NQ Minerals PLC, through Hellyer Gold Mines Pty Ltd, plans to reprocess the contents of the Hellyer tailings dam to produce lead/silver concentrate, zinc concentrate and pyrite concentrate (containing Au and Ag). This paper discusses the project development, mineralogy, metallurgy and chemistry of processing Hellyer tailings and the associated environmental benefits. The Hellyer and Fossey orebodies were volcanic hosted polymetallic massive sulphide deposits located within the Mount Read volcanic arc of western Tasmania. Mineralisation was hosted in massive sulphide (pyrite) and comprised predominantly of sphalerite, with lesser galena, chalcopyrite and arsenopyrite. The Hellyer orebody was mineralogically complex (fine grained) and was treated through differential flotation with initially modest recoveries. Fossey ore processing characteristics were similar to those of Que River ore and simpler than Hellyer but treatment still resulted in significant grades in flotation tailings. Maximising margins in today's competitive international commodity markets demands superior productivity. This requires more than simply selecting the best equipment. It requires efficient production and commercial processes together with management systems recognised as international best practice. This paper introduces an integrated way of working that includes management systems for successfully changing work practices and attitudes, developing managers and increasing accountability. It provides an improvement methodology that includes systematic involvement of people in true continuous improvement of processes for maximising productivity and safety while minimising costs. Even though the principles are proven in all industry sectors worldwide, they are not always used correctly. This paper provides examples of traditional performance measurement systems to show how managers miss opportunities to control and improve both production and supporting service processes. It also describes the basic methodology for correct use of the principles and provides examples of correct implementation of modem systems in mining. The charts from actual mining case studies will be elaborated upon in the conference presentation. This paper's main aim is to provide background material for the presentation by introducing integrated principles for building best practice management systems for superior productivity and safety - for higher margins.

The GRE46 Underground Project lies beneath the environmentally unique and culturally endowed shore of Lake Cowal. The ore body is open both along strike and at depth and is currently defined to a strike length of 1.5km and depth of 800m. The Warraga exploration decline commenced in March 2019 and represents the first stage of the Project, which is expected to underpin production at Cowal Gold Operations (CGO) for a period exceeding 10 years. Mining operations at Cowal commenced in 2005, following a period of over 20 years of exploration and permitting. In 2015 Evolution Mining (Cowal) Pty Limited (Evolution) acquired the operation from Barrick Gold Ltd (“Barrick”). Barrick had a life of mine plan that anticipated a cessation of operations in 2024 at a processing rate not exceeding 7.5 Mtpa. Evolution have grown the regional endowment considerably and have a currently approved mine life out to 2032 with a currently approved maximum processing rate of 9.8 Mtpa. This paper examines the history, current status and future path of one part of that plan, the GRE-46 Underground Project. Topics for discussion include discovery, Mineral Resource growth under different ownership philosophies, planning, permitting and commissioning of an exploration decline and bulk sampling project, and integration with the possible future mine. Environmental sensitivities affecting regulatory approvals, timeframes, technical challenges, opportunities and solutions are discussed, along with the path required to fast-track production from the existing 14Mt, 1.4Moz Mineral Resource while complying with the requirements of modern, responsible project development stewardship.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

This paper considers three aspects of cemented fill practice and research in Mount Isa. Firstly, an account is given of the use of Portland cemented hydraulic fill, considering mainly the role and specifications of the fill used but including brief description of fill preparation and placement. Data resulting from a Portland cemented hydraulic fill sampling, curing and cesting campaign covering about 18 months of operating practice are presented, analysed and discussed. These yield information indicating the mode of operation of a fully-automated fill preparation station, as well as a means of comparing field and laboratory strength results. A technique with potential for use as a fill quality control without actual strength testing is also described. Results of a fill research programme conducted by the author in Mount Isa since early 1968 are presented, involving both Portland cemented hydraulic fill and altei._acive, cheaper, additives for cementing hydraulic Fill.

The high production rates achieved from mass mining methods such as block caving, sublevel caving and longwall mining require large conveyor belts, trucking loops (diesel/electrical) and rail systems for ore handling. However, the ore handling systems used in mass mines introduce a significant amount of heat into the overall ventilation system, which may be problematic at depth or in mines located in hot climates.In particular, the heat load from a conveyor system is not always well understood and consists of various components, including frictional heat from idlers, heat from electrical motors, heat from the drive train and heat from broken rock transported on the conveyor system. This paper presents results from a study that investigated the heat introduced to the ventilation air from a large conveyor system. The conveyor system transports ore with a maximum virgin rock temperature of 41°C from a depth of over 1 km. Mineral resource and ore reserve estimates are founded on two sources of data: tonnage and grade. The tonnage is a product of volume and density; both of which are estimates. Density impacts numerous operational factors, which include, but are not limited to, mine design, mine planning, equipment selection and operational performance. Hence, density is a significant parameter and its determination requires similar care as the measurement of grade. Selecting an appropriate method to determine density, and ensuring its rigorous application, thus reduces risk and can improve operational performance, which in turn increases profit margin.Different Anglo American sites use a variety of practices and protocols to determine density, which is highly dependent on the physical characteristics of the orebody, local conditions and historical practices. Also, individual sites sometimes execute the same method in a slightly different way, which may also affect the outcome of the measurements. In order to gain a better understanding of how density is determined at Anglo American projects and operations, a review of these techniques was undertaken. The objective of the study was to identify and share good practices across the company, as well as to look for improvement opportunities, where applicable. Ten different methods of measuring density, applied to nine different commodities, were identified and described. An additional technique was recently developed by Anglo American Technical Solutions. The core pycnometer is a large gas displacement pycnometer capable of measuring density at high accuracy on full pieces of intact core.This paper provides an overview of methods used to determine density within the Anglo American Group, including quality control and quality assurance aspects. It is not the purpose of this paper to identify a preferred method, but to highlight the importance of choosing the best suited practice for a project or mine site. In the quest to access valuable critical minerals, humankind is expanding the frontier into extreme environments like space and deep-sea mining. These ambitious enterprises involve considerable costs and lengthy development cycles to ensure the robustness of mining systems in the face of the harshest conditions and unforeseen challenges. Unfortunately, obtaining information from these unexplored territories is complicated. Data is often scarce, incomplete or impossible to obtain until equipment is deployed, leaving engineers facing many uncertainties throughout the design, testing, production and preparation of such missions. Despite these challenges, these extreme environments operate under consistent physical and chemical principles that can be faithfully digitally replicated. However, unexplored areas and dynamic systems like weather and geology continue to carry uncertainties. While eliminating uncertainties remains elusive, Digital Twins offers a means of robust risk management tool. These virtual replicas can excel in simulating extreme conditions and unexpected events, helping optimise and validate mining system designs tailored for such hostile environments. This study takes inspiration from the Mars Science Laboratory (MSL) Curiosity Rover’s wheel damage rate to develop a Multiphysics Modelling and Virtual Motion Simulation (MMVMS) system. Using advanced Generative Design, this MMVMS system refines the MSL’s design, simulates component and system performance, and assesses the risk of premature damage while operating on Mars. Additionally, MMVMS integrates cutting-edge CAD design technologies from aerospace and manufacturing to realistically recreate the Martian environment and a detailed representation of MSL, allowing mobility verification and validation simulation to test different components in terms of materials, design, weight, power and, therefore, cost. The research highlights the precision of MMVMS in replicating extreme conditions, simulating and evaluating internal and external variables influencing the entire system (Rover) in real-time, and predicting movements, failures, and premature damage. This sophisticated Digital Twin technology, showcased in this research, holds promise not only for space missions but also to be adapted for terrestrial and deep-sea mining operations.

Admixture use in cement products is commonplace in the construction and mining industries. Many Australian mines have an operational concrete batch plant and stock hydration control and water reducing admixtures. The benefits of admixture use, especially in shotcrete is understood and well documented. Cemented rock fill (CRF) is used to fill stope voids and create stable vertical and undercut surfaces at some Australian mines. These mines generally mix rock fill with a slurry of cement and water without the use of admixtures. Recently published work on optimisation of CRF mixes has mainly focused on the strength increases associated with changes to the mix grading proportions by the addition of fines, but not focusing on the potential benefits of admixture use. Admixture use in CRF may be the simplest CRF optimisation method, as the admixtures will often be added by the push of a button at the batch plant. A CRF testing program was undertaken to test the benefits of admixture use in terms of strength gain, using hydration control additives (HCA) and high range water reducer (HRWR) admixtures. Rock fill gradings were strictly controlled in the test process to allow clear definition of the difference admixtures provide in compression at 28 days. The testing results define admixture associated strength gains in a 6 per cent general purpose (GP) cement by dry weight CRF mix (131 kg of cement/m3). Costings have been developed to allow a mine operator to understand the cost benefits of admixture use in CRF due to reduced operating costs. Operational efficiency advances and a suggested admixture implementation plan for CRF optimisation is offered.

"Société le Nickel exploits the Dôme lateritic nickel orebody at its Tiébaghi operations in New Caledonia. The site geology has an obvious bearing on recovery and metallurgical performance, with controls that are extremely complex at all scales, including lithology, oxydo-reduction conditions, mineralogy and multivariate geochemistry. In this context, establishing an adapted recoverable resource estimation method that is efficient and transparent proves an interesting challenge. The method must address the key notions of: support effect – the exploration data set can only warrant the estimation of large panels of 20 × 20 × 3 m3 that are much larger than the selective mining units (SMUs) of 5 × 5 × 3 m3 information effect – the selection at the production stage uses estimates based on information that is much denser than that available for mine planning.The problem is rendered more complex in this type of deposit by the fact that the additive variables used for the estimation (metal accumulation and ore tonnage) are not the ones used to establish the selection at the mining stage (ie the nickel grade of SMUs, which is the ratio of accumulation on tonnage). Eventually, the selection criteria not only involve Ni grades, but also other elements such as Al2O3, Fe2O3, MgO and SiO2.The solution presented in this paper is to construct an SMU multivariate simulation in the saprolitic horizon and construct an efficient post-processing aimed at producing multivariate recoverable resource estimates. The efficiency constraints imposed by the number of blocks to be simulated (1.5 million) lead to resorting to direct block simulations. The underlying multivariate discrete Gaussian model, which had its validity tested beforehand, is put to good use to mimic the selection process that happens at the mining stage by offering the ability to simulate a composite value located at random within each block.The paper also presents the application of a scenario reduction algorithm to pick a representative subset of a few simulations to help appraise the risk attached to the downstream (reserve optimisation and mine sequencing) phases of the project. The original version of the paper (see Deraisme, Bertoli and Epinoux, 2014) used an early version of the scenario reduction plug-in (named S2RM) built in Isatis® software, where measuring the distance between the initial set of scenarios and the reduced set was based on Ni only. The implementation presented here is for the second generation of S2RM, where measuring the distance between the initial and the reduced set of realisations is based on all study variables. This paper examines how legislation and regulation can be external drivers of technical change in mineral processing and extractive metallurgy and how the industry can respond. Two examples are considered; the production of copper metal from concentrates and the cyanide process for gold production.The Clean Air Act (1970) in the USA initiated a wave of attempted innovations in the extractive metallurgy of processing copper sulfide concentrates to meet forthcoming standards on sulfur dioxide emissions. Interestingly, a satisfactory technical solution existed (flash smelting and gas capture) but had not been widely adopted.Nearly fifty years later the primary copper industry finds itself with new challenges. One major challenge is how to deal with the increasing level of arsenic in copper concentrates. Most countries impose an upper limit on arsenic in imported concentrate; typically, 0.5% As or less. Higher arsenic concentrates can be blended with cleaner ones to meet the limit, but this tactic cannot be used indefinitely as the average arsenic level of global concentrates rises inexorably. Further, smelters (often in urban locations) cannot be expected to deal with both ever-increasing arsenic in the feed and stricter restrictions on emissions and disposal. A rising “inventory” of primary copper deposits are already constrained from development by high arsenic concentrate. These deposits will need to be developed if future copper demand is to be met. An economic and technical solution to arsenic is needed. The gold industry may also face challenges in the use of cyanide, by far the dominant lixiviant used in gold and silver production. Public perception has driven restrictions on the use or transport of cyanide in some jurisdictions. History suggests that such pressure is only likely to increase. While there are several alternative lixiviants, none can yet match the utility and economics of cyanide.Such important issues will not be resolved by incremental change or new equipment items. They require development of new process technology - a tectonic event rather than an incremental change. It requires sustained effort (and expenditure) over decades and is very unlikely to result from “business as usual” for producers, suppliers or academics. Past major process developments were driven by a dire need for economic survival or by legislative change. Traditional kinematic and statistical analyses of geological structure for geotechnical engineering applications, while considered industry standard practice, have some limitations and unrealistic assumptions. An improved approach involves a discrete fracture network (DFN), a numerical model that explicitly represents how defects may be spatially distributed through the rock mass. The DFN technique utilises the structural data in stochastic analyses to give a range of possible models used for visualisation and stability analyses.The early development of the DFN approach was largely associated with modelling fractured hydrocarbon reservoirs and nuclear waste isolation programs. With recent improvements to computational power it has become recognised internationally as a valuable tool for modelling some geomechanical problems encountered when designing excavations in fractured rock masses. For tunnelling or slope stability projects DFN modelling provides visualisation of a rock mass and identification of likely failure mechanisms.This paper presents a suite of DFN modelling undertaken for the design of a tunnel within the Ashfield Shale unit of the Sydney Basin, Australia. The necessary input parameters and derivation of these, along with the importance of both an accurate engineering geology model and validation of the synthetic fracture network are demonstrated. Multiple realisations of the DFN were analysed to provide an indication of the number and volume of unstable blocks for the proposed tunnel geometry, enhancing support design. In recent times, with the global mining industry’s focus on sustainable development there has been a significant focus on mine closure and rehabilitation performance and reporting through the development of the International Council on Mining Metals (ICMM), the Global Reporting Initiative and the Equator Principles. In addition, financial reporting obligations under International Financial Reporting Standards and the Sarbanes Oxley Act (2002) have also led to better understanding and improvements with industry closure performance, liability management and reporting.Under these sustainable development principles and financial reporting obligations, mining companies are required to consider mine closure planning and associated cost estimates across all life cycle phases of the mine. Internal processes have been developed within mining companies to better understand their closure liabilities and obligations and likely costs and cost estimating processes are generally developed for long-term life-of-mine (asset) planning and budgeting, financial reporting for corporate balance sheet provisioning purposes, and regulator reporting for environmental bonding and financial assurances.These days mining companies need to plan for, prepare and actually mine for closure right from the start of a project. This means that their closure and rehabilitation liabilities throughout each stage of the mine life cycle phases must be understood, planned for, managed and controlled.So how is the industry performing? Mining is a water intensive sector, contributing to declining water resource quality around the world. Improvements to current mine water management practices can help reduce the amount of water utilised by the mining sector and the impact on water resources. Creating a water account can help companies understand water use in their operations and identify areas where water reduction is possible. Water accounting methods include the Water Footprint Network method and the WaterMiner tool.The Water Footprint Network method is used to determine the amount of direct and indirect water used by an organisation either in a process or to manufacture a product. The total water footprint is divided into the blue, green and grey water footprints. Blue water is the amount of water abstracted from surface and ground water resources. Green water is the amount of rain water utilised. Grey water is the amount of freshwater required to assimilate the waste stream to the natural resource and still conform to ambient water quality standards.The WaterMiner tool is a program available via the internet, which can be used to model water use of mineral processing sites. The program reports the amount of raw, worked and treated water used by the process and recommends flows that can be added to reduce the amount of fresh water required by the process.To gain information on mine water management practices in South Africa, a water account for a platinum mine was developed using the Water Footprint Network method and WaterMiner tool. "On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? Mine closure planning integrated into life-of-mine (LOM) planning during the operational phase consists of many subcategories. One of these subcategories that needs to be fully integrated into the LOM planning is that of water management planning. Issues arise when mine water management infrastructure, which is required post-mine closure, is only considered closer to the end of LOM. Once the mine is closed monitoring is focused on water quality as an indicator of closure performance, hence inadequate upfront post-mining water management planning or integration into operations will result in environmental harm. The lack of considering post-mining water management is not uncommon in LOM planning. Poor mine site water management and planning are a wide reaching problem for the mining industry. Numerous active mines have been issued with environmental notices and penalties for contaminated water discharge; including issues with abandoned mines now being cared for by governments all over the world.Mitigating sources of water contamination caused by existing and closed mine sites that are leaching pollutants might be impractical, due to inaccessibility to the contaminants or final landform topography. The opportunity to consider and introduce post-closure required mine water management infrastructure is lost once the waste facilities are constructed. Mitigating contamination is made more problematic with mines located in remote areas, serviced by dedicated roads, water supply, electrical supply, etc. It is expected that these services will be decommissioned or drastically reduced, once closure is reached making remedial work much harder. Inadequate planning, to ensure access and easily maintainable water management infrastructure, could lead to erosion and contamination going unnoticed. There are numerous examples of poor mine water management practices in Africa, Asia, Australia, South and North America. Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. Prior to 1972, Peko Mines Limited at Tennant Creek used a central mill at Peko, which consisted of a gravity circuit, flotation and cyanidation of tailings, to treat their gold ore from surrounding mines. The Warrego concentrator, 60km to the west, was built to handle the Warrego and Gecko copper orebodies, which were being developed concurrently with the concentrator construction The Warrego concentrator consisted of a flotation circuit, using autogenous grinding at 100 - 120 tph, compared to the more elaborate Peko circuit employing rod mill - ball mill grinding capable of treating only 18 - 26 tph. During development of the Warrego copper mine a gold rich ore pod was located, because of which the mining plans were adjusted to allow simultaneous, separate extraction of the copper and gold ores. However, the plans for the concentrator were not affected as the gold ore could be carted 60km to the Peko central mill for processing.

The Mount Isa silver-lead-,zinc deposit possesses a number of features which sets it apart from usual occurrences of ores containing those metals. The deposit has been described in vario:us papers, but development upon deeper levels during the past two years has, yielded much information not hitherto published. Purpose of the present paper is to furnish a unified and coherent perspective by tracing briefly the full rock deformational and mineralization processes responsible for the ore deposition. The paper represents the outcome of ten years' organized geological effort at Mount Isa. Information contained in it supersedes that previously published.A bibliography of published articles relating to Mount Isa ore deposition is appended. In preparing the present paper previously published data have been drawn upon freely wherever applicable. The authors are especially indebted to the papers by Grondijs and Schouten, and by O'Malley and McGhie, which present results of systematic microscope studies of thin and polished sections from comprehensive suites of Mount Isa ore.

I was delighted to be invited to be patron of this Joint Conference, but the challenging task you have set yourselves, and your speakers' depth of expertise, deny anyone, even the patron, the opportunity to be patronizing. Australia's history has been inextricably link- ed with the fortunes of our great mining industry. That link will remain. Just as the gold rushes of the last century, and the discoveries at Kalgoorlie and Broken Hill changed the lives of generations, so the more recent development activity in iron ore, bauxite, nickel, coal, and uranium are having a significant impact on the lives of Australians today. The minerals industry has contributed to Aust- ralia's jobs and prosperity. Mining is not free of problems, but so long as safeguards are strong and appropriate the net benefits the mining in- dustry brings Australia will continue to be enor- mous. We rely on our mining industry to find, prove, develop and sell our minerals profitably, and my Government is committed to maintaining a healthy mining industry.
