This report discusses in detail laboratory and pilot-plant tests conducted from January 1951 until January 1955 at the Northwest Electrodevelopment Experiment Station of the Bureau of Mines, Albany, Oreg., on defluorination and recovery of evolved fluorine from phosphate rock. Results of use tests of defluorinated phosphate rock by cooperating agricultural colleges and the United States Department of Agriculture are also included. In 1954 the consumption of fluorspar, the only domestic fluorine-bearing mineral of commercial importance, was approximately 478,000 short tons; 245,000 tons was from domestic mines. The production of marketable phosphate rock in the same period was about 13,800,000 long tons. Of this total amount, approximately 15 percent was produced in the West. From the viewpoint of conservation and utilization of fluorine as a natural resource, it is interesting to note that the total estimated quantity of fluorine in domestically produced phosphate rock is more than double that present in domestically mined fluorspar.

A prototype adaptive volume control for the loudspeaker output of mine trolley carrier phones was designed, built, and tested in the laboratory and in a mine. This volume control senses, and adapts to, the ambient acoustic noise environment in such a way as to produce a loud sound output under noisy conditions, and a quieter output under quiet conditions, thereby producing an understandable and unstartling volume level under all noise conditions. The design approach, prototype hardware, and test results are described, and the device is shown to be feasible for in-mine operations. The circuit design principles are easily applicable to currently available mina trolley carrier phones. Recommendations for practical improvements are included. An in-mine experiment to assess the practical feasibility and utility of the dedicated wire technique for overcoming poor trolley carrier phone system performance was designed, performed, and evaluated. The technique involves the use of a single, low-loss, properly terminated auxiliary wire, placed in the rail haulageway, which allows signals to naturally couple to and from the trolley wire/rail transmission line, and thereby significantly decrease the overall signal attenuation rate on the trolley wire/rail line. The in-mine dedicated wire experiment, results, and conclusions are described, and the technique is shown to be a valid and practical one for significantly Improving carrier phone system performance in mines. Guidelines for the installation and use of the dedicated wire are provided. Recommendations are made for obtaining further practical information on its performance and utility. A second in-mine experiment to assess the feasibility and utility of the low-impedance (low-Z) line technique for overcoming poor carrier phone signal transmission in mines was designed, performed and evaluated. The low-Z line technique involves the periodic connection of shunt capacitors between the trolley wire and the rail to artificially lower the line characteristic impedance. This causes the low impedance shunt loads encountered across the trolley wire/rail line to be less mismatched to the line, thereby reducing the overall attenuation of carrier phone signals. The results of in-mine experiments performed along unenergized and fully operational sections of trolley wire/rail line are described. The experiments were designed to measure line parameter such as inductance and capacitance per unit length, characteristic impedance, and propagation phase velocity, in addition to signal strength versus distance behavior under normal and low-Z line conditions. The low-Z line technique is shown to be valid, but not as practical as the dedicated wire technique which is recommended as the most favorable for most coal mine applications.

This report describes the design, and development work performed to reduce the volume and weight of the miners caplamp battery, as well as a headpiece with a swivel mechanism containing a halogen bulb with two filaments. Work was also conducted in the development of a maintenance free battery. The design concept is based on non-sintered Ni-Cd technology, with an energy density of 22 Wh/lb. The cap lamp system developed has been approved by the Mine Safety and Health Administration (MSHA) and can be manufactured for mine use.

Several methods were investigated for the preparation of high- purity elemental boron in an attempt to develop a feasible process for producing boron on a large scale . In the work described in this report , the metal was prepared by metering boron trichloride gas into a crucible containing molten metal reductants . It was necessary to remove reaction byproducts by acid and aqueous leaching . Magnesium and sodium were tested as reductants , but best results were achieved using lithium or zinc as reductants . Contaminants originating from the materials of construction were the chief impurities in boron made by this method . Impurities ranged from 0.5 to 5.0 percent . Impure boron ( 85 to 90 percent ) was also prepared by the magnesium reduction of boron trioxide in a thermite - type reaction . This product contained magnesium as the chief contaminant . Impure boron made in this way could be upgraded by fusing with potassium fluoborate or potassium acid fluoride . After acid leaching the fusion cake , a product containing 95 to 97 percent boron was obtained . Analytical techniques for accurate determination of impurities in elemental boron are a major problem , requiring solution before a valid comparison can be made of the quality of boron prepared by these various methods .

The Colorado Minerals Co. calcite properties in Archuleta and Hinsdale Counties, Colo., (fig. 1) were examined by Bureau of Mines engineers in 1943. The demand for optical calcite during the war prompted the examinations and resulting development programs on the Meadows and Seavy ranch properties near Pagosa Springs, Archuleta County. Development was begun on the Meadows property in November 1943 and continued to the Seavy ranch property. The work consisted of stripping the overburden from the calcite areas and excavating pits and trenches with a bulldozer. The pits and trenches exposing the most promising calcite veins were then deepened by hand, and one shaft was sunk to a depth of 30 feet. A total of 36 trenches and 9 pits were excavated by bulldozer and. hand methods (figs. 2, 3, and 4). The calcite deposits occur as veins and irregular bodies filling fractures in the Mancos shale of Cretaceous age. The fractures persist for considerable distances along the strike, although the calcite filling may not be continuous for more than a few feet. The widths of individual veins range from a few inches to several feet. The calcite crystals uncovered at the surface and in pits, trenches, and shafts were found to be unsuitable for optical purposes because of fracturing and color in the crystals.

The Bureau of Mines investigated the resource availability of titanium minerals from 63 mines and deposits in 12 market economy countries. These mines and deposits contain, at the demonstrated resource level, an estimated 438 million metric tons (mt) of titanium dioxide (TiO2) in the minerals rutile, ilmenite, leucoxene, and anatase. An additional 314 million mt of TiOz is available from inferred resources. If all titanium minerals and other recovered heavy minerals are sold at total costs at least equal to the January 1984 market prices, approximately 200 million mt of contained TiO2 could be recovered in total. In terms of mineral concentrates, this equals approximately 11 million mt of rutile concentrate, 187 million mt of ilmenite concentrate, 3 million mt of leucoxene concentrate, 13 million mt of synthetic rutile concentrate (in addition to the ilmenite), and 89 million mt of titanium slag. The study indicates that world resources of low-cost rutile are declining. In order to maintain future supply for high-grade titanium resources, alternate sources will need to be developed, which may include higher cost rutile mines, Brazilian anatase deposits, increased production from slag operations, or more synthetic rutile capacity from ilmenite resources, which are abundant.

"Conservation of slateWaste slate is a problem of outstanding importance in the slate industry, for a very large proportion of all slate quarried is thrown on the waste heap. While many uses for waste slate have been found, the demand calls for merely a fraction of the present supply of unused material. If the slate industry is to increase in prosperity, the producer's energy must be directed toward the development of ways and means of reducing waste to the lowest possible point. The Bureau of Mines of the Department of the Interior has devoted much study to this problem and a recent bulletin ** contains a detailed discussion of the waste problem.Attention has recently been directed toward an improved method of cutting slate in quarries, a method that promises to reduce greatly the percentage of waste material. The method has been introduced since that bulletin was published, and this supplementary paper covers the details of the process.A reversion in method,In connection with this new mode of operation history is repeating itself in a very interesting way, for the old quarry bar used years ago with steam drills, and later discarded in favor of the channeling machine .and the hammer drill, has been salvaged from the scrap heap, and again put to active use. The occasion for its employment is an attempt to improve quarry methods by the substitution of drilling for channeling or blasting."

The Rapidex continuous spiral blast tunneling concept uses a spiral blast pattern that provides efficient slabbing action, continuous progression, and partial self-shielding. A lightly shielded tunneling machine using this concept stays at the face to provide continuous drill, load, shoot, and muck functions. Previous phases proved the effectiveness of the blast pattern in the White Pine Shale tested the design features of the shield and developed a remote loading and shooting capability using inductively initiated blasting caps and a pumpable slurry explosive. Phase IV assembled previously used front-end elements (drill, loading components, shield) on a used Joy loader chassis and added a mucking system television monitoring and remote control elements. Remote television monitored loading shooting and mucking were investigated. Difficulty was experienced in locating previously drilled blastholes near the bottom of the heading and even on the face. These holes often had to be considered as lost. Because of hydraulic system deficiencies and overall congestion of machine elements at the face mucking rates obtainable with remote television monitoring were low (on the order of 16 tons per hour). Performance was good enough to indicate improved rates if more space were available and if extreme thoroughness were not required. Because of the serious nature of the lost hole problem, a new explosive loading scheme was given a preliminary evaluation. The new scheme would require the explosive and the detonating charge to be loaded through the drill steel. If the necessary equipment modifications could he made and if safe, efficient operation were assured, the new scheme would alleviate some of the crowding at the face and would eliminate the lost hole problem.

"Introduction.The Bureau of Mines at its Northwest Experiment station has been studying the production of sponge iron for the past four years, and during 1923 progress advanced to the point industrial applications can be safely considered. A furnace was operated commercially at silver City, Utah, producing about three tons of sponge iron daily.The Bureau was led to undertake this work by the interest in the use of sponge iron for copper precipitation and for conversion to iron and steel in the electric furnace.If a piece of iron oxide is completely reduced at such a low temperature (850 to 900° C) that no sintering or fusion takes place, then the piece of metallic iron formed has the same size and shape as the original piece of oxide on account of the removal of oxygen, the structure is finely porous, exposing a large surface of iron, and the apparent density is less than that of the original piece of iron oxide. This material is called ""sponge iron"". Chemically, it is a very reactive material."

This investigation was performed to develop chlorination methods for extracting tungsten from scheelite and from an ore concentrate containing a mixture of scheelite and wolframite. On a laboratory scale with proper temperature control using elemental chlorine, over 90 percent extraction of tungsten is achieved. Carbon and sulfur dioxide were studied as reducing agents. The effects of salts such as calcium fluoride and sodium chloride were studied as additives to increase extraction and to reduce impurities in the volatile tungsten chloride product. Sodium chloride reacts with ferric chloride to form a nonvolatile double salt; whereas the chlorides and oxychlorides of tungsten are volatile and consequently condense free of iron. Separation of tungsten from molybdenum from an equal molar mixture was successful by fractionally distilling the oxygen-free chlorides and by selectively condensing the oxychlorides. Yields of 60 and 80 percent, respectively, were achieved for separating the less volatile tungsten chlorides containing less than 0.5 percent molybdenum.

A process was developed on a laboratory scale in which iron contained in galvanizers ' zinc dross and aluminum contained in scrap zinc die - cast alloy were removed simultaneously . Melting both types of scrap together in the proper proportions resulted in formation of solid intermetallic Fe₂ Alg , which was readily removed from the melt by filtration and centrifugation . Recovery was 87 to 92 percent of the available zinc . Refined filtrate contained 0.02 percent iron and 0.20 percent aluminum. Aluminum content was further reduced to less than 0.01 percent by fluxing with zinc chloride . Low temperatures employed and inexpensive equipment requirements make the process commercially attractive .

As part of an ongoing program to develop high-quality materials with improved performance and service lives, and to conserve critical minerals, Bureau of Mines, U.S. Department of the Interior, researchers studied the process of hot-rolling metals, alloys, and composites in vacuum. First, a comprehensive review of the literature is presented, including the advantages and disadvantages of using vacuum. Next, details of hot-rolling titanium, chromium, and molybdenum-iron bimetal are given. Finally, the design of new equipment is described. At this time, it is uncertain whether hot-rolling metals in vacuum will gain commercial acceptance in the future.

As part of the U.S. Bureau of Mines program to reduce the Nation's reliance on foreign supplies for critical metals, a procedure was devised to separate and recover critical metals from mixed and contaminated super alloy scrap. The process uses both pyrometallurgical and hydrometallurgical methods to treat the scrap. The mixed scrap is converted to a matte containing 4 to 7 pct S by adding S directly to the molten metal. This matte is then granulated and ground to a minus 35-mesh particle size and leached with an HCI-CI2 solution. This process takes essentially all the Ni, Co, Cr, Fe, AI, and Mo into solution in a 3-h leach, leaving W, Ta, Ti, and Nb (Cb) in the residue. The Mo is recovered from the chloride leach solution by solvent extraction, and the Cr and Fe are recovered together by precipitation. The Ni and Co can be recovered individually by an existing solvent extraction-electrowinning process. The W is recovered by a caustic leach of oxidized Cl2 leach residue.

Oil yields, lithology, and stratigraphy have been evaluated for 15 cored wells and two sampled wells representing 10 square miles of the Tipton Member of the Green River Formation near Green River, Wyo. The area evaluated is being used by the Bureau of Mines for experimental production of oil from the oil shales in place. Lithology and oil yields were correlated to produce a stratigraphy diagram for the in situ study area, permitting precise designation of comparable sections. Because of lateral uniformity of oil shale, oil yields from eight cores and two sets of drill-cutting samples within a quarter section show the range of variation in average oil yield arising from experimental error. Variation in average oil yields from the seven cores representing the 10-square-mile study area lies within the expected experimental error. No difference in oil-shale richness across the study area is indicated. Average oil yields for three Tipton sections in the study area were deter-mined as follows: (1) The entire Tipton Member oil shale (about 145 feet thick), 13.3 gallons per ton; (2) the 40-foot upper rich zone, 21.0 gallons per ton; and (3) the 21-foot zone in which the Laramie Energy Research Center is conducting in situ experiments, 22.4 gallons per ton. One acre of the 21-foot experimental section represents 34,300 barrels of oil in place, and 1 acre of the Tipton's 40-foot rich upper layer represents 62,000 barrels.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The heats of formation of lanthanum sulfate and the enneahydrate are -939.8 ± 3.1 and -1,587.1 ± 3.2 kcal. per mole, respectively. The heat of hydration is -32.5 ± 3.5 kca1. per mole. These values were obtained from heat-of-solution measurements of lanthanum oxide and salts. Low rates of solution precluded more accurate determinations of the thermal data. The heat of formation of the chloride was similarly observed to be -256.18 ± 0.28 kcal per mole. Heats of solution and combustion of lanthanum metal yield mutually concordant results, and earlier discrepancies reported in the literature may be ascribed to impurities.

Plant samples collected from the mined sites of Beulah, Center and Zap and the test sites of North Beulah 1, North Beulah If, South Beulahh and Center were analyzed for their nutrient concentrations. The vegetation from the mined areas generally showed lower concentrations of Na, P and Cu and failed to meet the nutritional requirements for beef cattle as defined by National Research Council (minimum requirements are: Na, 600; Cu, 4; P, 1800 µg/g dry weight). Plants from Beulah showed generally higher concentrations than from Center or Tap. Tissue concentrations of K varied significantly between sites for 5 species due to the low tissue concentrations at Center. Deficiencies are difficult to isolate as the sampling was done in mid-summer and generally during that season the tissue concentrations tend to decrease in several species. All of the plant species at the unmined sites, with the exception of western wheatgrass at Zap, had lower concentrations of P than the minimum nutritional requirements for beef cattle. Sodium concentration was low but Cu was marginal to adequate in plant species at the unmined sites. Concentrations of K, Mn and Cu in western wheatgrass were greater at Center than at Zap while the opposite was true of the concentrations of Zn, Cu and P in blue grama and Cu in green needlegrass. Amending the spoil with slack at North Beulah I decreased the concentrations of Zn, Cu and P in wheatgrasses grown on spoil from 0-2, 5-10, and 20-25 foot depths, respectively. In general, the mean tissue K+/Na+ ratios were greater in plants on slack amended spoils, primarily due to the reduced Na concentrations in the tissue. At North Beulah II test site, only wheatgrasses grown on spoil amended with slack showed significant increase in K and decrease in Na and Mn concentrations. At South Beulah test site which received 12" topsoil over graded spoil, leonardite amendment decreased P concentrations in all of the grasses as compared to control, whereas fertilizer treatment increased the same. Nutrient concentrations were lower in both fescue and needlegrass with leonardite treatment and higher with fertilizer treatment although not significantly different from control. The concentrations of Ca, Mg, Na, Fe, Cu and N in grasses grown on topsoil at Center test site were significantly higher than on slack amended spoil. Legumes grown on topsoil at Center site contained higher concentrations of P than those grown on spoil; there were no significant effects due to slack on spoil or topsoil. The data presented in this report act only as an indication of between-treatment and between-species differences in tissue composition of plants harvested in mid-summer season. With respect to the nutrients analyzed, since none were found to be toxic, the cattle can safely feed on the vegetation of these mined areas.

A survey of electromagnetic noise reports was performed and a summary of the results are given. Industrial concerns were surveyed for techniques to minimize the effects of electromagnetic noise and are presented. The common types of communication links used in mines today are presented. A mathematical development was presented which determines the probability of bit errors versus distance for various types of communication links designed for in mine use. The probability of undetected errors for the protocols of the communication links is given together with burst error detection.

The principal activities of the Bureau of Mines Explosives Research Center from July 1, 1963 to June 30, 1964 are described briefly in part 1. Part 2 gives short abstracts of publications that appeared during fiscal year 1964; in general; the research reported in these publications antedates the report period. Part 3 describes a short-term investigation into safety problems associated with shipping of molten sulfur; this investigation is not at present destined for publication elsewhere.
