Research was conducted to evaluate the effectiveness of a well-point dewatering system in conjunction with a french drain to intercept waste impoundment leakage while reducing the volume of waste water requiring treatment. A well-point dewatering system composed of 585 production wells was installed around the perimeter of a leaking impoundment that previously used only a french-drain system for leakage control. The placement of the well-point system was designed to intercept and remove the leakage from the groundwater before the contaminant reached the french drain. Groundwater monitoring at this site revealed that after a period of approximately 40 days the well-point dewatering system had stabilized and effectively prevented the further spread of contamination to the french drain.

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

As part of a program to investigate technology for the extraction of studied HNO3 alumina from abundant domestic ores , the Bureau of Mines leaching of calcined Georgia kaolinitic clay . In this investigation , iron impurities were removed from the aluminum nitrate pregnant leach liquor by solvent extraction , and the purified liquor was evaporated to prepare a suitably concentrated crystallizer feed liquor . Aluminum nitrate nonahydrate was crystallized from the liquor to separate the aluminum from undesirable trace elements and excess water . Continuous crystallization at 40 ° C in a pilot plant vacuum evaporative unit was performed for 5 days to observe the effects of impurity buildup under minimum bleed- stream conditions . Liquor feed rate was 26 lb/h and AAll (( NNOO33 )) 33..99HH22O0 ((AANNNN)) crystal production rate was 17 lb/h . Fe 203 and Cr203 were not effectively separated from the crystals , and P205 , MgO , and K20 impurities must be removed by recrystallization . Other impurities did not excessively contaminate the crystals . Washing the crystals with water or aqueous HNO3 gave an equivalent increase in crystal purity levels by displacing mother liquor . Theoretical equations , applicable to any continuous evaporative crystallization of developed to produce material balances for engineering ANN , were applications .

Eastern Aroostook County, Maine, contains an enormous tonnage of manganese widely distributed in manganiferous sedimentary beds composed of hematitic shale, hematitic slate, and laminated siliceous carbonate rock. The bedded deposits range in thickness from several feet to over 150 feet. Manganese minerals that occur as silicates and carbonate are so minute that they cannot be concentrated by present methods of ore dressing. From a hydrometallurgical standpoint, the deposits can best be classified by amenability to acid leaching. The deposits of Aroostook County are in three geographical groups (see fig. l), designated as the northern, central, and southern districts. At least 13 deposits are known to occur in the latter district, which covers an Ewes about 8 miles wide and 15 miles long. The Littleton Ridge deposit, on the northern boundary of the southern district, previously examined by geologists from the State and Federal Geological Surveys on the farms of Donald H. Haggerty and David A. Abernethy, was pointed out in reports as being possibly the richest and largest in the southern district. The Bureau of Mines sampled this deposit by surface trenching and diamond drilling from May 1 to September 30, 1951. A total of 23 trenches was bulldozed, aggregating 5,355 linear feet, of which 8 trenches were sampled by cutting 185 channel samples over a linear distance of 1,820 feet.

The U.S. Bureau of Mines used a contact drilling strategy with short-collared assemblies in order to rotary drill long horizontal methane drainage holes in the Beckley Coalbed near Glen Daniel, WV. By decreasing the thrust, and increasing the rotation of the drill bit when in contact with the roof and floor rock, assemblies with 1-ft (0.3-m), 10-ft (3- m), and 144 (43-m) long collars were made in deflect and stay in the coalbed. Successful application of this procedure resulted in holes drilled full length in coal with the original assembly including bit. The test assemblies deflected away from the original bearings of the holes during drilling and arced. Four holes were drilled to depths ranging from 478 ft (145.7 m) before the strategy was developed, to 4,034 ft (1,230 m) when the strategy was applied. Total length of the holes in coal was 8,590 ft (2,618 m). After 577 days the total methane captured by the holes was 221,600,000 ft? (6,276,000 m3). The methane flow rate peaked at 805,000 ft3/d (22,798 m3/d), then decreased to stabilize at 670,000 ft?/d (18,974 m3/d) after 6 months.

Magnesia (MgO) has a variety of uses, and it has become increasingly important as a war material because of the imperative demand for refractories to line metallurgical furnaces, and because magnesia is used to make the in aircraft and other implements of warfare. Magnesia occurs as an integral part of nearly 60 minerals, but it is extracted commercially from only a .smaller number, of them. The present commercial sources are magnesite, brucite, dolomite, raw sea water, sea water bitterns, and well brines. Magnesia Raw Materials Magnesite magnesium, carbonate MgCO3, theoretically contains 47.8 percent MgO and 52.2 percent CO2. There are two varieties of magnesite, crystalline and cryptocrystalline (dense or amorphous). The latter type, though, not so plentiful as the former, is generally purer. It resembles unglazed write pottery in texture, whereas the crystalline variety is generally dark and granular, though the color may vary. The principal domestic deposits, of crystalline magnesite are near Chewelah, Stevens County, Wash. (which has supplied most of the magnesite mined in the United States), in the Gabbs Valley area of Nevada (near Luning); and in Llano County, Tex. Crypto-crystalline magnesite occurs principally in California. Magnesite occurrences have also been reported in several other States, including New Mexico, New York, New Jersey, Pennsylvania, Massachusetts, Vermont, and Maryland, but these deposits have not been developed commercially.

This report summarizes all relevant findings and conclusions regarding capabillty of high-energy projectile impact to operate effectively in an open pit mining environment and to successfully handle secondary breakage and bench scaling problems. A silenced, aimable, mobile projectile launcher was designed and fabricated, utilizing a Government-furnished smooth-bore, 90 mm cannon. The silenced launcher was tested at the contractor's test site prior to shipment to ANAMAX Mining Company's Twin Buttes Mine near Tucson, Arizona. Demonstration tests were conducted at an inactive waste dump in the mine on 39 oversize boulders to determine the relationship between boulder size and projectile energy required for secondary breakage. The high energy projectile impact method (known by the acronym REAM -Rapid Excavation and Mining) was tested on an additional 23 boulders in the working mine and on 31 areas of potentially loose rock high on the pit walls. Most of the secondary breakage tests were successful and acceptable for open-pit mining purposes without producing large amounts of fly rock. Five of the 31 scaling tests were successful with one shot, but most of the remainder required two or more shots, and a few could not be dislodged because they were not as loose as they appeared to be, based on visual examination from a distance. Cost comparisons between the REAM method and conventional methods of secondary breakage and bench scaling are discussed. A film documentary, REAM--Mining Applications of High Energy Projectile Impact, has been produced by the contractor depicting the applications of the silenced cannon.

"This paper presents an analysis of fracture mechanisms in coal subjected to bi-axial state of stresses, indentation of laterally confined coal specimen. Coal specimens were loaded to failure by the straight wedge indenters at various lateral confinement pressures. Strain distribution and acoustic emission characteristics of coal specimens under stress were recorded. The influence lines of vertical forces acting on the horizontal straight boundary of the coal specimen for each type of wedge indenter have been established using holographic interferometry technique. The effects of wedge indenter angle, confinement pressure, and coal anisotropy on fracture types, failure modes, and post-failure conditions were studied. The results indicated that combined application of holographic interferometry and acoustic emission monitoring techniques is not only suitable ·for studying deformability of heterogeneous and microscopically discontinuous material under stress but it also enhances the mode of fracture during the post failure stage. INTRODUCTIONOne of the relevant processes in the coal cutting technology is the application of indentation theories. Since most cutting tools in the coal industry are wedge shaped most of the indentation research is found for a wedge shaped tool.A wide range of behavior is found in different rocks subjected to the wedge penetration. A rock which is elastic brittle at standard pressure might become elastic plastic at high confining pressure (Gnirk and Cheatham, 1963). It was also observed that some rocks will merely be crushed and indented by a wedge whereas others will crack and form chips, furthermore the existence or non-existence of chips depends mostly on the geometry of the indenter, type of rock and the depth of penetration (Evans and Murrel, 1958). However, coal cutting technology is mostly explained by models which use rigid wedge to penetrate into a brittle material in which both crushing and chipping will occur (Evans and Murrel, 1958, 1962)."

Although the Shafter district of Presidio County, Tex., is principally renowned for silver production from the Presidio mine, the occurrence of lead-zinc ores in the western part of the district has been known for at least 50 years, and there has been some production. An area of about 3 square miles in the vicinity of an extending westward from the Presidio mine was investigated in detail by C. P. Ross of the Federal Geological Survey in 1934. In the fall of 1943, A. B. Needham, an engineer of the Bureau of Mines, called the attention of the Geological Survey to the area west of that included in Ross's map, and requested a detailed investigation of that area by the Survey in advance of development by the Bureau of Mines. After a brief reconnaissance by the Survey in the spring of 1944, detailed studies were made by Federal geologists in the summer of 1944, during which about 450 acres were surveyed, on a scale of 1 inch to 100 feet. Recommendations for the exploration of certain parts of the area were made in the accompanying report.

Bureau of Mines research to develop an in situ retorting recovery method for oil shale has involved field testing of fracturing techniques for creating fluid-flow paths in impermeable oil shale. Electrolinking, hydraulic fracturing without and with sand propping, and explosive fracturing with a liquid explosive were tested in a 25-ft-square, five-spot pattern. These wells were drilled into oil shale at 50-to 88-ft depths near Rock Springs, Wyo. Results of the fracturing tests were evaluated by injecting air into a test well and measuring flow rates and flow profiles in adjacent test wells before and after each test. To identify points of air entry (location of fractures) in wells, flow profiles were determined by use of inflatable packers and by continuous logging with an airflow probe developed during the fracturing program. Electrolinking and hydraulic fracturing without sand propping were relatively ineffective; hydraulic fracturing with sand propping created horizontal fractures with desirable flow capacity; and fracture flow capacity was significantly increased by detonation of nitro-glycerin displaced in the natural and hydraulically induced fracture systems.

A study of mining methods and underground practices as they influence injury from falls of roof or coal reveals data as to the location in the mine where such injuries occur with the greatest frequency and as to some of the methods and practices which are in use for the prevention of injury. This paper, which presents statistics bearing on the frequency and place of occurrence of accidents and discusses regulations and practices which have resulted in a low-frequency rates from falls of roof and coal in a few representative mines, takes its information from mine-accident reports and from the results of studies conducted in a group of 80 mines in the bituminous coal fields of Western Pennsylvania, Ohio, and West Virginia. The statistics from this group of mines cover periods of one to four years but average 2 years and 7 months. During this time these mines produced over 110,400,000 tons of coal, equivalent to one-fifth of the annual production of all bituminous mines in the United States. The coal beds of the mines in the group studied are mostly flat, with local pitches of moderate degree. A number of mining plans are in use, each of which follows a general system of multiple entries, gross entries, and rooms. Room and pillar in panels either advancing, retreating, or half advance and half retreat, and the block system are employed. The methods of pillar extraction are by splitting, slabbing, pocket-and-stump, and open end. It is hoped that in presenting some of the details of the methods and practices at particular mines of this group which have commendable records in the prevention of injury some goad may accrue to many other bituminous mines which have similar natural conditions.

Five LANDSAT lineaments in the coal mining region of southwestern Pennsylvania were investigated by the Bureau of Mines to determine their geologic character, relation to subsurface conditions, and the means of discriminating one from another. The investigation included earth resistivity and very low frequency (VLF) electromagnetic traverses, soil moisture sampling, and a correlation with coal mine roof conditions. The lineaments could not be detected by the methods used, suggesting that they might be a surface phenomenon unrelated to subsurface geologic structures or roof stability in coal mine workings beneath.

This Bureau of Mines open file report is one in a series of reports written about the Valdez Creek Mining District (VCM D) as a result of the continuing Bureau of Mines mining district evaluation program. This report presents the results of order-of-magnitude mining feasibility studies. The mining feasibility studies were conducted for mineral deposit models that were based on real and hypothetical deposits that occur in the VCMD. A total of 6b mine models were developed for application to the mineral deposit models. The goal of the feasibility study was to determine the monetary value per unit of minable ore that would cause the simulated cash flow for each of 66 mine models to achieve certain pre-defined rates of return for the invested capital.

The bauxite diagram presented as figure 1 was developed to clarify, by graphic means, the theoretical chemical constituents of gibbsite-kaolinite-type bauxite for all possible proportions of these two minerals from pure gibbsite to pure kaolinite. The tables in the report reflect the same date. The diagram provides (1) a graphic representation of the relations of constituents with respect to a ill possible percentages of alumina and silica, (2) a basis for verifying the accuracy of analyses of gibbsite-kaolinite bauxite, and (3) a basis for estimating the type and proportion of alumina hydrate and/or silicate minerals that may be present in gibbsite-kaolinite-type bauxite. The diagram, with accompanying interpretations and use formulas, will be useful to those connected with the mining and processing of bauxite.

An economic analysis of underground gasification of coal, based on experimental results obtained by the Bureau of Mines, indicates that a gas suitable for use in a power plant might be produced for approximately $.62 to $.77 per million British thermal units. This estimate does not include cost of land purchase. The gasification experiments were conducted in a 3-ft. seam of high volatile A bituminous coal. The major factors which can influence a change in operating costs are height of overburden, power costs, thermal efficiency, and the gasification air inlet pressure. The following equations show the relationship of these factors to operating costs:

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

"The development of Alaska depends on the existence of an adequate fuel supply in the Territory. The need to investigate coal deposits was recognized as early as 1911, when the first investigations were conducted in Alaska by engineers of the Bureau of Mines.Conditions existing in the Bering River and Matanuska coal fields, as found by Dr. Robert A. Holmes, former Director of the Bureau of Mines, are described by the Honorable W. L. Fisher, former Secretary of the Interior.4/Following Dr. Holmes' investigation, a party of Bureau of Mines engineers headed by R. Y. Williams visited the Bering River field in 1912 in cooperation with the Navy Department. A detailed examination was made of the Bering River field, and 855 tons of coal were mined from three prospects on Trout Creek. This bulk sample was delivered to the Navy for steaming and other tests. A description of the work of the field party and results of tests of the coal by the Navy Department and the Bureau of Mines has been published.During 1920 to 1922, the comparative steaming properties of Alaska bituminous coal, lignite, and wood were determined by the Bureau of Mines.6/In the early 1920's, the Bureau of Mines established a coal laboratory at Anchorage, where Alaska coals were analyzed. Subsequently, this laboratory was transferred to the Alaska Railroad and was used by the railroad for coal and other tests.Since 1910, the Bureau of Mines has made analyses of coal from Alaska, and the results of these analyses have been published.7/ The coal analyzed was obtained from mines, tipples, delivered lots, and face samples of coal deposits, and these samples were obtained in the field by engineers of the Bureau of Mines and geologists of the U. S. Geological Survey.Because of the shortage of petroleum and petroleum products in Alaska during the war, low-temperature carbonization assays of coals from the Broad Pass, Forty-Mile, Matanuska, and Nenana fields were made by the Bureau of Mines, and the results were published.Coal beds in the Matanuska field contain interbedded impurities in the form of shale, clay, and bone. The coal should be cleaned mechanically to obtain a satisfactory fuel. A coal-preparation study of bituminous coal from the Eska and Evan Jones mines was made by engineers of the Bureau of Mines, and the results were published.9/Coal production in Alaska is less than the requirements, and coal is imported to make up the deficiency. The cost of this imported coal is high. Greater production is necessary to supply coal for Army installations, industry, and homes. At present, there is only one bituminous coal mine (Evan Jones) in Alaska. The output of this mine is used at Fort Richardson, Anchorage, and by the Alaska Railroad. The economic life of this mine is limited (reported to be 3 years), and its closing, because of accidents or exhaustion, will cause great hardship to the inhabitants of Alaska. There is need to develop new, modern mines for the production of bituminous coal in the Matanuska field."

"Contact-angle and flotation techniques were used to evaluate the influence of oxygen - both that inherent in the coal and that introduced by ambient temperature, aqueous oxidation - on a wide range of coal ranks. Oxidation was found to decrease the hydrophobicity and floatability of coal; with the effect being minor for coals of high rank but becoming increasingly important as the rank of coal is reduced. As an approximation, oxidation makes a coal behave as if it were one of lower rank. Frother only flotation' of coal· correlates with the captive-bubble contact angle whereas when oil is used as a collector, the flotation appears to follow the pattern shown by the water sessile drop on a fresh, un-reagentized coal surface. Coal recovery lost through oxidation may often be recovered by use of a variety of collectors, of which No. 2 foe! oil is among the best of those reagents tested. A simple alkali-extraction test may be used to estimate the influence of oxidation on coal preparation processes and use.INTRODUCTIONThe hydrophobicity of coal is not only a function of its rank but also of the extent of oxidation of the coal during and subsequent to its formation. Weathering and oxidation processes may proceed in-situ for coal deposits that outcrop near the earth's surface, or the oxidation of the coal particles may occur during mining, stockpiling or processing. Such oxidation, whether it affects the bulk-coal sample or on1y a thin outer layer on the coal surface, can dramatically influence the wettability of the particle and hence such processes as flotation, filtration, flocculation and dispersion.Many of the studies made on the oxidation of coals ·were designed to study its effect on flotation, coking or pyrolysis. The. present study 'is directed exclusively toward the effect of oxidation on the hydrophobicity and floatability of the coal. One of the first studies of the effect of oxidation on coal flotation was that of Sun [l] who found that as oxidation proceeds, coal becomes progressively more hydrophilic. Low-temperature oxidation (100-150°C for 250 h) generally lowered the coal floatability with an oily collector only slightly, but more extensive oxidation (200- 3500 C for 250 h) reduced coal floatability seriously. Sun also found that cationic amines were effective collectors for the oxidized coal which infers that oxidation makes the coal more negative in solution. He attributed the loss of floatability to be due to the accumulation of water-insoluble oxidation products at the coal surface. Gayle et al. [2] found that oxidation adversely affected coal flotation when an aliphatic-alcohol frother was used, though a small amount of oxidation appeared to improve the floatability of some coals using a kerosene-pine oil, collector-frother mixture in pilot-plant testing. Prolonged oxidation adversely affected the flotation recovery of the coals tested, the effect being more pronounced when an alcoholic-type frother only was used. They also noted that the reduction in floatability of lower rank bituminous coals was more affected by oxidation than was that of higher rank bituminous coals."

During some distillation experiments conducted by the Bureau of Mines in cooperation with the Trent Process Corporation it was observed that amalgams of heavy petroleum oils and finely pulverized coal tended to produce a denser coke than that obtainable from the coal when retorted alone . Even anthracite coal when retorted with oil yielded a coke . This led the writers to believe that by mixing a lowrank coal ( sub-bituminous or even lignite ) - with asphaltic oil and retorting it, a coke suitable for domestic fuel could be made . Thus there was contemplated the production of domestic coke and the utilization of a low- grade oil in one operation . - In order to decide on the practicability of this process , it was necessary to know the value of products obtainable by such a method , as compared with those obtained by separate distillation . A laboratory method was therefore devised , and while it was realized that no small - scale testing apparatus for destructive distillation gives results that are directly applicable to commercial - scale operations , by keeping distillation conditions uniform for comparative tests , results were obtained valuable for purposes of comparison . The plan was to distill mixtures of coal and oil in a laboratory retort , and then distill the constituents separately under the same conditions . The comparative quantities of products yielded were thus directly obtained , and their quality was determined by analysis . The following are the main points investigated : ( 1 ) Quantity and quality of coke ; ( 2 ) Quantity of oils boiling below 221 °C . ( gasoline stock) and oils boiling at 221 to 300° C . ( kerosene stock) ; and ( 3) Quantity and quality of gases .

? A roof bolter reaches for a lever while guiding the drill with his other hand. Since he's watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.
