The Work Crew Performance Model (WCPM) seeks to define performance variability within similar tasks of an underground work crew and relate observed variability to a cost consequence. Performance variability is described using work site observations to determine the adherence to job elements con¬tained within a standard operating procedure. Key components of the WCPM include (1) job definition through task analyses and the ranking of job elements by perceived cost consequence, (2) observational techniques for establishing performance baselines by measuring adherence to safe and proficient job procedures, and (3) cost linkages between adherence to task procedures and measures of consequence for noncompliance. Data presented within this report were obtained through the study of shuttle car operation in an underground mine in Appalachia. Observed adherence to safe and proficient job procedures by opera¬tors matched well with the consensus profiles (measured through a nominal group technique) with min¬ing personnel. It was also found that experienced operators consistently outperformed less experienced, incidental operators. These findings imply potential use of the WCPM as a practical procedure for thinking systematically about the choices available to reduce performance variability. Field application of the model can offer useful data to evaluate training and financially support performance improvement strategies that can be tested for their ability to reduce human error.

This report discusses research being done by the Petroleum and Natural Gas Branch und the Applied Physics Branch of the Bureau of Mines to deter-mine the most effective uses of explosives in shooting oil and gas wells, as measured in terms of rates of production from the wells. An experimental investigation of the effects of detonating explosives in shallow holes drilled in rocks, chosen to be similar to those forming oil and gas reservoirs, forms the basis of this study. Records obtained from strain gages placed in the rock around the experimental shots permit determination of the generation and propagation characteristics of the strain wave. Water-injection tests made on the test holes before and after shooting allow the increase in fluid conductivity resulting from the shot to be determined. By rotating these data to the physical properties of the rock, and by conducting shooting experiments over the range of rock types common to oil and gas reservoirs, it is expected that relationships between the fluid conductivity and the properties of the explosive and rock can be developed and used for designing efficient shots for oil and gas wells. Four series of experiment.al tests were completed during the summer of 1949 and are described herein. The results of these tests confirmed the feasibility of the experimental approach and permitted outlining the plans for future research discussed in this report. This report is presented to acquaint industry with this research program and the progress to date, so that the Bureau may have the benefit of suggestions from interested readers.

This U.S. Bureau of Mines report summarizes Federal mandatory belt conveyor automatic fire suppression system installation requirements and inspection procedures, identifies system failure modes observed during in-mine investigations, and suggests system design and maintenance upgrades which, if implemented, would result in an improvement in overall system reliability. This report is a compilation of recommendations based on discussions with Mine Safety and Health Administration (MSHA) inspectors, review of manufacturer's literature, discussions with mine personnel, and research investigations of automatic fire suppression system performance in the laboratory and in mines. The Code of Federal Regulations (CFR) requirements for installation, inspection, and maintenance of fire suppression systems should be regarded as minimum standards.

This? Bureau of Mines paper discusses the corporate structure dynamics, methods of financing, and financial assessment approaches that should be utilized to evaluate the economic health of the coal industry. It suggests rates of return and other measures of corporate economies necessary to attract capital required to finance emerging coal demand, plus impact of coal sales to total revenues. The study illuminates the activities of 30 selected coal-producing companies, including their subsidiaries or affiliates, that were responsible for approximately 60 percent of the total U.S. production in 1974. The selected firms are not all primary coal producers; many of the larger producer's are classified by the financial institutions as petroleum, metal, and steel producers, public utilities, or chemical industries. The bituminous coal industry is highly competitive as to price, service, and quality of pronuct and is subject to competition from other noncoal energy sources. The top 15 bituminous coal-producing companies mined about 46.6 per-cent of the Nation's total production in 1974, and the balance of approximately 3,885 companies were responsible for the rest of the production. Thus, the U.S. bituminous coal industry is not an oligopoly. Today, about 65 percent of the Nation's total coal production is consumed by electric power utilities and 26 percent by steel, space heating, and other industries; the balance of 9 percent is exported.

Oil shale, a potential source of products presently obtained from petroleum, is found in many countries. The most extensive known deposits from the standpoint of potential shale oil in place are those in Brazil and the United States of America. Mining methods used for oil shale range from open-pit operations for shallow deposits to room-and-pillar and longwall techniques for deposits with thick overburdens. Oil shales from different sources vary greatly in the amounts and types of organic and inorganic constituents. By retorting, the organic material is converted to oil, gas, and coke. The largest percentages of oil are obtained from materials having the highest hydrogen content. Over 2,000 retorting systems have been patented, but only a few have been used industrially, and no single process seems best for all types of shales or economic conditions. Shale oils have different characteristics, depending on the source rock and method of retorting. They contain large quantities of olefinic hydrocarbons and more oxygen, nitrogen, and sulfur derivatives of hydrocarbons than most petroleums. Consequently, petroleum refining methods usually must be modified for shale oil. This is particularly true in catalytic processing. Hydrogenation, even under mild conditions, improves shale-oil refinability. Several byproducts may be obtained from both the retorting and refining steps,

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). "A sensitive colorimetric assay for detecting mucins and glycoproteins rich in 0-glycosidically linked saccharides is reported. The method combines the susceptibility of N-acetylgalactosamine terminating 0-glyco idically linked saccharides to P-elimination with the Morgan-Elson reaction for N-acetylhexosamines with free reducing ends. All mucin and mucin-type glycoproteins but none of the serum-type glycoproteins tested resulted in characteristic color production. All mucins tested gave linear responses in the range 5 to 200 ""g and the assay was also adapted to the microscale involving the use of 96-well microtiter plates. The microassay in which the volumes of samples and reagents are scaled down 2.5-fold was particularly useful in monitoring of mucins, in the presence of other glycoconjugates, in large numbers of samples obtained during fractionation procedures. Cesium chloride, cesium bromide, potassium thiocyanate, and various detergents do not interfere with the colorimetric determination. Guanidine hydrochloride, cesium triftuoroacetate, and B-mercap- . toethanol decreased color by 30 to 45%; however, the interference was not serious to prevent the use of the method for detection of mucins in their presence. The use of the method for the specific detection of mucin during fractionation by gel filtration and density gradient centrifugation of cystic fibrosis sputum samples is demonstrated. Mucins are an important class of biomacromolecules whose structure-function relationship is poorly understood (1,2). The investigations of mucins are hampered by difficulties in purifying these very large size molecules which appear to avidly bind other components of the mucus (3,4). One of the problems during purification is the specific detection of mucins. For example, during the various purification steps, the fractions containing mucins are typically detected by assaying for neutral sugars (hexoses) (5,6), for sialic acids (7), or for periodate oxidizable saccharide units (8). However, these methods are not entirely satisfactory because neutral sugars, sialic acids, and periodate-oxidizable saccharides are also components of other glycoconjugates. In addition, the neutral sugar and sialic acid measurements are also subject to interference from high levels of proteins and nucleic acids."

A bench-scale method for recovering lead and zinc from slimes and mill tailings from the Tri-State District of Missouri, Oklahoma, and Kansas was developed by the Bureau of Mines. Dilute hydrochloric acid, containing sodium chloride, and chlorine gas were used to decompose the mineral constituents. Lead was electrolyzed from the pregnant acid solution, and zinc was precipitated from the depleted electrolyte by neutralization with lime. Up to 98 percent of the lead was recovered in an impure lead electro- deposit assaying approximately 85 percent lead. Zinc recoveries up to 90 percent of the total were attained in a precipitate assaying approximately 40 percent zinc.

This report presents the results of a joint Bureau of Mines-U.S. Department of Energy project that evaluated a newly developed low-coal mining system: the 4M miniminer system. The evaluation took place from April through October 1981 and determined potential health, safety, and productivity factors for the mining system using the surface test facilities at Bruceton, PA. The planning, testing, results of testing, and a summary evaluation of the 4M miniminer system are included in the report. The miniminer system was found to be a very good concept with future potential for safe, healthful, and economic production in thin-seam mining. The mining system was also judged to have considerable potential for use in some coal seams that are presently considered unminable by other existing mining equipment. The preproduction, prototype version of the miniminer system that was tested suffered from several safety and production problems. These problems are also described, along with suggested remedies.

The chemistry of selenium and tellurium is discussed , along with a method of preparing a synthetic oilfield brine , an oilfield brine sampling method , and methods for determining selenium and tellurium in complex oilfield brines . Selenium either can be reduced to the elemental form with sulfur dioxide and determined semiquantitatively by color comparison of the red amorphous form or can be converted to selenite and determined quantitatively by reacting it with 3,3 ' - diaminobenzidine and obtaining its spectral absorbance at 420 mu . Tellurium can be reduced to the elemental form with hypophosphorous acid , and the spectral absorbance of its red hydrosol can be measured at 400 mu . Less than 0.05 mg / 1 of selenium and 0.1 mg / 1 of tellurium can be determined by the described methods .

The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

Reducibility tests were run by the Bureau of Mines on an open hearth lump ore and four groups of pellets whose smelting characteristics had been deter-mined previously in the Bureau's experimental blast furnace. When reduction data from various tests were plotted on specially prepared paper l-(l-percent reduction/100)1/3 against time, the plots were linear. The iron-wustite inter-face therefore advances at a constant rate. The rate of the interface advance in mm/min was used as a reducibility index. The reducibility index measured at 900° C, using 0.45 cu ft hydrogen per minute varied inversely with the surface area of the sample. Even with carefully controlled surface areas, how-ever, duplicate reducibility indices varied considerably. When enough tests were run to give a stable mean, the mean reducibility index did correlate with blast furnace production for the four pellet groups. Results indicated that if the interface speed itself were to be used for correlation with blast furnace production, a sample size of about 180 grams of minus 0.742-plus 0.525-inch particles should be used with a test temperature of 900° C and a flow of 0.45 cu ft hydrogen per minute.

"One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

The Snettisham Peninsula, 30 miles southeast of Juneau, Alaska, was studied by the Bureau of Hines to obtain basic information about the size, grade, and metallurgical characteristics of a large basic intrusive containing titaniferous magnetite. The investigation, which was part of a continuing program to determine the potential reserves of iron and titanium ores in Alaska, included transit and magnetometer surveys, followed by diamond core drilling and metallurgical testing. The magnetic attraction of a part of the Snettisharn Peninsula is noted on early navigational charts prepared by the Coast and Geodetic Survey. Reconnaissance examinations by the Geological Survey and a preliminary dip needle survey by the Territorial Department of Mines indicated the general nature of the basic intrusive, but little was known as to the grade and extent of the magnetite mineralization. The detailed survey by the Bureau of Mines proved an area of approximately 390 acres in which generally high magnetic anomalies with exceptionally high localized anomalies occur. Subsequent drilling across B representative section of the deposit yielded core samples, which assayed from 11 percent to over 45 percent total iron. A large sample of core composited to represent the drilled portion of the de-posit assayed 18.9 percent Fe, 2.6 percent Ti02, and 0.29 percent S, 0.32 percent P, and 0.05 percent v.

Since 1982 standard calibration materials recommended for respirable crystalline silica analysis by the Mine Safety and Health Administration (MSHA) P7 Infrared Method and the National Institute for Occupational Safety and Health (NIOSH) X-ray Diffraction (XRD) Analytical Method 7500 have undergone minor changes in size distribution. However, a critical assumption has been made that the crystalline silica in ambient mine atmosphere respirable dust samples has also remained essentially unchanged in particle size distribution. The objective of this work, therefore, is to compare recent particle size distributions of underground coal mine dust and the silica component of these dusts with estimated aerodynamic particle size distributions of calibration standard materials MIN-U-SIL 5, Berkeley 5, and SRM 1878 used by two crystalline silica analysis techniques. This work provides resolution to a previously reported discrepancy involving the proper sample dilution for the particle sizing method used. Dust impactor sampling data for various locations in 13 underground coal mines were collected between 1991 and 1998 and analyzed for the respirable mass median aerodynamic diameters. The data suggest that the MSHA P7 Method will underestimate the silica content of the sample by at most 8.5 % in the median size range of 0.9–3.6 µm and that it is unlikely one would obtain any significant error in the MSHA P7 Method analysis when the method uses Berkeley 5, MIN-U-SIL 5, or SRM 1878 as a calibration standard material. The results suggest that the NIOSH Analytical Method 7500 would be more appropriate for a dust sample that is representative of the total (no cyclone classifier) rather than the respirable airborne dust, particularly since the mass fraction in the size range below 4 µm is usually a small percentage of the total airborne dust mass. However, the NIOSH Analytical Method 7500 is likely to underestimate the silica content of an airborne respirable dust sample by only 5–10 %. The results of this study also suggest that any changes that may have occurred in the median respirable size of airborne coal mine dust are not significant enough to cause any appreciable error in the current methods used for respirable crystalline silica analysis.

Increased utilization is sought through various projects that probe new ways to use coal and expand existing coal markets. This report, the twenty-eighth in the series,3 gives the highlights of Bureau of Mines coal research and technologic work in 1963. The scope and complexity of the program makes it virtually impossible to report all progress on every project, even tor a 12-month period. Full insight into each project can be gained only through intensive review of basic objectives, past accomplishments, and current status of the work. Details of the work are given in numerous publications issued by the Bureau and its laboratories and centers located throughout the country.

On May 15, 1936, Congress authorized the Bureau of Mines to conduct certain studies, experiments, and investigations of subbituminous coal and lignite .4/ Appropriations were made in July 1937, and since that date an active investigation has been underway to complete the provisions of the act. Part of the investigation has included a comprehensive survey of the known properties of the lower-rank non-coking coals, and provisions were made to obtain more data on certain varieties. In line with this plan, a typically subbituminous coal was selected for an extended series o tests in the standard Bureau of Mines-American Gas Association unit,5/ at the Central Experiment Station. This particular noncaking coal was the first one of its rank that ha& been tested in the apparatus; for this reason the results are of particular interest because the testing apparatus was originally designed for use in studying the coke- and gas-making properties of coking coals. The test as described below has been developed by the Bureau of Mines since 1927 through a cooperative agreement with the American Gas Association.6/ Ninety to 180 pounds of coal is heated in a circular retort, 13 to 18 inches in diameter, at wall. temperatures ranging from 540°C. to 1,110°C. in 100°C. steps. All products axe collected and measured; their physical and chemical properties axe then carefully determined to ascertain the gas- and coke-making properties of the coal.

The purpose of this Bureau of Mines investigation was to measure the amplitude and shape of the strain pulse and the size of the crushed zone produced in a granite by different explosives and to determine how these quantities are related to the detonation properties of the explosives. The reflection theory of rock breakage has shown that the amplitude and shape of the strain pulse incident at a free surface determine the fragmentation and volume of rock broken. Determination of the properties of an explosive that control the characteristics of the strain pulse produced in the rock will help in evaluating explosives for use in blasting. The investigation showed the different explosives produced a twofold variation in the amplitude of the strain pulse but little variation in the shape of the pulse. The explosives also produced a twofold variation in the volume of the crushed zone, but differences among the explosives were more accurately determined by strain-amplitude measurements than by crushed-zone measurements. The peak amplitude of the strain pulse and the volume of the crushed zone correlated with the calculated detonation pressure of the explosive.
