Mine operators have long recognised that the results achieved in primary blasting are critical to subsequent mining activities. With the introduction of "in the hole" drills under- ground and the advantages offered by the use of water gels in conjunction with ammonium nitrate-fuel oil (ANFO) explosives, new mining methods have been developed and enabled improvements in older methods. Pumpable water gels have been used with varying success underground. These gels allow a high loading density even in ragged bore- holes. The problems encountered with slumping in upholes is recognised so the current trend is to use these gels in downholes where wet holes are prevalent. Cartridged water gel technology has advanced to the point where it has allowed the replacement of nitroglycerin (NG) based explosives and pumpable water gels. Today, gels can be made as a tampable product for use in development headings or as a slump- ing product for downholes to give an effective coupling. With the introduction of the Tovex« pneumatic loaders, the problems associated with a pumpable gel were eliminated and gave the user the ability to alter his loading density.

Furthermore, the coke combustion propert- ies are not always taken into account in current blast furnace operating practice with combined blast. A complex dimensionless parameter, which re- flects the properties of the interacting media, is the ratio of the kinetic energy of the hot, com- bined gas stream to the potential energy of the coke flow, burning at the tuyere in a gas of known composition. The explosion at Appin Colliery on July 24th, 1979, demonstrated the need for a large scale facility to simulate an underground type explosion and study its effects. The effects of an explosion cannot be established quantitat- ively using small scale models. A gallery was constructed for this purpose at Londonderry Centre and commissioned in Feb- ruary, 1980. It is 50 metres long, 2.7 metres in diameter, capable of withstanding an internal pressure of 210 kPa and is the only facility available for this purpose in Australia. The gallery has provided valuable inform- ation on blast effects of explosions in tunnels and is to be used for testing the performance of explosion arresting devices, further invest- igation of explosion effects, research into basic explosion phenomena and instrumentation development. Additionally, it will provide a demonstration facility for training purposes.

In Europe, a major interest in the infrastructure and tunnelling fields is in the new crossings of Alps in the form of base tunnels, which are important components of the high-speed (for passengers)/high-capacity (for freight) Trans European railway corridors. These tunnels cross the mountain belt at the elevation of the main cities and basins located all around the Alps and are longer (up to 57 km) and deeper (up to 2500 m) than all tunnels constructed in the centuries before. The excavation of the first Alpine railway and road traffi c tunnels could in general be carried out successfully by conventional excavation methods. With the great lengths of the new base tunnels, mechanised excavation by using tunnel boring machines (TBMs) is imperative as it contributes significantly to savings in construction time and costs. Questions are however posed on the adoption of such a systematic tunnel construction method given the severe ground conditions which are some time anticipated along the tunnel alignment, with possible major geological hazards such as water inflow in heterogeneous fractured or karstifi ed rock masses, stress-induced tensile failure of hard rocks, and plastic shear failure and squeezing of weak rocks, etc. This lecture is to briefly review the current state-of-the-art in the understanding and modelling of two such critical hazards as spalling/bursting and squeezing ground behaviour. With the present interest in the design of mechanised tunnelling with TBMs in such conditions, the complex interaction between the rock mass, the tunnel machine and its system components, and the tunnel support is studied in detail by numerical modelling. The research and development efforts presently underway with the intention to provide the designer with a novel three-dimensional (3D) simulator of mechanised tunnel excavation are presented. Case examples are discussed with reference to the Lyon-Turin Base Tunnel design.

Reconciliation involves the collection of tonnage, grade (quality) and contained metal (product) data from disparate and hopefully independent sources. Examples are exploration data, production sampling data from blastholes or drawpoints, and process plant data. These data may be compared by means of ratios (factors). The F1 factor usually relates short-term (ore control) model tonnages, grades and metal content to ore reserves depleted. The F2 factor usually relates received-at-mill tonnages, grades and metal content to delivered-to-mill = production tonnages, grade and metal content. The F3 factor is F1 × F2 and enables a comparison of a mineÆs ability to recover the tonnage, grade and metal content estimated in ore reserves. The F1 factor measures the accuracy of orebody knowledge in the ore reserves to the demarcation of ore and waste by ore control (short-term model). The F1 factor may be used to check and calibrate the selectivity of mineral resource models and/or planned dilution assumed in transfer from mineral resources to ore reserves. The F2 factor enables a check on unplanned dilution entering the ore stream between ore control and the mill. Using the factors it is possible to calculate a monetary value on improvements in the accuracy of orebody knowledge, selectivity and the effects of dilution and ore loss. Reconciliation should be an implicit part of the mining process, and reconciliation targets should be a key performance indicator for well-run mines.

Within the context of acid mine drainage (AMD) associated with mining activities worldwide there has been a tremendous research effort to determine the extent of AMD and assess the influencing factors controlling this process. However, the majority of the current approaches focus on local and regional scale case studies and do not provide a global scale picture of AMD potentials. This study attempts to develop a method aiming at a global environmental impact assessment related to AMD. To confine the complex topic this study concentrates on acidic emissions from heaps in consequence of copper mining processes. In order to pursue this approach two factors are of significant advantage: a comprehensive environmental data base of more then 600 copper sites worldwide and a method which has been developed and proven to be successful in assessing environmental impacts related to land use. Current and future research efforts focus on using this background knowledge to enable both a comparison between sites and a categorisation of sites according to emission estimates.

Mines in Queensland must now prepare a Progressive Rehabilitation and Closure (PRC) plan, with the requirement to justify the selection of the post-mining land use (PMLU) for each rehabilitation domain. Given that there are nearly 200 mines who must undertake a comprehensive PMLU assessment, there is a need to develop methods that will minimise the duplication of effort. As part of a broader initiative on innovative post-mining land use planning, this project undertook a regional analysis of the technical suitability of several PMLUs.

In almost all copper mining companies, mine planning is done considering different time frames, leading to long-term (life-of-mine) (LOM), medium-term (first three years) and short-term (first year, monthly, weekly, and up to daily plans). Shorter term plans are usually associated with more abundant information, hence models with lower uncertainty. However, they capture more of the variability found on the geological attributes. In long-term models, usually estimation methods tend to hide this variability, providing smoothed interpretations.Medium and long-term plans consider average values for the parameters and optimisation techniques are applied aimed at maximising the economic profit. Short-term plans, on the other hand, are made to comply with the medium-term promises, maximising the use of the available resources (equipment and processing capacities) and dealing with the variability not characterised in the previous planning stages. This generates an important gap between the short-term and the medium and long-term plans. A case study was made using an important oxide copper mine, where the variability found in the short-term plan has a large impact in the productive process, thus reducing the daily ore grade variability is an important goal. In this paper, this planning issue is addressed by creating medium-term mine plans using mixed integer programming which are compared using the output of a simulation of the daily extraction that is aimed at satisfying the daily constraints of the processing plant, the availability of mining equipment and the variability of ore grade. The result shows the expected gap between these mine planning processes, which suggests correcting some of the parameters used in future medium and long-term plans.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. The world is getting flatter through internet, mobile phone technology, relatively low cost travel, massive outsourcing of manufacturing to China and the transfer of company backroom operations to India. In the iron and steel industry, however, things will remain relatively the same with slow gradual improvements in technology; only the geographic location of plants may change over time. Or will it? The blast furnace smelting process has remained largely unchanged since 1828 when James Neilson came up with the idea of preheated air being delivered to the tuyeres. Likewise, oxygen steelmaking that takes molten iron from such blast furnaces has remained conceptually unchanged since Sir Henry Bessemer invented an air-based system in 1856. These two processes are the core of integrated steel mills that we know today. Typically such mills consist of coke ovens, sinter plant, blast furnace, oxygen steelmaking, continuous caster, rolling mills and metal coating lines. In the intervening 150 years the only real disruptive technology to the integrated steel mill has been the minimill. Based on the use of the electric arc furnace (EAF), in conjunction with a continuous caster and rolling mill, the term minimill is used because steel products are produced at down to one-tenth the scale required for economic operation of an integrated mill, with the EAF producing molten steel using largely scrap steel as its feed, as against transforming coal to coke (coke ovens), iron ore, coke and limestone into molten iron (blast furnace) and molten iron to steel (oxygen steelmaking). There are, however, a number of technologies in development that may cause a paradigm shift in the way steel products are produced and perhaps push the evolution of the minimill as a disruptive technology. Two examples are direct iron smelting, where iron is produced in a matter of seconds by injection of ironmaking feed materials into a molten bath, and thin strip casting, where molten steel is cast into 2 mm strip or less, in similar time. Both have Australian connections. A leading iron smelting technology is the HIsmelt« process, which has its first commercial application at Kwinana, Western Australia, where a joint venture of international parties, consisting of Rio Tinto and the Nucor, Mitsubishi and Shougang corporations, are in the stage of ramping up commercial production. The leading strip casting technology is the Castrip« process that arose from development work done by then BHP Steel, with IHI of Japan, at Port Kembla, New South Wales in the 1990s. Nucor followed this work up, building the first commercial plant for the technology at its Crawfordsville site in Indiana in 2001 and has recently announced an intention to build a second plant in the USA. While both technologies are only into the early stages of commercialisation they are likely to change the face of iron and steelmaking as we know it over the next 20 years. This paper elaborates on the technology of the two processes, why they could change the face of the iron and steel industry forever, what might drive the rapid change and what the changes may look like.

The æMine to MillÆ concept is not new. In fact, it is the underlying objective of every mine. Unfortunately, in many operations the management structure and reporting systems have created independent æbusinessesÆ within the overall mining enterprise. This has created incentives to optimise the performance of each component of the operation rather than the enterprise as a whole. The Mine to Mill Conference organised by The AusIMM in October 1998 documented a number of case studies where run of mine ore was not presented to the mill in the best possible form for subsequent stages of comminution and processing. A number of examples were quoted where modest expenditure in the mine had a very significant impact on downstream process efficiency and hence costs. Examples included:the minimisation of fines in the mining and handling of iron ore; the management of fines in blasting and crushing for a copper heap leach operation; the control of blast damage, mining recovery and dilution in open cut coal operations; and the optimisation of mine fragmentation to increase mill throughput in gold and copper operations. The latter topic has been trialed at a number of mines and is referred to as æMine to MillÆ fragmentation. A number of æMine to MillÆ type investigations have been reported in the literature including Pease et al, Simkus and Dance, Nielsen, Scott et al, Kojovic et al, Kanchibotla et al, Bulow et al and Hawkes from the 1998 Mine to Mill Conference. In addition, a number of studies are in progress or the results have yet to be published. These studies have demonstrated the feasibility of obtaining the data required to characterise the breakage behaviour of ores and to model the impact of changes to blasting practices on process efficiency. Characterising the breakage behaviour of ores is a vital step in the management of fragmentation and comminution in mines. The characteristics of importance to fragmentation fall outside the parameters conventionally required to describe the economic geology of a deposit. æMine to MillÆ optimisation of fragmentation means that the mining engineer needs information from the geologist in order to be able to help the metallurgist. Providing this information requires close interaction between these groups.

The development of simulation models to reflect accurately the operations of a port and its associated transportation systems can be an expensive and time consuming process. However the complexity of such operations leaves little choice for other than simulation techniques since analytical methods are rarely appropriate. The development of suitable software has now reached the stage that these techniques can be used with confidence. Types of simulation models and their requirements are discussed together with the results from some recent applications to the planning and management of bulk terminals.

Between, 1980 and 1984, the demand for non- ferrous metals in the free world grew annually by 1.5 per cent for copper, 0.4 per cent for lead, 1.4 per cent for zinc, and 2.5 per cent for nickel. The growth rate decreased substantially compared to the rate experienced before 1980, and was far lower than the GNP growth during the corresponding period. The main reasons for this are considered to be 1. resource-saving efforts by industrialized countries resulting from the first and the second oil crises, 2. saturated demand for durable consumer goods, and 3. substitution of non-ferrous metals by new materials such as optical fibers.

White Cliffs Opal Field is situated in the Parish of Kirk, County of YulguIgra, New South Wales, about sixty miles from Wilcannia, and the River Darling. It is near the southern edge of the cretaceous basin of the interior of Queensland, New South Wales, and South Australia. Twelve miles south-west of the field, at Tarella station, a well sunk at the homestead reached silurian slates at about 127 feet, getting no water but about three miles north-west from the originally discovered and no central portion of the field, a well was sunk by the Momba, Pastoral cmpany, to a depth of 270 feet all the way through the cretaceous beds. At 250 feet a small supply of water was struck, but so much mineralised as to be quite useless. The temperature also was so high that a man could not keep his hand in it and Mr. Hogarth, the Momba Pastoral Company's manager, informs me that so corrosive was the action of the water, that a shovel left down the well for a fortnight, at the time of sinking, was completely eaten away.The well having now fallen in, I have been unable to obtain any of the water for analysis.The western termination of this portion of the cretaceous basin is situated about twenty miles from the present opal field, at which distance the slates, with (probably) devonian sandstones and quartzites resting unconformably thereon, commence to appear. The opal bearing country, as far as at present known, follows a more or less well defined line running north and south towards the northern end of the field, and north-east and south-west towards the southern extremity.

Global demand for iron and steel has increased substantially over the past 20 years and there has been a greater focus on developing suitable processing options to treat low-grade hematite-goethite ores containing higher levels of silica and alumina impurities. The processing applicable to reduce the impurity levels in these lower-grade iron ores depends on their mineralogy and a thorough understanding of the process dynamics associated with the separation technology. Different separation technologies used to remove silica and alumina from low-grade iron ores were reviewed. The major concentration methods that may be applied to upgrade lower-grade lump iron ores include magnetic separation, wet and dry heavy media separation, and air-pulsed jigging. The technologies applicable to beneficiating iron ore fines include wet and dry gravity and magnetic separation, flotation, and roasting followed by magnetic separation. It is necessary to investigate the application of separation technologies on a case-by-case basis to select economically viable beneficiation strategies suitable for the particular low-grade iron ore. A commercial flow sheet is expected to involve the implementation of several separation technologies.

Many of the relevant engineering behaviours of tailings are controlled to a large degree by the density of the material. For example, loose tailings are prone to brittle strength loss, while dense tailings are dilative (i.e. gain strength) at large shear strains. The critical state framework has been successfully developed over the past few decades to assess whether in situ conditions are contractive or dilative, and estimate relevant engineering parameters on that basis. Tailings comprising primarily silt-sized particles, when subaqueously deposited, often form a particularly loose state compared to subaerially deposited material of similar index properties. Such subaqueous deposition occurs in the decant pond area, where the tailings typically pluviate in quiescent conditions within a pond of standing water. Silt tailings deposited in such a manner have been observed to be extremely loose in a number of TSF investigations. Of particular concern, the deposited material in such cases appear to be significantly looser than can be reproduced in the laboratory - even using moist tamping, the sample preparation method which can usually produce the loosest samples possible in laboratory conditions. While the loose density of subaqueously deposited silt tailings is clear, in a well-managed upstream-raised TSF the decant pond is usually small and far from the perimeter embankments, however there are a number of examples where the engineering performance of such materials becomes relevant – for example, when historical deposition practices were poor, resulting in subaqueous deposition near the perimeter embankment. This paper outlines the geotechnical characterisation of a number of such subaqueously-deposited zones, compares the in situ state to that achievable in the laboratory, and discusses options for assessing the expected engineering performance of such materials when comparable laboratory tests are unavailable.

The arbitration process, and its drawbacks: Any time you have taken part in a major arbitration, and the decision, when it comes out, is not what you thought it would be (which is bound to happen occasionally), the normal reaction is something like æthe arbitrator got it wrongÆ. Again normally, when you have cooled down a bit, and you look in more detail at the decision, you can see, probably, æwhere he got it wrongÆ (it is only male arbitrators who get it wrong). Ultimately, when reason prevails, and you reflect on it, you can see that what really happened was that you failed to get the arbitrator to see what you were getting at in the point or points concerned. This is doubly frustrating, when you consider what has been involved in getting to this point, having been through it all at least twice. An alternative to this process may be the dispute review board.

Effective minesite water management requires that this issue be treated as a risk management exercise. The management process is generally far from simple and by necessity must involve a range of personnel covering a siteÆs commercial, operational and environmental interests and responsibilities. The challenge to be collectively faced by these stakeholders is to strike the correct balance between risk and cost. On the other hand, the challenge to be faced by technical services support personnel is to provide stakeholders with information in a format that they can use with confidence. This paper presents the application of continuous operational simulation (OPSIM) modelling techniques to establish appropriate risk profiles for minesite operations. It is necessary that the format of these risk profiles be generic and equally applicable for defining the risk of occurrence for a relatively comprehensive range of activities û eg from of a non-compliant discharge, to the risk of failure to meet production targets. What is more, the profiles need to be quantitatively based and capable of reflecting change in system response to varied operational or management strategies. The techniques presented in this paper are based around a key assumption that long-term records of the climate contain within them sets of sequences that are representative of what can be expected in the future û that is, the droughts, floods, cyclones, good years and bad, long or short, and everything in between. Therefore, if these historical records are run through an OPSIM model for a particular site, then the simulated operational characteristics can be taken as being representative of what can be expected in the future, in the long-term. This lends itself to statistical analysis and translation into the required risk based format. Water Solutions Pty Ltd have been working with Capricorn Coal Management to develop a relatively comprehensive OPSIM model of their operations at German Creek Mine, Central Queensland. Outcomes from the modelling have been used in recent times to provide mine management with risk-based guidelines for both securing and containing mine water inventories. One of the more interesting tasks has been to establish risk based inventory levels that, if reached, would trigger the immediate implementation of a contract for the desalination and re-use of mine water, at predefined rates. Also, lead-time warning of the occurrence of a possible trigger is of importance to operational and commercial planning. To service this requirement the OPSIM model is regularly used to produce lead-time estimates to defined levels of confidence. Case studies of these, and other, applications of the OPSIM model at German Creek Mine are presented in this paper and serve to demonstrate an effective methodology for practical risked based water management.
