The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

Suddenly, mining has been thrust into the limelight. It has a large image that casts its shadow over New Zealand. Is it any wonder that resistance has heightened and that an almost unprepared populous is currently struggling to protect the very land they hold dear. Next to the atomic bomb, mining has the demonstrated power to massively change the land and its side effects can pollute many miles beyond the operation. During the past year, New Zealand concern over the possible effects of the mining proposals has become acute. This was specially so in the areas of special environmental quality, such as the Coromandel, and here a very unhappy situation has arisen.

Successful development of coal seam gas (CSG) resources in low-rank coalfields such as the Powder River Basin has raised interest in CSG from low rank coal in New Zealand. Kenham Holdings Limited holds 12 Petroleum Exploration Permits (PEP) covering some of New ZealandÆs low-rank coal and lignite resources and has engaged CRL Energy Limited to assist in the systematic evaluation of the CSG potential of the permits. To date, exploration results from seven New Zealand coalfields reflect differences in coal type, rank, depositional environment and depth of burial between coalfields. Several of the explored coalfields are considered prospective for CSG. One of the most advanced Kenham exploration programmes is in the Hawkdun Coalfield, Central Otago.   The Hawkdun Coalfield contains a single, thick lignite seam with properties that are similar to the Powder River Basin. Preliminary results indicate the Hawkdun Coalfield is prospective for CSG with the potential to contain between 25 and 60 PJ of gas; enough to supply a 30MW power station for ten to 25 years. Further drilling is planned to investigate the economic viability of the Hawkdun Coalfield. The in situ permeability of the lignite, the amount and availability of free gas, gas saturation at depth and market opportunities will determine its economic viability. If initial pumping and production results in the planned exploration programme are promising, the Hawkdun Coalfield will be further developed with additional production drillholes to form a trial production pod.

In October 1993 it was decided to undertake the fourth phase of mining at Big Bell. This decision followed the exhaustion of open pit reserves in January 1993. Two stages of mining were proposed for the new underground mine. The initial stage would mine the remnant ore, consisting of the rib and crown pillars and lower grade ore on the hangingwall and footwall side of the old open stopes, which were mined from the 1930s to 1950s. Most of the old open stopes were backfilled with either deslimed mill tailings or development mullock, both of which were economic to recover. However, the mineable ore from this resource was difficult to evaluate. The second stage focused on mining ore outside the remnant areas and was initially proposed as a Core and Shell method under a caving hangingwall. This method has since been superseded with sublevel caving, in part due to the very high and deviatoric stress conditions encountered at Big Bell and the relatively long mining cycle required for open stoping. The problems and challenges discussed in this paper will cover the identification of remnant ore reserves, dewatering the old workings, and remnant mining.

Brunswick Mine, one of the largest underground zinc mines in the world, is scheduled to close in 2010 after almost half a century of production. All mines eventually close; some suddenly as a result of unsustainable economic or technical conditions and others, as in our case, as a result of the depletion of the orebody. When the mine is the most significant employer and an economic driver in the region, it is key that the closure is handled in a planned, communicated, well-executed fashion. The following paper documents strategies, plans and activities that are currently taking place in order to ensure a seamless closure that satisfies all stakeholders including employees, management, regulatory bodies and the public. It is an important deliverable for the company that the good will, credibility and reputation that has been built up over the years is sustained throughout the closure process and beyond. A life of mine labour agreement with the unionised workforce, staff retention and recruiting programs, regulatory closure plans, communications and transition adjustment activities will be discussed. The use of a stage-gate style project management tool analysing the risks and key deliverables will be highlighted. It is hoped that the concepts and approaches discussed here may be of value to other operations that will be faced with closure, and its inherent challenges, in the not too distant future.

Without adequate soil available, it is difficult to rehabilitate a large area of acid mine waste dump with sustainable plant communities, which has a strong potential acid generation. In the present project, paste tailings capping method has been put forward to reconstruct plant ecosystem on acid mine waste rock dump. This rehabilitation method uses paste tailings as capillary break and plant growth media. The tailings used contained 26.3 per cent of particles of less than 20 ¦m which satisfy the requirement of grain of paste tailings preparation. The tailings are not acid- producing materials. In addition to Cu, total contents of Zn, Pb, Cr, Cd, As and Ni in tailings are lower than those in local soil. Paste tailings concentration 70 per cent ~ 72 per cent was prepared by concentrating ten per cent tailings by using polypropylenecrylic sodium as flocculation. The potential pollution risks are low by using paste tailings as capillary break layer. Plants directly grown in the tailings did not particularly accumulate Cu, Zn, Pb, Cr, Cd, As, Ni in roots, stem and leaves, which were 0.01 ~ 1.6 times of those grown in soil.CITATION:Yibin, Z, Lianbi, Z, Bin, P and Youhong, Z, 2012. Stream sediment geochemical analyses from 140 mining company exploration surveys of the Coromandel, Northwest Nelson, Marlborough and Westland regions of New Zealand have been compiled from open file reports and entered on a database called REGCHEM (for Regional Exploration GeoCHEMistry). REGCHEM is supported by GEOEXPL, a custom-written computer software application which operates under the Microsoft Access relational database management system on a PC-type computer, The data are plotted as maps using the MapInfo geographic information system (GIS) package. Thresholds separating anomalous values from background values are determined using the PROBPLOT uni-variant statistical package, which enables the discrimination and modelling of several populations. Relevant REGCHEM data are being incorporated into a GIS for the Coromandel region as part of ongoing studies to develop mineral deposit and metallogenic models for the region, and to assess regional prospectivity.

G-Cell is a new design modification of the Imhoflot pneumatic flotation technology, which utilises a self-inducing aerator inside a downcomer, where bubble-particle attachment takes place. The present study has investigated the suitability of the G-Cell technology for cleaning fine coal using a 0.8 m diameter prototype unit at a coal preparation plant operating in the Midwestern United States. A slip-stream obtained from the overflow of raw coal cyclones operating in the plant, containing nominally minus 150 micron size particles and having ash content in the range of 40 per cent to 50 per cent and sulfur content in the range of 1.30 per cent to 1.50 per cent, has been used as the feed for the G-Cell. The performance data produced from the G-Cell tests are found to be very close to the ideal performance curves produced from release analysis. A statistically designed experimental program has been conducted to investigate the parametric effects on various key process responses, such as combustible recovery, product ash and sulfur rejection. The empirical models developed in this study have been utilised to identify a suitable experimental region for achieving a desired combination of response targets.

The development of a robust belt sampling strategy and protocol inunderground gold mines is a fundamental requirement for effective grade quality control, ore accounting and mine-mill reconciliations. As part of the ore management system, a belt sampling system has been developed by the author, which is used to predict monthly gold grade and its error for underground/belt/mill reconciliation and grade control. This paper presents the step-by-step development of the belt samplingstrategy and sample preparation protocol at Target, an underground gold mine in South Africa. The belt sampling system at Target consists of an underground belt transporting run-of-mine material into an underground transfer point, a weightometer, a two stage crushing system, a tube splitter and a catchment device. The design allows run-of-mine ore on the belt to be sampled automatically by a go-belt sampler. GyÆs sampling theory of particulate materials forms the basicframework of the belt sampling strategy. The theory is used to quantify the optimum sample mass of broken material to be taken from the belt and to predict its reliability. It is also employed to determine the Fundamental Sampling Error (FSE), time interval between samples and particle size requirements of the final underground belt sample. Further, GyÆs sampling theory provides the means of analysing the crushing processes, splitting, segregation error, analytical variance, and the best sample preparation protocol. Although the belt sampling strategy developed in this study was forWitwaterstrand gold ore, the process is entirely general and may be very successfully used in any underground or surface mine.

The increasing depth, mechanisation and distance of working areas from surface connections places an ever greater contaminant burden on ventilation airflows. Some British Coal mines are already experiencing significant problems in providing adequate climatic conditions in the working areas and have had to introduce air conditioning. Previous work has shown that in mines of low to moderate virgin strata temperature the application of controlled district recirculation could serve to improve climatic conditions at the working area.

Grinding and Flowing Investigation on Dry Stirred Ball Milling in Order to Determine the Influence of Grinding Aids Huge difficulties of the great ultra fine ground material production in dry stirred ball mill are the cohesion and agglomeration of the particles. During grinding the material stick on the grinding wall and the grinding media furthermore the grinds start cohere, making aggregation and agglomeration to appear. Due to these effects the particle size will not decrease after a certain value during grinding and the energy demand increases significantly. According to experience on fine grinding in ball mill, it is well known that these effects can be reduced with the use of grinding aids. The influence of grinding aids has three different effects: due to the adsorption strength reduction (Rebinder effect) the grinding resistance of the material decreases; the surface energy diminishes and the agglomeration liability decreases; and the flow properties of material improve. The aim of this study is to investigate the flow properties of fine grinds and the effect of grinding aids on flow properties in case of dry stirred ball milling. In addition, the influence of grinding aids was investigated based on the particle size distribution and specific surface area of grinds and the specific energy demand of grinding. The examinations were carried out with three different model materials (limestone, clinker, quartz) using the usually applied grinding aid. The flow properties were measured by the Jenike shear cell; the particle size distribution and specific surface area were measured by laser particle size analyser (Fritsch Analysette 22), grinding energy demand was measured with microcomputer controlled digital energy meter. It can be said that under certain measuring circumstances the influence of grinding aid on flow properties can be demonstrated by Jenike shear cell, so the grinding result is in correlation with the flow properties of grind.

The Julius Kruttschnitt semi-autogenous grinding (SAG) mill model was developed by Leung in the 1980s and extensively updated to the variable rates model by Morrell and Morrison in 1996. Since then only minor upgrades have been incorporated in the version distributed in the JKSimMet simulator. A number of improvements, developed over the course of the AMIRA P9 project and in recent independent work, have now been incorporated. These improvements are based on a power-based model that directly relates the degree of breakage with energy consumption. The new size-dependent breakage function has been incorporated. The upgrades include more accurate predictions for a wide range of mill fillings (ten - 40 per cent), slurry hold-up in the mill, pebble discharge rate and the influence of changes in feed size and ball load.The paper presents the status of progress in the model development. Any hypothesis for the origin of the Otago gold-quartz lodes must account for the following observations. 1. Southeast of Glenorchy, where the schists hosting the lodes are comparatively unaffected by Neogene Alpine Fault deformation, the dominant strike of the vein systems is NW-SE, parallel to the axis of greatest post-metamorphic uplift in the Otago Schist belt (Paterson, 1986). 2. The lodes are fault-hosted, with some developed along steep, low-displacement normal faults (eg Barewood, Bendigo, Nenthorn), implying NE-SW extension, and some developed along low-angle thrusts (eg Macraes) implying, in apparent contradiction, NE-SW contraction (Teagle et al, 1990). 3. The mineralising fluid was of metamorphic origin (McKeag and Craw, 1989), but while some of the lodes developed in a mesothermal environment at considerable depth (eg ~10 km for Macraes), others appear to have formed at very shallow depth (eg <1 km for Nenthorn) (Craw and Norris, 1988). 4. The timing of the mineralisation is generally poorly constrained but postdates the main Rangitata schist metamorphism. It probably initiated during early Cretaceous exhumation and unroofing of the schist belt (140 - 120 Ma?) and may have continued well into the Tertiary (Craw, 1989). Estimates for the relative ages of the different lodes are largely speculative but, based on pressure estimates from fluid inclusion studies, Macraes likely represents the deepest and oldest lode system while Nenthorn (just 12 km to the southwest) is perhaps the shallowest and youngest (Craw and Norris, 1988).

A continued exploration programme has further defined the geology of the Tolukuma vein system, verified the resource indicated by Newmont, and identified potential for additional mineralisation. The resource at Tolukuma Hill, designated as zone C, is a mine recoverable 432,000 t at 18.1 g/t Au & 46 g/t Ag. Mining will be by a combination of open pit and underground at a rate of 100,000 t per annum. Processing will be by SAG mill, gravity circuit and CIL plant. A diatreme breccia, localised at an intersection of structures and a relationship of gold to base metal sulphides, are indicative of a strong porphyry association. Typical epithermal features such as crustiform banded quartz and quartz pseudomorphing platy calcite are also present and locally contain lesser gold mineralisation. Pre-existing dilatant structures have acted as a host to the ore fluids, resulting in the formation of the semi-continuous Tolukuma-Gulbadi veins over a 1100 m strike. A fluid flow model suggests that mineralizing fluids were sourced from a diatreme margin and migrated laterally along dilatant structures. Bonanza gold grades are interpreted to be derived through fluid quenching in the flexure between a hanging wall split, which hosts much of the Tolukuma Hill resource, and the feeder graben structure. Thus, the relationship between the pre-mineral structural geometry and fluid upflow at the margins of a diatreme breccia, controls the ore setting.

Myths and misconceptions regarding cyanide in the mining industry are common. This is not surprising, given the other uses to which cyanide is, and has been put. Unfortunately, the economic benefits, largely due to the introduction of cyanide in towns such as Waihi are often unrecognized. In the current "green" environment, the New Zealand mining industry faces constant scrutiny and challenge. The use of cyanide in hard rock mining is one area which can stir the emotions of the public.   Cyanide can be transported, stored, used and disposed of in a safe manner. The modem mining industry has an excellent record regarding the safety and environmental issues relating to cyanide. Many of the fears relating to cyanide in the mining industry have proven to be unfounded. It is important that this reputation is maintained. This is possible given proactive and ongoing management of cyanide issues.

A variety of cement raw materials occur within the Cenozoic sequence in Northland. These form the basis of Golden Bay Cement's cement manufacturing operation at Portland, Whangarei. High grade limestone is taken from the Whangarei Limestone formation, which has been shown to have been sub-aerially weathered and developed mature karst features prior to deposition of the overlying allochthon sediments. In this instance, remobilisation of allochthon sediments following uplift and erosion is inferred. At Portland Quarry, argillaceous limestone is extracted from deformed thrust sheets in the allochthon sequence. Quarry operations have been designed to handle the steep asymmetric folds, thrust faults and fracture zones that affect the resource.

A research team at the Iron and Steelmaking department at Primetals Technologies has established new upgrading measures for improving the efficiency of the beneficiation process in ironmaking plants, relying largely on pre-existing equipment. After the upgrade, the iron content in the final iron ore concentrate was shown to be significantly higher. Remarkably, the costs for employing the respective measures are surprisingly low.This case study is based on a Kazakh iron and steel producer, whose beneficiation process is currently generating a magnetite concentrate with a final iron content of 65.65 per cent. The study shows that the implementation of Primetals Technologies’ intelligent modification measures to the current beneficiation process, the realisation of more effective dewatering, and the utilisation of an innovative binder lead to an increased iron content in the resulting pellets, reaching a concentration of 69.17 per cent (iron ore concentrate) and 66.5 per cent (pellets).The current operation consists of three closed circuit grinding stages, four stages of low intensity magnetic separation, vacuum disc filters and straight-grate pelletising. By dividing the slurry after the second stage of grinding and the third stage of low intensity magnetic separation, it is possible to divert the more iron-rich fines before they would enter the third grinding stage and the fourth stage of magnetic separation. This then reduces the load on the existing third stage ball mill. Afterwards, the ground material is treated in an additional low intensity magnetic separator and mixed with the previously diverted fraction of the fines. An improved filtration procedure, combined with the application of a highly sophisticated binder, further reduces the amount of additives needed, so that a genuine direct reduced (DR)-grade iron concentrate is produced as a result.All laboratory, pilot and pelletising test work was executed at Primetals Technologies’ laboratories in Austria.CITATION:Martens, J, Petzold, L and Hiebl, B, 2017.
