Mine life cycle planning and enduring value are taking centre stage to meet corporate goals and deliver socio-economic outcomes for communities over the life of a mine. There is a general agreement in the literature about mining-induced effects on locals adjacent to mining operations and subsequent closure. In response, international regulatory bodies, through the implementation of global agendas, encourage exploration and mining companies to embrace the concept of corporate social responsibility. This concept is designed to provide sustainable outcomes and maintain a social license to operate over the life of a mine. This paper proposes a practical application of the sustainable livelihood approach as a tool for international planning. With this approach as the governing framework, this paper proposes an innovative tool for mine life cycle planning. Based on the findings, this paper discusses the socio-economic impacts of mining and mine closure. It also argues that transferring some of the benefits from mining to create lasting value for communities needs to be considered at the initial stages of planning for the mine and the community. Findings also indicate that conditions such as a strong local government, good governance arrangements, relevant capacity-building for sustainable livelihoods and a diversified economy are important to transferring some of the benefits from mining to create lasting value for communities. The paper is based on a mixed research technique for data analysis and a case study methodology. Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. The Osborne Mine commenced production from an open pit in December 1994 with the first ore being hauled from underground one year later. Currently all ore is hauled up a decline by trucks until the shaft system is commissioned in early-1998. The mine is hosted within a multiply deformed and complex sequence of metamorphic, igneous and metasomatic rocks of mid Proterozoic age that are concealed beneath 20-40 metres of Mesozoic sedimentary cover. Epigenetic and largely hypogene copper - gold mineralisation occurs in a close spatial relationship with quartz - magnetite ironstones and is an important example of a significant mineralisation style in the Mt Isa inlier. Life of mine concentrator production, to year end 1997, totals 3.2 Mt of ore at 3.40 per cent Cu and 1.13 g/t Au. Total metal produced was 97 000 tonnes of copper and 2900 Kg of gold (95 600 oz) from some 348 000 tonnes of dry concentrates averaging 28.01 per cent Cu and 6.99 g/t Au. At the start of 1998 OsborneÆs total measured and indicated resource was stated at 11.38 Mt at 3.24 per cent Cu and 1.21 g/t Au with an ore reserve of 11.42 Mt at 2.90 per cent Cu and 1.09 g/t Au. Exploration efforts in and around the mine have been increased since 1996 and have resulted in an early success, with a 28 per cent increase in ore reserves since mine start-up, and the establishment of a 1.5 Mt inferred resource open to depth. During 1997 the performance of the concentrator has exceeded expectations with throughput having been increased to 1.45 Mt per annum. The Mining Cycle at Osborne has proceeded from discovery through feasibility and is currently seen to be in the latter part of the development stage and/or the early part of an expansion stage. This paper will describe the role of geology and exploration within these stages and will highlight how a number of key interpretations and decisions based on geology have both favourably and unfavourably affected the project.

The objective of the paper is to develop an understanding of the influence of caving on powered support rating by examining the geology and support performance at two sites which represent the current extremes in support rating, ie 6/240 Ton supports operating in the Hirst Seam at Solsgirth Colliery, Scotland, and 4/900 Tonne supports operating in the Bulli Seam, West Cliff Colliery, Australia. A conceptual model is introduced which considers the coal ahead of the face, the powered support, and the caved waste to be three yielding foundations which interact to control the subsidence of the roof strata. Different caving mechanisms are identified for the strata of the Hirst and Bulli Seams, ihese mechanisms being related to rock properties, ie to the palaeogeography and depositional conditions at each site, producing caved wastes with different yield characteristics. The results obtained for convergence and support reaction during production cycles at both sites are analysed to show the manner in which support reaction is developed, indicating the importance of high setting load densities in the Bulli Seam. Evaluation of the work done on the subsiding roof strata during typical production cycles by two of the yielding foundations, ie the powered support and the caved waste immediately behind the powered support, is used to further demonstrate the influence of caving mechanisms on support rating.

After conducting laboratory ore sorting testwork on samples of a low grade nickel ore stockpile at Western Areas’ Flying Fox nickel mine, a mobile crushing, screening and ore sorting plant was located adjacent to the stockpile. An initial two month trial of the ore sorter program proved successful and was extended to process the entire Flying Fox low grade stockpile in a further four month campaign. A total of 167 660 t of low grade ore was processed, providing highly upgraded feed trucked 26 km to the Cosmic Boy concentrator. A more than three-fold grade increase was achieved on ore sorter accepts. The moderately upgraded fines that by-passed the mobile ore sorter were also subsequently blended into plant feed. This paper describes the mineralogy of the Flying Fox low grade ore, the mobile ore sorting campaign and provides some commentary on the economic and environmental benefits achieved in the ore sorting campaign. The ore sorting campaign demonstrated the benefits of being able to utilise mobile ore sorting equipment temporarily located adjacent to sub-economic low grade stockpiles in order to effectively treat these stockpiles and produce viable plant feed.CITATION:Parry, A and Fitzmaurice, C, 2018. The problems associated with achieving adequate accuracy for on-site axial flow fan performance measurements are discussed. The ability to test accurately rests heavily on equipment and installation design detail.Aerodynamic performance trials frequently cannot be carried out due mainly to the poor standard of installation design. In a majority of cases this results in unsteady, non-uniform inlet flow conditions to the fan. Details of installation design features and instrumentation, necessary for successful testing, are given for different types of installations and methods of testing. These cover both conventional practice, and new innovations which can provide solutions to difficult problems. Quantitative aspects of flow measurement are considered for various fan and duct configurations.Although the main emphasis is on large primary mine ventilation units which require on-site testing, the principles outlined have wide application to many other types of fan installation.

The paper focuses on explosibility conditions in underground coal mines, the behaviour of explosions from initiating gas ignitions to violent dust explosions and the effectiveness and limits of operation of current designs of passive explosion barriers in suppressing the flame front. Areas of particular emphasis include: passive explosion barriers are not designed to protect personnel in the flame initiation zone and its immediate surroundings; passive dust and water barriers are generally considered ineffective against methane ignitions of the magnitude that can occur at the working face; dispersal of suppressant from passive barriers is adversely influenced by equipment, including conveyor belts, located in the barrier zone; current regulations in Australia do not specify the installation of barriers in all roadways leading to the face, so their use has a limited capacity to contain explosions; a manifest design limitation is that passive barriers are restricted to one operation and are therefore ineffective against repetitive fire gases explosions; and the practice of stone dusting in roadways inbye the barrier zone could conceivably adversely affect the operation of passive barriers. The paper discusses performance evaluations made in full scaleexplosion galleries and the use of alternatives to passive barriers,including the installation of active barriers under some circumstances.

Quality control (QC) of reverse circulation drill sampling commonly involves regular duplicate subsampling to monitor the extent of imprecision or random error in the subsampling system. The Kalgoorlie Golden Mile is proposed as an Archaean volcanogenic-type deposit, modified and redistributed along later-developed structures. Rich pyritctelluride and Green Leader gold mineralization is associated with the end phase of basic volcanism and, in a general sense, is confined to a broad interface zone between the products of marine basic volcanism and later acid volcanism. There is virtualIy no ore associated with the main body of acid volcanics.Green Leader is the local name of a type of ore that occurs at some igneous rock contacts in association with graphitic sediments and layered acidic tuffs. It is characteristicalIy green, of various shades, and commonly yields very high gold assays, the reasons for which are not apparent in hand specimen.Carbonates, carbonaceous shales, tuffites, rich gold ores, and acid and intermediate dykes, alI indicating a common heritage, are features common to the main ore hosts, viz. the Paringa Basalt (Calc Schist) and theGolden Mile Dolerite ("Quartz Dolerite Greenstone").Several probably related fracture systems have reconstituted most, but not all, of the original deposits into a large number of steep tabular lodes.Includes two sets of discussions and comments from later Proceedings volumes.

This paper discusses the operating model within Endeavour Mining Corporation regarding the options of owner mining against contract mining. It’s based on the concept of ‘are we carrying out the most efficient mining’ regarding cost and performance. This question can only be answered through an extensive contract mining tender process and conducting a comprehensive comparison to evaluate the transition viability. Karma mine, located in Burkina Faso, is the subject of this paper. The Tender model included sales of equipment, parts and tooling associated with the traditional Load and Haul Schedule of Rates (SOR). The methodology focused on the structure of the tender process, which consists in the development of a SOR based on haulage profiles and mining schedule. This is a new Endeavour framework that allowed the bidders to compete on an even level. This was performed using a systemic analysis which encompassed all the elements involved in a transition such as the Human Resources (HR), taxes and customs implications, directs and non-direct costs (Finance and interest on assets, depreciation, insurance), contractor risk profiling. It was assessed against the normalised internal pricing tender-based. This paper gives an insight into how a West African mining operation addressed the sensitivities of the HR functions against the commercial aspects. This was one of the most successful transitions in West Africa and was carried out during the COVID crisis. The outcome of this project has created value by detailing a lesson learned model for both commercial and HR aspects. This discusses the commercial comparisons along with the internal model with the underlying HR functions as a risk factor that could have jeopardised the continuation of the operation. This resulted in a smooth transition with the additional cash flow generated by the sale of the parts and equipment turned Karma into a viable operation.

In response to the need for improved magnetic separators for beneficiation of fine grained iron ores that have been finely ground to liberate the iron minerals from the gangue, a series of high efficiency wet drum permanent magnetic separators (T-GCT) has been developed by Maanshan Tiangong Technology Co Ltd. These magnetic separators have high efficiency for separating superfine strongly magnetic minerals and the ability to produce high-grade concentrates with high recovery. They are ideal replacements for conventional drum magnetic separators, especially for treating superfine particles.

Australian mines have traditionally relied on diesel powered vehicles to fulfil their light vehicle needs. There are many reasons for the resources industry to review its use of diesel-powered vehicles. The international industry has developed projects to explore the use of Battery Electric Vehicles (BEV) as a more sustainable alternative to traditional diesel-powered vehicles. While the technology for cost-effectively applying modern high-performance lithium-based batteries to the mining environment has existed for over a decade it is yet to be widespread throughout the industry. Through the collaboration of Safescape, 3ME Technology and Kirkland Lake Gold, with funding from Mining Equipment technology services (METS) Ignited, the project has focussed on advancing the Australian METS sector’s capability in the rapidly approaching implementation of BEV technology. This paper reports on the collaborative approach to develop a prototype vehicle; explains the selection criteria for the various components of the vehicle; and details the risk-based approach to developing a scalable product to replace existing underground light vehicle fleets. The prototype vehicle was tested underground at Kirkland Lake Gold’s Fosterville operations in Victoria beginning in October 2019. Reporting from these trials focusses on the key factors affecting underground operations. These include driveability, safety, charging and cycle times. Gathering data around energy consumption through normal daily duties enabled a model of energy consumption and charging requirements to be developed such that various applications of the electric vehicle can be considered against existing diesel-powered vehicles. This has provided insight into the impact on daily operations, and the way forward for large scale implementation.

The empirical McCracken and Stacey stability and risk assessment method has been in use for more than 20 years to assess geotechnical stability issues for raise bored shafts. The methodology has been applied with various levels of success. Increasingly, trends in mining and civil tunnelling have been towards larger diameter, single pass, raise bored shafts to rapidly provide means of ventilation, material movement (ore passes), or emergency egress. Identifying and assessing potentially problematic zones before raise boring commences can allow for appropriate risk-based decisions on construction, or to investigate alternative solutions. The implementation of a proactive solution to raising through an identified weak zone is preferred to the application of an engineered solution to an area subjected to substantial instability or failure. Methods for investigating potentially problematic areas are discussed in this paper based on AMC’s benchmarking data. Proactive investigation programmes resulting from these investigations are also discussed. Previous publications discussing the benchmarking data have concentrated on Australian case studies. Increased efforts and recent updates have been made to expand the database to include international case studies. This has provided further refinement of lower bound ‘raise bore rock quality index’ (QR) values, and various rock mass parameters for stability assessments. Mining at the Mt Leyshon Gold Mine in semi-arid north Queensland stopped in 2002. Newmont Australia has recently initiated a thorough post-closure water management study of the site by revisiting the existing information and conducting new water-related investigations. The focus of this paper, which is the first publication on post-closure environmental management of the site, is an overview of the site water quality in view of the sources and spatial distribution of polluted mine water, and also the performance of cover systems in controlling water flux though mine wastes. Since the mine closed the rehabilitation of waste rock dumps and tailings dams have significantly improved water quality in the surface receiving waters. However, the Scats Stockpile, the Heap Leach and Old Plant areas, which can potentially produce acidic waters, enriched with heavy metals and arsenic, are the top management priority. Modelling of the potential transport of contaminants in groundwater needs further investigations. A detailed examination of the waters in seepage sumps showed high concentrations of manganese, cobalt, nickel and selenium, which were previously overlooked. The study also showed distinctive chemical signatures for waters at different locations: the waters draining from scats, supergene materials and waste rocks have distinctly lower pH and higher concentrations of dissolved iron, sulfate, heavy metals, Mg, Mn, U, Se and As. While, the tailings sumps are more alkaline, and are enriched in Na and Cl. The southern tailing sump is characteristically As rich. The waters draining from the supergene materials have higher Cu concentrations. Assessment of the cover monitoring systems showed that although covers pass the design criteria, automated recording of data may ignore any failure of the monitoring system. Recalibration of the moisture sensors not only showed realistic moisture values compared to rainfall data but also showed that the permanently installed system records values that are higher than those of the mobile system. Event-driven recording of data overlooks infiltration events. Besides, with a higher time resolution (daily measurements) the breakthroughs could be clearly detected. Modelling of the water balance in covers is underway and an example is given here. Newmont is currently reviewing water management options and is willing to share the lessons learned.

Iran is one of the most seismically active countries in the world, being crossed by several major fault lines that cover at least 90 per cent of the country. As a result, earthquakes in Iran occur often and are destructive. So, it is important to consider the seismic stability and reliability of all structures including tailings dams.In this study, the tailings dam stability of the Sangan Iron Ore Mine in Khorasan Razavi, Iran is considered for the case study. The tailings storage facilities of the mine have three cells with the capacity of 45 million cubic metres. The first cell, which has three stages of dam raising, has been recently brought into operation. This cell has a downstream-raised retaining embankment. As the risk of seismicity in this area is high, seismic response of this dam was evaluated by numerical methods. To do this, appropriate models were developed for materials used in foundation and body of the embankment. Then for seismic stability analysis, Tabas (Iran – 1978) and Chi-Chi (Taiwan – 1999) earthquake acceleration simulations were applied.The results of this study indicated that the upstream portion of Stage 3 of the dam and dam crest did not experience significant horizontal displacements during earthquake period, but the downstream portion of Stage 3 of the dam showed a maximum horizontal displacement of 60 cm at the third stage of dam raising. This is three times more than what was estimated by the designer. Also, the maximum vertical displacement resulting from simulation of the Tabas earthquake was 35 cm. The results of dam response to Tabas and Chi-Chi earthquakes indicate that displacement, shear stress and pore pressure by the Tabas earthquake were higher than the case of Chi-Chi earthquake. The higher energy of Tabas earthquake and the higher frequency near to the natural frequency of Tabas earthquake could be the reasons of this difference. The results of this case study confirm that if the studied tailings dam impacted by an earthquake of a similar magnitude to Tabas, the dam will be seismically stable and the developed strains will not be significant.CITATION:Delavar, A, Rashidi Nejad, F and Ganjian, N, 2015. Gunite was invented in 1907 by Carl Akeley to repair a crumbling facade of the Field Columbian Museum in Chicago. The method used was to blow dry material out of a hose with compressed air and inject water at the nozzle as it was released. In 1911, he was granted a patent for his invention, the ‘cement gun’; the equipment used; and ‘gunite’, the material that was produced.The advantages of using the dry mix process is that the water content can be adjusted instantaneously, allowing more effective placement in overhead and vertical applications without using accelerators. The dry mix process is useful in repair applications when it is necessary to stop frequently as the dry material is easily discharged from the hose.This paper describes the applications and principles of the gunite pump system in underground coal mining and discusses why it is the preferred spraying system for both cement and plaster products.It also addresses improving productivity and examines dust, respirable crystalline silica (RCS) and health issues around gunite pump systems. The active history of foreign investment in the mining industry has resulted in Australia emerging as a major world producer of a range of mineral commodities. The current contribution to the national economy represented by mineral production and export revenues would not have occurred without both capital and expertise provided by foreign investors in the past. The initial foreign investment has led to the formation of Australian majority owned and controlled multi-national mining groups such as BHP Limited, CRA Limited and MIM Holdings Limited. These Australian companies, and others, are playing a significant part as foreign investors in the mining industries of Papua New Guinea (PNG) and Indonesia. The study examines issues of importance in foreign investment in each of the countries. It concludes that in Indonesia, the nationalisation of the Dutch mining industry in 1957 did much to deter foreign investment. The remarkable degree of policy stability brought about by the Contract of Works system since 1967 has gone a long way to restoring that confidence. The level of investment in the Indonesian mining sector is steadily increasing. Its attraction to Australian investors is a combination of policy stability, favourable fiscal terms, geological prospectivity for a range of commodities and proximity to Asian markets to the north. PNG has a stable policy regime which until recently has been free from political interference at the administrative level. As such, investors were developing confidence in the system and investment was progressively increasing as evidenced by growing exploration expenditures up to 1988. The 1989 Bougainville revolution caused a re-assessment of PNG's investment and country risk. The recent Mt Kare incident has further raised concerns over the government's ability to guarantee internal security. Foreign investors are faced with weighing concerns with the risks of operation in PNG against the undoubted geological prospectivity of the country. The fiscal regimes of Australia, Indonesia and PNG were compared by means of a simulated open pit gold mine in each country. The effect of taxation is examined by reference to the relative change in project internal rates of return (IRR). The comparison of the relative differences between pre-tax and post-tax IRRs provides a measure of the relative attractiveness of each fiscal regime.

World urban expansion puts constraints on the available land surface area of our major cities both for accommodating people as well as providing infrastructure and services whilst at the same time attempting to preserve the remaining natural environment. Whilst consideration is often given to underground planning for private and public transport infrastructure, the author is of the opinion that the current lack of underground planning of our cities that are suitable for underground development will have major long implications when finally the need for underground space planning is critical and ultimately recognised. This paper identifies the need for our city planners to integrate surface planning and underground planning as a ‘total planning solution’ where the city plan incorporates the elements of underground space planning as identified in this paper. Investigations by the author reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. The author uses the City of Brisbane as a case study for the potential introduction of underground space planning as part of the city plan. Despite efforts by the author to include the planning concept of underground commercial development in the latest Brisbane City Plan 2014 as well as four underground space workshops in Brisbane over the past 20 year through the Australasian Tunnelling Society (ATS), underground space planning for the City of Brisbane, apart from infrastructure projects, is not considered of significance to the City of Brisbane.CITATION:Robertson, A C, 2014. Solid Energy New Zealand Limited owns and operates the Ohai coal field (Wairaki Coal Mining Licence, CML) in western Southland. The Morley Stream passes directly through the middle of the CML and has required diversion in the past to enable open cast mining to proceed. Solid Energy is evaluating two new open cast pits at Ohai. Commissioning these new pits would necessitate further diversion of the Morley Stream. One of these potential new mines is adjacent to an abandoned State Coal Mines (State Coal) pit and there is an opportunity to substantially rehabilitate this old pit as a corollary to the new mine and the stream diversion project.   Past Morley Stream diversions were undertaken by State Coal and so they predated the Resource Management Act 1991 and the degree of community environmental awareness and involvement that has become the norm these days. Not surprisingly the design and construction of the historic stream diversions was based purely upon mining (operational) and engineering considerations. This led to the stream being diverted in a manner that achieved the clinical conveyance of design volumes of water from points A and B.   Solid Energy realised that the proposed new diversions need to adopt more holistic and environmentally sustainable design principles while also including appropriate mining and engineering constraints. This project involved the design of a 1.7 km diversion of the Morley Stream (median flow of about 1000 litres/second) that would enable progressive prestripping and development of the new mines and would also address final rehabilitation (of the stream), geotechnical risks, hydrological and ecological issues. To address all of these factors the project required a multidisciplinary approach. Moreover, it required a clear understanding of how the mining operational constraints could be integrated with the environmental considerations. A significant aspect of the project was how to take account of fishery instream habitat needs, the resource consent requirements and most of all, the involvement of key stakeholders such as the Fish & Game Council, Department of Conservation, the Iwi and local community in the design process. This was achieved through coordinated consultation and stakeholder involvement in a technical design workshop.

The level of salinity that various aquatic organisms can tolerate without incurring any adverse effects is dependent on several environmental and evolutionary factors. These factors include the relative concentrations of different types of dissolved salts in the water that makes up their habitat, the regimes to which organisms are exposed to waters of differing salinity levels (including naturally derived variations), the degree to which an organismÆs life history stages have adapted to salinity, an organismÆs ability or behaviour to avoid adverse levels of salinity and an organismÆs capacity for osmoregulation.Release of saline water into rivers of the Fitzroy catchment has created concern about the impact on aquatic organisms. Not only is salinity itself a stressor on organisms but different ionic compositions will moderate the effects. Ecotoxicology experiments were conducted using artificial saline water based on mine water chemistry using sensitive macroinvertebrates collected from the catchment, as well as a range of laboratory organisms in accordance with the ANZECC and ARMCANZ (2000) guidelines. The 95 per cent ecosystem protection value calculated from species sensitivity distribution derived from the commercial tests was estimated to be ~2.0 mS/cm. For the protection of 99 per cent of the species the salinity has to be reduced by more than 50 per cent to 0.91 mS/cm. The electrical conductivity (EC) values, derived by commercial testing and species sensitivity distribution in this study suggests that salinity contaminant trigger values previously developed using a referential approach for protection of aquatic ecosystems from saline mine water releases in the Fitzroy may be conservative.CITATION:Vink, S, Mann, R, Nanjappa, V and Prasad, R, 2013.
