During 1990-2001, a total of 518 fires occurred in all metal/ nonmetal mining categories; 296 of those fires caused 308 injuries and 4 fatalities. Surface operations had the most fires and the highest injury risk rate values. Forty-five fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. In the future, many of these fires and injuries might be prevented or detected and extinguished at their earliest stage by improving current fire safety procedures, adopting existing/ improved fire detection and suppression technologies, and/or developing new technologies. Several strategies for reducing and/or preventing the number of fires and fire injuries follow. I. Increase vigilance, improve safety procedures, and develop new technologies in order to prevent fires and injuries caused by fame cutting and welding operations. 2. Improve equipment hydraulic/fuel/electrical systems inspection programs; adopt fire-resistant hydraulic fluids and electrically powered motors for use in underground mines; develop new technologies (equipment/cab rapid fire detection/ prevention/suppression systems, emergency line drainage systems, and fire barriers); adopt an optimal ground level location for the activation of emergency systems; improve operator's fire preparedness training programs; and develop effective and rapid local firefighting response capabilities. 3. Adopt existing/improved systems for continuous and early detection of combustion gases and smoke along beltlines. 4. Adopt existing/improved technologies for monitoring equipment (beltlines) operational functions. 5. Increase vigilance and adopt improved safety procedures for handling f amenable liquids and refueling fuel in the vicinity of heat sources.

In 1904 the Government began a series of fuel-testing investiga- tions at its fuel-testing plant at St. Louis, Mo. These investigations, which were placed under the supervision of the United States Geo- logical Survey, included chemical analyses, steaming tests, gas- producer tests, briquetting tests, coking tests, and washing tests of samples collected from the various coal fields of the country. The specific purpose of the investigations was to analyze and test the coals and lignites in the United States, in order to deternime their fuel values and the most efficient methods of utilizing them for different purposes. Part of the fuel-testing plant, including the briquetting equipment, was moved to Norfolk, Va., in 1907, and the fuel-testing investiga- tions were made one of the divisions of the technologic branch of the Geological Survey. In 1908, after the close of the Jamestown Exposition, most of the fuel-testing equipment was removed to its present location at the Pittsburgh experiment station, Fortieth and Butler Streets, Pittsburgh, Pa. In 1910, an act of Congress, effective July 1, established the Bureau of Mines in the Department of the Interior and authorized the transfer to this bureau of the fuel-testing investigations that had been carried on by the technologic branch. Bulletins presenting the results of various inquiries and investiga- tions relating to briquetting have been published by the Geological Survey and the Bureau of Mines. As the supply of some of these bulletins is exhausted, the Bureau of Mines has decided, instead of reprinting them, to publish the more important facts they contain

Twelve subjects participated in an investigation of the biomechanical stresses of asymmetric lifting in stooped and kneeling postures. Three factors were manipulated in this study: Posture (stooped or kneeling), height of lift (35 or 70 cm), and weight of lift (15, 20, or 25 kg). Subjects were required to lift or lower a box every 10 seconds for a period of 2 minutes. Electromyography (PIG) of eight trunk muscles was collected during a lift in this period. The PIG data, normalized to maximum extension and flexion exertions in each posture, were input to a biomechanical model and used to predict compression and shear forces at the L, level of the lumbar spine. Results from the EMG-driven biomechanical model indicated that compression was greater when lifting to a higher shelf (p < 0.001), and indicated a significant interaction between posture and the weight of the lifting box (p < 0.01). Peak lateral shear was not significantly affected by any main effects or interactions (p < 0.05). Anterior shear was increased with increasing height of lift (p < 0.001), and also by the posture x weight interaction (p c 0.01). A multivariate analysis of variance (MANOVA) indicated a complex relationship for recruitment of the eight trunk muscles, with the triple interaction being significant (p < 0.001). The results of this investigation will be used to evaluate safe loads for lifting in these restricted postures.

Large quantities of zinc-base die-cast scrap containing 3 to 4 percent aluminum are presently refined by mixing with other secondary zinc products such as galvanizer dross and distilling in a retort. The Bureau of Mines investigated alternate aluminum removal processes utilizing low-cost fluxes. Basing the investigation on the metallurgical principle that a reactive impurity can be removed from a less reactive matrix metal by melting under a flux consisting of a salt or oxide of a metal less reactive than the impurity, three separate flux mixtures were studied. In the first flux system, [FeCl3] + NaCI (the active component is underlined), part of the aluminum is&apos; eliminated by the formation of volatile aluminum chloride and the rest by the creation of a high melting point iron-aluminum intermetallic compound that can be separated from the remaining molten zinc by filtration. Aluminum removal in the second system, [Fe203] + CaClz + NaCI, is effected by the formation of the iron-aluminum compound and possibly aluminum oxide. The third system, spent sal skimmings--essentially a mixture of [ZnCl2], NH4Cl, and ZnO, depends solely on aluminum chloride formation. Of the three flux systems investigated, the best results obtained were with system 3. Aluminum was reduced in the molten die-cast alloy from 4.10 percent to 0.01 percent when depleted sal skimmings were used.

The Anson Bette manganese mine, with two prominent manganese-bearing outcrops in schist, has attracted considerable attention for its variety of manganese minerals and its possibilities as a potential source of manganese. Little mining was done prior to 1925, when the present owner acquired the property, and operations since that date have been intermittent. Mine workings are open cuts with a maximum depth of 35 feet. The two outcropping ore deposits are irregular, pipelike bodies about 500 feet apart. As nothing was known of the grade or extent of mineralization in depth, four holes totaling 1,072.5 feet of bore Were diamond-drilled by the Bureau of Mines in the summer of 1943, with the results shown in figures 3 to 6. In.1945 a geophysical survey was run to map the magnetic anomalies in the manganese-bearing belt as a means of determining the locations of manganese deposits. Positive correlation of magnetite and manganese ore was not obtained.

Legislation and Government Programs.-On February 4, 1977, the Occupational Safety and Health Administration (OSHA) issued its final environmental impact statement on the occupational use of inorganic arsenic.2 The statement examined the ramifications of the original proposed standard published in the Draft Environmental Impact Statement (DEIS).3 The DEIS proposed to limit the exposure of employees to no more than 4 micrograms of arsenic per cubic meter of air as determined on an 8-hour-time-weighted average basis; or a ceiling limit of 10 micrograms of arsenic per cubic meter of air based on a 15 minute sampling period. The purpose of the proposed regulation is to reduce the risk of smelter workers developing lung and skin cancer as a result of exposure. A comprehensive study compiled by the Committee on Medical and Biologic Effects of Environmental Pollutants concluded that "there is strong epidemiologic evidence that inorganic arsenic is a skin and lung carcinogen in man."&apos; In April 1977, the Environmental Protection Agency (EPA) served notice to ASARCO Incorporated that its Tacoma copper smelter and associated arsenic-producing facilities were in violation of State laws which limit sulfur dioxide and particulate matter emissions. This notice followed the Washington State Pollution Control Hearing Board overturning a prior ruling by the Puget Sound Air Pollution Control Agency (PSAPCA) which had permitted a 5-year variance from the State of Washington air quality standards. In December 1977, ASARCO appealed in court the decision of the Hearing Board.

Separation efficiency of a 4 percent divinylbenzene (DVB) resin is not altered over a wide range in temperature. A 12 percent DVB resin, however, exhibits a marked sensitivity to temperature. When flow rates are high at ordinary temperatures, 4 percent DVB resin exhibits higher efficiency, but at 200° F. both resins are equal in performance. Effective separation of rare-earth mixtures may be obtained with hydrogen as a retaining ion by maintaining column temperatures above the solubility of ethylenediaminetetraacetic acid (EDTA) in the free acid form. Slightly lower separation characteristics were obtained with this method as compared with copper as a retaining ion, Recovery of 99 percent of the EDTA from spent eluting solutions that contain copper has been accomplished by a calcium-copper displacement reaction followed by EDTA precipitation. Impurities in the product are correspondingly low. Recoveries of EDTA from holmium solutions with sulfuric acid are substantial; however, those from yttrium solutions are quite modest. Radiotracer experiments show the presence of approximately 0.1 percent yttrium contamina¬tion in the recovered material. The study presented is one phase of a broad research program designed to assist the technology of separating and purifying rare-earth elements.

The Bureau of Mines has investigated the surface charge of amphibole asbestos fibers and nonasbestiform cleavage fragments, as part of the Bureau&apos;s fundamental studies to provide new knowledge on the physical and chemical properties of the amphibole minerals. Microelectrophoresis was used to measure the electrophoretic mobilities, in water, of particles from six asbesti-from amphiboles and seven nonasbestiform amphiboles over the pH range of 5 through 9. The particles generally ranged in size from 2 to 5 µm wide by 10 to 30 µm long. The isoelectric point was determined for four of the minerals, and values were found to be between pH 3.5 and pH 5. The minerals studied had zeta potentials that generally ranged from -25 to -so mv in neutral solution. Attachment of colloidal positively charged AgI was also studied as a means of determining surface charge. Scanning electron microscopy of amphibole particles that had been in contact with aqueous AgI showed equal attachment of AgI to asbestos fibers and to cleavage fragments; the extent of AgI coating was the same for both. The electrophoretic mobilities of asbestos fibers were essentially the same as those of elongated cleavage fragments of the same aspect ratio (particle length divided by width). Blocky particles from both asbestiform and nonasbestiform specimens had lower mobilities.

"Summary An apparent decline in fuel efficiency at refineries, which first became came evident in 1930 and continued through 1933, was checked in 1933 when the average amount of heat needed to refine a barrel of crude oil amounted to 660,000 B.t.u. This compares with an average requirement of 692,000 B.t.u. In 1932 and with a low of 639,000 B.t.u. in 1929. (See fig. 1.) The improvement in fuel economy in 1933 probably was closely related to the increase of 5 per cent in crude runs to stills. As much of the fuel burned at refineries is utilized for purposes other than under crude-oil stills and in relatively stable amounts, it is evident that a material increase in crude runs will usually reflected in a decrease in average fuel requirements. Another factor which has influences fuel economy at refineries in the past is the trend in cracking, a refining process requiring more than the average expenditure of heat. In 1933 production of gasoline by cracking increased slightly, but no appreciable rise in heat requirements resulted as an equivalent amount of fuel was saved in improved technique, particularly in the field of heat exchange.Since the beginning of the refining industry, the transition in fuels has been from solid to liquid to gaseous; in other words, the leadership was first held by coal, then passed to oil, and is now held by gas. In 1933, 54.7 percent of the total heat units generated came from gas, 39.0 percent from oil (including acid sludge), and 6.3 percent from coal and coke. The principal change in the relative importance of the various refinery fuels in recent years has been the rapid growth in consumption of refinery or still gas at the expense of all the other common fuels. Still gas owes its ascendency to its cheapness and availability, and probably it would have become the primary refinery fuel years ago if recovery methods had been perfected. The relative importance of coal showed a small increase in 1933, the first gain recorded since these surveys were inaugurated in 1925. The increase in use of coal was undoubtedly due to increased operations at plants using it,"

Mineral production was of minor importance to the country&apos;s economy, and Bangladesh was not a ranking world producer of any mineral commodity in 1980. Natural gas was the most important mineral exploited, and reserves were sufficient to allow a significant increase in its use. A greater proportion of the domestic heat and electrical energy needs could be filled by increased production and distribution of natural gas. Also, the export of natural gas was feasible either by pipeline to India or in the form of liquefied natural gas (LNG). Some nonmetallic minerals could be developed, as well as coal and peat, given sufficient capital investment. Bangladesh&apos;s strongly agricultural economy made fair progress in 1979.80.1 The major harvest of November-December 1979 turned out to be better than had been anticipated after an early drought left poor planting conditions. The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health conducted a study of the explosibility of various metals and other elemental dusts dispersed in air, with a focus on the experimental explosion temperatures. The data are useful for understanding the basics of dust cloud combustion, as well as for evaluating the explosion hazards in the minerals and metals processing industries. The dusts studied included boron, carbon, magnesium, aluminum, silicon, sulfur, titanium, chromium, iron, nickel, copper, zinc, niobium, molybdenum, tin, hafhium, tantalum, tungsten, and lead. The dusts were chosen to cover a wide range of physical properties - from the more volatile materials such as magnesium, aluminum, sulfur, and zinc to the highly "refractory" (very low volatility) elements such as carbon, niobium, molybdenum, tantalum, and tungsten. These flammability studies were conducted in a 20-L chamber, using strong pyrotechc ignitors. The experimental data obtained included the minimum explosible concentrations, maximum explosion pressures, and maximum explosion temperatures. A unique multiwavelength infrared pyrometer was used to measure the temperatures. For the elemental dusts studied, all ignited and burned as air-dispersed dust clouds except for nickel, copper, molybdenum, and lead. The measured maximum explosion temperatures ranged from -1 550 K for tin and tungsten powders to -2800 K for aluminum, magnesium, and titanium powders. The measured temperatures are compared to the calculated, adiabatic flame temperatures. In general, the dusts whose experimental temperatures were closer to the adiabatic values were those with the finer particle sizes, those that were more easily vaporized, and/or those that were intrinsically more reactive.

Reduce spillage hazards and contamination when adding hydraulic nil to mining machine reservoirs. Approach An easily transported module, that delivers hydraulic oil directly into mining machines, was built and tested. How It Works The Hydraulic Oil Delivery Module is carried, from the oil storage area to the equipment needing oil, in the bucket of a scoop or other utility vehicle. Oil is pumped into the module reservoir from storage, or out of the module reservoir into the machine being serviced, through a long hydraulic hose. During long-term testing, the 115 foot long delivery hose made it possible to replenish the hydraulic oil in mining machines at the face with only limited interruption to the mining operation. (Figure 1 shows one! version of the module.) The compact Hydraulic, Oil Delivery Module consists of: an oil reservoir: a pump driven by a hydraulic motor; two high pressure, low volume oil lines, filters; and a low pressure, larger capacity delivery hose equipped with quick-connect-couplers. The high pressure oil lines are connected to the scoop&apos;s hydraulic power takeoff, which supplies the power to pump oil in or out of the module reservoir.

In the repetitive electrowinning of tungsten from scheelite, the calcium impurity buildup in the molten electrolyte results in decreased metal purity, metal recovery, and current efficiency. Periodic addition of B2O3, which reacts with the lime liberated from the scheelite, more than tripled the life of the electrolyte in winning 99.9-percent-pure tungsten and also reduced the number of units of electrolyte required per unit of tungsten recovered from six to four.

The bureau of Mines conducted a laboratory scale investigation of the process of selective flocculation with the objective of developing a method to effect separations on suspensions consisting predominately of ultra-fine-size (minus 400-mesh) particles of coal and refuse. Selective flocculation of coal from coal-refuse slurries could be achieved with a wide variety of reagents. Typically as much as 15 to 20 weight-percent of high-ash solids (70 to 80 percent ash) could be retained in suspension. The flocculated sediment remained a high-ash product, however, and would require further treatment to be regarded as clean coal. No combination of reagents and conditions led to selective flocculation of the refuse component. The dispersing agent was found to be the critical factor; dosages of 3 to 8 lb/ton2 were necessary to stabilize the suspension for subsequent selective flocculation. In addition, most of the dispersants that worked were most effective at substantially elevated pH (11 or so). It was concluded that this process would be prohibitively expensive and, because of yield and quality constraints, it would be of questionable utility in today&apos;s coal preparation industry.

In April 1932, the Bureau of Mines published Information Circular 6595, entitled "Data in Reference to Installation of Cables in Shafts and Boreholes", in which were described methods followed in various sections of the United States when electrical circuits are taken into mines by means of cables suspended in shafts and boreholes. In view of the present tendency to extend high-tension cables along entries and passageways from the bottom of the shaft, borehole, or other point of entrance to coal mines rather than over the surface, it is deemed that the various methods of installing such cables deserve careful consideration, particularly in mines in which gas and coal dust contribute to explosion hazards. This is especially true of localities where there is an inclination to restrict the extension of 2,300- and 4,000-volt circuits into the mines. Probably it is feared that accidental contact with the cables of such circuits may result in more serious shock than with lower voltages; also, it is possible that new circuits are regarded merely as explosion hazards additional to those already existing, regardless of the manner in which the new circuits may be installed. It is the firm belief of some engineers that the circuits can be installed so that they will not be damaged by wrecks or roof falls, thereby eliminating the hazard of explosion from this source while at the same time making the chance of accidental contact remote if not impossible. Moreover, some believe that fire hazards from direct-current systems can be reduced by keeping motor-generator sets close to load centers. Thus, although the alternating-current circuits would be lengthened, the size and extent of direct-current circuits would be kept to a minimum.

This report examines the effects of mining height on injury rates in U.S. underground nonlongwall bituminous coal mines, controlling for both the employment size of the mine and the mining methods. Using the mine-level employment and injury data reported to the Mine Safely and Health Administration, mines were stratified by average coal seam height (<43 in, 43-60 in, and >60 in) and by the average number of employees working at the mine (<20 employees, 20-49 employees, 50-99 employees, and >99 employees). To reduce the confounding effects of mining method on injury rates, mines using longwall mining methods were identified and excluded from analysis. The employment data show that as the mine size increases, the proportion of hours worked in low seams decreases substantially. Additionally, miners injured in small, low- scam mines arc, on average, younger and less experienced than those injured in large high-seam mines. Nonfatal disabling and fatal injury rates were computed within each category of employment size and seam height for the major types of accidents (ground falls, powered haulage equipment, machinery, handling materials, slips and falls, and hand tools). Our findings suggest that, regardless of the employment size, as mining height increases, miners are at increasingly higher risk of injury from accidents due to slips or falls and accidents involving shuttle cars and falls of ground. As mining height decreases, miners are at higher risk 01 injury from accidents involving roof bolting machines, load-haul-dump types of powered haulage equipment, personnel carriers, and powered haulage conveyors. On the other hand, regardless of the height of the coal seam, miners working in large underground mines had higher rates of injuries resulting from accidents involving handling materials and nonpowered hand tools, but lower rates of injury from accidents involving continuous mining machines and lower rates of fatal injuries from falls of supported and unsupported mine roof. Finally, miners working at small mines in low or medium seams are at higher risk of being fatally injured by a ljll of unsupported mine roof. These findings suggest the importance of&apos; considering the working height of the mine, as well as the employment size of the mining operation, when developing intervention strategies to reduce injury risk to underground coal miners. Results also identify the need to further explore how mining height contributes to the frequency and severity of injuries.

Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. "In September 1923, a proposal was made through official diplomatic channels by the British Safety in Mines Research Board to the United States Bureau of Mines for ""closer cooperation between the two countries in investigations into the causes and means of prevention of mining dangers."" This proposal was cordially accepted by the Bureau of Mines and was officially approved.In the spring of 1924 cooperation was .formally begun. It contemplated, as stated officially, ""full exchanges of information, a joint program of research, and periodic exchange of personnel so as to assure concordant results. By making the resources of both organizations available it will hasten the attainment of results, will secure better: checks for, accuracy, and in the end will save money for both by avoiding duplication and repetition.""This joint work has been carried-on successfully since that time and has developed valuable results, reports on which have been issued from time to time. The progress report which follows gives the results of the studies and work carried on in 1929.During 1929 all the phases of our cooperative research, begun in previous years, have developed normally. The exchange of formal monthly reports on all programs of mutual interest has been continued and has proved an invaluable, means of maintaining contact between the investigators of both organizations. There has been no diminution in the exchange of routine progress reports on specific subjects or in direct correspondence. The interchange of personnel has been maintained, and we can say that the mutual benefits to be derived from this form of cooperation are so great as to be difficult to overestimate. It leads to an appreciation of methods of research and modes of thought in the interpretation of results obtainable in no other way, and engenders a frankness and intimacy which must continuously enhance the value of future cooperation.Dr. S. R. Katz, who was assigned for service with the Safety in Mines Research Board in April, 1928, returned to America in May, 1929. During his stay in England he completed, in cooperation with members of the board's staff, the equipment of a gas-mask laboratory and designed and tested a new form of gas-mask canister. A publication of the Safety in Mines Research Board dealing with this investigation has been prepared and approved and will .be .issued in the near future. In additions Dr. Katz imparted to those with whom he was associated much of his knowledge and technique regarding his particular subjects. He delivered two lectures to the board's staff, the subjects be ""Gas Masks"" and ""The Intensity of Odors"", and gave papers before the Midland Institute of 'lining Engineers and the Birmingham University Mining Society on the subject of ""Industrial Gas Masks""."

Bench-scale laboratory tests were made by the Bureau of Mines of a segregation-flotation concentrate, assaying 20.43 percent copper, to investigate the influence of various ratios and concentrations of ammonia and carbon dioxide on copper extraction. Leaching the concentrate with a solution containing 900 pounds of ammonia and 360 pounds of carbon dioxide per ton of feed, followed by washing the leach residue with 1.75 tons of a 10-percent solution of ammonium carbonate and about 1 ton of water (as steam) per ton of solids, resulted in a copper recovery of 96.3 percent. Resegregation and flotation tests of the washed residues revealed that 85 percent of the copper in the residue could be recovered. Steam distillation tests of a typical ammoniacal leach liquor, assaying 39 grams copper, 105 grams ammonia, and 77 grams carbon dioxide per liter, recovered over 99 percent of the copper as a mixed oxide-carbonate precipitate. The ammonia losses in leaching, filtering, washing, and distillation were 0.12 pound per pound of copper recovered in the precipitate. Calcination and subsequent hydrogen reduction of the precipitate yielded a metallic copper powder assaying 98 percent Cu, 0.87 percent Si02, 0.10 percent MgO, 0.54 percent CaO, and 0.41 percent R203.

"In the course of the Government's Fuel Economy Survey of its own power plants, studies and tests have been made of various oil-burning equipments under power-plant boilers. There are now many types of burners being offered in the relatively limited field of power-plant use. The majority of the types used may be grouped into two general classes- those using steam to effect the atomizing of the oil, and those using mechanical means.Burners using steam have had the most prominence in this field for a long period. The mechanical atomizing type of burner successfully applied on shipboard, however, pointed to a possible betterment in land work. The vision presented itself of a burner that would need no steam for atomizing that would permit of air inlets or registers compactly arranged as a part of the entire burner, and that would only require the natural stack draft usually available in land boiler furnaces. Hence, rather recently there has been much development along this line, resulting in various types of burners.In Table 1 are grouped test items chosen from many tests showing representative analyses of the products of combustion obtained with various burners installed in various types of furnaces. In all these tests the burners were handled by experts and represent practically the best attainable for that particular arrangement. The boiler efficiencies ranged from 70% to 80%. It will be noted that the burners using steam for atomizing were able to secure slightly better 002 and less 02 without the presence of CO."
