Plant data are presented which indicate a relationship between flotation rate constants and pulp density in zinc cleaning circuits at Broken Hill. The data were obtained from down the bank sampling of cleaner and recleaner banks at North Broken Hill and New Broken Hill Consolidated Concentrators. It was found that, under normal plant operation, flotation rate constants increased at the lower pulp densities existing in the later cells of cleaner banks. The addition of dilution water to the feed to the bank increased flotation rate constants, thereby confirming the relationship. It is shown that the relationship between flotation rate constant and pulp density is size dependent, being most pronounced for larger sized particles. In contrast, the effect is not markedly dependent upon mineral type. Possible consequences of this relationship for control of cleaner operation are discussed with the aid of some simulated results.

Preliminary project evaluation is relevant to the evaluation process of the decision makers (or executives) prior to making the critical business choices. Important to the assessment is an integrated sensitivity, scenario and risk analysis at every stage of a mining project. This should include the evaluation of different options taking into account uncertainties. Construction of interactive financial computer models where each element is functionally integrated into a fully integrated life-cycle allows rapid and automatic study of the sensitivity of each element through changes in the value of an input. The scenario analysis is the effect of changing more than one input at a time, organised through scenarios in a decision tree. Risk analysis is an integrated analysis of the effect of all uncertainties of the parameters, using Monte Carlo simulation. Key to the asset decisions process is that the decision maker is provided with the essential integrated decision information. We have clustered this information into several scenario groups. Within each group, two levels of uncertain information are distinguished: discrete scenarios critical for the decisions; and remaining uncertainty within the scenario (risk analysis) which can be modelled by continuous probability density functions (pdfÆs). For an asset, the relevant scenarios in each group and the associated continuous pdfÆs need to be defined. When the scenario groups and associated pdfÆs have been defined for the asset, the decision process can be started by structuring the different scenario groups in a Scenario Tree. A Scenario Tree contains decision and end nodes. Each end node corresponds to a completely defined mine project or asset model. The calculations for each end node result in a set of stochastic realisations for the reserves, production forecast, cash flow, and profitability indicators (NPV, IRR, DPR). Thus, a deterministic and fully probabilistic multi-commodity analysis tool is provided to investigate the sensitivity and robustness of decisions.

The three systems of mining in use in the Southern Coalfield of New South Wales are bord and pillar with or without subsequent extrac- tion, longwall and shortwall. Bord and pillar with extraction is regarded as the conventional system. The application of continuous miners and powered roof supports (Shortwall) to coal min- ing has, grown in recent years from something of an oddity among extraction systems to an acceptable and viable approach in certain min- ing environments. The method can be applied in a high proportion of situations where normal pillar extraction is practised with advantages over the conventional approach. These advantages extend to both safety and efficiency aspects and also include better utilization of coal reserves. It holds hope for further gain in efficiency because its simplicity of layout lends itself to achieving the goal of contin- uous haulage towards which operators are always striving.

The flotability of monazite, zircon and rutile in the presence of sodium oleate, potassium octyl hydroxamate and a commercial hydroxamate was investigated through microflotation tests in a modified Hallimond tube. Zeta potential determinations in the absence/presence of collectors were performed in a microelectrophoretical cell. The microflotation testwork showed that, in general, the flotability characteristics of all three minerals are very similar. Commercial hydroxamate is, by far, a stronger collector than the pure potassium octyl hydroxamate. Electrokinetic studies indicated that the adsorption of collectors shifts the isoelectric point (IEP) of the minerals towards lower pH values. These collectors also are capable of changing the zeta potential values to more negative figures in the pH region above the isoelectric point. An increase of the conditioning temperature, generally, enhances the floatability of the three minerals. A depressant is required in order that selective flotation is feasible in the system monazite-zircon-ruffle. Sodium metasilicate is an efficient depressant for zircon and rutile and affects only slightly the flotability of Monazite.

This discussion will present a case study in developing solutions to a metropolitan quarryÆs public relations, legal, environmental, and productivity problems. It details an extensive and detailed project to address the blasting practice in a medium sized quarry that is surrounded by residential and industrial zones. The principle work was done over four months duration during the normal production season. It included detailed drilling and blasting audits for baseline information. In addition, geologic characterisation, seismic modeling, correction of deviations from best practices, and implementation and monitoring of precise electronic timing to provide dramatic solutions for the quarry. The quarry is in the near suburbs of a large metropolitan city. It is framed on two sides by residential municipalities and on two sides by industrial zones. At the start of the project, the quarry was in court as a result of the lawsuit by one of the neighboring towns that was suing to close the quarry. The lawsuit had progressed to the advanced stage where in the Judge had appointed an arbitrator to make the decision of continued operation. This arbitrator was to observe our progress and recommend to the Judge the disposition of the case.

Changes to the mining process to improve fill stability are described, including increased focus on fill performance, modifications to extraction techniques, increased fill quality, changes to drill and blast practice, and research into backfill stability. The number of employees required to operate a continuous operation was determined. The fixed and variable costs of the operation were separated, generally along the lines of labour and stores components. Proprietary `MicroPlanner' scheduling software was used to assess resource utilisation under the constraints generated by seven-day operation to determine the level of resources required and ensure that the maximum use was being made of all resources. The mine economic model was used to account for both the fixed and variable costs of the various task to determine the cost and net revenue of the various scenarios. The analysis indicated that mine output could be increased while reducing the unit production cost. Several eight- and 12-hour, seven-day rosters were sourced and ranked for their potential to improve production and communication, and for their effect on employee health and lifestyle.

There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

A simple apparatus for delivering pulverized coal as fuel to a SIROSMELT lance is described, and its performance in smelting tests is evaluated. Using the pulverized coal as fuel, the SIROSMELT furnace performed well in both oxidative copper smelting and reductive smelting (zinc fuming). In both cases the evidence suggests that part of the combustion occurred by indirect oxidation of coal particles entrained in the bath. Oxygen potential measurements made during the zinc fuming tests confirmed the general features of the the non-equilibrium mechanism for zinc fuming proposed by Richards and Brimacombe. The zinc level in the slag during continuous fuming was lower than was predicted using an equilibrium model.

Coal mining in the Illawarra commenced in 1848. By the early twentieth century mining operations were spread over quite a distance along the coast centred on Wollongong. By this time there were already numerous tunnel mines and one shaft mine. Coal was first reported in Illawarra by Lieutenant Flinders on a voyage of exploration, southerly along the coast from Sydney in 1796. Because of the topography, particularly the escarpment and the narrowness of the coastal plain, access from Sydney was not easy by land and the normal access was by sea. It was not until some coastal areas had been developed for agricultural purposes that the mining of the seams on the South Coast commenced for the supp- ly of fuel. The most important mines in the early nineteenth century were Bulli and Osborne Wallsend. In general, coal was won from the tunnel mines and was transported directly, usually by tramway, to the nearest shipping point. Considerable hardship attended the earliest attempts at mining coal in regard to materials for mining and the way of life of the miners in the vicinity of the mines. With the growth of production and the installation of coke ovens at some mines the area, hitherto virgin bush- land, began to take on a more industrialised appearance. As part of the 2006 AusIMM/Atlas Copco Scholarship I was fortunate enough to visit these facilities to experience first hand this truly unique global company. Through numerous presentations on the various divisions and products manufactured by the company, I saw the broad range of products and services offered by the company and came to realise it is much more than just selling drills. Other highlights included a brief love affair, a tour of EuropeÆs largest underground mine (or factory depending who you ask), a drink at the ice bar at the ice hotel in JukkasjSrvi, and a number of dinners of reindeer. Overall this it was a truly amazing experience with all involved with the program going out of their way to ensure I got the most out of the trip. More importantly, through no effort at all, everyone naturally conveyed their passion for the industry and the company which is a great credit to the æAtlas Copco WayÆ thereby creating a company æcommitted to your superior productivity through interaction and innovationÆ.

Mine to mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian mining industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in Northern Queensland, Australia, has espoused the mine-to-mill concept and is actively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROM stockpile. A blasting improvement program was undertaken between Ernest Henry Mining, Thiess Contractors and Orica Explosives to optimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance of individual blasts are needed before it is possible to optimise fragmentation or the downstream processes. These include such specialised Orica Explosives tools as SABREX, POWERSIEVE, and POWERLINE and commercially available drill monitors. As important are the more common still and video camera, borehole loggers, measuring tapes, surveying equipment such as face profilers, and a high speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design -only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as the understanding grew and practices have been implemented resulting in reduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution. The sucessful use of sewage sludge in land rehabilitation has been established and there is an abundance of overseas information on sludge reuse. Unfortunately Australia is behind Europe and North America in establishing sludge reuse policies and regulations. In Victoria the EPA has no publicised regulations and no communicated policy for sludge reuse. In the absence of sound regulations the onus is firmly on the operators of sewage treatment works to ensure land application of sludge is safe for the environment.

Seam gases are the most important atmos- phere contaminants in Australian collieries, their importance increasing with depth; C02 as well as CH4 may be important in intruded envir- onments. The generally high rank of the coal, with low moisture content, makes for abnormal dust production. The other contaminants are introduced and subject to better control, in- cluding products of spontaneous combustion. Due to market situations the generally lower rank and higher sulphur coals more prone to self heating are mined less. Future mining at greater depths should see greater problems with atmosphere contaminants.

World coal producers have been under constant pressure in recent years because of falling export prices arising from oversupply and the Asian slowdown. This has resulted in a dynamic market place, a sharpening of focus on bottom line costs and some rationalisation of participants. Productivity has increased dramatically as many inefficiencies, typical of the coal industry, have been eroded through workplace reform. This is true for the both open cut and underground sectors of the industry. At the same time, the technology of underground mining is undergoing dynamic change. Mine operators are implementing better exploration and planning tools and are also starting to make gains against chronically low equipment availability and utilisation. æStep-changeÆ improvements in output are imminent. As the statutory environment shifts to a æduty of careÆ regime, it is hoped that mine safety performance will improve, particularly with regard to fatalities. The focus of the paper is on the Australian coal sector, although references to international benchmarks are made. Despite environmental threats to the future of coal, it is concluded that the next ten years will see impressive performance results from underground coal mines which will assist coal to maintain its position as the preferred fuel of lowest cost.

AXTAT is a computerised system developed by the Western Australian Department of Minerals and Energy in conjunction with the local mining industry for recording and retrieving information about fatalities and work related injuries. Since its inception, the system has gained considerable recognition by consistently demonstrating its usefulness as a tool, not only to the Department, but for the entire industry nationwide. AXTAT has played an important role in the continuous improvement process in management of occupational health and safety in the Western Australian mining industry with gains in both human and financial terms, by regularly providing timely and accurate statistical feedback on fatalities and lost time injuries to industry.

Discounted cash flow (DCF) methods are well suited and recommended as a primary valuation method for mineral assets for which there are at least indicated resources and some form of feasibility study containing engineering, production and capital and operating cost data. DCF methods are also applicable as a secondary or check valuation method for exploration properties for which no technical study has been prepared. For projects where little or no engineering, production and/or cost data is available, the process of formulating a project concept by specialists who do not possess experience and expertise in the relevant technical faculties is totally rejected as a basis for applying DCF techniques as a primary valuation method. Such an approach runs counter to The Australasian Institute of Mining and Metallurgy (AusIMM) requirement to apply relevant expertise to specific aspects of mineral valuation. Technical and commercial inputs to mineral valuation should be reviewed by specialists who have specific expertise in the relevant disciplines, and should be tempered by the quantity and quality of technical evaluation which has been undertaken and the development status of the asset.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealand's minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Government's intention to review all the major laws governing New Zealand's resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990.
