Managers are demanding efficient use of their resources and part of this demand is leading to the idea of integrated audits for Occupational Health and Safety (OH&S), quality and the environment. It is possible to construct audits which test the compliance in this area with standards established by management systems and it may be that such an integrated audit of a site could reduce the time of auditing and be equally effective as three separate audits. However, this is only a maybe. To do an audit on all three aspects when they are not fully integrated results in more time wastage than doing three separate audits. But organisations are not structured around the audit process (some financial managers may query this statement). The organisational management systems are put in place to achieve the organisational goals - presumably in an efficient and cost-effective manner.

Gold was discovered in the Bendigo area of Victoria in 1851 (Willman and Wilkinson, 1993), and all the early gold mining of any note involved washing (puddling) the gold out of the regolith or alluvium. The waste material from this process was a semi-fluid mixture of rock debris, soil and water, referred to as `sludge'. Puddling machines were gradually introduced to speed up the puddling process (Cole, 1994), and by 1855 an estimated 2000 machines were in the district (Anderson, 1978). In 1859 it was estimated that approximately 2 293 000 m3 of material was puddled annually by the machines on the eastern side of the goldfield, whose waste drained into Bendigo Creek and its tributary gullies. It was also estimated that after the gold was removed, approximately one-quarter of the residue/sludge consisted of the heavier, coarse-grained material which settled out fairly quickly, while the remainder, approximately 1 720 000 m3, was the fine-grained material which flowed downstream for some distance (VPP, 1859 - 60). From these figures it can be assumed that for the ten years during which this volume of puddling was maintained (1854 - 1864) over 5 700 000 m3 of gravels and sands and 17 200 000 m3 of fine-grained sludge had been discharged into and around Bendigo Creek. This was enough to cover an area of over 400 km2 to a depth of 5 cm. By 1859 the problems associated with the sheer volume of sludge being discharged were such that a Royal Commission was appointed to `Enquire into the Best Method of Removing the Sludge from the Gold Fields' (VPP, 1859 - 60). The goldfields referred to were those in the Bendigo area around the township of Sandhurst (now known as Bendigo). The Report of the Commission (VPP, 1859 - 60) stated that: `... inspection of the country bordering upon the course of the Bendigo Creek, to a distance of about fifty miles from Sandhurst . . . ' had revealed that the sludge had ' . . . filled up watercourses and flooded pasture lands . . . '. It also noted that ' . . . even on the plains, thirty or forty miles away from Sandhurst, where the sludge flows thin, and is relieved from its heavier particles, we found it baked into a perfect concrete, and in thicknesses varying up to two feet or more . . . '. The italics were used for emphasis in the original text. As it was considered unlikely that the physical evidence for such widespread inundation would have disappeared completely over the intervening 130 or so years, a project was initiated to locate any evidence of the inundation in the current landscape. If such evidence were to be found, then an estimate could be made of both its extent and its effects on the topography, drainage, and land-use of the inundated area. Extensive field work has determined that over 700 km2 to the north of Bendigo was inundated by the sludge. The area has not been uniformly covered, but has occasional `inliers' which have obviously escaped inundation by being slightly higher than the surrounding areas. Today the sludge is readily identified as a very fine-grained, hard-setting, concrete-like `capping' overlying a well-developed, well-structured, pedal horizon, or in some instances, the gravels and sands of a creek bed. The thickness of the sludge capping varies between a few centimetres and three metres (Peterson, 1996). As part of its Concentrator operation Hamersley Iron Pty. Limited uses wet high intensity magnetic separation to upgrade shaley low grade ore in the minus 0.5mm size range. Materials handling problems, largely caused by fine ore types and design deficiencies, surfaced in the Fines Treatment Plant soon after Concentrator commissioning in 1979. Surging throughout the circuit impaired process efficiency and added to problems caused by capacity and process control limitations. In 1981 extensive modification works were initiated to supplement minor changes made to that date. The new circuit significantly increases capacity and provides greater process control.

In June 1992, the High Court of Australia recognised native title of the Meriam people over parts of the Mer Island in the Torres Strait as a form of common law. The Court also indicated that native title may have survived European settlement of the mainland Australia where it had not been extinguished by Governments and Aboriginal people have maintained their traditional connection with the land. The decision meant that two systems of land law were seen as existing side by side in Australia: ò one which derived from grants from the Crown under laws passed by Parliament; ò another which derived from the diverse laws and customs of the many Aboriginal groups in Australia.

The Western Mining site at Olympic Dam, near the community of Roxby Downs in South Australia is one of the largest orebodies of its type in the world. It contains known reserves of over 10.6 M tonne of copper, with economic secondary metals including uranium, silver and gold. In 1996, an expansion project was commenced to increase mine production approximately threefold, to produce 200 000 tonnes pa of copper, 4600 kg pa of uranium oxide, 3600 kg pa of gold and 50 000 kg pa of silver. This expansion included both underground mining and surface processing investment. Because of the scale of operations, it was decided that ore should be transported underground by a railway system. In July 1997, ALSTOM Automation and Control Limited (then Cegelec Australia Limited), was awarded the contract to deliver a control system to manage and automate the rail haulage system for Western MiningÆs Olympic Dam Mine, as part of this major upgrade and extension project. This paper explains the overall design and the approach taken to implement route selection, route locking, train interlocking and track topology using normal industrial control equipment such as Programmable Logic Controllers. Included is a discussion of how this automation has improved the productivity of the haulage system by more than 15 per cent.

The use of spectral data has traditionally been for obtaining mineral information and for mapping out alteration systems. The output from these data is typically in the form of mineral assemblages and data on relative proportions of minerals. However there is much more than just mineral information in the spectral data. Most importantly, the data allow the user to obtain vital information on mineral chemistry for some key alteration minerals. The mineral chemistry data allow the users to evaluate multiple phases of alteration of the same key mineral species, and to assess which phase is related to mineralisation. Mineral indices can be extracted from the spectral data and plotted to represent variations in the chemistry and relative proportions of key mineral phases as downhole, section and three-dimensional (3D) plots. These data can also be compared with the spatial distribution of the mineralisation by integration with geochemical and logging data. Through spatial and statistical evaluation the mineral information obtained using spectral analysis can provide vital information to assist in building alteration models and therefore improve targeting for further drilling and exploration.

Cannington mine is a silver lead zinc operation located in north west Queensland. The operation has been in production since 1997. Ore is primarily moved through an underground material handling system comprising of a crusher, conveyor and hoist. The underground crusher and conveyor system were sited in lower grade ore when the mine was first commissioned. As Cannington is now a mature operation, this ore is considered run of mine and stoping progressed into the crusher exclusion zone. As the stoping fronts advanced there was increased damage on the crusher chamber and infrastructure. In response to monitoring data, the crusher monitoring system was significantly upgraded in 2016. The monitoring system included rock mass and infrastructure instrumentation. It improved the understanding of stress impacts and mechanisms driving the damage within the chamber. It allowed the site geotechnical team to respond to changes utilising ground support, mining sequences and increased levels of monitoring. As stoping and damage to the rock mass continued, so did the process of responding to monitoring data. Ultimately, the monitoring system enabled a safe and controlled closure of the chamber. This paper describes the investigations and results of monitoring of deformations of houses located within the area of influence of a pillar collapse over the Westfalen No. 3 coal mine near Ipswich, Queensland. The subsidence resulted in minor subsidence of at least 18 modem houses and serious damage to 4 others. The history of the events and the measures taken to deal with the physical problems arising are described. The investigations and results are described and related to the mining methods and geology. The stability of coal pillars up to 9.6 m high was considered and computer modelling undertaken to relate surface subsidence to estimates of the extent of pillar failure. Assessments were made of the likely extent of subsidence during the incident. Measurements of distortion and tilt were obtained as the ground slowly subsided and criteria established to determine when the structures were deemed to be unsafe. Detailed surveys of houses affected or anticipated to become affected were also undertaken. Four houses were condemned and subsequently demolished as a result of excessive tilt. The methods of assessment are described and the implications of the results related to the various' house designs.

Deposits of chromite are in associated with ophiolite complexes in Papua New Guinea. No deposits which are currently exploitable have been recognised, but large resources that may be economic in the future are present at Ramu area and on the Morobe coast. These are contained either in laterites or in sediments derived from ultramafic members of the ophiolites. There are possibilities of establishing further resources either in similar settings or associated with ultramafic members of alkali intrusive Complexes.

The Mitsubishi Higashitani limestone mine is a ten million tonne per annum operation located near the city of Kitakyushu on JapanÆs western island of Kyushu. Higashitani is one of the largest limestone mines in Japan and accounts for about five per cent of national production. Blasting practices at the Higashitani mine involve the use of bagged ANFO, dynamite primers and non-electric detonators. Regulations in Japan prohibit the use of site mixed bulk explosives. Blast size is usually around 17 000 tonnes with 20 holes in a single row, two or three blasts are fired per day at a powder factor of between 0.25 and 0.32 kg/m3. As part of a program looking at oversize reduction Mitsubishi, Asahi and Orica agreed to conduct a joint project at the Higashitani mine to investigate the relationship between the powder factor and fragmentation. The first stage of the project was to benchmark the current blasting performance. Five blasts were monitored in each of the 210 (hard rock) and 220 (soft rock) areas of the mine. OricaÆs Powersieve« software was used to measure fragmentation and total rock breaker hours were also recorded for each blast. OricaÆs computer blasting simulation model Sabrex« was used to prepare revised blast designs with a higher powder factor and predict their performance. The performance of these blasts was monitored using the same methods.

Incidents that trap miners in underground mines have serious consequences for the miners and the mine operators involved. It is of utmost importance that mine operators utilise all available tools when trying to locate and rescue trapped miners. From testing conducted at underground hard rock mines, Cumming-Potvin et al (2013) found that pre-existing microseismic monitoring systems, which are routinely used for seismic risk management, have the potential to be used for detecting and locating trapped miners.This paper reflects on the Anzac Day seismic event that trapped two miners at Tasmania Mine, Beaconsfield, on 25 April 2006. The Anzac Day event occurred at 2123 on a Tuesday evening. Rescuers were unable to confirm that the trapped miners had survived until 1930 on Sunday evening. It is not possible to speculate on how the rescue operation may have been different had the technology to use the microseismic monitoring system for the purpose of detecting the trapped miners been available. However, it almost certainly would have been different. The recent research project has demonstrated that knowing the fate of the Beaconsfield miners might have been achievable up to 100 hours earlier than was the case in 2006. That knowledge would have been invaluable to the rescue effort.By examining the seismic array at the Tasmania Mine, the reliability of detection over the working levels of the mine could be quantified. Had the methodology been available, adding six additional sensors (at a cost of $40 000), would have been sufficient to increase the likelihood of detection to greater than 90 per cent in the working levels of the mine. Oceana Gold CorporationÆs (OGC) Frasers underground (FRUG) transitioned into production in early 2008. The mine uses a relatively unique yielding pillars mining method that takes its lessons from empirical coal mining practices more so than hard rock techniques. Being a low-grade, flat-dipping resource hosted in the highly structured relatively weak Otago schist in central South Island in New Zealand, meant a number of iterations were undertaken to find the right mix of mining cost and resource extraction. Mining is on the down dip extension of the active Frasers open pit at the Macraes site (that extracts the full shear zone package at a head grade of 1.5 g/t). The challenges for the FRUG feasibility study team was to deliver an net present value (NPV) positive operation that would exist as a coproduct with OGCÆs other New Zealand operations, allowing it to make use of the high throughput low cost refractory ore treatment facility.Key factors in the successful project design were: Net capital costs kept to less than NZ$30 M by realising significant gold revenues from mine development from month four onwards. Virtually eliminating waste development by putting all key capital infrastructure in the low-grade ore adjacent to panels and maintaining the option of extracting this resource on retreat from the mine. Targeting a specific higher grade halo ore package within the entire mineralised shear zone. Applying a mining method that accepted a higher degree of dilution, ore loss and resource loss (in yielding and non-yielding pillars) to the flat-dipping resource. Thus providing an acceptable margin per tonne and resource tonnes mix, as the resource could not support a conventional low-cost caving operation, nor a higher cost room and pillar or open stope and backfill operation. 2008 has seen increasing tonnes and grade performance with a corresponding decrease in cost per tonne and cost per ounce as the mine has reached nominal capacity and is producing an operating surplus. The challenge will be to maintain and improve.

Underground excavations are subjected to complex stress changes caused by nearby mining, but may also be affected by repeated dynamic loading from blasting and seismic events. In some cases, the combined, cumulative effects can lead to unforeseen damage, displacement and instability. Simulating dynamic loading of an underground excavation is a very complex task. The state of rock mass stress, damage and deformation must first be simulated sufficiently requiring small-scale structures to be explicitly modelled. Supporting elements must be represented with high similitude and then the dynamic event must be applied to the system in the case of blasts, or evolve as a consequence of rock mass instability for seismic events. A special case is for the effect of pit blasting on underground excavations - discontinuous rock phenomena at scales from mine, to bench, to pillar, to tunnel need to be captured and this represents one of the most computationally intensive tasks in mine simulation. Recent advances in computer power allow these tasks to be completed at a mine scale, incorporating discontinuities and geological detail matching the best practice for static Finite Element analyses. The results are a worthwhile contribution to mine decision-making, but require careful interpretation and thoughtful inputs - even more so than quasi-static analysis - as the cumulative effects of unfavourable modeling practices are greater. Some learnings from experiences with mine scale, discontinuum dynamic simulation are summarised, including a discussion of considerations of scale and similitude for this type of analysis.

Magnetic scanning type mass spectrometers have been given improved sensitivity with a large dynamic range and considerable resolution by the addition of a computer-controlled electric equipment. A mass spectrometer equipped with this newly developed electric system was applied to studies of the activities of liquid iron-silicon alloys and of liquid iron-phosphorus alloys at 1600¦C. The range of silicon concentration was 5.8at%-51.1 Si= at%, and values of ySi -3.1+0.15 and es 11.5 +1.5 were obtained. The concentration range of phosphorus was 1.3at%-5.7at% and a value of eP=7.3+0.1 was obtained.

In this paper, a comparative performance evaluation of geostatistical, spectral, and fractal methods is made for short-scale variability prediction. The algorithms compared are: sequential Gaussian simulation method; a random fractal algorithm based on the generalised stochastic subdivision method; and a spectral simulation approach adopted for direct multi-dimensional simulation. The data for this study have been obtained from a mined out coal property. As this property was being mined, a 7315 m by 7315 m (24000 ft by 24000 ft) coal block was extensively sampled at an approximate spacing of 107 m (350 ft) and the 60-ton samples were analysed for sulphur in the 1.50 float gravity fraction. This data set is used here with the three methods to generate the simulated realisations, which are analysed for semivariogram reproduction and for simulation errors. Although all three methods converge to the true semivariogram in an average sense, the coefficient of variation of the average semivariogram for the Fourier integral method is minimum. The realisations generated by the sequential Gaussian method have minimum mean simulation error. The choice of a simulation method based on variability reproduction and simulation errors remains difficult.

Quite apart from economic considerations, the following performance parameters must be considered when selecting an explosive for a particular blasting operation. 1. total energy yield/kg, and more particularly, strain energy/kg and bubble energy/kg of charge 2. charge weight/m of blasthole 3. sensitivity of the charge 4. water resistance of the charge The effective division of an explosive's total energy into strain energy (SE) and bubble energy (BE) is explained as is the influence of each energy component on blast results. Because some rocks require a high strain energy for effective breakage, while others are most satisfactorily fragmented by bubble energy, values of SE and BE are more meaningful than those of total energy. Unfortunately, our extensive knowledge of the effects of certain variables on total energy has not yet been completely supplanted by the influence of these variables on SE and BE values. Ore in pillars constitutes a significant proportion of the ore reserve at PasmincoÆs Broken Hill Mine. Many of these pillars are narrow (5 -6 m) and high (16 û 35 m) vertical blocks. High-grade ore has been left between primary horizontal cut and fill stopes. These stopes were mined from the late-1960s until the early-1980s. Fill material is a variety of hydraulically stowed sand, sand-cement, and remnant timber support. Many pillar cut-throughs were made between the old stopes. In order to gain access for the current pillar recovery operations, it has been necessary to develop pillar drill drives through, and adjacent to, the hydraulic filled stopes. Whilst long hole recovery of vertical pillars is not new, some notable successes using innovative ideas have been achieved during 1997. These innovations include:The use of steel mesh reinforcing in shotcrete when mining through, or adjacent to, hydraulic fill. Construction of steel sets to support vent rises and haulage ways encountered in the cut-throughs. The use of ground movement monitoring equipment. Survey lasers with chain droppers and convergence monitors were installed in the 18 Pillar to detect any movement of the pillar block and decrease risk to personnel. The development of a three-dimensional computer model of primary stoping, using Vulcan software, to assist in the design of pillars. Maximisation of recovery using different drilling and firing practices.

Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. Finally the meaning of æfinancial analysisÆ is explained.The conclusion is that æthe role of an economic evaluation specialist is to create models and evaluations for the whole project team to readily understand and use: it is not to create models for his/her own useÆ.CITATION:Card, P, 2012. The sharp deterioration in Au~tralia'S ternn of trade in recent years and the accumulating national debt highlight the need for a restructuring of the economy which is highly dependent upon primary agricultural and mineral commodity exports (figure 1). Table I gives an indication of the value that can be added to raw material by mineral processing. Significantly higher value is added through downstream manufacturing. In 1987, the mining and rural sectors accounted for 47010 and 38010 respectively of total exports valued at $35,782 million (figure 2). The export contribution from minerals comprised $12,266 mil- lion from unprocessed ores and concentrates and $4,668 million from metals and processed minerals including some simple manufactures. Coal accounted for 450/s of total primary mineral exports. Iron ore and alumina are other important mineral exports, while gold and aluminium are major metal exports. (Figure 3) Australia's minerals are now traded in a much more competi- tive and oversupplied market in contrast to the 1960's and 1970's period which was characterised by increasing exports of largely unprocessed ores and concentrates. During this period the emphasis on technology development was focussed on reducing costs through increased production effi- ciencies in order to maintain competitiveness.

The $2.5 billion EastLink project is a 39 km tollway and includes twin three-lane, 1.5 km long, undrained driven tunnels with cross passages every 120 m. The hard rock tunnels are being built to avoid passing the motorway through the Mullum Mullum Valley and help preserve the unique flora and fauna in the area. The design of the permanent concrete lining and waterproofing system for the EastLink tunnels was both innovative and practical, to meet the demanding environmental and production constraints of AustraliaÆs largest road project. This paper describes several key aspects of the tunnel design and construction, including: design of fully tanked, permanent concrete tunnel linings for the main tunnels and cross passages to withstand 37 m head of water pressure in combination with potential rock loading in the future;optimisation of the tunnel shape to minimise the amount of reinforcement required and the design of special welded mesh which was developed within manufacturing constraints;100 year design life and durability considerations in every aspect and detail of the design including concrete mix design and stray current mitigation;development of a precast invert solution for the main tunnel permanent concrete lining to enable faster lining construction and to minimise risks to the tunnel membrane associated with fixing reinforcement and construction traffic;development of prefabricated reinforcement details for the junctions between the main tunnels and the cross passages to enable faster construction and minimise risks to the membrane associated with fixing reinforcement; andincorporating the tunnel drainage sump at the lowest cross passage in the alignment, resulting in deep excavation to satisfy the required storage volumes for drainage.
