High-temperature phase relations and thermodynamics of the condensed phase region of the Pb-S-O system at 1473 K were analysed by use of the available information. The sub-regular solution models on Pb-PbS and PbO-PbSO4 continuous melts were used in conjunction to generate a consistent set of thermodynamic and phase equilibrium conditions for the Pb-S-O system. The directions and distributions of conjugation lines between melts of this system were derived with relevant activity and composition data. The calculations permitted the thermodynamic analysis of direct lead smelting and the construction of isothermal reaction diagrams for the system in terms of oxygen and sulphur partial pressures at 1473 K.

In order to meet the stringent specifications associated with the production of LME Grade A cobalt cathode, producers need to ensure that a number of impurities, including Cd, are removed from the advance electrolyte to ppb levels (~0.1 mg/L). Conventional options include ion exchange using amino methyl phosphonic acid resin and solvent extraction using D2EHPA. More recently a Cd-selective resin, employing Molecular Recognition Technology (MRT), became available from IBC Technologies, Inc. These three potential unit operations were evaluated in parallel at Mintek. MRT was identified as the most technically feasible option. Results obtained on a cobalt advance electrolyte, containing 55 g/L Co, 6 mg/L Cd and 60 g/L Na2SO4, are presented in this paper.

This paper will look into some basic catalyst management tools: Good record keeping is a necessity for collection of representative catalyst samples, reliable operating data is an inevitable starting point for all analysis and trending of operating data is a must for plant optimisation and troubleshooting. In addition these catalyst management tools will give a continuous updated knowledge of the catalyst status in each bed providing the basis for a more effective replacement strategy. The most typical reasons for increasing SO2 emissions will be presented together with easy guidelines for cross-checking of operating data, temperature optimisation and good record keeping.

KingIn presenting his paper Dr W. J. Whiten outlined the basic concepts on which the control model was based and emphasized the fact that empirical models based as much as possible on theory were used to simulate each unit of the crushing plant. The final parameters of each model were computed using data collected from the plant. Unfortunately, the system did not permit accurate extrapolation but was successful when operating in the region from which the parameters were calculated.He concluded from the results of the test work that the crusher amperage was a critical parameter and that the utilization of the model gave a 15 per cent increase in the plant output. This was because the model predicted that a marginally fine grind would provide a significant increase in throughput. Dr Whiten elaborated on what constituted the multiple spline regression, explaining that it was a least-squares curve-fitting technique in one or more dimensions, where the calculation of coefficients in analytic expressions was replaced by the calculation of typical points on a very smooth curve called a spline function. The emphasis was placed on the shape and value of the curve or curves instead of on the coefficients as in analytic regression. A spline function was the line drawn between all points constituting the data set.Dr B. K. Loveday commented that the simulation was unusual in that the optimum throughput was considered to be the maximum throughput, which, surely, was limited by the crusher size. He also emphasized the importance of the interaction between both crushing and grinding circuits and added that in practice the optimum operating conditions were inter-dependent. Dr Whiten replied that in the case of the plant under consideration, the crushing process was not, in fact, the limiting operation.Mr C. E. Clifford indicated that the model was being used to simulate a number of crushing and grinding circuits at Mount Isa Mines. He reported that the model simulated the circuit satisfactorily for primary and secondary gap settings of 0,625 in. to 0,375 in., but that adjustment had to be made to the model parameters for gap settings of 0,250 in. to 0,125 in.In reply to a question from Dr D. M. Hawkins, Dr Whiten said that he preferred to use low-order splines with smaller segments rather than high-order spline functions with large segments."

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

Scientifically speaking, most of them can be rated as being of a high standard, and some of them have been acclaimed internationally as masterpieces of logical and calculated reasoning. The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). A description is given of the extraction of pillars in a seam of coal which normally varies in thickness from 10 feet to 14 feet using conventional trackless mechanised units. By using the pocket and fender method of pillar extraction, the high capital cost of hydraulic supports is eliminated, and a volumetric extraction of 85% to 90% of the seam of coal is possible. This method of mining opens up the possibility of extracting vast tonnages of coal which hitherto would have been left in situ as pillars. The major benefits likely to accrue from this technique are seen as follows: 1. Greater volumetric extraction of the seam; 2. Longer panel life with less frequent transferring of sections; 3. Preservation of our natural resources. The authors deal with the history of this development at Springfield Colliery, discuss the present results and outline the future trends in the light of current experience.

Book reviews Fiftieth Annual Report (1971) of the Safety in Mines Research Establishment, published by H. M. Stationery Office, London on behalf of the Department of Trade and Industry. Advances in extractive metallurgy and refining. This excellent volume, published by the Institution of Mining and Metallurgy, contains all the thirty papers presented at the International Symposium held in London in October, 1971. Electric Melting Practice by A. G. E. Robiette, Charles Griffin and Co. 412 pp. In recent years the application of electric furnaces to melting processes has expanded to such an extent that it has become a topic in its own right, quite distinct from the related subject of electric smelting which is still limited, for the most part, to those areas where inexpensive electrical power is available. Optimum use of manpower by A. J. van Zyl. The sixties represented one of the longest periods of sustained economic growth South Africa has experienced. At the same time it caused a certain amount of inflation and an acute manpower shortage.

During the past five years, several research projects on the causes of mining induced seismicity have been carried out by the Rockburst Research Department at Western Deep levels Limited. This paper summarizes the results of these investigations. Several types of mining-induced seismic events are addressed, and models of their mechanisms are presented. It is shown that most of the seismicity results from mining in geologically disturbed areas, and ways and means are discussed to reduce the seismic potential. Stabilizing pillars, for instance, have been introduced to reduce stresses at the stope face and to alleviate the facebursting problem. Facebursts still occur in areas of very low stresses, and pillars became the source of very large seismic events (M >3). At this stage, the understanding gained of pillar-associated events allows a review of current mining practices. Further, it makes possible an examination of the efficiency of measures to alleviate the effects of various seismically prone situations.

The paper reviews the restrictions imposed by the Department of Mines (now the Department of Mineral and Energy Affairs) on the surface use of ground that has been undermined at shallow depths (down to a depth of244m). The reasons for the restrictions are discussed, with special reference to the early records kept by the Department of Mines on subsidence and fracture of the surface. A discussion of the nature of the strata overlying the ore-body, and the effect of undermining, is followed by a detailed account of investigational work, particularly since 1970, on the stability of shallowly undermined ground. The significance of the data collected during the investigations is considered next, with special reference to the social and economic implications. These are so farreaching, that it is proposed that the already flexible approach of the Department of Mineral and Energy Affairs in considering what structures may be built on undermined ground should become even more flexible. To this end, the appointment of a Commission is proposed to collect as much information as possible on the stability of ground undermined at shallow depth, and to revise the current overrestrictive conditions or guide lines that are in use.

METRICATION In order to bring South Africa into line with metric countries the world over and in view of the indisputable advantages of using the comma as a decimal sign, the Metrication Advisory Board has decided to recommend that the comma be used consistently as decimal sign as from April 1, 1971. Numbers consisting of more than three figures are separated by spaces into groups of three to the left and right of the comma, and not by commas, e.g... 2 734 671,512 73 A quantity such as 12,41 kg is read as "twelve comma four one kilograms" and 31,34 km as "thirty-one comma three four kilometres." A motor-car previously described as a 3.8 litre model now becomes a 3,8 litre model. THE BRITISH COUNCIL AWARDS 1972-1973 The British Council invites applications from permanent residents of all races in the Republic of South Africa and South West Africa, for the following awards:- SCHOLARSHIPS Scholarships are available to such residents who hold University degrees or comparable professional qualifications. The scholarships are tenable for post-graduate study at Universities and other educational establishments in Britain for the academic year of approximately ten months beginning 1st October 1972. All arrangements will be made by the British Council and the scholarships will include tuition fees, a maintenance allowance, approved travel in Britain, return fares to Britain, a books grant and a clothing grant. The closing date for applications is 31st July, 1971. BURSARIES Bursaries are available to such permanent residents who hold University degrees or who, being already established in their professions or trades, hold other qualifications. The bursaries are tenable at British educational in-institutions or other suitable establishments in Britain for a course of training, study or research lasting not less than two months or more than six. The British Council will arrange full programmes and professional contacts, and the bursaries will include a maintenance grant, a books grant, authorised course fees and certain other expenses. The British Council may, at its discretion, bear the cost of single or return fares to Britain. The closing date for application is 31st July, 1971. TRAVEL GRANTS Travel grants each of £300 are available in respect of journeys to Britain undertaken between 1st April, 1972, and 31st March, 1973, and are provided to facilitate visits to British Universities by persons holding staff appointments or graduate research posts at South African Universities. Visits must normally be of at least six months duration though grants are occasionally made for visits lasting for one complete term. Grant holders will make their own arrangements with the universities which they wish to visit and will be responsible for finding their own accommodation. "Carboxymethyl cellulose is an organic binder used in the iron ore pelletizing industry. The basic principles of how carboxymethyl cellulose (CMC) solutions behave during the pelletizing process and how these principles affect the drop and compression strengths of the pellets are poorly understood. The aim of the investigation was therefore to gain knowledge on the behaviour of CMC during the pelletizing of haematite concentrate.Haematite pellets with different additions of CMC (0.1–0.4 wt%), were subjected to drop tests, compression tests, and free moisture content analysis. The relationship between the drop strength, compression strength, free moisture content, elapsed time, and CMC concentration was analysed.The drop strength had a strong correlation with the free moisture content of the haematite pellets, with a correlation coefficient of 0.94. The compression strength of the CMC-bonded haematite pellets increased as the free moisture content decreased, reaching a maximum upon depletion of the free moisture content. Haematite pellets with CMC concentrations of 0.1 and 0.2 wt% developed most of their strength within the first day after pelletizing, whereas pellets with concentrations of 0.3 and 0.4 wt% developed most of their strength between one and two days after pelletizing. The time within which CMC-bonded haematite pellets develop most of their strength is therefore dependent on the CMC concentration. IntroductionFines are produced during the beneficiation of iron ore. These fines are separated from the lump ore and can be upgraded to produce a concentrate, which is used as a raw material for the production of pellets. Pellets in turn form a key burden material for direct reduction processes as well as the blast furnace (Zhu et al., 2015).Inorganic binders such as bentonite have been used predominantly in the iron ore pelletizing process to obtain pellets with suitable properties (Eisele and Kawatra, 2003). These binders, however, have the disadvantage of introducing impurities into the pellets. This has resulted in organic binders being pursued as suitable replacements for inorganic binders, of which carboxymethyl cellulose (CMC) shows good potential. Although CMC has been used as an organic binder in iron ore pelletizing, the fundamental principles of how it behaves during pelletizing and how these impact on pellet properties are poorly understood."

S. J. Venning (Member): The authors should be congratulated on producing such concise data from the plethora of experimental report results. Their observations on the cost of liners calls for some comment however, as the really unique feature about liners in South Africa is that they can be obtained so cheaply. Attention has been focussed on the 1961 cost of white iron at R50 per ton for chill cast block liners while manganese steel liners are reported as costing as much as R250 per ton. The former are however, a relatively heavy, simple casting with a low labour content and reasonably high percentage productivity, made from metal melted in a cupola. The capital investment to produce this type of casting is low compared with that required to produce manganese or other alloy steels. The chill cast liner block is always a production item and is cast in a permanent mould. Almost all manganese mill liners, except perhaps small aperture screens, are sold for considerably less than the R250 per ton quoted by the authors. Where a price of this nature is asked it would be because the design of the casting demanded is complicated or leaves little metal to carry the labour and other costs of production. As reference has also been made in the paper to liner costs in America, prices for similar types of liners obtained during a visit to Canada and the U.S.A. in 1961, could be of interest: Material Price per Location short ton Ni-hard R250 Elliot Lake Body liners block type Ni-Hard R300-310 FAS New York Mn Steel R280-290 FAS New York Screens (grids) slotted Cr.Mo. Steel R600 FAS New York hole Ni-Hard R320 Elliot Lake At this time the price of comparable manganese steel block type liners on the Witwatersrand was between R145/R155 per short ton. White iron in Canada was then quoted at about R150 per ton, but as Ni-Hard gave a life of at least two to twoand-a-half times that of white iron, it was a much more attractive proposition particularly when relining and down time costs were taken into consideration. There is little doubt that most foundries would welcome clear and complete specifications of the customers requirements and systematic checks to ensure that these specifications are being met. B.S.S. or other accepted standards should form the basis of these, and periodic inspections should be undertaken to ensure that only those foundries capable of complying should be included as suppliers. The authors have referred to new designs, but can the industry really call the grid and plate new when the patents were taken out during the second world war and the sawtooth block has been used for at least 35 years. Unfortunately, far too little thought and consideration are normally given to the ultimate mill liner design while the mills themselves are on the drawing boards. To be held from the 9th to 14th April, 1972, in Johannesburg, South Africa. GENERAL INFORMATION The first symposium in the series was staged by the University of Arizona in 1961. Since then Stanford University, Colorado School of Mines, Pennsylvania State University and the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers have acted together with the University of Arizona as co-sponsors of the series. The 9th Symposium in 1970 was sponsored by the Canadian Institute of Mining and Metallurgy together with McGill University and Ecole Poly technique in Montreal. The 10th Symposium, the first to be held outside the North American continent, is being organised by the South African Institute of Mining and Metallurgy (with the Council for Scientific and Industrial Research and the South African Council for Automation and Computation) in close collaboration with the previous co-sponsors. OBJECTIVES Mineral ventures increase in scale and complexity. The planning and control of these projects requires more and more sophisticated techniques. The intention of the symposium is to pool and exchange experience and knowledge and also to discuss new and potential developments. The papers presented in the main sessions, which will extend over one week, will together indicate progress which has been made in the successful application of operations research, mathematical, statistical and computer methods in each of the various aspects of operation in the mineral industry. A coherent account will be developed by consideration, in consecutive sessions, of the stages through which mineral prospects evolve in the course of their life. Primary aims are thus to stimulate discussion in depth of previous applications, to highlight current trends and to provide guidelines for future developments. PARTICIPATION The intention is to bring together persons responsible for managing the various operations in the mineral industry and the workers engaged in the development of mathematical and computer methods relevant thereto. SYMPOSIUM TOPICS 1. Market Analysis-demand and supply trends, models of mineral markets, price prediction. 2. Exploration and ore reserve estimation--exploration strategies, choice of drilling and sampling patterns, quantification of geological information, geo-statistical analysis, ore reserve assessment. Storage and retrieval of associated data. 3. Project design and analysis-influence on viability and risk of capitalisation, scale and method of operation, processing, uncertainties in design premises. 4. Planning of operation-planning and scheduling of construction, of development and of depletion of ore reserves. Logistics, rock mechanics and ventilation. 5. Control of operations-financial, production, cost and quality control as applied to both mining and processing. Flow and processing of relevant information. CALL FOR PAPERS An invitation is extended to intending authors to submit a synopsis, in 200 to 300 words, of papers which would develop the themes outlined above. The Programme Sub-Committee will choose, on the basis of these synopses, some 20 to 30 authors who will be invited to submit papers. Selection will be aimed at the provision of a coherent structure. Other authors may be invited to submit short papers either as contributions to the primary papers or for brief discussion in ancillary sessions which will be scheduled to follow on the main sessions. PROCEEDINGS All of the main and ancillary papers together with edited discussion will be published shortly after the symposium in a single volume. TOURS AND VISITS A choice of visits to relevant local undertakings on a day during the course of the symposium will be available to participants. These will include a deep level gold mine. A tour which will include mineral projects of interest and the Kruger National Game Park will be arranged in the week following the symposium. LADIES' PROGRAMME Arrangements will be made for the reception and entertainment of ladies. ACCOMMODATION Accommodation will be available at hotels convenient to the symposium venue. The cost of reasonable hotel accommodation in Johannesburg is in the range R5 to RIO (7 to 14 U.S. dollars) per person per night. All reservations and associated arrangements may be made through agents to be appointed by the organisers in due course. FEES AND COSTS Symposium fees will not exceed R70 (100 U.S. dollars). These will include registration, one copy of the published proceedings, a set of pre-prints of the main papers, teas and lunches during the course of the symposium, and the various official social events as well as the mid-week visits. Accommodation, travel and post-symposium tour charges are not included in this figure.
