This report is one of a series published by the Bureau of Mines describing methods and practices at various mines throughout the United States. A previous program, conducted from 1928 to 1939, was well received by the mining industry and technical institutions and provided much source material for engineering textbooks and technical handbooks. The stringent wartime demands on the mining industry, the rapidly changing postwar economic situation, and greatly accelerated technologic growth have combined to render many of the previous data obsolete. The objective of the present program is to assemble reliable technical information on mining methods and practices throughout the country and present it for the use of the mining industry, technical schools, textbook authors, and other interested persons. This report deals with the design and development of the Berkeley open- pit mine at Butte, Mont., owned and operated by The Anaconda Company. The Berkeley pit is but one facet of a well-organized and integrated copper-mining operation involving the entire Butte district. Vein-type mining, important for 75 years, is still in progress at depths from 600 feet to nearly 1 mile; on intermediate levels, low-grade ore left untouched by earlier vein-type mines is being extracted by block caving entire ore zones,3/ and secondarily enriched but lower grade near-surface portions of the same ore zones are being mined by open-pit operations (fig. 1). The Berkeley pit itself is named for the Berkeley mine, one of the old mines that extracted copper ore from high-grade veins in the area that now will be mined by open-pit methods.

The Chestnut Ridge Anticline is a prominent structure in southwestern Pennsylvania, USA. This structure has brought two economically valuable limestone formations to the surface, where they are easily accessible to room-and-pillar mining. Nine active crushed stone quarries, an underground research facility, and one industrial facility currently operate along the linear trend that represents the axis of the anticline. The National Institute for Occupational Safety and Health (NIOSH) has identified significant variation in levels of horizontal stress within relatively short distances at shallow overburdens along the anticline. At one quarry, the horizontal stress is high enough to shear strata with a modulus of approximately 77 Gpa. Conversely, zones of extension were observed in parts of another quarry, indicating very low horizontal stress conditions. This study found that high levels of horizontal stress are to be expected in this very stiff rock formation and that local geologic and topographic structures are capable of altering the magnitude and possibly the orientation of the horizontal stress field.

"INTRODUCTION The Mineral Ridge-Clay Lick fault system in Crittenden and Livingston Counties, Kentucky, is one of the larger and more important fault systems of the Western Kentucky Fluorspar district. Total production from it up to July 1945 (chiefly since 1900) was approximately 80,000 tons of fluorspar ore, 10,000 tons of which came from the Mineral Ridge Fluorspar Co. tract 1, which was being operated by the Mahoning Mining Co. of Rosiclare, Ill. The fluorspar ore carries lead and zinc that can be recovered by milling, and the Mahoning Co. planned to log-wash the ore at the mine and then mill it in its mill at Rosiclare, The Mineral Ridge Fluorspar Co. properties were examined by O. M. Bishop, an engineer of the, Bureau of Mines, in August 1942. During 1943 and 1314, developments on the properties were under observation by X. B. Starnes, of the Bureau, and it was decided to diamond-drill tracts 1 and 2, as indications seemed favorable for opening up additional fluorspar ore bodies. Drilling was begun March 12, 1945, and was completed July 2, 1945, during which time 12 holed were drilled on tract 1 of the Mahoning Co.'s leases for a total of 3,637.1 feet, and one hole 359 feet deep was drilled on tract 2 of the Jennings lease. The Mineral Ridge-Clay Lick fault system, 4 to 47 feet wide, was encountered in all holes at 126 to 265 feet."

Applications of three experimental design techniques to smelting operations are explained. The report describes a factorial design using three variables at two levels, a fractional factorial design which investigates seven variables, and response-surface methodology for optimization of electric- furnace smelting processes. These methods may be applied with a minimum of trials and at little expense. Further, the writer knows of no reasons why the same methods could not be applied to other operations as well, such as steelmaking.

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facilitate research on the fundamentals of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, but Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing adit has an advantage over an active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin in September 1936, with a crew of four laborers under a resident engineer. The laborers were recruited from nearby farms, and although they had no previous mining experience, they have developed into satisfactory miners.

The U.S. Mine Safety and Health Administration (MSHA) has identified ore pass hazards as a significant safety problem in underground metal mines in the United States injury and fatality data show that many injuries are related to pulling or freeing ore pass chutes and structural failures of control gates and ore pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating these hazards and developing methods to improve safety during transport of ore and waste. Particle flow analysis methods were used to simulate chute and control gate response to various material loading scenarios. Results from computer models indicate that dynamic impacts from ore and waste rock might be considerably greater than theory predicts. Static and dynamic loads were measured in a laboratory setting using scaled ore (sass mock-ups. Field tests were initiated in an active ore pass to determine actual static and dynamic loads. Field data were compared to computer results and indicated that impact and total static loads were substantially less than the computer model results suggested. Damping factors, normal and shear stiffness, and mass frictional characteristics have a significant effect on particle flow and resulting impact loads.

The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. This report summarizes studies of 55 Idaho national forest roadless areas completed by the U.S. Bureau of Mines (USBM) in the period 1966-1992. These roadless areas have been recommended for addition to the National Wilderness Preservation System, proposed as special management areas, or otherwise recommended for study by the U.S. Forest Service or the Idaho congressional delegation. The Bureau of Mines' studies indicate which parts of the roadless areas contain mineral resources. They also show where mining and prospecting are likely to occur in the future, where mineral production has occurred in the past, and where abandoned mine workings (possible hazards) would be encountered. The number of mine and prospect workings found are a measure not only of surface disturbance, but of areas not wilderness in character.

In developing countries, high levels of particle pollution from the use of coal and biomass fuels for household cooking and heating are a major cause of ill health and premature mortality. The cost and complexity of existing monitoring equipment, combined with the need to sample many locations, make routine quantification of household particle pollution levels difficult. Recent advances in technology, however, have enabled the development of a small, portable, data-logging particle monitor modified from commercial smoke alarm technology that can meet the needs of surveys in the developing world at reasonable cost. Laboratory comparisons of a prototype particle monitor developed at the University of California at Berkeley (UCB) with gravimetric filters, a tapered element oscillating microbalance, and a TSI DustTrak to quantify the UCB particle monitor response as a function of both concentration and particle size and to examine sensor response in relation to changes in temperature, relative humidity, and elevation are presented here. UCB particle monitors showed good linearity in response to different concentrations of laboratory-generated oleic acid aerosols with a coarse (mass median diameter, 2.1 µm) and fine (mass median diameter, 0.27-0.42 µm) size distributions (average r2 = 0.997 ± 0.005). The photoelectric and ionization chamber showed a wide range of responses based on particle size and, thus, require calibration with the aerosol of interest. The ionization chamber was five times more sensitive to fine rather than coarse particles, whereas the photoelectric chamber was five times more sensitive to coarse than fine. The ratio of the response between the two sensors has the potential for mass calibration of individual data points based on estimated parameters of the size distribution. The results demonstrate the significant potential of this monitor, which will facilitate the evaluation of interventions (improved fuels, stoves, and ventilation) on indoor air pollution levels and research on the impacts of indoor particle levels on health in developing countries.

This article examines the spatial variability of dust concentrations within a coal miner?s breathing zone and the impact of sampling location at the cap lamp, nose, and lapel. Tests were conducted in the National Institute for Safety and Health Pittsburgh Research Laboratory full-scale, continuous miner gallery using three prototype personal dust monitors (PDM). The dust masses detected by the PDMs were used to calculate the percentage difference of dust mass between the cap lamp and the nose and between the lapel and the nose. The calculated percentage differences of the masses ranged from plus 12% to minus 25%. Breathing zone tests were also conducted in four underground coal mines using the torso of a mannequin to simulate a miner. Coal mine dust was sampled with multi-cyclone sampling cans mounted directly in front of the mannequin near the cap lamp, nose, and lapel. These four coal mine tests found that the spatial variability of dust levels and imprecision of the current personal sampler is a greater influence than the sampler location within the breathing zone. However, a one-sample t-test of this data did find that the overall mean value of the cap lamp/nose ratio was not significantly different than 1 (p-value = 0.21). However, when applied to the overall mean value of the lapel/nose ratio there was a significant difference from 1 (p-value < .0001). This finding is important because the lapel has always been the sampling location for coal mine dust samples. But these results suggest that the cap location is slightly more indicative of what is breathed through the nose area.

The present paper collects and discusses thermodynamic data relating to metal carbides and nitrides, with the view of obtaining usable heat and free energy of formation relationships. Pertinent data on both classes of substances are difficult to obtain experimentally and consequently are extremely rare; it is therefore necessary in many cases, if equations are to be derived, to introduce certain approximations and assumptions. Lack of adequate means of checking results by utilizing data of different types, such as was done frequently in the bulletins dealing with carbonates and sulphates, are readily apparent to anyone who has made even a cursory examination of the available information. Consequently, some of the relationships derived undoubtedly will be found to be inaccurate when more or better data become available. As in many other industries, such as construction and agriculture, overhead electric power lines are a serious hazard at mining and mining-related operations. Even when excluding injuries that occur during electrical maintenance work, over one fourth of electrical fatalities in the mining industry are due to accidental overhead line contacts, and for each fatality nearly two serious non-fatal injuries occur due to such contacts. In incidents involving high-reaching mobile equipment, many of the victims touched the equipment after the fact, unaware that the machine frame had become energized by the line contact. MSHA data for accidents involving overhead power line contacts in the mining industry between 1980 and 1997 reveal that in 57% of the cases personnel were unaware of the accidental line contact until after one or more workers touched the equipment or a hoisted load and were injured. The situation is similar in the construction industry, where according to the National Institute for Occupational Safety and Health (NIOSH) data at least 20% of such victims are unaware of the line contact. This suggests that a device that alerts workers when a power line has been contacted could help prevent many of these injuries. Such a device would not prevent power line contacts, yet if widely employed could yield a significant reduction in the number of resulting injuries. Researchers at the NIOSH Pittsburgh Research Laboratory are attempting to develop such a device. The approach being investigated is based on measuring electric current flow to ground through a machine during a line contact. The specific technique being tested involves the diversion of some part of this current through a shunt cable mounted on board the machine, to provide a point at which to install a current sensor. Experiments thus far indicate that this approach is feasible. Ongoing research is better defining electric current flow through mobile equipment, refining techniques for measuring this current, and identifying factors that could limit the effectiveness of the proposed alarm.

[This paper gives the details of tests to determine the design of stoppings capable of withstanding a pressure, applied to either side, of 50 pounds per square inch,6 as required by section 104 (a) of the Operating Regulations to Govern Coal-Mining Methods on Leased Lands on the Public Domain, issued in 1921 and quoted oil page 3. The regulations stipulated that the design for such stoppings must lie approved by the United States Bureau of Standards. The engineers of that organization felt that knowledge of the strength of such structures with respect to the effect of explosion pressure in comparison with static pressure and the strength of the walls which furnish the abutments was insufficient to justify drafting specifications; therefore, tests were needed to give information upon which a rational system of design could be based. A study was then begun; and several series of tests, made by the United States Bureau of Mines and the United States Bureau of Standards in cooperation, grave information upon which are based the detailed specifications offered in a later section. Slabs representing concrete stoppings, with and without reinforcement, were tested at the Bureau of Standards in Washington D. C.; afterwards, full-scale stoppings were tested at the Bureau of Mines Experimental mine near Pittsburgh. It was assumed that in most coal mines the strength of the floor and roof could not be relied on, but dependence must be placed upon the strength of the coal ribs. The tests developed that the maximum strength of an unreinforced concrete stopping was obtained when it acted as a flat arch buttressed against the coil ribs; but its ultimate strength depended upon the resistance to movement offered by the coal strata against which its ends were restrained or buttressed.]

Probably over 95 percent of the coal production of the United States depends upon the use of explosives before it can be placed in the railroad car at the mine, and up to the present time it has been impossible to obtain Pry kind of practicable explosive that isn&apos;t dangerous unless handled carefully. In other words, no "foolproof" explosives have been found to date and inspection of the accident records of the coal mines of this country indicates that the use of explosives in coal mines has taken a sad toll of lives. ACCIDENTS PROM EXPLOSIVES IN COAL MATES Of the 2,000 to 2,500 persons killed annually in the coal mines if the United States, 100 to 125 have been killed from explosives without an explosion of gas or dust; these accidents have been due to misfires, hangfires, premature blasts, or accidental setting off of explosives through carelessness or otherwise (but chiefly through carelessness in some form). In this type of accident the flame character of the explosive is not necessarily involved, although an unexpected or premature blast is initiated much more easily with black blasting powder, which has a long flame, than with a permissible explosive, which has a flame much shorter and of briefer duration. By far the greater number of such accidents are caused by black blasting powder or dynamite rather than by permissible explosive.

This report is a self-contained User Manual for a computer program called SPASID -- Subsidence Prediction and System Identification. The program has two primary functions: (i) Precalculation of ground movements due to underground mining operations using the influence function method; (ii) Computation of influence function and site parameters from measured displacements. SPASID is written in FORTRAN and consists of four modules: (i) Preprocessor Module that prepares and maintains surface and mine data bases; (ii) Subsidence Computation Module that predicts movements of the surface; (iii) System Identification Module which is used to calculate the optimal influence function parameters, and (iv) Postprocessor Module for generating graphic displays of subsidence data. The last module is somewhat machine dependent but has internal documentation to indicate potential changes. All of the modules may be run in either batch or interactive mode. The manual does not assume previous knowledge of the influence function method or programming competence.

This literature was used to develop Volume 1 of this report, which assesses the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian Region. Each abstract is followed by subject descriptors. the abstracts are listed alphabetically by title and are numbered consecutively. These numbers are used in the subject index to help the reader locate the appropriate articles.

Highwall mining is an important coal mining method. It appears that upwards of 60 highwall miners are presently in operation, and they may account for approximately 4% of total U.S. coal production. A review of the Mines Safety and Health Administration (MSHA) data over the 20 year period from 1983 to 2002 identified 9 fatalities attributable to auger and highwall mining of which inadequate ground control accounted for 1/3. In the past 5 years, 1 fatality occurred in highwall mining. Estimates of the manpower requirements in highwall mining suggest that its fatality rate is essentially the same as for surface coal mining, thus highwall mining appears to be a very safe modern mining method. Highwall stability is the major ground control related safety concern, and operators are required to develop and follow an appropriate highwall mining ground control plan. The plans usually specify the following geotechnical parameters: hole width, maximum hole depth, maximum overburden depth, seam thickness, web pillar width, barrier pillar width and number of holes between barriers. Calculated web pillar stability factor exceeded 1.3 for most designs evaluated. This study examined records from 5,289 highwall miner holes with a total completed footage of about 2,560,000 feet to understand the reasons for early pull out. Average lost footage is typically about 20% of planned footage. Only 35% of the holes reached planned depth, and 20% were short due to rockfalls. Water and adverse geology accounted for 15% of the losses. Mechanical/electrical problems, guidance, and slope stability problems accounted for the remaining 30%. Web pillar stability factor for these holes also exceeded 1.3 in 95% of cases. Best practices to avoid trapped miners include: avoid mining in stream valleys, avoid mining near outside corners, careful alignment of each hole and the use of an onboard guidance system. Several issues in highwall mining ground control require further investigation including highwall mining through old auger workings, highwall mining near old underground mines, multiple-seam and multiple lift highwall mining and finally the size and frequency of barrier pillars.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The MSHA preamble does allow that mine operators can also make audiometric monitoring a condition of employment. FRA requires employees to
