Geology is an integral part of roof control, mine design, and production operations. Yet, the importance of geology, coal/rock as an engineering construction material and its properties and behavior within the planned mine areas, in overall mine production operations has not been hilly appreciated. Of all of the engineering disciplines, mining engineers work with the most challenging construction materials. They must deal with rock materials as they exist in their natural states and design mine structures without well-known and defined properties. Further complicating the design process is the variability of the in-situ rock materials with rock types and rock properties varying widely from place-to-place. Predicting properties in advance of mining is difficult and oftentimes impossible. This is why some types of roof-control failures may suddenly occur in some areas when a single roof-control technique is consistently applied to an entire panel, section, or mine. Many roof-control techniques are primarily applicable to the geological conditions that were assumed in the development of those techniques and variations of the rocker rock properties may require modification or significant redesign of the support technology.

Instrumented cable bolts developed at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health were used in conjunction with existing ground control systems to monitor rock mass loads at Tg Soda Ash's trona mine, Granger, WY. Axial and shear loads were determined to levels of strain gauge accuracy of ±5 N or ±5 micro strain. These gauges were embedded in a remanufactured king wire that replaced the conventional king wire. Cable bolt performance, quality of grout, and installation techniques were also assessed. By using instrumented cables, a mine operator can determine axial load along the cable at predefined gauge locations. These data provide necessary input for an operator to design a safer working environment for miners.

In cooperation with Cyprus Twentymile Coal Co., researchers from the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, conducted a study at the Foidel Creek Mine, an underground coal mine near Oak Creek, CO, to evaluate the stability of underground working conditions as a longwall advanced through a series of backfilled cross-panel entries. Instruments installed in the cross-panel entry pillars, backfill, longwall panel, and adjacent headgate entry were continuously monitored by a computerized data acquisition system as the longwall approached and advanced through the backfilled section of the panel. Data collected from these instruments were analyzed to determine the magnitude and direction of the secondary principal stress changes ahead of the longwall face, deformation and closure of the headgate entry, and stability of the cross-panel entry pillars and backfill. A three-dimensional, boundary element model was calibrated to accurately predict mining-induced stress changes and the distance they occurred ahead of the longwall face. As the longwall advanced through the backfilled entries, most of the mining-induced load was supported by the cross-panel entry pillars. The backfill provided stability for the roof and floor of the in-panel entries and also confined the entry pillars significantly improving their load-carrying capacity. Comprehensive information derived from backfill material property tests, instrument data, underground observations, and numeric modeling results document the safety and stability of the 8-Right mine through and should provide beneficial case study information for other longwall backfilling applications in the future.

Objective: To continuously monitor, display, and record concentration levels of respirable coal mine dust in mines to an accuracy of ±25% with a 95% confidence level for at least 30 days without servicing.

 This paper describes the method used and results obtained in testing a hand-fired down-draft furnace at a plant in Washington, D. C., in order to determine the method of firing that would give the best results with a minimu of smoke. The smoke regulations of the District of Columbia are very rigid, and are well enforced, A paragraph of the ordinance relating to furnaces other than household, reads, "The emission of dense or thick black or gray smoke or cinders from any smokestack or chimney 113ed in connection with any stationary engine, steam boiler, or furnace of any description within the District of Columbia shall be deemed, and is hereby declared, to be a public nuisance". This ordinance, if literally enforced, would eliminate all ordinary hand-fired grates and furnace combinations where coal other then anthracite is used. However, in several Gov- ernment plants where hand-firing of coal is still necessary conditions have been satisfactorily met by installing the down-draft type of furnace. In these plants, as at all hand-fired plants, considerable difference in operating details and methods is found. The firemen are paid day laborer's wages and are often inexperienced. The instructions of the furnace makers fre- quently do not appeal to the firemen, and are not closely followed, This is partly due to the necessity of running the boilers continuously at much higher ratings than were intended by the manufacturer. Tests were made on a Hawley furnace of this type to improve the methods of firing, particularly at the higher ratings.

The largest producing coal field in Alabama, the Warrior Coal Field, was discovered in 1821'. Since then, coal has become Alabama's leading industrial mineral, both in production and income. Alabama has traditionally been one of the nation's major coal-producing states. This level of production is expected to continue due to Alabama's high-quality, low-sulfur coal. Alabama produces both bituminous and lignite coal. The bituminous coal is mined by underground and surface methods from four major coal fields in 24 counties. Alabama's lignite deposits, which are located in the southern part of the state, are not presently being mined. However, Alabama lignite is high-grade, and deposits are very shallow and easily surface-mined. Alabama gained primacy when its regulatory program was conditionally approved May 20, 1982. The program was fully approved July 5,1984. Alabama's Abandoned Mine Lands program was approved May 20,1982, and its emergency program was approved January 23, 1991. Although a Federal Lands Cooperative Agreement between Alabama and OSM became effective August 30,1985, no coal mining is currently taking place on federal lands in the state.9

Emergency personnel, like all workers, carry out their duties within an environment composed of a set of discrete elements. First, there is the emergency itself. Whether a forest fire in France, a tornado in the American Midwest, or a mining disaster in Russia, the emergency imposes certain exigencies upon the responders. Second, a social structure exists with specific social units, rules, and forms of association. An emergency response, therefore, takes place within a context of prescribed behaviors, expectations, and value judgments that are sometimes in conflict with each other. Third, there is a technology that must be understood in order to accomplish group goals. If the technology itself is implicated in the emergency, the entire emergency environment may be impacted. Clearly, a breakdown in any of these elements could result in worker injury and might heighten responder stress. This paper discusses how emergency workers not only get injured but may come to experience bum-out, post-traumatic stress syndrome, or impaired work and family relationships, even though their normal work setting (the emergency) is expected to be 'abnormal'. The authors suggest areas in each of the three environmental elements that, deserve further inquiry.

Supplemental water sprays were placed along the sides of a continuous mining machine to improve suppression and confinement of the dust cloud under the cutting boom to re- duce downwind dust levels. Using a full-scale mock up of a continuous mining machine, preliminary work showed that these side sprays improved suppression of the dust cloud and redistributed this cloud under the cutting head. This led to reductions in dust levels around the machine and in down- wind airways for some positions of the mining machine. This testing also showed that side spray effectiveness was influenced by the distance from the fresh air ventilation device to the cutting surface, termed the ventilation setback distance. These sprays produced larger reductions in machine and re- turn dust levels at smaller setback distances than at larger setback distances. These side sprays then were installed in similar locations on a mining machine at an underground coal mine operation to evaluate their effectiveness for im- proving suppression and capture of dust by the flooded-bed dust scrubber. Although sampling could not be conducted successfully in the return, sampling around the mining ma- chine and at the machine operator showed that dust levels decreased with use of these sprays. Further analysis showed that these sprays were most effective at the smaller setback distances, a result confirmed by full-scale laboratory testing. The United States Bureau of Mines under provisions of Schedule 20 issues approvals covering complete operating units such as loading machines, room hoists, and storage-battery locomotives. Certain manufacturers design and build entire machines. Other manufacturers purchase a part or all of the electrical accessories from manufacturers of electrical equip- ment and assemble them, thereby making up a permissible unit. Before the assembler purchases electrical accessories for use in such contempla.ed units he may require certain information from the accessory manufacturer as to whether these par- ticular accessories are suitable for assembly in his proposed permissible outfit. In order to aid accessory manufacturers in marketing their product, a provision was incorporated in Schedule 20 whereby tests might be made on individual accessories and reports rendered as to the suitability of a given accessory for use in permissible assemblies. As a part of the investigation of strategic-mineral deposits in the United States under the Strategic Minerals Act, engineers of the Bureau of Mines examined and sampled numerous deposits of fluorite ore from Utah. From those deposits that warranted further investigation, samples were submitted to the Ore Dressing Section of the Salt Lake City Station for metallurgical testing. This paper gives data summarizing the results obtained from laboratory ore-dressing studies of the fluorite ores submitted. Test work was done on samples from four properties in the Washington Mining District, Beaver County; two properties in the Star Mining District, Beaver County; one property in the Wah Wah Mountains, Beaver County; and three properties in Tooele County, Utah. In general, the Washington District ores were found amenable to concentration by flotation for the production of acid-grade fluorspar. None of the other ores were beneficiated to acid-grade, but several were amenable to concentration for the production of metallurgical-grade fluorspar concentrates.

The Blackbird district, Lemhi County, Idaho, has long been recognized as a potential source of cobalt and copper. Exploration of the early discoveries in the area was largely discouraged by the comparatively low grade and small size of the known ore bodies, the slight demand for cobalt, and the lack of adequate roads throughout the region. Recent advances in the field of alloy metallurgy culminated in a steadily expanding demand for cobalt. This demand was finally accentuated to critical proportions in 1940 by worldwide rearmament programs and by the threatened disruption of foreign imports by submarine warfare.

This laboratory has developed a sensitive electro-optical method to quantify the initial rate (R) and total amount.(MAX) of superoxide (SO) produced by single pulmonary alveolar macrophages (PAM). The method uses a microscope to visualize PAM in culture, and to video record the images during the time the cells produce SO. MAX and R are calculated from measurement of temporal changes in optical density in the images due to precipitated diformazan formed by the reaction of SO, produced by each PAM, with nitroblue tetrazolium present in the culture medium. To date, values of Rand MAX, measured due to adherence of PAM to the dish, have been compared to values obtained when quartz, coal mine dust (CMD), and kaolin were added to the medium (in vitro). R and MAX have also been calculated for PAM lavaged from animals exposed to quartz and CMD in the WVU Inhalation Facility. Presently, experiments are being done using serum which permits PAM to be restimulated by different dusts to help establish a dose response effect, and a means to study the effects of lung surfactant on modifying the toxicity of inhaled dusts. Long term, this methodology should provide useful insight· into establishing the role SO plays in the phagocytosis of inhaled dusts and bacteria, in PAM dysfunction, and in lung diseases such as pneumoconioses. Forty-eight workers who bad escaped large underground coal-mine fires were interviewed using an open-ended protocol. This information, and the actual experiences of one eight-person mine-section crew who escaped from a Fire, were used to construct an 18-frame (page) table-top simulation exercise, which was then field tested with 134 miners. The exercise is a research toot that measures miners' proficiency in the information-gathering and decision-making skills related to escaping from a mine fire. It also helps miners to learn and practice these cognitive skills. The exercise was found to be valid and reliable. All miners reported that the exercise was authentic and would help them to remember important information. The exercise total score, and all but two item scores, significantly discriminated among miners with different levels of training. The two items that did not discriminate dealt with whether or not to abandon a helpless fellow miner. When the exercise total score data were pooled, only 13.6% of the miners achieved a desirable score of 90% mastery or greater. The simulation is important because it teaches and assesses critical judgment and derision-making skills that are rarely addressed in miner training. The Ringelmann Smoke Chart fulfills an important need in smoke abatement work and in certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous Bureau of Mines publication now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier version.

Of all the war work by the Bureau of Mines none ultimately covered such a variety of processes and equipment, employed as many men, or called for as large an outlay as that started in con- nection with the solution of problems relating to the use of noxious gases in warfare. Beginning with an investigation to develop the best type of gas mask, the scope of the work extended until it included researches relating to a wide range of devices, such as different types of poisonous and irritating gases and smokes, smoke screens, gas shells and gas bombs, flame throwers, trench projectors for firing gas bombs, signal lights, and incendiary bombs. The Bureau of Mines in starting this work selected the necessary personnel, pro- cured the early equipment, and for some months, from the begin- ning to June 30, 1917, paid the cost of the work from its own funds. The Bureau of Mines built up a research staff of more than 700 chemists, including many of the most prominent chemists in the country, and obtained the cooperation of many of the universities and chemical companies. When the results obtained through this research were to be applied by the War Department, the Director of the Bureau of Mines cooperated in the selection of men to have charge of manufacture or further development, recommending chemiste who subsequently received commissions in the Army. The personal cooperation with the War Department was thus very close. The bureau can fairly claim that because it started this work on gas warfare and received the hearty support of the Department of War, the Navy Department, the National Research Council, and State, educational, and private institutions, the country was in July, 1918, months ahead of where it would otherwise have been in the production of gas masks and other devices. The production of toxic gases then far exceeded the supply of shells. In addition the later work in gas-mask manufacture by the Surgeon General's Office of the Army, which resulted in the development of the best mask produced anywhere; in gas manufacture and gas proving-ground tests by the Bureau of Ordnance, and in the chemical warfare pro- gram of the Navy, including the use of smoke screens, shells and toxic gases, were the direct results of the bureau's experimental work. The American charcoal and soda lime, developed through the research work, are the best used by any nation. The Bureau of Mines was instrumental in developing satisfactory methods of manu- facturing chlorpicrin, phosgene, mustard gas, brombenzylcyanide, cyanogen chloride, and other noxious substances on a large scale. The bureau also developed a smoke funnel for the Navy which no doubt saved many ships from submarine attacks, and devised smoke barrages, signal lights, incendiary darts, etc., for the Army. The Ordnance Department of the Army asked for incendiary bombs and were furnished with bombs better than any made previously. Perhaps the greatest single result of the research work has been the demonstration of the value of the services that the chemist and chemical engineer can render in time of need and the recogni- tion of chemical investigations as a necessary function of the Gov- ernment.

PETROLEUM INVESTIGATIONS. The work of the petroleum division of the Bureau of Mines during the period of the war was under the supervision of Chester Naramore, chief petroleum technologist. In its petroleum investigations the bureau cooperated freely with other Government bureaus and acted as a source of information on petroleum matters. COOPERATIVE WORK ON INTERALLIED PETROLEUM COMMISSION. On July 15, 1918, Mr. Naramore and W. E. Perdew, chemical en- gineer of the bureau, left for London to act as representatives of the United States Fuel Administration and the United States Shipping Board on the Inter-allied Petroleum Commission. Numerous con- ferences were held with representatives from France, England, and Italy on specifications and requirements of the various allied Govern- ments for petroleum products, and for this purpose meetings were held in London, Paris, and Rome. EXAMINATION OF PETROLEUM FACILITIES IN FRANCE. The storage facilities and the transportation system in France were studied, and recommendations based on the information gained were made to the director of the oil division of the Fuel Administra- tion and to the chairman of the Shipping Board. Refinery plants in France were inspected, as well as filling stations and shipping facilities from ports in France and Italy to the various fronts and the petroleum base of the American Expeditionary Force at Romorantin. France. At the request of Ambassador Sharp, a re- port was prepared on the advisability of developing the petroleum resources in France.
