The New York State Department of Transportation recently commenced highway widening and drainage improvement projects in Clarence and Amherst, NY. Drainage improvements including the installation of storm sewer lines required excavation to a depth of 2.5 m (8.2 ft). In September 2002, NYSDOT stopped further blasting when 800 ppm CO was detected in the basement of a house near the blasting site. At the insistence of NYSDOT, the general contractor developed a new blast plan with the assistance of an environmental consultant. The plan provided for the installation of multi-gas monitors in buildings of special concern and/or with basements and residential type CO monitors in all other buildings within 100m (330 ft) of the blast. The multi-gas monitors would be remotely monitored. The plan provided action levels which would ensure public safety. The blast design was also modified to allow for better venting of CO. Blasts were limited to 20 ft lengths. The overburden was to be removed from the rock and blasting mats put in place to prevent flyrock. Approximately twenty feet of trench adjacent to the blast was left open to allow ground movement and gas release. The use of CO monitors was effective to alert occupants of a building to the presence of CO. The most effective appeared to be the residential type CO alarms with digital readouts. They were simple and easy to use and allowed the public to participate in the process. False alarms were repeatedly received with the more sophisticated instrumentation. Residential type CO monitors are preferable to warn people near blast sites. More sophisticated instrumentation should be avoided unless personnel are experienced in its use. A general overview of the blasting and monitoring is presented and discussed. The use and effectiveness of residential type CO monitors and multi-gas monitors are discussed.

The Bureau of Mines has developed several techniques for draining methane from coalbeds in advance of mining. Drilling long horizontal holes from an underground location is one such technique, which was successfully demonstrated in the Pittsburgh and Sunnyside Coalbeds. The same technique has now been applied in the Mary Lee Coalbed at Jim Walter Resources, Inc. 's No. 4 Mine, Brookwood, Ala. , where two holes were drilled horizontally--one to a depth of 1,010 feet (308 m) and the other to 540 feet (165 m). The 1,010-foot (3083) hole proved successful in degasifying a portion of the Mary Lee Coalbed. The hole drained methane for 1 year, during which time the initial gas flow of 200,000 ft3/d (5,663 m3/d) declined to 65,000 ft3/d (1,840 m3/d). Total gas production was 40 x lo6 ft3 (1.1 x lo6 m3 ). The gas was of commercial quality, with 98 pct methane and a heat rating of 990 Btu/ft (36.89 Mj/m3). The methane emissions from the faces of the mine section advancing into the degasified zone were reduced by 60 pct. The 540-foot (165-m) hole was terminated prematurely when it became impossible to maintain an open hole. Because of caving, very little gas was drained through this hole.

One of the purposes of the investigation was to determine and report on how coal augers are used to mine bituminous coal that is near outcrops and may not be mined otherwise by any other present-day method. Such increased overall recovery results in the conservation of coal resources. Other reasons for the investigation were to determine and report the production rates of such operations and the types of equipment used. Auger mining of coal as a means of coal recovery supplementary to strip mining has been introduced and developed since World War II. This type of coal mining has grown rapidly, and bituminous-coal production by auger mining has been estimated at 6,000,000 tons in 1955. Mines were selected for study to give reasonably representative information on auger mining in different types and thicknesses of coal beds in different geographic areas and on different types and sizes of equipment operated under various conditions. This report is based on field studies of 8 auger-miming operations in Pennsylvania, West Virginia, and Ohio and in 5 different coal beds. Operations were observed in active strip mines, in strip mines reopened for auger mining, and along benched coal-bed outcrops. At the time of this study, no augers were reported to be operating in underground mines. The diameters of holes drilled ranged from 26 to 52 inches, and the lengths of holes ranged up to 208 feet. At some operations auger holes often penetrated abandoned underground mine workings.

The Bureau of Mines is investigating the use of complex gas mixtures, such as would be produced by coal gasification, for reducing iron oxide pellets. A semiempirical model was developed to predict a priori the reduction rate of an iron oxide pellet in a laboratory tube furnace with simulated coal gases at a total pressure of 1 atm. The model uses partial pressures of H2, CO, CO2, CH4 (methane), water vapor, and a temperature-dependent term to predict the rate of reaction. The reduction rate (weight loss per unit of time) was determined with a thermo-gravimetric apparatus (TGA) in the temperature range of 800° to 1,100° C. The ranking of the reductants, in order of decreasing reducing potential, is H2, CO, and CH4 at temperatures between 800° and 1,000° C; however, CH4 became a better reductant than CO at 1,100° C. Water vapor did not decrease the reduction rate as much as did CO2, Carbon deposition was observed at temperatures below 1,000° C with gas mixtures with high CO and low H2 concentrations. With low-Btu gas at 900° C, over 90 pct of the iron oxide was reduced to iron in less than 3 h. This com-pares with a reduction time of 1.5 h with medium-Btu gas and 1 h with reformed natural gases.

This Bureau of Mines manual is intended to provide a better understanding of ground movement and the technology available for measuring it, The manual deals with convergence, strata separation, lateral roof movement, stress, and support load in underground mines. The instruments that measure these ground control parameters are described in detail. Step-by-step procedures for selecting the appropriate instrument are presented, which consider such factors as approximate cost, installation procedures, data collection, and data interpretation; and an instrument selection worksheet is provided to facilitate the instrument selection process. Actual instrument case studies and a list of instrument suppliers are presented in the appendixes.

The following are abstracts from papers presented at the 4th Symposium on Respirable Dust in the Mineral Industries and· were produced through research funding under the Generic Mineral Technology Center for Respirable Dust. Full articles appear in the proceedings published in July 1996 in Applied Occupational and Environmental Hygiene. (Volume 11, Number 7). The two addresses included in the proceedings point to the progress, prospects, problems, and perspectives on control of respirable dust and dust-related disease in the mineral industries. The symposium papers deal with respirable dust issues that are longstanding such as characterization, health effects, control of airborne coal dust, new and emerging issues such as iron toxicity, diesel particulates, and sampling. The papers were grouped into the following topics: continuous dust monitoring, encompassing the development of a fixed-site monitor that will provide continuous information on instantaneous and time-weighted respirable dust concentrations; mechanisms involved in the generation of dusts in mine environments, important for dust control at the source; characterization and control of diesel emissions (particularly diesel particulates) in mine atmospheres; mining systems effects and models; dust control in mine working faces and in milling environments; characterization of the physical, chemical mineralogical, and biological properties of the dust and their relevance to health effects and sampling; dust-lung interactions, encompassing results from several biomedical studies dealing with acute and chronic inhalation of airborne dusts and associated lung responses; the role of iron in causing lung injury; and therapeutic strategies for ·the control of pulmonary disease. All papers submitted to the organizers were peer-reviewed. In the proceedings, we have not differentiated among the platform and poster papers; rather, they have been grouped into the above topical areas. Taken together, these papers reveal significant progress in the control of dust generation, characterization of dust, understanding of dust-lung interaction, and mining and milling practices to reduce dust exposure - all essential for reducing dust-related occupational hazards at the workplace.

"INTRODUCTION Several mining properties in the Pine Creek area of the Coeur d'Alene mining region of Idaho were examined by engineers 3/ of the Bureau of Mines in 1942. As a result, a broad program of exploration was recommended for the area, particularly in the eastern end, where chances for the discovery of new ore shoots seemed favorable. This report describes the work done and the factual information obtained by the Bureau of lanes.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "This paper results from the research at The Pennsylvania State University into establishment of standard procedures for characterization of respirable coal dust performed by the Generic Mineral Technology Center for Respirable Dust and supported by the U.S. Bureau of Mines and the Mining and Mineral Resources Research Institute at The Pennsylvania State University. The research performed within this particular project is oriented primarily toward standard methods of sampling and characterizing respirable coal mine dust underground so that the chemical, physical, and morphological characteristics are known and can be related to the incidence of coal workers' pneumoconiosis (CWP) in Pennsylvania.The research was initiated by con¬ducting a search of the literature to determine what coal and geologic variables may be related to CWP. The effects of coal rank, free silica content, the mass of respirable dust, and the level of trace elements were the major variables studied. It seems to be evident that the free silica content, the rank of coal, and the mass of respirable dust are the major concerns in defining the causes of CWP. However, based on the literature survey, the authors have concluded that verification of the causes of CWP is a multivariate problem and must be analyzed in an appropriate statistical manner.The results of a multivariate analysis of ten trace elements recorded on Pennsylvania coals are presented. Five of these trace elements were found to be of use in differentiating one coalfield from the others. Of these five elements, chromium and zirconium showed a strong positive correlation with the rank of coal while strontium showed a negative correlation.The design of the field sampling work and its application in future research is the final topic discussed. The sampling plan is oriented toward continuous miner sections with eight-stage impactors as the collection equipment. All of the field work will be conducted in the coal measures of the Allegheny Formation and above with both dust and channel samples being collected in the same mines.Coal workers' pneumoconiosis has been an important topic of concern to miners, mining engineers, and epidemiologists for decades. The general cause of the dis¬ease, the inhalation of coal mine dust, is well known, but the specific coal and geologic variables that affect the incidence and severity of the disease are still subject to debate and study. The primary objective of this study is to identify those variables of Pennsylvania coals that contribute to the CWP problem. To accomplish this task, a field sampling program is to be conducted to relate the characteristics of the coal dust, the coal seam properties, and the geologic variables to the occurrence of CWP.The first year of this study has been involved with both a literature review and experimental work oriented toward identification of causal variables related to CWP. The results of this work are presented here along with plans for implementation of the findings in future research.The previous studies of CWP causal variables have been conducted by scientists, engineers, and medical personnel. Many different types of studies have been performed with emphasis on interpreting the effects of dust mass concentration, mineralogy of the coal, the rank of the coal, and trace element concentrations upon the incidence of CWP in various coalfields. Most of the research has been conducted during the last two decades, with the British Isles, West Germany, and the United States being the primary countries involved.The review of the literature was conducted to determine which variables are likely to warrant further study in Pennsylvania. Previous research studies have related CWP to free silica and other mineral content, the rank of coal, the mass of dust in the working place, and the trace elements in the coal and lung dust. In the following sections, each of these topics will be discussed and analyzed."

"Helium has great value to the oil and as industry as a tracer gas, according to tests just completed in the Elk Hills Field, Naval Petroleum Reserve No. 1, Kearn County, California. When used as .a tracer gas, small percentages of helium are mixed with natural gas pumped into a reservoir for conservation, repressuring, or cycling purposes. Because minute quantities of helium added to natural gases can be detected by analytical methods and accurately determined, the variations of the helium content of gas withdrawn from various parts of a field when helium has been added to the injected gas give interesting and long-sought data on the movement of injected gas through reservoirs.The Bureau of Mines engineers began their studies of the use of helium as a tracer material in gas-injection operations in the Elk Hills, California, oil field, Naval Petroleum Reserve No. 1, in response to a request by the Navy Department for assistance in connection with an expanded oil-production program instituted in that field. This report discusses the Bureau's work on the problem of determining the direction and extent of migration of injected gas in the Elk Hills reservoir by the use of helium as a tracer gas,The Bureau appreciates the cooperation and assistance of Commodore W. The feasibility of removing sulfur dioxide by carbon monoxide reduction in a fixed-bed catalytic reactor was investigated by the Bureau of Mines. The reduction rate of sulfur dioxide with carbon monoxide was significantly dependent upon the iron and alumina content of the mixed catalyst. Maximum catalytic activity was obtained with about 40 percent iron-alumina mixture with a nominal gas mixture of 10 percent carbon monoxide, 5 percent sulfur dioxide, and the balance nitrogen. The synergistic effect of this catalyst mixture was explained by a dual reaction site mechanism, with both iron and alumina augmenting their specific sites at their interparticle contacts. The catalytic activity also increased with decreasing catalyst pellet size. With O.7-mm pellets, the entire pellet appeared to be catalytically active in a 2-gram catalyst bed. The apparent activation energy of the reaction was 18.3 kcal per mole in the temperature range of 350° to 600° C. Carbonyl sulfide (COS) was produced by the interaction of carbon monoxide and sulfur. The amount decreased with decreasing CO concentration. The ratio of COS formed per SO2 removed reached a maximum at about 400° C. The reaction rate appeared to be independent of S02 concentration in the range of 0.2 to 16 percent. The rate, however, increased directly with the CO concentration in the range of 5 to 20 percent. The presence of CO2 (<15 percent) had no appreciable effect on the rate. However, not over 0.5 percent oxygen could be tolerated. This method appears feasible for removing S02 from waste gas if the oxygen is removed prior to the catalytic S02 reduction process.

The Bureau of Mines conducted a field study of respirable dust concentrations at an underground room-and-pillar oil shale mine and at the aboveground milling facility to determine the dust generation sources, personal respirable exposure, characteristic minerals, and size distribution of the dust. Major dust sources in the mine were the scaling and blasthole drilling operations, and major dust sources in the processing mill were the screening and crushing operations. Principal minerals found in the airborne respirable dust were albite, analcite, calcite, dolomite, quartz, and orthoclase. The average alpha-quartz content of mine and mill respirable dust samples was 4.1 pct and 15.5 pct, respectively. Carbonaceous material such as diesel particulate accounted for approximately 75 pct of the respirable particulate found in the mine. The average coefficient of variance of respirable dust concentrations measured with approved personal dust samplers in the mine and mill was 7.6 pct, the best precision observed to date with the personal dust sampler operated in the field.

SIGNIFICANT general developments took place in the Far East during 1964, with far-reaching repercussions on the mineral and industrial economies of individual countries and the region as a whole. Japan, during this, "the Year of the Open Door," ushered in the era of industrial maturity, greater independence in economic policy, and expanded technical assistance to less developed countries. Symbolic of its dynamic economic growth is the fact that Japan out-produced the Federal Republic of Germany in steel during 1964 to take over a third-ranking world position. Mainland China, recovering from the "Leap Forward" debacle, made significant gains in industrial output. Mainland Chinese trade with Japan was on the upswing, and discussions were held between the Chinese and the Soviets for possibly resuming Soviet aid in industrial and mineral development. Meanwhile, United States aid to Taiwan was being phased out because of progress achieved. Rapprochement between South Korea and Japan was imminent late in 1964, a factor which may well affect South Korean mineral development. The Indonesian-Malaysian confrontation created economic difficulties in both countries. The war in Viet-Nam seriously disrupted industrial activities, particularly in the south.

Transportation charges for mineral commodity movements in western Oregon and western Washington were determined mainly by a stratified random sample canvass of producers. Total 1965 mineral production value for this area was $53.3 million; the cost or charge to move this production from the mine to the consumer or to the point of consumption was determined to be an additional $38.7 million. Thirty seven companies were contacted as a sample out of a total population of 349; the statistically expanded sample production value deviated 3.6 percent from that obtained by the Bureau&apos;s annual canvass. The agreement between the sample results and the canvass totals demonstrated the effectiveness of the sampling method for obtaining data with a predesigned level of accuracy. For comparison, the north-central Idaho and western Montana area was studied, A random sample experiment was designed, but because of the dominance of a few major companies, a random sample technique would have required more visits to producers than if only the larger firms were contacted. Eighty-four percent of the 1966 mineral value ($198.6 million) was accounted for by interviewing 27 firms out of a total population of 199. Total transportation costs or charges for the area were $26.7 million. The significant difference observed between the relationship of minerals production value and transport charges between the two areas investigated can be attributed to the difference in the minerals produced. The western Oregon and western Washington region is a nonmetals-producing area as opposed to the predominance of metals production in the Idaho-Montana region.

The methodology for describing the geochemistry of elements in a coal seam have been developed. This has been applied to the Rosebud Coal Seam, which is an economically important member of the subbituminous coals of the Fort Union Formation in Eastern Montana. The method development has involved a detailed study of two popular techniques for determining the metal geochemistry of coal, namely, whole coal analyses and coal physical fractionation. The mathematically contrived element associations (whole coal analyses technique) and the element concentration trends in the float and sink fractions (physical fractionation technique) are considered to lead to only qualitative conclusions concerning the chemical associations of the elements in coals. Additionally, the processes taking place with the coal during low temperature ashing in an oxygen plasma are experimentally investigated and shown to be of sufficeint extent that the use of such low temperature ash for deciphering element geochemistry is questionable. The method developed in this study is a chemical fractionation that involves the sequential leaching of coal with water, 0.5 N HC1, 3 N HC1, 2 N HNO3, and 48% HF. These leach solutions are shown to selectively dissolve the predominate inorganic phases, sulfates, Ca and Mg carbonates, Fe sulfides and K alumino-silicates and quartz, respectively. These phases were identified with the use of XRD, SEM, EM and leaches (water and 0.3 N HC1) of whole coal and low temperature ash. The incorporation of the anion-exchange step in the leaching scheme was investigated and was observed to warrant further study of such intensity to be, at the time, unuseable. The use of this sequential leaching technique on several coal samples from the same seam generates element concentration trends that can be quantitatively interpreted with respect to the chemical associations of the minor and trace metals in the coal seam. The properties of the various seams of economic importance in the Fort Union Formation in Eastern Montana are compiled and presented. The subsequent conclusion is that there is not a large variation in the properties of these coal seams and that the variations within the Rosebud are within one order of magnitude. The chemical fractionation technique, investigated in this study, was applied to composite tipple samples of the Rosebud seam. Each composite sample represented 76,800 tons of coal. A minimum of 32% of the Ca and Mg are present as separate water soluble sulfates. An excess of the sulfate ion in the water extracts shows the predominating influence of the ion exchange capacity of the organic compounds in the coal. Based upon the CO content of the coal and the HC1 leachate data, 25 to 30% of the alkaline earth elements exist as separate carbonates and the remainder are associated with the organic compounds. The small fraction of the illite that dissolves in the HC1 and HNO3 leachates accounts for the K and Al. Slight dissolution of the pyrite in the HCl solvent occurs, the small amounts of Li and As do not relate to any known phase and Mn is present as a separate carbonate phase. Fe and a significant amount of the As exist in the pyrite that is dissolved in the HNO. Se is equally partitioned between the pyrite and the organic compound~. Most of the trace elements are found in the HF solutions. Li, V, and Cr were interpreted to be associated with the clay minerals (kaolinite and illite). Ni and Pb appear to be present as separate phases and 50% of the Hg is HF soluble but is not chemically related to any known inorganic phase.

There are many large rhodunite-bearing veins containing manganese in the Eureka-Animas Forks area of the San Juan Mountains in Colorado. The Sunnyside vein is the largest known vein in the area. As observed on the surface, the vein is mineralized over 8,000 feet and attains a maximum width of 200 feet. The average width of the vein and its branches and ramifications is 58 feet in the area that was mapped in detail. The weighted-average analysis of surface and underground samples from the northeastern extension of the Sunnyside vein is 8 percent manganese. Most other known veins in the area have a similar manganese content. The Hidden Treasure vein lies southeast of the Sunnyside-No Name-Mastadon vein. The weighted average of the analyses of surface and underground samples from this vein is 13 percent manganese. Exposures of the Scotia-Silver Chord vein are visible over a strike length of 4,000 feet on Treasure Mountain. Diamond-drill holes show that the vein contains 10 percent or more manganese to a depth of 400 feet. The vein has an average width of 28 feet. The Independence vein is exposed on the surface for a distance of 600 feet and has an average width of 6 feet. Three cut samples taken across the vein had an average content of 20.7 percent manganese. Sampling of the outcrops of eight veins in the Placer Gulch area also indicates manganese. Numerous other veins cropping out in the surrounding area are similar to the outcrop of the. Sunnyside vein system mineralogically and are worth investigating.

Sodium carbonate, Na2CO3, more commonly known as soda ash, is the most important of the alkalies. Sulfuric acid is the only heavy chemical, Soda ash enters the market either as the natural product or as a manufactured derivative of common salt. Notwithstanding their common occurrence in closed basins of the Western States, natural sodas are produced at present by only four firms, all in the same California area, and satisfy only 4 percent of domestic demand for soda ash; soda ash made from salt supplies 96 percent of the requirements. The impossibility in wartime of routing all westbound American shipping through the Panama Cami.l has curtailed Pacific Coast receipts of soda ash and-increased the importance of local resources of natural carbonates. One of the most promising of ·these is the recently discovered trona (sodium sesquicarbonate)· deposit 2o·mnes· west of Green River, Wyo. Reserves are likely to run into hundreds ·of million·s of tons, and the deposit probably could be worked by the room-and~pillar· system of mining, like common salt or coal. • • Raw materials ·ne·cessary for manufacturing synthetic soda ash occur closely associated in m·afiy parts· bf the United 8tates. The· limesto'ne furnishes the carbon dioxide for the manufacture of soda ash arid the lime f o'r the recovery of ammonia. used in one step of the process. Expansion of the industry to meet wartime needs depends chiefly on availability of trained labor, materials, and equipment necessary for the erection of additional units.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

"INTRODUCTION This report presents factual data obtained by the Bureau of Mines in the course of an investigation of the Antler mine in the Cedar Valley mining district, Mohave County, Ariz.The Antler property was first examined by Thomas L. Chapman, mining engineer, Bureau of Mines, on December 18, 1943, and January 28, 1944. In June 1945, A. H. Wadsworth, Jr., and R. L. Griggs, geologists, Federal Geo¬logical Survey, examined the Antler mine and several other mines in the district. Both Chapman and Wadsworth recommended diamond drilling of the Antler property to determine the character and extent of ore deposition.In October 1946, the surface and underground workings were surveyed by George Huseman, Mining engineer, and T. M. Romslo, project engineer. The following month Eldred. D. Wilson, geologist of the Arizona Bureau of Mines, assisted by the project engineer, mapped the geology. Subsequently trails were built to drilling sites and diamond drilling started January 16, 1947. The project was completed April 25, 1947.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each project as soon as practicable after its conclusion. The Mining Division, Lowell B. Moon, chief, conducts preliminary examinations, does the actual investigative work, and prepares the final report. The Metallurgical Division, O. C. Ralston, chief, analyzes samples and takes beneficiation tests."
