MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. Other Federal agencies have been coming to the Bureau of Mines for help with the purchase and utilization of fuel, largely coal, almost since the day the Bureau was created in 1910. The requests covered a wide range of fuel-economy problems and included boiler-water treatment after it became apparent that water-formed deposits on heating surfaces acted as insulators, decreasing heat transfer and impairing fuel efficiency. Dr. Ralph E. Hall, a Bureau of Mines physical chemist determined the reactions that cause adhering scale to form in boilers (7)2 and went on to introduce scientific principles into water treatment for scale prevention (8). Widespread publicity of these achievements increased the requests for help from Federal steam-generating plants. Since no other Federal agency (even those which were more directly concerned with testing water) wanted to provide boiler-feedwater service, the Bureau decided to continue to give requested help to Federal agencies, Later, the Congress endorsed such agency cooperation as an economy measure,

The first section of this U.S. Bureau of Mines report includes a discussion of the navigational tasks performed by operators of mobile mining equipment, with the focus on the navigational information and guidance techniques required by continuous mining machine operators. Some previous research and attempts in remote and autonomous navigation of continuous mining machines are mentioned. Issues of research in autonomous navigation of various other mobile robots are presented, with attention focused on their applicability to a continuous mining machine navigating in the mining environment. Conclusions are stated on methods of automating the navigational tasks of a continuous mining machine, and a decision to concentrate initial attempts on the tasks of autonomous face navigation is defended. The second section of this report includes a presentation of the Bureau's proposed solution for autonomous face navigation of a continuous mining machine, which includes the employment of a mobile roof support as a reference for guidance in the face area, and a navigational guidance system for the continuous mining machine.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

The feasibility of breaking hard rock by thermal weakening and subsequent mechanical impacting was tested, Field tests at a basalt quarry in Dresser, Wis., demonstrated that large hard-rock blocks (5 by 5 by 5 ft) could be effectively reduced in size by this method. A series of secondary breakage tests, using air-propane heating, resulted in an average heating cost of $0.36 per ton. This combination energy approach provides an alternate means of size reduction of large hard-rock boulders for quarry and for underground are chute and grizzly operations where mechanical methods, used alone, are ineffective.

It is aimed at focusing the Bureau's role in environmental research supporting oil shale development with respect to the activities of other involved government agencies and private industry. Environmental considerations in oil shale extraction, such as ecological disturbances, health and safety hazards, waste management, and socioeconomic impacts, are discussed along with the type of research known to be planned by organizations to ameliorate these problems.

7253. Arkhangelsky, A. D. Geological Results of the General Magnetometric and Gravimetric Surveys of the U.S.S.R. (in Russian). Internat. Geol. Cong., Rep. of the 17th Sess., Moscow-Leningrad, 1937, vol. 1, Moscow, 1939, pp. 241-250. Geophysical methods have been used in the U.S.S.R. to study geological problems. Such is the case of the general magnetometric and gravimetric surveys made jointly by the Main Physical Observatory, Main Office of Geodesy and Cartography, Institute of Terrestrial Magnetism, and Main Office of Geophysical Prospecting. Some institutions supplied the data, others processed them. Geological interpretation was made by the author. (1) Regional magnetic anomalies in the plains of the U.S.S.R. are traceable to the folded substratum overlain by sedimentary rocks; these anomalies promise to yield data characterizing the substratum in respect to strike and depth. Anomalies in European U.S.S.R. suggest that the pre-Cambrian -substratum of the East European plateau consists of elements of different ages. In the most ancient of them, the main strike of the folding is almost latitudinal; in the younger ones, the folding is oriented in the meridian. (2) The Faye and Bouguer gravity anomalies are caused primarily by differences in the density of rocks composing the upper crust and by unknown processes producing changes of density at depth; these processes are not connected with isosiatic movements. The anomalies in the European and adjoining Asiatic U.S.S.R. promise to indicate the volume of the pre-Cambrian massif of the east-European plateau and to clarify the interrelations between the Ural, Tian-Shan, and Donetz Basin folding systems, as well as between the Dnieper-Donetz depression and the mid-European depression. - V. Many mining operations rely on retention bulkheads to provide a barrier between impounded water and active mine workings. However, bulkhead failures can cause catastrophic flooding that puts the underground workforce at risk. Underground observations and evaluations of existing bulkheads indicate that a systems approach is required when building an underground water or slurry retention system. In addition to engineering the bulkhead, the designer must ensure the quality control of materials and workmanship of the bulkhead, the reaction of the mine strata when exposed to water under pressure, and methods to monitor the performance of the retention system. Researchers from the National Institute for Occupational Safety and Health (NIOSH), with the assistance of the Mine Safety and Health Administration (MSHA), conducted an extensive review of bulkhead permits submitted to the MSHA Technical Support office in Bruceton, PA. In addition, the researchers visited accessible bulkhead installations at undeground mining operations to gather information related to construction practices, maintenance issues, and monitoring and emergency response procedures. Several key items were identified that must be considered when permitting the installation of an underground fluid retention system.

The Construction Aggregates Corp. operates a plant for processing sand and gravel from two deposits in Ottawa County, Mich. The bulk of the sand is obtained from a sand dune on the shore of Lake Michigan, and the gravel is dug from a glacial-drift deposit farther inland. Mining is done with draglines, and the material, both at the digging site and in the plant, is moved mainly by systems of conveyors. The Ferrysburg plant serves customers along the Great Lakes, which is unusual for a business normally local in character. Annual production exceeds 1-1/2 million tons of sand and gravel as concrete aggregate and 200,000 tons of core sand for foundry use.

"Introduction**The progress of the ""Safety First"" movement in the oil fields of California during the past few years has been remarkably rapid. It has been generally concede by those who have learned to value the life and limbs of their employees, that safety is essential to efficiency and no company that has a high accident rate can be considered an efficient organization. Accidents have a destructive effect on the morale of any body of workers and cause disorganization and delays.The increasing danger to life and limb involved in the drilling for and the production of oil and gas, has become so great that it is clearly evident that everything possible must be done to keep it within the narrowest possible limits.There is a tendency toward carelessness, especially by men who are employed in hazardous occupations. This is brought about by the familiarity of the risk under which they are working and in no industry is this more forcibly exemplified than in the oil fields. Men have performed the same or similar duties for many years and have worked around similar hazards and unprotected machinery until many have can entire disregard for the dangers surrounding then. Very often familiarity with a hazard occasions a contempt for that hazard which only too often results disastrously."

This Bureau of Mines publication presents an overview of mine electrical power systems research currently being conducted by the Bureau. The papers, given at a Technology Transfer Seminar, emphasize the increasing importance of research related to the safety considerations of underground coal mine electrical systems. Selected topics are included that summarize results of research in the areas of electrical shock prevention, explosion-proof enclosures and load centers, discriminating circuit breakers, and trailing cables. Other topics discussed at the seminar are published as separate sections of the Bureau of Mines Hand- book "Application Notes--Mine Electrical Power Systems."

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage bf measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

This report describes in detail three waterflooding projects and a pressure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water-treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

This literature study of methods for desulfurizing residual fuel oil was conducted by the Bureau of Mines at the request of the Department of Health, Education, and Welfare. The sulfur compounds in residual fuels are believed to consist chiefly of condensed thiophenes and other polycyclic sulfur compounds. Hydrodesulfurization appears to be the most promising method for desulfurizing these oils and is the only method applicable to all types of sulfur compounds. There are indications in the literature that hydrodesulfurization without hydrocracking of residual oils may require higher pressures than used in present desulfurization processes, but no cost data and little experimental data are available on the higher pressure operation. Literature proposals for hydrogenating residual oils and heavy crude oils are exclusively for hydrocracking the oils to lower boiling products with accompanying partial desulfurization of the residual fuel fraction. Costs of the hydrocracking operations appear the closest available to probable costs of hydrodesulfurizing the oils, and have been reported (in 1955 to 1957) as $500 to $840 investment cost per daily barrel of capacity, with total operating costs of 70 cents to $1.10 per barrel.

"Observation of the use of trailing cables in ""mines shows that the chief limiting factor in the life of the cables and their safe use is the smashing or crushing of the cables in service, together with the effects of consequent splicing.Trailing cables are crushed when run over by cars, mining machines; and locomotives or when hit by falls of roof. Crushing damages the insulation and may cause failure at once or in later use. Failure may be either by short circuit between the conductors or by grounding to the track. The failure of a live cable causes electric arcs capable of igniting explosive mixtures of methane and air. Every cable failure in a gassy or dusty mine is, therefore, a real or potential hazard.Some mine operators do not allow the splicing of trailing cables for use in gassy mines, bet require that a damaged cable be immediately replaced and if repaired that it be used only in nongassy mines. Other operators allow the making of temporary splices to permit completion of the shift but require that such splices be remade and vulcanized before the cable is used again.Still other operators allow the continued use of temporary splices, which in general means that a cable is used until the splices give trouble in reeling, or overheat, or pull apart. Then the spliced sections are either cut out or the whole cable is replaced.Splices often determine the useful life of a cable. A splice poorly made may pull apart ueder mechanical strain and cause arcing that burn* the surrounding cable or ignites as or coal-dust. If it has lower conductivity a splice is the first part of the cable to heat; it may become so hot under load that it will burn apart and damage other parts of the cable, or, if it be a soldered splice, the solder may melt and allow parting of the cable. A poorly made splice often has insufficient insulation which may alloy short-circuiting between conductors or permit external contacts capable of giving an electric shock to one handling the cable. The splice is sometimes bulky from too much insulation and takes up too much room on the reel, causing uneven reeling; also by catching on the spooling device the oversized splice may receive expressive pulls and wear. Splicing is therefore a very important factor in the use of trailing cables."

This report is the third in a series presenting equilibrium vapor-liquid data for helium-bearing natural gases. The first two reports contained phase data for the gases processed for helium at the Bureau of Mines Amarillo and Exell, Tex., helium plants. The present report offers similar information for a lower-helium-content (0.75 mole-percent) natural gas to be processed in the Department of the Interior's long-range helium-conservation program. A windowed-cell apparatus was used to obtain 218 samples of equilibrium vapor and liquid phases at 73 experimental conditions ranging in temperature from -100° F to -275° F and in pressure from 100 to 500 psi. From the phase data, the condensation characteristics, helium solubility, and equilibrium-vaporization-coefficient data for helium, nitrogen, and methane were evaluated. The effect of using a. preliminary hydrocarbon trap upon the subsequent vapor-liquid compositions is reported. A brief comment regarding the composition effect of passing the gas through a gasoline-removal unit is also included.

VANADIUM was discovered in 1801 by Andres Manuel del Rio, a professor of mineralogy at the School of Mines in Mexico City. Del Rio called the new element erythronium. Later, he decided that this was not a new element but a form of chromium. Not until 1831 did Nils G. Sefström, a Swedish chemist, positively determine that the metal was a new element which he named vanadium, after Vanadis, the Scandanavian goddess of beauty. From 1831 to the 1860's and 1870's, the comparative scarcity and high cost of vanadium restricted its commercial use. Shortly after 1870, more information was obtained on the physical and chemical properties of the element. Thereafter, research on vanadium has dealt largely with its use as an alloying element in steel and nonferrous metals. Vanadium is a widely distributed element in the earth's crust. It is more abundant than many metals but is disseminated in small quantities throughout a great variety of rocks. Relatively few deposits have contained ore of a grade suitable to warrant development for vanadium alone. It is produced in conjunction with uranium, iron, titanium, aluminum, and lead-zinc ores.

The handbook entitled ?Handbook for Surveys of Inhalation Contaminants in Above Ground Metal and Nonmetal Mining and Processing Work Areas? is used as a manual for the course and as a prime reference when performing the actual surveys or interpreting the sampling results. There are six experiments for the students to perform during the course to familiarize them with the sampling devices routinely used during the surveys.

In conventional noncoal, room-and-pillar mining, the cutting machine is frequently a major source of airborne dust. Water is often used for dust control. An evaluation of typically used water systems during this program showed that they reduced dust levels by 60 to 70 percent over dry cutting when at least 0.5 gpm of water was applied. These systems, however, are only marginally effective in maintaining compliance levels and the added moisture causes operational problems. During the program, three additional dust control systems were designed, fabricated, and evaluated. The first, a hollow cutter bar, was designed to capture dust in the kerf at the cutting zone. The system was only marginally effective in reducing dust levels due to its lack of control of other sources. Large quantities of material captured by the system made it operationally questionable. The second, a machine mounted exhaust system, was extremely effective in capturing virtually all the dust generated in the heading. The captured dust was ducted out of the heading and exhausted downstream in the crosscut. Exhausting the dust without scrubbing, however, creates problems for personnel working downstream of the cutting machine. Successful application would require changes to the mine ventilation system and mining sequence. The third, foam, injected foam from an onboard generator through a channel to the cutting zone at the tip of the bar. Test results showed that foam, using 1/3 to 1/2 the total fluid quantity, was equally effective when compared to the mine's current water system.
