment and regulatory processes for the Ekati Diamond MineÖ were the most extensive seen in the NWT to that date; in Canada only uranium mines receive more attention. In addition to the regulatory requirements, an Environmental Agreement was negotiated with the Governments of Canada and the Northwest Territories to address environmental concerns not covered by existing legislation and regulation. Under the agreement an Independent Environmental Monitoring Agency was set up to oversee the regulatory process and implementation of the Environmental Agreement. Environmental stewardship is implemented through an Operational Environmental Management Plan, part of which includes effects monitoring programs for wildlife and aquatics where available traditional ecological and scientific knowledge are integrated to broaden our understanding of the tundra environment. A Socio-economic Agreement was concluded with the Government of the Northwest Territories to maximise employment and business benefits to the north. Voluntary and confidential Impact Benefits Agreements (IBAs) were also negotiated with four Aboriginal groups who use the area where the mine is located. The intention of the IBAs is to foster development initiatives and a partnership thereby helping to insure that benefits from the project flowed to the Aboriginal groups despite a lack of settled land claims in the region. All these were completed before commercial production in October 1998. Employment targets of 62 per cent residents of the Northwest Territories and 31 per cent Northern Aboriginal have consistently been met thereby ensuring benefits flow to residents of the Northwest Territories. In 2000, $316 million was spent to support operations at the Ekati Diamond MineÖ. Of this, 82.2 per cent of total spending and 26.6 per cent total northern spending was northern and northern Aboriginal businesses, respectively. The environmental and socio-economic monitoring results are reported annually to the responsible government agencies and potentially affected Aboriginal groups. To date, there have not been any significant adverse environmental effects documented and socio-economic targets have been met.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. Collaboration between CSIRO Minerals and SunSalt Pty Ltd, a salt producing company located in rural Victoria, has resulted in a commercial process to recover magnesium sulfate (commonly called Epsom salt) from the saline waters of the Murray Basin. The feed for this process is bittern; the liquor remaining after halite (common salt) has been harvested from the saline water by evaporation.SunSalt produces salt and bitterns from three locations, namely Hattah (Victoria), Mourquong (NSW) and Wakool (NSW). The small size and considerable distances between these operations makes it uneconomic to build a stationary processing plant to extract value-added products, in particular Epsom salt, from the bitterns of the three operations. This fact led SunSalt to build a containerised mobile plant that could be moved to each site to process the bitterns at the end of the salt harvesting period.Epsom salt is extracted from the bittern by further evaporation, refrigeration and recrystallisation. In this process the bittern is diluted with five per cent volume of fresh water to minimise precipitation of residual halite in the bittern. Cooling the diluted bittern to between -5 and -10¦C precipitates up to 70 per cent of the magnesium sulfate, which is recovered as 85 to 96 per cent purity Epsom salt by filtration. This product is marketed as an industrial grade Epsom salt. Higher purity (up to 99.9 per cent) Epsom salt (USP or BP grade refined product) is made from the industrial grade product (raw Epsom salt) by recrystallisation.The containerised mobile plant was commissioned in December 2002. The raw Epsom salt generated in the mobile plant is refined to a higher purity Epsom salt in a separate plant located in Mildura. The Mildura plant was commissioned in December 2003.The CSIRO-SunSalt collaboration has demonstrated that the saline waters can be processed into a useful resource, and in addition could create jobs and a new skill base in regional Australia. The production of Epsom salt locally in Australia, which is worth currently about $A600 per tonne, removes the need to import over 3000 tpa from overseas with a net positive impact of $A2 million on the balance of trade.

The Waihi Gold Mine is situated in a high rainfall area (annual average of over 2 m) on the North Island of New Zealand. Water treatment and discharge at the mine has been ongoing for the last 25 years. The first water treatment plant consisted of a æstandardÆ water treatment facility (ferric chloride precipitation) and cyanide detoxification. With time the project has expanded and the volumes of water increased requiring additional treatment methods (reverse osmosis) to meet the water quality for discharge. The Waimumu area, 12 km southwest of Gore, is underlain by the Gore Lignite Measures, an early Tertiary fluvial sequence approximately 500 m thick resting on Triassic-Jurassic argillitic basement. The Waimumu Quartz Gravels (Pliocene) have been deposited locally and are in part due to the localised reworking of the Gore Lignite Measures. Structurally the area is dominated by the Dunsdale Fault System, a steeply dipping series of NE trending reverse faults (Isaac and Lindqvist, 1990). The Belle-Brook, Hedgehope and Parker Road sites sampled are adjacent to the downthrown (east) side of the Hedgehope Fault.The authigenic gold-sulphide association at Belle-Brook was discovered in 1987 (Falconer, 1987: Clough and Craw, 1989). Despite a very limited amount of alluvial mining a significant quantity of authigenic marcasite has developed. Authigenic sulphide trace element analysis has shown anomalous amounts of As, Ni, Cr and to a lesser extent Zn, Pb and eu (Table 1). It has been established that the nickel occurs as a colloform banded Ni sulphide, possibly bravoite, within the marcasite (Figures 1 & 2). Arsenic and nickel (re)mobilisation are well documented in the literature. Generally As and heavy metals are mobilised in the groundwater as a result of the oxidation of sulphides (ie as a result of mining). At Belle-Brook it is reasonable to assume the authigenic sulphide trace element composition reflects either localised groundwater contamination or hydrothermal mineralisation. This poster presents some preliminary findings.

This paper presents a brief account of the plant which has been developed at Port Pirie to recover, by vacuum distillation, the greater part of the zinc content of desilverized lead. The present plant is an experimental unit, which is run in conjunction with the normal refinery practice, but can be cut out of the circuit. It will shortly be dismantled and duplicate units will be built on the sites chosen for the final plant installation.The unit described here has treated flows of 16 to 37 tons per hour of desilverized lead, to recover 90 to 95 per cent of the zinc contained in it. It is not intended here to detail all aspects of the vacuum dezincing operation, nor the developments which precededthe adoption of this design. The essential features of the present plant will be described and, where these are peculiar to the present experimental location, the intended alteration for the final plant will also be mentioned. OUTLINE OF PLANT AND PROCESSLead issues from the continuous desilverizing kettle at about 350° C. containing about 0·57 per cent Zn. It is conveyed by a tiled launder to the preheater, where it is heated to 580-620° C.Hot lead from the preheater enters the vacuum vessel via a barometric leg. From a reservoir holding about 19 tons of lead it falls by gravity in a thin film exposed to high vacuum (20-50 microns)3 and leaves the vessel via a barometric leg, entering the lead pot. The lead leaves this pot at 540-560° C., containing 0·03 to 0·06 per cent Zn, which is removed, together with residual antimony of 0.02 to 0·06 per cent, by a separate final refining process.

The diverse priorities, drivers and concerns of multiple stakeholders in the minerals industry complicate the integration of sustainable development considerations into mine design, as well as operational and strategic decisions. The ability of the industry to address all role-playersÆ needs, or indeed, to achieve consensus among all role players on the plethora of sustainable development issues seems a noble yet unattainable goal. One of the difficulties in assessing the relative importance of sustainable development issues across many stakeholders is the inevitable lack of impartiality in valuing these issues. Starting from a premise that transparency and fairness of the process are absolute prerequisites for progress, but that consensus is not, an approach has been developed in which all stakeholders are asked to assess the importance of all other stakeholdersÆ priorities, excluding their own. The approach recognises that stakeholders have different levels of contribution, understanding, vested interests, and perceptions of legitimacy and entitlement, across the diversity of sustainable development issues and decision criteria. Using Triangular Value Analysis, the relative weightings of each of the stakeholderÆs priorities are determined through a regression-like technique. The uniqueness of this approach is the manner in which self-assessment bias and overemphasis of stakeholdersÆ own priorities are avoided. The methodology can be used for both internal and external stakeholders, and in conjunction with other group decision making techniques, such as the nominal group or Delphi techniques. This paper will illustrate how Triangular Value Analysis may be applied in the minerals industry to determine priorities in various decisions relating to potentially conflicting sustainable development priorities within the industry.

Mining operations are continually aiming to reduce operating costs to improve plant profitability. One way in which the Cannington operation sought to achieve this was by increasing the wear life and reducing the energy consumption of their flotation mechanisms. This was made possible using Outotec’s FloatForce mechanism. The FloatForce mechanism has been developed by Outotec over a six year period involving both CFD modelling and rigorous site testing. FloatForce delivers improved air dispersion and cell agitation efficiency; as such it can be operated at lower rotor tip speeds when compared to Outotec’s previous mechanism.Cannington trialled three FloatForce mechanisms in a train of ten OK38 zinc roughers. The mechanisms’ rotational speed was reduced by 10% compared to the previously installed MultiMix mechanisms. The purpose of the trial was to quantify the energy saving and assess whether there was any reduction in plant metallurgical performance.The trial was successful with FloatForce delivering a 17% reduction in power, an improvement in wear and improved recovery. Analysis of pre and post-installation metallurgical accounting data showed the following:The FloatForce installation resulted in a recovery increase of zinc to zinc final concentrate of 0.4 – 4.0%*The FloatForce installation resulted in a recovery increase of lead to zinc final concentrate of 0.0 – 0.3%*There was no statistically significant change in silver recovery to zinc final concentrate that can be attributed to FloatForce**95% confidence interval (CI) using multiple linear regression models.The Cannington operation is now in the process of further optimizing its power consumption and wear savings by changing the remaining OK38 zinc and lead rougher float cells to FloatForce mechanisms.CITATION:Bird, M, Oats, B and Sganzerla, M, 2015. A commercial scale strong acid leaching plant was commissioned at the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, a member of the Pasminco group of companies, in February 1988. It was designed to upgrade the lead/silver residue product from 26% to 37% lead, thus improving the realised value and increasing overall zinc recovery. This in turn enables the lead smelter treating the lead residue to improve its productivity. The equipment consists of two 250m3 bricklined leach tanks and two 6.5m diameter stainless steel high rate thickeners operating with counter current washing at 95¦C and 120 g/L H2SO4. The present filtration and drying equipment is also being replaced. Two 35m2 squeeze action filter presses equipped with horizontal plates are being installed, together with ancillary drying equipment to ensure that the final product complies with the transportable moisture limit. The new filtration plant is due to be commissioned in mid-1989.

State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

Pulang Copper Mine, being China's largest newly built mine using block caving, boasts an annual production capacity of 12.5 million tons. Production level and roadway stability hold the key to the successful application of block caving. However, with Tong Kuangyu being the only mine in China which has applied such a method, we currently lack relevant experience in the successful application of the method. This paper has studied the influence of different rock mass zonings, fault thickness, fault dip angles, on-site construction quality on the production level, roadway stability of block caving through numerical simulation and analysed the roadway stability in different kinds of support solutions so as to ensure the successful application of block caving in Pulang Copper Mine. The results have shown that the existing support method in Pulang Copper Mine can meet the requirement of roadway support in zone II and III, but could not satisfy the demand in terms of support strength in the relatively fragmented zone I area. When roadway passes through the fault, the deformation of surrounding rock and plastic zone of roadway will gradually decrease with the increase of fault dip angle; the deformation of surrounding rock and plastic zone of roadway will gradually increase with the increase of fault thickness. An ideal support effect can be achieved through the joint support of grouting and bolting when roadway passes through the fault. In the measured model of on-site construction, there is stress concentration in the intersection between the access and transverse drift of ore removal. The coal left in the goaf is easily submerged by groundwater damage. During the mining process of the underlying coal seam, it is necessary to drain the water in the overlying goaf. The coal sample is prone to spontaneous combustion after being soaked in water and air-dried. To explore the effect of micro-functional group transformation of water-immersed coal samples on the spontaneous combustion characteristics of coal samples during the low-temperature oxidation process. Using the experimental method of infrared spectroscopy, the migration law of special functional groups under different oxygen concentrations of water-soaked coal samples was analysed. By means of thermal analysis, the endothermic and exothermic properties of the functional groups in the water-soaked coal samples were studied. The results show that: the higher the oxygen concentration, the more oxygen-containing functional groups in the water-soaked coal sample, compared with the 18 per cent oxygen concentration, the 14 per cent oxygen concentration has a small increase, and the chain length is shortened. The temperature increase together with the oxygen concentration content determines the functional group content, the pyrolysis process produces some functional groups. The lower the oxygen concentration, endothermic rate decreases and endothermic temperature increases, the higher the ignition temperature of coal oxy-combustion, the lower the total heat release, the higher the burnout temperature, and the faster the oxygen-absorbing weight gain and the conversion of functional groups. Below 14 per cent oxygen concentration, the oxidative combustion process will be greatly reduced. The results provide a theoretical basis for preventing long-term water-soaked coal body oxidative spontaneous combustion in shallow buried coal seams.

A bulk mineral analyser (BMA) suitable for the determination of Cu or Ni in bulk ore samples has been developed at the Lucas Heights Research Laboratories. This analyser, which uses the nuclear resonance scattering technique, is highly specific to the wanted element. The technique has previously been extensively field tested for copper at Mount Isa, Queensland.The present paper discusses the field trial in 1982 of a commercial prototype BMA for nickel. The trial was undertaken at the lateritic nickel mine at Greenvale, Queensland. The BMA and its shielding, together with a laboratory spectrum analyser, were sited in the sample shed adjacent to the workings. Two hundred and thirty-eight ore samples taken directly from the mine blastholes were assayed by the BMA. The average mass of sample was 12 kg, metal contents varied from 0.2 to 3.5 wt/per cent Ni and 4 to 43 wt/per cent Fe and free moisture varied from 11 to 55 wt/per cent. A measurement took 10 min to complete, although this time could have been reduced at the higher nickel grades. The r.m.s. deviation between BMA and chemical assays was 0.09 wt/per cent nickel. Iron and bulk density were also determined by the BMA, r.m.s. deviations being 1.7 wt/per cent and 0.03 g/cmJ respectively. Similar results could be expected from a BMA in routine industrial use at other nickel mines.

ALTHOUGH the development of the various flotation processes during the last 8 years has been so revolutionary, this development has been, until recently, entirely confined to the separation of the gangue from the mixed metalliferous sulphides.The desirability of finding some method of separating the independent sulphides from such a miXture, by means of flotation, has long been recognized. ThIS need was emphasized when the slimes resulting from the grinding of Broken Hill sulphide ores were for the first time successfully dealt with by the Mineral Separation Company's process on the Central mine. This process proved the practicability of separating the sulphides of lead and zinc as a mixed concentrate from the gangue present in slime. Although this was a very notable achievement, the process has not been generally used, owing to the mixed lead and zinc concentrates resulting from the treatment being acceptable neither to the zinc nor the lead smelters.Although the introduction of eucalyptus oil in minute quantities as an emulsifying agent has simplified the work of the subsequent tabling of mixed sulphide concentrates, rendering unnecessary the burning off or removal of the oil, there will always be a considerable quantity of slimy product too fine to settle on the moving surface of the concentrating machines, and therefore requiring other means for its division into lead and zinc concentrates.

THE Yallourn chimney has aroused interest, as it is, for the time being, the tallest structural erection in Australia. Its height was not decided on, however, with the object of breaking records, but is purely incidental to the purpose which it serves. Theboiler plant at the briquetting works (first instalment) consists of five Babcock and Wilcox land-type water-tube boilers, each of 4510 sq ft. heating su:r£ace and 225 sq. ft. grate area in the form of step grates. Four boilers will normally produce 73,000 lb. of steam per hour at a gauge pressure of 265 lb. and a temperature of 6500 F., the fifth boiler being a reserve. Each boiler will consume about 100 tons of Yallourn coal per 24 hours. Provision is made for future installation of economizers, should it be found desirable. Designing for this condition, and allowing for a waste gas temperature of 3500 F. and an air temperature exceeding 1000 it was found necessary to have a draft of about 1.3 in. (water gauge) at the base of the chimney, and to deal with about 2000 cub. ft. of gases per second. Estimates were made of the cost of providing the necessary draught by means of fans and by means of a tall chill).ney. The annual charges of the two methods differed only slightly, and the tall chimney wasselected as being the more general practice in briquetting factories.Estimates were prepared for brick and concrete chiIlllleys. Yallourn bricks at that time were hand-made, and, while very suitable for domestic work, were not capable of withstanding high compressive stresses. The chimney design to suit these bricks thus required to be on very ample lines, resulting in high cost. Traditionally comminution optimisation has been focused on energy minimisation, whereas flotation optimisation has been focused on recovery improvement. One of the largest, if not the largest, operating cost over the life of a flotation circuit is electrical energy. With increasing pressure on operators to lower production costs and the cost of energy increasing, reducing the energy consumption of the flotation circuit can be beneficial to site economics. This paper reviews the use of energy by mechanically agitated flotation machines and discusses the measurement and benchmarking of energy consumption in modern flotation concentrators. The disposal of dewatered coalmine tailings and coarse reject within spoil piles is gaining popularity as a means of eliminating separate surface tailings storage facilities or dams. The contrasting characteristics of coalmine spoil, coarse reject and tailings are somewhat complimentary, making the co-disposal of dewatered tailings within spoil piles geotechnically feasible and environmentally attractive. However, the impacts of mixing plant rejects within spoil piles are not well understood; in particular, the effects of water draining from the mixed plant rejects on the moisture content of the surrounding spoil. Changes in moisture content can cause additional collapse and degradation settlements of the spoil pile. A series of laboratory tests has been undertaken on mixtures of dewatered coalmine tailings, coarse reject and spoil. The results of these tests have been incorporated into a spreadsheet-based settlement prediction tool to investigate the effects of incorporating mixed plant rejects on total spoil pile settlements.
