The Latrobe Valley is located approximately 150 kms east of Melbourne. Within a very small area there are 3 large brown coalmines and associated power stations, 3 large towns, and numerous smaller towns in the vicinity. The mines have been generating power for Melbourne and surrounds for the last 100 years, with two of the mines being owned and operated by the Victorian Government (State Electricity Commission of Victoria) prior to privatisation in the 1990s. All three mines were privatised with the expectation that the mine voids would be filled with water to become pit lakes, as the final landform/rehabilitation solution (Hazelwood Mine Fire Inquiry, Teague and Catford, 2016). It could be argued that until relatively recently, this was largely expected, by government and industry, to be the rehabilitation solution for managing the two key risks associated with the sites:  The geotechnical stability of the mine pits.  The prevention of fire – through covering coal batters with water. Transitioning away from mining economies requires collaborative, regional, innovative thinking with a multitude of stakeholders, from a wide range of government departments, industry, First Nations people and broader community. Closure planning and rehabilitation activities require a range of skills and experience, such as, closure planning, various scientific and engineering disciplines (pit water quality modelling, geochemical modelling, cover design, landform design, contaminated site etc), civil engineering, demolition etc. Some of these skills are similar, such as financial modelling, stakeholder engagement, contract and project management. But the majority are different to those required during the operational phase of a mine. These closure skills can also be lacking within government, with Departments more familiar with monitoring and compliance activities associated with operational facilities. Some key aspects that appear to be critical to planned successful closure are:  Collaborative regional and localised planning, with industry, government, community, First Nations and other industry, business leaders and entrepreneurs all involved in providing a smooth transition away from mining.  Well-defined and known regulatory pathways to achieve mine licence relinquishment assists in encouraging investment.  Appropriately skilled and experienced government and industry personnel.  Mining companies, who are committed to closure planning and provisioning from the earliest point in project planning.  Mine employees who are appropriately skilled and experienced in mine closure planning and implementation with access to all the relevant technical expertise required for the project. Areas like the Ruhr Valley in Germany provide good some examples of smooth processes that facilitate mine economies transition into new economies (World Resources Institute (WRI), 2021).

The large, high grade 3000 and 3500 copper orebodies at Mount Isa lie greater than 1200 m below the surface, and partly beneath the silver-lead-zinc mining operations at the Isa Mine.Since discovery over 30 years ago, the primary data acquisition programs have been integrated with long-term copper production strategies. These potentially sizeable and distinctly separate accumulations of copper mineralisation are the only sources capable of supplementing a decline in output from the 1100 orebody in the 1990s. Within a decade these deeper copper orebodies will become the major source of copper ore.

A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

Production of hot metal from the Hlsmelt Research and Development Facility at Kwinana, Western Australia commenced in October 1993. The stand-alone facility is a unique, coal-based, integrated ironworks equipped to process iron ore fines to pig iron and simultaneously undertake a wide range of research tasks. The data generated will be used to verify the commercial potential of the technology and to set the design and operating parameters for a full-scale production plant. The design, construction, commissioning and initial operation of the HRDF has required many innovative and practical solutions to be developed and implemented by the international group of organisations contributing to the Hlsmelt Project. Initial operation has produced results which demonstrate the potential of the unique process technology associated with the core plant smelting unit. The recent achievement of post-combustion levels of 60 per cent with heat transfer efficiencies greater than 85 per cent demonstrates that the performance obtained with the Small Scale Pilot Plant in Maxhutte, Germany can be reproduced at a larger scale. The results presented in this paper support the thrust for further intensification and future commercialisation of the process.

The Henty Gold Mine, located in Western Tasmania uses innovative solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. This paper covers the development of a suitable paste fill system to meet the specific needs of the Henty Gold Mine and the successful commissioning of this system for the first time in Australia.

The methods used and some of the results obtained from a major geotechnical study of the Ok Tedi mine area, Papua New Guinea, are described. The study was carried out at both regional and local scales and extended over a two-year period. A team of individual engineers and scientists from a variety of disciplines carried out the work. This study may provide a model for other investigations in similar environments.

The application of high technology to monitor and control fire life safety, critical functionality in tunnels and underground spaces generally has progressed at an ever accelerating rate over the past decade. Today these systems comprise some of the most complex and little understood aspects of the tunnel/underground facility construction industry, with this area being perceived as high risk comprising impenetrably complex ‘black box’ technology covered in blinking LEDs. This paper will seek to explode some urban myths and common misconceptions associated with such systems, providing its intended audience with a review of what all this technology comprises and where the real risks lie in its delivery lie.The author contends (and looks to support such contention via this paper) that by applying baseline project and risk management processes to the procurement of this widely misunderstood black box technology, the quality of the final outcome can be much improved, driving innovation, reducing both cost and significantly mitigating delivery risk.CITATION:Taylor, G M, 2014. Over the past decade there has been continual change in the way that mines have been managed and the component roles of those people who make up the total mine management system. Major issues have included the change in the business structure of mining companies, the change in on-site infrastructure, increased personal liability of managers for the safety and health of employees and increasing social and environmental pressures on managers and their staff. This paper looks at the changing roles of two of the many groups of professionals associated with the mining industry - the equipment supplier and the mining consultant. The profiles of the ACME Group Pty Ltd, suppliers of ventilation equipment and ancillary canvas and plastic products to the mining and construction industry, and Tennent, Isokangas Pty Ltd, Consulting Mining Engineers, are presented.

The Bellambi Coal Company Limited com menced longwall mining at South Bulli Colliery in 1965. At present it operates three long- wall units in two seams. Although results to date have been less successful than planned, it is apparent that this type of mining has tremendous potential in the particular conditions at South Bulli. Massive sandstone strata above the Bulli seam is the controlling influence on face conditions. The earliest equipment proved to be inadequate and the Company has progress- ively replaced and upgraded the roof supports and ancillary equipment so that the present units are capable of producing high and consistent outputs.

In earlier studies along a mining region recipient (the river VormbScken, northern Sweden), the fraction of certain trace metals recovered in the particulate phase has been found to increase with increasing concentrations of particulate iron. This study was conducted to see if the pattern could be reproduced by adding minor amounts of ferrous iron, simulating groundwater inputs. When the iron is oxidised in the near neutral river water, it will form iron oxyhydroxides and precipitate. Trace metals may be either co-precipitated along with the iron, or adsorbed onto the freshly formed precipitates. If this is the case, such a mechanism may be incorporated as a part of a final polishing step in a mine drainage treatment system based on natural attenuation processes. The experiments were performed at 0¦C and 22¦C, on authentic river waters collected during the winter and summer of 2002, respectively. In order to investigate the influence of particles and bacteria initially present, filtered river waters (4 solution were added to the experimental beakers, increasing the iron content of the waters by 0 - 1.5 mg/L. The oxidation and precipitation processes were followed by means of filtration (0.2 ¦m) for up to seven days. In order to be able to compare the experimental results with the actual field situation, on both experimental occasions, surface water samples were collected also from three stations situated along the river. The samples collected were analysed for iron, calcium, and trace metals by AAS and ICP-MS. The iron oxyhydroxides formed in the experiment did not influence the partitioning of As, Cu, and Pb to the same extent as the particulate iron encountered along the river appeared to do. Quarrying in Australia accounts for a total annual production of around 200 Mt/a of sand, aggregate and materials used in construction. This material has an annual value of the order of $2 billion and, combined with transport costs of a further $1 billion, the annual value of quarry products are in excess of $3 billion. Currently all of the production of construction materials in Australia is from open cut quarrying or dredging. This paper focuses on the extraction of material by underground mining methods, termed æunderground quarryingÆ. The paper considers a case study for future underground development expansion of the existing open cut Mt Coot-tha quarry, located 5 km from the centre of Brisbane, Queensland.

Ranger Uranium Mine is located within the Alligator Rivers Region of the Northern Territory of Australia and surrounded by the World Heritage listed Kakadu National Park (Figure 1). The mining operation is currently producing about 1500 tonnes of uranium oxide annually, as well as considerable volumes of waste rock, low grade ore and tailings. The rehabilitation of the project should ensure that the radioactive mill tailings and other contaminants remain contained for at least 200 years, as required by the existing guidelines (Commonwealth of Australia, 1987). The present uranium mining operation is regulated by the Northern Territory Department of Mines and Energy who must refer to the Environmental Requirements when considering regulatory options. Despite increased expenditure, the global discovery rate of world-class ore deposits has been in decline for over a decade (Schodde, 2017). Mineral exploration has traditionally followed an empirical approach, searching for evidence of mineralisation upon the surface of the planet, then drilling to define the extent of an ore body beneath the surface. As outcropping deposits in well-defined areas are depleted, there is a need for exploration to extend to less well-explored search spaces. One popular new frontier is exploration at greater depths beneath the Earth's surface. However, exploring for deep deposits with limited surficial evidence requires the implementation of predictive targeting methodologies (Hronsky, 2011; McCuaig & Hronsky, 2014). The Mineral Systems Concept (Hronsky & Groves, 2008; McCuaig et al., 2010) provides a framework for predictive exploration targeting. Ore deposit formation is recognised to be a focused mineralising event. These events represent self-organising critical systems and are underpinned by the interaction of complex, non-linear processes. Through the collection and analysis of datasets that map mineralising processes, it may be possible to predict the size and location of resultant ore bodies. This paper presents the water management plan of the Mae Moh Project in the North of Thailand, which includes a large lignite opencast mine and thermal power plants. Lignite production will increase from the present 5.5 million tons per annum to approximately 20 million tons per annum by 1995 when the pit area will be about 20 sq.km. and the depth at over 300 meters. Seven power plants are proposed of which two are under construction. The total capacity to be installed is 2,925 MW. The principles considered for water management are firstly flood protection, including drainage of the mining pit and diversion of the Mae Moh stream away from proposed future mining areas; and secondly, a plan to meet the water requirement of the thermal power plants, while maintaining downstream supplies for irrigation and other purposes. The limited annual run-off of Mae Moh and Mae Chang watershed basins are inadequate for the proposed power plants. A study has been prepared to compare two approaches, namely conveying water from remote watersheds to meet the water requirement of the power plants up to total installed capacity; or by limiting future total generation, at the existing site, to only 2025 MV.

Mining is taking place at increasing depths of cover on the Southern Coalfield beneath pre- dominantly massive sandstone strata. Within the next twenty years, there will be longwall mining at depths greater than 600 m. As the Sydney Metropolitan area continues to expand and as coal mining approaches these urban areas subsidence will continue to become an increas- ingly important aspect of coal mining research. Investigations commenced in the mid 1960's and it is now possible to predict subsidence in the Southern Coalfield with reasonable con- fidence. The work is showing that the characteristics of the subsidence troughs over the deeper mining at Appin differ from the characteristics of mine subsidence at less cover. The longwall mining at Appin Colliery has resulted in a maximum measured subsidence of 730 mm. The maximum strains were small because of the large radii of curvature of the subsidence profiles. There was no damage to any of the buildings in the township of Appin.

There have been strong industrial observations that clay minerals have a deleterious effect on mineral flotation grade and recovery. However, rigorous explanation on the role of clay minerals in flotation and effective ways to reduce their negative effects are not available. In this study, the flotation behaviour of low quality and high quality coal samples were examined at the Xstrata Oaky Creek Coal plant, and laboratory in fresh and recycled water with high ionic strength. Anionic and non-ionic dispersants including lignosulfonates and triblock copolymers were also tested with an objective of improving coal flotation in recycled water. It was found that overly stable froth was produced in the flotation of both low quality and high quality coal samples in saline water. Speciation modelling indicated precipitation of hydrophilic components which may adversely affect the flotation. Despite the overly stable froth, saline water produced much higher combustible recovery than fresh water without significantly losing the product quality. Lignosulfonate dispersants displayed a potential to improve the flotation in fresh water, but not in saline water. Open stoping dimensions are typically controlled by a number of factors including production drilling capacity, scheduling, fill constraints, orebody dimensions and host wall rock conditions. Frequently host wall rock conditions are the key control on stope dimensions. As a new mine is brought into production, there is a steep geotechnical learning curve for those associated with the development of the mine. Initially, the experience and observations gained at other mines is used to guide the stope design. As experience is gained at the new operation, site specific techniques can be validated for use. This has been the case at BHP Cannington, where a heavy emphasis has been placed on the validation of empirical stope stability techniques for site specific conditions and experience. A range of empirical and numerical techniques can be applied during the design of open stopes. The empirical techniques are an experience based application of known performance levels during the design of open stopes. The numerical modelling and structural tools can be used to compliment the empirical techniques so that an understanding can be gained of the likely stress and structurally controlled failure mechanisms.

The Silver Swan nickel mine is located at the Black Swan Nickel Project, 53 km north east of Kalgoorlie, Western Australia. The Silver Swan orebody is a massive sulphide nickel deposit dipping 70¦ east with an average in situ grade of 14 per cent. Mining of the massive orebody is by Mechanised Ramp Cut and Fill (MRCF). A mining recovery of 98 per cent and minimising dilution are primary goals in extracting the high-grade ore. Placing a distinguishable marker bed (working platform) on rock fill was identified as a key method to achieving these goals. Gravel from a pit located onsite was considered the most suitable material for the marker beds. Research undertaken to design the marker beds using the gravel revealed conventional methods used in mining would not suffice, but that road stabilisation methods could be a viable alternative. Trials used a road recycler to mix cement and gravel in situ and several test beds were constructed on the surface to determine the final design. The trials attempted to replicate a marker bedÆs life cycle of construction and placement and mucking of ore from the marker bed. Testing the marker bed for strength for use as a working platform was completed using a Clegg Hammer; good correlation to a Clegg Impact Value and the compressive strength of the stabilised gravel was found. This paper describes the use of a road stabilisation machine, tests conducted, monitoring and marker bed design and discusses underground placement of the marker bed and its performance.

L44 Shaft is a major upcast ventilation shalt in the hanging wall of the 1100 Orebody. Various techniques for stripping a raisebored pilot hole were combined to produce L44 shaft. From the surface to 198 m depth, the shaft was concrete lined 7.3 m internal diameter. Below this the shaft was developed to 7.6 m diameter unlined. 11 level, 540 m below the surface, was the first readily accessible level connection. The section to 198 m depth was benched and concrete lined through weak oxidised ground. When more competent ground was encountered the operation was converted to horadiam stripping. This application of the raiseborer has led to a safer, more efficient method of shaft development.

A significant resource of uranium has been discovered within a buried palaeochannel located in the south western corner of the Officer Basin of Western Australia by PNC Exploration (Australia) Pty. Ltd. The mineral- isation is redox controlled and is hosted by Eocene organic rich paludal sediments. Prob- able insitu reserves are 13,000 t of contained uranium with an average ore grade of 0.12% at a cutoff grade of 0.03% U. The Mulga Rock palaeochannel has been traced for at least 100 km beneath the Quaternary surficial cover. The main channel is horseshoe shaped with the channel arms vary- ing from 5 to 15 km in width. The western arm connects to the Lake Raeside-Ponton Creek drainage system, whilst the eastern arm'is open to the south. The headwaters of the palaeo- channel are thought to have been the Lake Minigwal drainage system, prior to its capture by the Lake Rason system. Differential.erosion of the basement rocks during the Late Cretac- eous to Early Tertiary strongly influenced channel shape and resulted in the main channel being confined to a Permian,mudstone filled valley. Upwards of 100 m of fluviatile sediments accumulated within the palaeovalley during a period of subsidence in the Early Tertiary. Three broad stratigraphic units have been re- cognised within the channel: 1. An upper unit of fluviatile sands with interbedded lacustrine sediments, which have subsequently been wholly oxidised and variably silicified and ferruginised. 2. A middle unit of lacustrine to paludal sediments, which host the main mineral- isation. 3. A basal unit of fluviatile gravels and sand. The presence of excellently preserved Nothofagidites in organic rich paludal sediments from the middle unit, suggest that unit was laid down in a non-marine, fluviatile, humid environ- ment during the Middle Eocene.
