The Code of Federal Regulations Title 30, Parts 56, 57, 75, and 77 require that detonators and explosives be separated by four inches of hardwood or equivalents when transported together in mines. This standard was developed to protect the explosives from initiation by the more sensitive detonators. The research reported here is an attempt to quantify the fire protection offered by four inches of red oak and other materials. Boxes with a volume of 6.75 cubic feet were made from four-inch thick rough green oak (RGO), two-inch thick RGO plied, two-inch thick #1 common (dried) red oak plied, and a metal/plywood composite. These and boxes meeting the Institute of Makers of Explosives' (IME) Safety Library Publication No. 22 were tested in bonfires. The boxes were instrumented with thermocouples, filled with detonators, and placed over a kerosene fire imparting about 16 kilowatts per square meter heat flux for up to 3 hours.

In the past several years, there have been a number of blasting-related carbon monoxide migration incidents. In each case, there have been some common factors that appear to be related to carbon monoxide migration. Geology, heavy confinement of the blast, close proximity to the affected structure, and open pathways into the affected structure are just a few. Prince William County, VA is an area undergoing a boom in suburban development. In the year 2001, more than 4,050 new homes were constructed within the county.1 In the new housing development located in Bristow, VA, trench blasting was utilized to excavate proposed sewage and utility lines. On November 8, 2002, a trench blast was conducted for the installation of utility lines. Later that evening a carbon monoxide detector alarmed in a nearby house. The gas company and fire department sampled for carbon monoxide and measured 100 ppm and more than 200 ppm on the first floor and in the basement respectively. Subsequent efforts to prevent migration of CO into the nearby homes met with mixed results. The only reliable technique for protecting neighbors from CO appears to be the placement of CO monitors in the homes. The events are presented and discussed.

The dynamites are graded according to the percentage of nitroglycerin that they contain. Thus a “40% powder” would be one in which the sticks, weighing one-half pound each, would include one-fifth of a pound of pure nitroglycerin. Dynamite is usually packed in paper cartridges weighing about one-half pound each which will vary in diameter. When ordering, it is customary to specify a size of cartridge that will as nearly as possible fill the drill hole, the commonest size being 1 ¼” in diameter by 8” in length. It is nearly always shipped in 50-lb. boxes, which have a volumetric capacity of 3/4 cu.ft.

The energy output of crushed AN/FO, crushed AN/FO mixed with Aluminum (5%, 6.4% and 9.4% A1 by mass) and a commercial emulsion explosive has been measured using a detonation calorimeter. The charges had a diameter of 10 mm and were heavily confined by a 11 mm thick copper shell. In order to achieve stable detonation glass microballoons were used in the explosives so that the density of the AN/FO charges would be around 1.1 g/cc. The charges were detonated in vacuum and the detonation products were analyzed using gas chromatography. It was found that energy values were very close to calculated values obtained by ideal detonation codes.

To bring some clarity to how different standards relate to each other a project was initiated within the European Federation of Explosives Engineers (EFEE). The first part of the project was a literature study and a survey including an evaluation of the answers provided by members of EFEE. The results were presented at the International Society of Explosives Engineers (ISEE) conference in Denver 2020 as well as the EFEE conference in Helsinki in 2019.

Thirty-seven open pit production blasting operations have been monitored using high-speed cameras running between 500 and 7000 frames per second. Analysis of the resulting films reveals irregularities in timing including sequencing errors and crowding (holes firing less than 8 ms apart), confirming results of laboratory testing of ms delay blasting caps (Winzer, 1978). Where blasting parameters are otherwise constant and within recommended guidelines (stemming, spacing, burden, etc.), timing problems dominate the overall performance of the blasting operation. Model tests in layered Homalite 100, designed to simulate joint or bedding planes in rock, indicate the importance of the stress waves generated by the explosive in developing the crack network which is ultimately responsible for the fragmentation seen in the resulting muckpile. These mechanisms are strongly supported by high-speed film studies at Pinesburg, Maryland. Experiments in controlling relief in deep shots (where depth approaches the lateral extent of the bench blasted) using borehole geometry and hybrid initiation systems (electronic timer and pyrotechnic delays) were carried out. The results suggest that the 1 me/ft. of burden guideline developed by Bergmann et aI., 1974 is too short, and that much longer times are necessary to optimize fragmentation and muck digability. Longer times are found to reduce noise, vibration, and flyrock.

The use of an ordinary VHS video camera and a four-head player can be an effective tool to analyze surface blasting. The necessary equipment can be purchased for under $1,300 and will allow frame by frame or slow motion viewing of a blast in 33.33 millisecond increments. Rock breakage, movement, and timing can be studied in high quality slow motion. These studies can result in improved blasts by showing things that the eye can miss in real time.

In 1989, Les Entreprises Kiewit Ltee signed a C$32 million contract with the Societe d'energie de la Baie James, on behalf of HydroQuebec, to excavate the intake and tailrace channels for a second powerhouse at the LO-2A James Bay hydroelectric project. The multistage contract included removing three marine rock plugs. The first plug was blasted in April 1990. It was a 43 yards wide, triangular shaped wedge that projected into 18 yards of water. Located at the mouth of the intake channel, it contained over 72,000 yd3 of rock, more than twice the 30,000 yd3 found in most rock plugs.

Rare indeed has a major cross country natural gas pipeline met and surmounted such obstacles as the Iroquois Gas Transmission Line from Canada to Long Island, New York. Of the 370 miles long length a fair estimate has been that 1/3 or 122 miles were across rock country. Spread One, Four and Five were particularly difficult. If is estimated that over 75% of the required blasting was on those three spreads. The term "spread" goes back to the old term of describing a ranch.

One of the main challenges facing mining engineers is to draw up a plan that can be implemented in a timely manner, taking into account the operational variability of the mine’s production processes. These plans are often drawn up based on deterministic modelling (provided there are a set of known inputs that will result in a single set of outputs), when in truth we are talking about stochastic events (the cycles involved behave like random variables and their nature may be studied and reproduced). The result of using this kind of methodology can lead to non-optimized intuitive choices, which may harm the long-term targets defined by the planning team. Based on this principle, this document investigates the simulation of the rock fragmentation process in an open pit mine to assess the stochastic behavior of the loading and haulage operating cycles. The data assessed by the simulation process were the total costs of these operations in function of the powder factor. Based on a sample set data items, it was possible to check the probability distribution of the event as a Poisson distribution, applied to the loading and haulage cycles. The simulation consists of the repeated sequenced reproduction of these events (Monte Carlo simulation), in order to find the configuration that best fits the loading and haulage operations. By integrating these systems, it was possible to better understand the influence of the blasting in these operations, and as such to reduce the associated costs.

The Woodville Lime and Chemical Company Limestone Quarry is located in Sandusky County, Ohio. Fifty years ago, when quarrying began, it was situated approximately two miles from the town of Woodville. Today new houses border the quarry property within 1,500 feet of one of the working faces. During the past two years, the operation has systematically changed the blasting program to achieve better fragmentation, lower costs, and to maintain good relations with the local property owners. This paper will discuss systematic changes made in the blasting program to increase productivity and reduce costs.

The mining industry occasionally blasts near pressurized transmission pipelines and has requested guidance on safe vibration levels and setback distances. The Bureau of Mines and the Indiana Department of Natural Resources cooperated with AMAX Coal Company on a study of coal mine overburden blasting. Five buried and pressurized 250-ft pipeline sections were specifically installed on the Minnehaha Mine highwall near Sullivan, IN for testing to failure. Four welded steel pipes ranging from 6- to 20-in diameter and one 8-in PVC water supply pipe were monitored for vibration, strain, and internal pressure for a period of 6 months while production blasting advanced up to the pipeline field. In contrast to previous studies of small-scale blasting representing construction activities, these tests involved overburden blasts of up to 2100 lb per delay in 12-1/4-in diameter holes.

"The following paper focuses on the developing relationship between the members of theInternational Society of Explosive Engineers (ISEE), and the mining students from the BritishColumbia Institute of Technology (BCIT). During the past two years mining students and theISEE members have worked closely in developing a student chapter within the society and onFebruary 1st 2015, the first Canadian Student Chapter was recognized at the annual generalmeeting in New Orleans. This paper discusses the benefits that both the industry and studentsgain with a strong relationship. The mining students recognize the importance for filling the rolesof retiring members of the society and industry. Prior to 2015 the school had only offered a twoyear diploma program in mining and mineral exploration methods. That included a brief sectionin the use of explosives in the mining industry. In September of 2015 students were recruited forthe first ever Bachelors in Mining and Mineral Resource Engineering program. This engineeringdegree includes a full four month course in advanced blasting and rock fragmentation. Studentssuccessfully completing the diploma program will have an entry level of technical understandingin how blasting is conducted. The students successfully completing the bachelor degree will havean in depth technical understanding of explosives and rock fragmentation. Having this uniqueand dynamic multi-level program provides the explosives industry with a pool of talent that canbe used to fill positions with graduates for all levels of the blasting industry."

Dangerous goods, known as hazardous materials in the USA, are subject to special controls during transport to ensure the safety of the public. Dangerous goods are divided into nine classes, and Class 1 is devoted to explosives. Unlike storage or manufacturing, explosive transportation crosses the political boundaries of localities and nations, and its regulation must be centrally managed to avoid duplicate costs of complying with multiple regulations. Additionally, the transport of dangerous goods occurs by four different modes – highway, rail, vessel and air. While each mode has differences which must be addressed, the fundamental principles of classification, packaging, hazard communication and documentation remain the same. When a shipment travels by multiple modes and across borders, consistent regulations become paramount to cost efficiency. This is a common occurrence in the growing global economy.

In India, more than 80 percent of the total of 557 million metric ton coal production comes from open-cast mines involving large overburden removal with average 1:3.5 stripping ratio which is going to in-crease in future. This operation consumes nearly 0.5 million metric ton explosives consisting of 80-85 percent bulk explosives and remaining 15 to 20 percent non-permitted large diameter explosives. Quali-ties of bulk explosives play an important role in rock blasting. Post blast results like poor fragmentation, tight mucking, toe problems, improper muck profile and lower productivity of mine may require chang-es in explosive loading factor (amount of explosive used per unit of rock blasted ). The explosive load-ing factor is an extremely important index to assess the economy of blasting operation.

This paper details the investigation of a fatal explosion that occurred on April 8, 2011 at a magazine used to store fireworks in Waikele, HI. The fireworks had been confiscated by the Bureau of Immigrations and Customs Enforcement after they were informed that a container shipped to the United States contained illegal fireworks. Four groups of cardboard cartons that were marked as 1.4G (consumer fireworks) were determined to be consistent with the more explosive 1.3G type, commercial display fireworks. The subcontractor retained to destroy these fireworks stored the shipment in the subject magazine and was in the process of disassembling them on the day the explosion occurred.

Test blasting was carried out to study the flying characteristics of rock mass caused in bench blasting. The quantity of explosives was increased from 7.6kg to 9.1kg and the Minimum burden was changed from 131mm to 451mm. The effect of condition for the characteristics of fly rock were considered. The fly rock was observed using the high-speed camera and video to study the flying characteristics of the rock mass caused in the bench blasting. Numerical simulation of fly rock was carried out using DDA (Discontinuous Deformation Analysis) method. It was clear that the DDA method can be applied in the simulation of fly rock caused in bench blasting.

SAFEX International is a global organisation with more than 85 members, all of whom are manufacturers of explosives. On joining each member signs a declaration saying that they are willing to exchange information with regard to any accidents or near misses they may have in order to prevent the recurrence of the incident. SAFEX International was formed 50 years ago in Europe and has now built up a database of more than 700 accidents in the explosives business. Once every three years, an International Congress is held in which members address specific safety themes associated with the explosives industry, and also give details of "what went wrong?", "why?", and lessons learned. The next Congress will be held in Amsterdam between the 29th May and the 1st June 2002. This paper describes the operation of SAFEX International, which is dedicated to the international exchange of experience on industry connected accidents of the explosives business.
