In this U.S. Bureau of Mines report, mine and mill cost models are presented to make quick estimates of the cost to develop mineral deposits in the desert region of the Southwest United States. Regression analysis was used to generate capital and operating cost equations for each model in the form Y = AXB, where Y is the cost estimated and X is the assumed daily capacity in short tons. A and B are constants determined by the regression analysis. Each is broken down into 11 subcategories to facilitate escalation of costs for inflation and to increase their versatility in economic evaluation work. This report contains 2 open pit models, 6 underground mine models, 11 mill models, and cost equations for access roads, powerlines, and tailings ponds. In addition, adjustment factors for variation in haulage distances are provided for open pit models and variation in mining depths for underground models.

Lime was a highly useful commodity thousands of years before the simple chemistry of its manufacturing process was known. The employment of lime for agriculture, building, and even certain essentially chemical purposes is so old that its origin is among the unrecorded details of man's first ventures into the manufacture and use of prepared substances. Lime is a most versatile material and consequently has come to be widely utilized in modern civilization. Immediately before the depression of the early 1930's the annual production of lime in the United States was more than 4 million tons, valued at 33 to 42 mil-million dollars. This output was sold to many industries, so many that mere enumeration becomes tedious.

A summary of Bureau of Mines research on utilization and disposal of solid wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's Solid Waste and Materials Recycling Program is directed toward four main areas of research, development, and demonstration: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) utilization and stabilization of mine, mill, and smelter wastes; and (4) recovery and reuse of values from industrial waste products. A contract and grant program that supplements the in-house research and aids in the training of manpower in management of mineral-, metal-, and energy -based solid wastes is also discussed. This publication is an updating of Bureau of Mines Information Circular 8460 issued March 1970.

The U.S. Bureau of Mines and the U.S. Mine Safety and Health Administration (MSHA) are participating jointly in a research program to evaluate the strength characteristics and air-leakage resistance of various proposed seal designs for use in underground coal mines. The full-scale seals were constructed in the USBM's experimental mine at the Lake Lynn Laboratory, air-leakage tested, then subjected to pressure pulses of 20 psig or greater. In experiments prior to this study, seven seal designs using solid-concrete blocks were tested. Only the standard-type seal passed the explosion and air-leakage criteria. Tests also were performed on four seals constructed with low-density foam blocks. All four of these seal designs withstood the pressure pulse. In more recent studies, nine cementitious foam seal designs of varying thicknesses and densities were investigated. Six of the nine designs successfully survived the explosion overpressures. Six wood-block convergence seals also have been tested. The typical 3-ft-thick, wood-block seal design currently used in many coal mines did not maintain its integrity, in the absence of convergence forces, following the explosion test. Five modified wood-block seals successfully withstood the 20-psig pressure pulse. Based on these tests, three alternative seal construction materials, cementitious foam, low-density foam block, and wood, have been approved by MSHA for use in underground coal mines.

This report presents results of a cooperative research project between the U.S. Bureau of Mines and BethEnergy Mines, Inc. Four coreholes (two before mining and two after mining) were drilled at a longwall mine operating in the Lower Kittanning Coalbed to obtain coal and rock samples from over-lying strata to determine their gas content at various times in the mining cycle. The results of those tests indicate that 91 pct of the gas removed from the overlying strata came from coalbeds. Material balance calculations were made to compare the volume of gas produced both from gob gas vent holes drilled on the panel and gas removed by the mine's ventilation system with the volume of gas removed from strata directly overlying the panel to a height of 275 ft. This analysis indicates that only 40 pct of the total gas produced from the panel actually came from the strata directly overlying the panel. The remaining volume of gas production probably migrated to the longwall gob from overlying, and perhaps underlying, strata immediately adjacent to the panel and perhaps from greater distances downdip because of the establishment of a long-term pressure gradient in the study area.

"INTRODUCTION The United States, with its vast resources of relatively low-grade zinc been the world's leading producer of zinc -metal for many years. The expanded zinc production during the period, 1939-44, inclusive, was induced by favorable premium prices and has depleted the known ore reserves in the United States. The 1943-44 rate of zinc production cannot long be maintained in the United States, especially if premium prices are removed. Domestic zinc reserves, have been depleted to such an extent that it is doubtful if our mines will again be able to completely and continually fulfill the needs of this country.The Bureau of Mines, anticipating a postwar consumer demand for 550,000 to 750,000 tons of slab zinc and an additional 100,000 tons for use in paints and chemicals, sent two engineers to Sedanka Island in July 1945 to investi¬gate the deposits near Biorka Harbor.ACKNOWLEDGMENTIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

A novel technique has been employed by the U.S. Bureau of Mines to determine the zeta potential of particles for a far-reaching series of material types in a wide variety of baseline waters, both alone and with many different chemical additives. The materials tested ranged from naturally occurring Sioux Quartzite and Tennessee marble to commercially produced magnesium oxide bricks. The waters tested ranged from ultrapure distilled, deionized water to municipal tap water and mine-site water. The chemical solutions tested included inorganic additives, such as aluminum chloride (AICI3) and sodium chloride (NaCl); organic additives, such as dodecyltrimethyl ammonium bromide (DTAB); and nonionic polymers, such as polyethylene oxide (PEO). The results of precise zeta potential determinations have application in a large number of laboratory studies as well as in various mining and processing operations.

This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

Mining operations were in progress at the Shawangunk mine near Summitville, Sullivan County, N. Y. as early as 1843 and again as late as 1918. Difficulty in effecting mechanical separation of sphalerite and galena was the primary reason for abandonment by various operators. The Bureau of Mines investigated this mine by diamond drilling, sampling, and performing beneficiation tests. The investigation included the construction of 1.25 miles of access road and the completion of 6,526 feet of core drilling in 24 holes. In addition, 151 samples were taken in the mine. The investigation proved an extension of ore contiguous to the old mine workings and resulted in the discovery of another ore shoot at depth. The ore occurs as fissure filling in a fault zone and contains concentrations of zinc and lead sulfides with minor dissemination of chalcopyrite in a quartz gangue. Metallurgical tests indicate that the ore can be concentrated by selective flotation.

Rock property tests were performed on NX-size diamond drill core from the roof, floor, and coal from the longwall mining section of Federal No. 2 mine, West Virginia. The purpose of these tests was to determine the engineering properties of the various strata as part of a ground control study of the longwall operation. The following tests were performed: 1. Uniaxial compressive strength, Young's modulus, and Poisson's ratio 2. Triaxial compressive strength 3. Brazilian tensile strength 4. Modulus of rupture 5. The aim of this program was to develop a reliable and meaning-ful basis for assessing certain safety aspects, namely fire and, in particular, toxicity hazards of articles employed in underground coal mining operations. The present investigation was concentrated on the thermal oxidative degradation of representative hydraulic fluids. To achieve this goal all products formed on thermal oxidative degradation of the fluids studied were analyzed, identified I and the amount of each individual species present was determined quantitatively on a weight of product per weight of material basis. The weight/weight data thus obtained can then be factorized to reflect the relative toxicity of each individual species present, using for example the Threshold Limit Values adopted by the American Conference of Governmental and Industrial Hygienists, whereby an overall "toxicity index" can be arrived at which makes it possible to compare the different fluids and/or classes of fluids in a quantitative manner insofar as their toxicity is concerned.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

The U.S. Bureau of Mines is conducting research on many topics relating to the hazards of coal mining, increased production, and protection of the environment. One area of research that has received scant attention in recent years is that of water inflows, probably because few fatalities in the United States have been attributed to them. As mining goes deeper, the problem of water in 1ow could increase dramatically because of adjacent or overlying mines in which huge water pools are impounded. Inaccurate mine maps and ineffective barriers can constitute a serious problem for operators both from gradual inflows and sudden inrushes of water. This report describes a wide but ineffective barrier that permitted an average 240-gpm inflow to a developing mine from an adjacent mine. The anomalous geologic structure that facilitated this leakage is described, demonstrating that size, alone, is no assurance against serious leakage. Some recommendations for managing serious water inflow are included.

The principle objective of the research effort described herein was to identify as rapidly as possible a practical trapped miner location system. Much effort has been expended in the past on the development of a highly sophisticated seismic location system [1] for trapped miners. Field tests of this system have shown that the location accuracy is limited by a combination of seismic velocity anomalies, timing errors, and in general by the relatively weak nature of the signals received at the surface. It was first felt that similar propagation anomalies would be experienced by electromagnetic systems, but to a greater extent than the seismic. However, preliminary tests performed by Westinghouse on the Operations and Maintenance Program, Contract No. H0210063 in 1971 and 1972, indicated that an electromagnetic solution to the location problem may be more feasible than a seismic solution. Thus a more concentrated effort was launched in 1972 and 1973 to more completely determine the feasibility of electromagnetic location systems for trapped miners. Two different approaches to the location problem were undertaken on this program: (1) A pulsed electromagnetic system was developed by the Special Systems Division of Westinghouse in Baltimore, and (2) a Continuous Wave (CW) System was developed by Westinghouse Georesearch Laboratory (WGL) in Boulder, Colorado. Part I of this report will deal only with the development and results of CW Location System developed by WGL. The CW Location System was field tested at three eastern coal mines and at one western hardrock mine. The maximum overburden depth penetrated during these tests was 990 feet at the Robena No. 4 mine near Waynesburg, Pennsylvania. The earth conductivity at this mine was measured to be 1. 1X102 mhos/m, which combined with the deep overburden make this mine representative of expected worst case conditions for a coal mine EM location exercise.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. This report describes the results of a 2-year investigation of extensible face ventilation techniques and systems for use at the working face in underground coal mines. The goal was to provide a safe and convenient method of maintaining the extensible system within 10 feet of the face, thereby ensuring good ventilation. A summary of approximately 20 extensible ventilation systems proposed or tried in the past is included for reference, together with a detailed description of the design, construction, and underground testing of a new extensible brattice panel and a new fiberglass duct system. The extensible brattice system utilized a special panel which could be pushed forward as the miner advanced. Brief testing in three mines revealed some conflict with the mining cycle and led to recommendations for two improved designs. The extensible duct system was designed for a Goodman borer and utilized a telescoping tube on the left side of the roof, so that it could be extended without interfering with the miner operator. For mine sections with right-hand return ventilation, a special flat tube section is used to cross over the entry. Underground testing showed substantial improvement in face ventilation without interfering with production.

An absorption-desorption model of particle reactivity was employed to describe the observed relationship between two apparently diverse phenomena which have been the subject of considerable study at the U.S. Bureau of Mines: (1) coal-rock dust reflectance and (2) coal-rock dust explosibility. The model accounts for heterogeneities in particle-size and material properties; however, in the present report, only particle-size distribution is considered. A mean particle-size parameter, appropriate to the explosion extinction process, is derived, and then taken as appropriate to describing optical reflectance. The derived form-to-function relationships for the two processes, when compared with experimental data, suggest that a problem exists with previously derived theory relating optical reflectance to rock dust concentration. A reexamination of that theory leads to a new theoretical expression, changed by a factor of 2, for the variation of rock dust concentration with reflectance which is in quite good agreement with experimental results. The current work offers justification for measuring and establishing rock dust requirements for specific coal dust size distribution(s) found in the mine-distributions that undoubtedly depend on the mining method and the type of coalbed.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.
