This paper documents the selection, installation and performance of six, seventeen cubic metre, Dorr-Oliver flotation cells for primary zinc flotation at the North Mine in Broken Hill. The cells were installed to replace fifty, small cells, and despite initial design problems, have per- formed satisfactorily.

The valuation of resources companies is open to a huge amount of subjectivity. Not only are valuations subject to fast changing assumptions, such as commodity prices, exchange rates, ore grades, etc., but there is also no common agreement on the methodology to be used. To borrow from Malcolm Fraser, life wasn't meant to be easy for the resource company valuer. I will demonstrate three recent examples of valuations carried out but where the market or actual transactions done show very different results.

Hilton Mine is located 20 km north of the city of Mount Isa and Isa Mine in far north west Queensland. The sealed road used by the 500 employees to commute from the city is part of the Barkly Highway linking Mt Isa to the Northern Territory.Although discovered in 1947, major underground development did not start until late-1982 and first cut-and-fill production in mid-1987. The J53 exploration shaft was sunk in 1970-73 and the main P49 shaft in 1973-75. Since January 1990, most of Hilton ore production has been treated in the Hilton Concentrator, and concentrates trucked in slurry tankers to Isa for smelting or shipping.

The control of industrial grinding circuits in Australian concentrators has been practised for many years in one form or another. Some have established simple feedback loops in areas such as fine ore bin feeders (tonnage control), mill pump sump levels (flow control) and water additions (density control). There are also some sophisticated systems which infer circuit product size using complex measurements of mass flaws and water additions in the circuit and attempts are made to control those flaws to produce a constant circuit product size. The inferred size method in Australian concentrators has become firmly entrenched in the last ten years and control techniques involving the use of direct size measurements with reliable on-stream sizers have been Ignored.

The aim of the study was to use quantitative mineralogical measurements to predict the processing characteristics of an ore. Samples were taken from a wide range of concentrators processing ores of lead, zinc, copper and nickel. QEM'SEM was used to measure the characteristics of the ore feeding the plant. Concentrate product samples, together with plant operating data were used to give concentrate grade, recovery and grind size information. It was found that the mineralogical measurements correlated well with the metallurgical parameters indicating that these techniques will be very useful for making predictions in feasibility studies and simple plant optimization.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

Mining is claimed to be unique among industries owing to its dependence on exploration for its existence, the need to operate in remote, inhospitable areas, the vast capital sums required for development, the need to pay royalties regardless of profitabil- ity, the wide swings in prices for many of its products, the finite life of each-mineral deposit, its susceptibility to criticism by environmentalists, its dependence on export markets and sensitivity to' cost and exchange rate fluctuations, the uncertainties inherent in most mining legislation, pressures to grant mineral rights to aboriginal communities and the burden of having to finance its own infrastructure. The special problems of the industry have been recognised in the income tax laws which, generally speaking, allow for the deduction of all capital expenditure before tax is payable. Notable exceptions to this rule are the absence of special deductions for mineral processing facilities and the absence of any deductions for a large part of the expenditure on ports and port towns. Effective selective mining relies heavily on high quality geological data and assay data. Such assay data is dependent on effective sampling protocols, sample preparation techniques, assaying practices and well founded quality assurance/quality control (QA/QC) procedures. This paper describes recent developments in grade control sampling at PT Nusa Halmahera Minerals high-grade Kencana gold mine at Gosowong Indonesia and presents a case study in identifying, minimising and monitoring random and systematic sampling error including the use of duplicate sampling and the Thompson Howarth technique for quantifying random sampling error.

The development of an ion exchange process for the recovery of vanadium from solutions containing low concentrations of vanadium and/or slurries is discussed. The process can be used to improve overall vanadium recovery throughout the plant, and/or to reduce the vanadium concentration of waste materials prior to their disposal. The development of the process on a laboratory and miniplant scale is discussed, and includes:selection of a suitable resin with the desired loading and elution characteristics; laboratory-scale testwork to evaluate the use of the resin in both resin-in-pulp and fixed bed configurations; recovery of a high-value vanadium product from the resin eluate; and a preliminary techno-economic assessment of the financial viability of the process.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. When iron ore is crushed and split into lump and fines components, there are systematic differences between the lump and fines grades. Generally the lump product is richer in iron and lower in the other minerals, compared to the fines product. The grade differences between lump and fines, together with the lump percentage, are referred to as the ælump algorithmÆ. Mine estimates of grade, based on exploration or blasthole drilling, relate to head grade. The ælump algorithmÆ predicts lump and fines product grades from the head grade. This knowledge is important when developing mine plans. Different ore types can be expected to have systematically different lump algorithms. Previously, lump algorithms for specific ore types have been estimated by running the crusher with a single ore type over a sample period. This method is costly, interferes with production, and yields results of limited statistical power. It has been found that weighted-least-squares (WLS) multiple regression can be used to ascribe lump algorithms to different ore types, provided sample periods have sufficiently varied ore type mixes. This study discusses the method and its application to the analysis of Mining Area C crusher production records to estimate the separate lump algorithms, which could be applied to the different ore types. The analysis has enabled the set up of lump algorithms in the production system, to improve the grade control of lump and fines product. Some other relevant applications of the WLS multiple regression approach are also considered.

The simultaneous presence of fuel, oxygen, and of an ignition source is necessary for an explosion to arise. If one of these conditions is missing an explosion cannot take place. A continuous reduction of oxygen, often applied as a protective measure in surface plants, is not to be considered for underground mining because of possible danger to persons. Therefore, measures for avoiding explosions can only be concerned with lowering methane and coal-dust concentrations to an undangerous level and avoiding ignition sources. As these measures alone are not sufficient, additional ones have to be taken to keep the effect of an explosion as low as possible. Measures for controlling and monitoring methane are essential. Although the formation of dangerous coal dust concentration cannot be avoided it can be reduced. Dust-binding by means of hygroscopic pastes and dusting with limestone dust are effective measures to pre vent explosions.

Evaluation of tyre chains has been taking place at King Island Scheelite for several years. Results indicate that tyre life has been greatly improved in all cases. Good cost sav- ings are resulting on small loaders. The worth of chains is difficult to prove on larger loaders under the conditions at King Island Scheelite. However, the dramatic decrease in the number of punctures has convinced the Company that chains are worthwhile on some larger loaders.

The present practices in electro-refining of copper are shown to be the result of piecemeal and gradual improvements and innovations as metallurgists responded to changing cost pressures and the availability of new technology.Major changes were inhibited by capital cost restraints and a reluctance to build unproven ideas into new plants.It is suggested that the level of technology available today, combined with the greatest cost pressures the industry has known, call for fundamental re-appraisal and a questioning of widely accepted conventional practices.Examples of the industry reaction to changing pressures are given, and directions for future developments are suggested.

Borehole radar is a proven geophysical technology that can be used to map an orebody ahead of mining. This paper will present a case study, where borehole radar is being used within the mining cycle to map out orebody blocks, both as a strategic and tactical tool. Refined equipment and procedures now enables a slimline borehole radar tool to be deployed on the end of drill rods, making it easier and faster to deploy in an underground mine with minimal impact on the mining process. Boreholes are drilled in advance of mining; cover holes to ensure the competence of the hanging wall and geology holes to determine the location and grade of ore are two such examples. All of these boreholes can be entered using a borehole radar tool to map geology and structure ahead. The radar data can provide images of the orebody as well as help detect potential water bearing structures that could impact on safety at a mining face.

The introduction of large diameter drill holes and mass firings in underground metalliferous mines has led to an increase in the number of reported sulfide dust explosions in Australia and overseas. Adaptation of the coal mining technique of using limestone to inhibit or prevent dust explosions has not been entirely successful as the development and inhibition of a sulfide dust explosion is somewhat different from that of a coal dust explosion. Tests were carried out on two pyritic ore samples, sulfur contents of 41 and 36 per cent, in 8 and 20 litre explosion chambers to evaluate the effect of the addition of limestone on the maximum explosive pressures developed and rates of pressure rise. Significant values were obtained in both chambers with dusts containing 60 per cent ore and 40 per cent limestone. The percentages of limestone required to inhibit the pyritic dusts were considerably higher than those values generally accepted by the mining industry and the current methods used to inhibit sulfide dust explosions should be re-evaluated.

Numerical modelling is a valuable tool for simulating the fundamental processes that take place during a heating. The models presented in this paper have enabled a quantitative assessment of the effects of initial pile temperature, pile size and mass and coal particle size on the development of a heating. To remain at the leading edge, in any business, depends on accuratebut flexible design thereby allowing operational managers to providealternatives to improve their operations. The ultimate goal is to deliver to plan, with optimum economics. Mining is no different; with falling prices and escalating costs,improved margins become the focal objective. There are many ways toachieve this, ranging from operational efficiency improvements through production scenarios to planning initiatives. Of all, planning usually receives the least attention, yet it is the area of most influence on the Net Present Value (NPV) of the reserve. With computer technology, numerous concepts and iterations are possible thereby closing the gap between optimal and actual design. This paper discusses the application of the split shell design at the De Beers Venetia open pit in South Africa.
