In order to meet the increasing demand for coal for their Newcastle Steel Works, the Broken Hill Pty. Co. Ltd., on June 5, 1937, approved of a scheme to sink a tunnel to the Victoria Seam at their Burwood Colliery. This seam was virgin at this locality and lay nominally horizontal at a depth of 320ft. vertical from the surface.For the purpose of despatch of the coal produced it was decided that the tunnel be equipped with a rubber belt conveyor system.This was a comparatively new departure in Australia, and, indeed, was one of the first installations of its kind in the world, designed to raise coal from considerable depth by this means. Later the tunnel was extended to the Borehole Seam, which lay nominally horizontal at a vertical depth of 600ft. from the surface. The whole installation is the subject of this paper.In planning a project of this kind, consideration had to be given to the following:-1. During the 1960s, '1970s and 1980s, the Australian companies spent much of their time exploring in Australia. It was only some of the major companies like CRA and BHP that had explored in places like Bougainville and Chile. However, during the mid-1980s some of the smaller companies started looking beyond their shore towards other opportunities in other countries. Why did they do this? Were they pushed or did they jump? And where did they go?

Although the effects of sea level changes on ore concentration processes are to some extent obvious with certain deposits, e.g. beach placer deposits, they have been largely overlooked with others such as Mississippi Valley type lead-zinc deposits. It is contended that sea level variations may have more profound effects on a wide range of deposits than has previously been appreciated. These deposits include not only placer'and residual deposits but also stratiform copper deposits, Mississippi Valley type deposits, stratiform manganese deposits and Minette type iron deposits. Sea levels in paralic basins profoundly affect the influx of 'detrital sediment, and this has to be suppressed to allow for the accumulation of thick rich deposits of coal evaporites, phosphate or metalliferous sediment. Emergence can be associated with oxidized waters, erosion, and,solution of soluble rocks. Submergence can reverse the Eh trend and can lead to preservation of ores. Both realms of surficial sedimentary environments and subsurface diagenetic environments can be affected by changes in water pressure, gas pressure (pC02), Eh, pH, and temperature as sea levels fluctuate. Even relatively small sea level changes may have profound effects. For example, there is some evidence to suggest that when the level dropped below 100 metres about 10,000 years ago, the Red Sea became isolated by the sill at Bab el Mandeb in the south, and evaporated away to leave a series of shallow lakes. The Red Sea is 1 to 2 km deep. It was at times such as this that the well-known copper-zinc mineralization developed in the Red Sea trough. Changes in sea level also affect the stability field of gas hydrates which can yield large volumes of gas leading to mass movements on the sea floor (Warnke, 1986).

This paper presents the results of studies on the development of an efficient non-cyanide technology for processing massive, finely disseminated, copper-zinc ores of the Urals deposits. Copper is mainly represented by chalcopyrite and zinc û by sphalerite. The main ore mineral is pyrite, with its content in ores varying from 50 to 80 per cent. At the present time, separation of copper concentrate at the Urals concentrating plants is achieved in a lime medium by non-cyanide technology using sodium sulfide and zinc sulfite as depressors of zinc and iron sulfides and butyl xanthate as the collector. Copper content in copper concentrates amounts to 15 - 17 per cent; considerable losses of zinc are associated with copper concentrate and final tailings. Various collectors were tested during the studies: xanthates and aerofloats with different lengths of hydrocarbon radicals, thionocarbamates, Aerofine 3418A of Cytec Industries, reagent S-703G of Mineral Reagents Int, and modifiers û sulfur dioxide, sodium sulfide and zinc sulfite, with a pH of the medium varying from 5 to 12. Optimum results of copper concentrate separation were achieved in a weakly acidic medium using S-703G as the collector and sulfur dioxide and zinc sulfite as modifiers. The copper content in the copper concentrate was increased by 4.8 per cent. Total copper recovery into the copper concentrate and zinc recovery into the zinc concentrate exceeded five per cent.

Discovery 2000 is basically about data, its collection, management, assessment and dissemination. A major focus of Discovery 2000 is the collection of new geoscientific data. However, the Department is already a major source of data on the geology and mineral resources of New South Wales. These existing data when combined with the new data, will greatly enhance the knowledge of and information on the geology and the mineral development potential of New South Wales. This paper discusses some of the existing datasets and outlines how they can be accessed. It also gives an insight into the Department's strategy for data and information technology management.

The role played by lawyers in business has, in the course of the last 15 to 20 years, changed perceptively. This development has coincided with, and indeed has been a reflection of, the changing nature of Australian business, especially as the mining industry established its predominance in the Australian economy. The nature and extent of governmental regulation of business, too, has changed markedly. As a consequence, there has been a qualitative'change in the nature of commercial law practice. For the needs of business to be met, lawyers have had to develop specialist skills in new areas. Furthermore, there has been the emergence of the "in-house" lawyer, who increasingly plays a primary rather than a subordinate role in corporate law practice. There is no evidence to suggest that this trend, which is by now so well established, will prove to be ephemeral. Instead, with all indications pointing towards even greater governmental regulation of business activities, the intimate role of the lawyer in business seems entrenched.

Diversification has characterised the mining industry in this country and globally in recent decades, and in Western Australia in particular. One of the most obvious aspects of diversification is technological change which continues at a rapid and sometimes bewildering pace. A function of technological advances is the increased capacity to further diversify the range of minerals which can be identified in economic concentrations and profitably extracted. This broadening of the total base of the industry has a synergistic effect on its further development by extending its geographical spread and increasing scope for decentralised infrastructure. Another aspect of diversification is the corporate thrust towards establishing overseas mining bases for a variety of reasons. Off-shore (sea bed) mining is a further manifestation of increasing diversity, although very much in its infancy.

The reduction of titanium tetrachloride to trichloride can be achieved by employing hydrogen and electric arcs. It is possible to produce melts containing up to 50% TiCk in the eutectic mixture of LiCl/KCl by striking a D.C. arc at the surface in the presence of hydrogen and TiCl. vapour. If the electrode IS made to just penetrate the surface of the salt mixture, a hot zone results from the' high resistance contact with both lower chlorides and sintered titanium may be produced. The sintered metal forms just below the melt surface while the trichloride forms at the gaslIiquid junction.The "hotspot cathode" appears to offer a solution to the problem of producing coherent deposits as the spong'e metal can 'be continuously withdrawn in a similar manner to the "calcium process".INTRODUCTIONConsiderable interest has been shown for some years in the possible development of a cheap electrolytic process for the extraction of titanium metal, since a method using simple materials and cheap electric power would materially reduce the cost of production. Even when cheap starting materials are used, however, there exist several general difficulties in the operation of plant which both limit the speed of production and increase the cost of the product. It happens that most of the techniques so far tried produce a powder as cathodic deposit, and when this is the case the following difficulties arise:1. The whole contents of the bath must be treated with solvent in order to extract the 'metal powder which may itself tend to oxidise, and thus become contaminated.2. Fine metal powders, which often contain residual entrained salts, are less easy to consolidate by arcmelting than metal sponge.

The design of a pilot-scale, turbulent-jet flash reactor which models the essential features of the industrial smelter is described. A report of its operation and application to an investigation of the ignition of particles of sulphide species is given.

In order to deal with this, the education system should be geared to this continual technological advance.A new scheme is designed to attract high quality school leaven to take up courses serving the mineral industry. Because the Australian resource industry differs from the resource industries of other countries, direct application of manpower planning processes derived from overseas experience may be singularly inappropriate for Australian projects. Too often in Australia, project manpower planning has been undertaken as an afterthought to technical and financial analysis. A wide variety of complex and interrelated manpower considerations should be evaluated from the beginning of project planning, even at feasibility study stage, and relevant deductions should be incorporated into all other planning. Many manpower factors can be considered sequentially but it is probably necessary to undertake critical path analysis for manpower planning. The paper highlights some key factors involved in project manpower planning and suggests a simple linear planning sequence which integrates the analysis of factors and can in turn be integrated into technical and financial planning.

Chrysotile asbestos is a valuable resource. Used as a reinforcement in asbestos cement, products are obtained which are cheap, are not attacked by vermin, do not rot or support growth of fungi and are unaffected by water or humid conditions. Such products are of great value in the developing countries where inexpensive and durable building materials and pressure pipe are very important to development, housing and water supplies. Concern over the adverse effects of inhaling asbestos has led to the introduction of increasingly stringent controls world wide on the quantities of airborne asbestos per- missible in the occupational situation. Wet processing has the potential for virtually eliminating the environmental concerns with asbestos dust both in fibre production and in the materials handling section of the manufac- ture of asbestos cement products. In addition, high efficiencies associated with wet process- ing mean that better yields are obtained and that the tailings which are dumped have a lower residual asbestos content. Since early 1977, ICI Australia and Woodsreef Mines have been engaged in a programme of research to develop and evaluate a wet mill- ingprocess to produce, from ore and existing tailings, high grade fibre suitable for use in asbestos cement products. The process has been developed through microscopic studies, labora- tory bench scale experiments, work in a small scale semi-continuous plant and product evalua- tion on experimental size Hatschek asbestos cement machines. A prototype mill with a normal feed rate of 1z tonnes per hour and capable of producing pipe grade asbestos from Woodsreef ore has been constructed and was operational from January, 1982 to July, 1983. A range of asbestos cement products have been made successfully on full scale Hatschek machines using fibre from ore and tailings milled in the prototype mill. Economic evaluations indicate that a wet process mill would be cheaper to build, operate and maintain than an equivalent dry process plant. A commercial plant has been designed 1. Mr. P. F. THOMPSON said this matter was one of very great importance to producers of lead. His association with the matter was that he happened to be the Institute representative on the Committee of the Standards Association of Australia charged with formulating a standard for chemical lead, that is, lead used in technical chemistry for acid chambers and the like. The British standard had this test incorporated in it, but those on the committee felt that it should not be included in the specification. The main objection was that in an accelerated corrosion test one was endeavouring to do in a few seconds what in natural conditions would take years; and it was now being recognised that such tests were of little value in assessing the corrosive properties of a metal.The flash point test was carried out with boiling hot strong sulphuric acid; but no chemical manufacturer would be likely to use such in contact with lead. There were many factors such as the formation of steam, the chemical reduction of sulphuric acid, the evolution of hydrogen, the catalytic effect of the surface lead, affecting this test, other than the presence of the segregated impurities upon which this test throws the onus of the whole imperfection of the lead. Mr. Russell had shown that lead which had stood the test of time often gave a low flash point. They were endeavouring to find rapid methods of estimating minute amounts of the more important impurities, which would eliminate the labour and expense of a full analysis.Mr. H. St. J. He supposed some of those present knew that the Broken Hill Associated Smelters was responsible for Mr. Russell's investigations at the University, and he could only agree with Mr. Thompson that the flash point test, which had been accepted at the present time...

Over the last thirty years production of heavy minerals from Australian deposits has dominated the world market. The main incentive has been to suoply the raw material for titanium dioxide based pigments. These ~ninerals include ilmenite, rutile, leticoxene and more recently, synthetic rutile. Inevitably the viabilit/ of developing placer type deposits has seen influenced by other heavy minerals present, such as zircon and monazite, but these have been of secondary importance. For most of the sixties and seventies, Australia supplied the 'najority of free world rutile and zircon, and a large proportion of the ilmenite. With the run-down of rutile- rich reserves in eastern Australia, the emphasis has s:iifted in several countries, including Australia, to fill }the gap with i l Wen i to and its derivatives, leucoxene, synthetic rutile and titanium rich slag. over the next 15 - 20 years, as high grade beach placers in Western Australia are mined out, less traditional sources for mineral sands products will be opened up. Low grade placers (particularly those dominated by ilmenite) will be reassessed in Australia, U.S.A., Africa and Asia, and exploration will shift from beach and dune environment, to heavy mineral concentrations in alluvials, lake deposits and continental shelf deposits. At the same time, production of anatase and bastnaesite will be expanded, as required, from the huge resources contained in carbonatites in 3razil, U.S.A. and China.

The paper explains the genesis of the Ballarat College of Advanced Education to its unique position in mining engineering education. A description follows of the development of the Graduate Diploma in Occupational Hazard Management which commenced in 1979 in the cooperative mode of four groups of three weeks full- time study followed by twenty-three weeks in industry. In particular an analysis will be given of the state of origin of students, ages and employing industries. Given the experience from the evolution of this course a similar process is described for the Graduate Diploma in Mining which has been accredited to commence early in 1987.

The impact on metallurgical operations of the hydrocarbon energy price hike can be greatly alleviated by recourse to alternative fuels. Information is provided on fuels such as coal, coke, coal-oil mixtures, manufactured gas, wood and charcoal; techniques such as direct and indirect combustion, pulverised fuel injection, slurry burning, fluid bed combustion and various gasification processes. Actual examples of metallurgical operations are used.

The equilibrium phase relations in the Fe- Mn-Ti-0-S system were established at 1380 and 1485 K. The elemental distributions between the equilibrium phases were obtained by chemical- ly analysing selected samples from the phase study. The results are considered in relation to the coal reduction process for upgrading ilmenite. The beneficial effect of adding sulfur to a kiln that uses a manganese-rich feed is ex- plained by the formation of a metal-sulfide solid-solution phase that removes part of the manganese from the oxide system. The optimum conditions for operating the reduction kiln are determined, and the practical need to operate the kiln at other than optimum conditions is explained. It is shown how the experimental data can be used to predict the best compromise conditions for reduction and the resultant purity of the product.

A comprehensive feasibility study should be submitted as part of the loan application to a financial institution for debt funding of a proposed project. Its scope should include technical, costing, marketing and other aspects pertinent to the project. The technical presentation should be sufficiently detailed to show that the assumpt- ions concerning future performance are realistic. A lender needs to be convinced that the capital and operating cost estimates are conservatively based with adequate allowances included for contingency and escalation. The marketing assumptions determine the level of revenue from which operating cost, debt servicing, and other commitments are to be met. The foregoing aspects establish the economic viability of the project, and are therefore relevant to the risk assessment and cash flow analysis carried out by a potential lender which determine his ultimate lending Decision
