The 2101 lean duplex stainless steel has wide potential application in storage, heat exchangers, and in the oil and gas industries. This work investigates the electrochemical behaviour of 2101 duplex stainless steel with an addition of 0.15 wt% ruthenium, using potentiodynamic techniques in 1M H2SO4 at 25º, 40º, 60º, and 80ºC. The microstructures of samples were characterized using optical metallography and scanning electron microscopy. The results showed that the ruthenium addition moved the corrosion potential of alloy 2101 to a more positive potential. All samples containing ruthenium displayed longer passive regions at 25°C and 80°C compared to those without ruthenium. Alloys without ruthenium had higher critical current density (icrit) values when compared to the alloys with ruthenium. Ruthenium additions decreased the passive current densities and inhibited anodic dissolution. At room temperature the corrosion rate of alloys with ruthenium was lower than these without ruthenium.

"SynopsisGibb Consulting Services was contracted by Eskom Line Engineering Services to conduct an investigation to determine the absolute displacement to date and infer the current rate of displacement of unsurveyed colliery backfill.At the test site, where a 400 kV power line is to be constructed, neither the surface nor the backfill material had been monitored and it was not possible to state whether the surface will be subject to future settlement that may compromise surface infrastructure. Therefore indirect methods of estimating current and future displacements needed to be found to act as a proxy for a comprehensive long-term settlement monitoring exercise and provide a reasonable estimate for the settlement that has occurred in the decades of mining.The innovative solution was to recover essentially undisturbed core from backfill using a sonic drill rig and use the measured dry density values from the samples as a proxy for the rate and absolute displacement in the backfill.The success in obtaining an essentially undisturbed backfill core and the clear relationship of the backfill density with age and depth allowed the conclusion to be issued that the power line infrastructure can be constructed over the backfill; with a warning that once the water table recovers after mining ceases some collapse settlement may occur.With this method, the amount of settlement can be predicted and, if proven conclusively, provides a way to confidently release huge areas of currently waste ground for future surface infrastructural development.IntroductionIn coal mining, it is normal mining practice to backfill the newly mined-out voids with the excavated waste rock and soils. As there is no requirement for the mining companies to uniformly compact the spoil or accurately monitor surface or inter-backfill displacement, these backfilled voids are prone to differential compaction and consolidation settlement. They are therefore avoided as sites for future surface infrastructure work, especially for linear structures such as roads, railways, and power lines."

During the late 1990s Anglo American PLC was evaluating the Gamsberg zinc deposit in the Northern Cape Province. As the primary South African metallurgical technology provider, Mintek became involved in the evaluation of a pyrometallurgical process for the recovery of zinc from the Gamsberg deposit. eloping DC arc furnace technology for the metallurgical industry. This includes the patented Enviroplas® process for the treatment of zinc bearing waste materials. As a consequence Mintek has developed extensive expertise in the pyrometallurgical processing of zinc bearing materials. However, Mintek?s technologies stopped with the production of Prime Western Grade (PWG) zinc. Early on in the evaluation of the Gamsberg project, it became evident that the refining of PWG zinc would play an important part in the economic viability of the project. At the time the only pyrometallurgical technology available for the refining of PWG zinc to Special High Grade (SHG) zinc was the New Jersey process. This process represents 50-year-old technology and has not undergone significant refinement since the technology was developed. In order to provide a complete pyrometallurgical flow sheet for possible implementation at Gamsberg, Mintek assessed the New Jersey process with a view to either improving the technology or developing a new technology appropriate to the 21 century. In 1998 Mintek convened a consortium consisting of Mintek, the University of Cape Town, Eskom Enterprises, Bateman Metals and Anglo American PLC. The consortium successfully applied to the Innovation Fund for funding to develop a new process for the pyrometallurgical refining of PWG zinc to SHG zinc. The main aims of the project were to develop a new technology for pyrometallurgical zinc refining that conformed to the following: ?Decrease the production cost of SHG zinc metal to stimulate the development of the Gamsberg deposit. ?Be compatible with the current Enviroplas® process, preferably as an add-on to that process. ?Should use electrical energy to benefit from local price tariffs. The project commenced at the beginning of 2000 and consisted of three phases: ?an initial technology search and assessment of the fundamental aspects of zinc distillation. ?the design of a pilot plant for zinc refining. ?the manufacture, commissioning and operation of the pilot plant. A new technology based on a DC arc boiler feeding a packed distillation column was developed and during 2003 the project culminated in the successful operation of a 200 kg/h pilot plant. Ultimately, all of the aims of the project were met and the main outcome is that an advanced process for the pyrometallurgical refining of zinc (the Zincref process) has been developed. The main innovation of the technology was the switch from an energy transfer limited process to a mass transfer limited process (for which a patent has been registered).

The rate of dissolution of solid MgO-C and doloma into liquid in CaO-Al2O3-SiO2-MgO slag at different temperatures was studied under conditions of forced convection by rotating cylindrical refractory specimens in a stationary crucible containing the molten slag. The corrosion rate was calculated from the change in diameter of the cylindrical specimens. Refractory specimens were 13 mm in diameter and 70 mm long. The specimens were rotated for15 to 120 minutes at speeds of 100 to 400 rpm in the molten slag. The rate of corrosion increased with temperature and with the rotating speed of the rod, and decreased when the slag was nearly saturated with MgO. The experimental results confirm the assumption that the diffusion of magnesium oxide through the slag phase boundary layer controls the corrosion process. The corrosion mechanism seems to be the dissolution of the refractory materials into the slag, followed by penetration of pores and grain boundaries and dispersion of the grains in the slag. Titanium bearing resources can selectively be chlorinated at temperatures below 200°C if the Ti02 in the feed is nitrided before chlorination. However, the nitriding reaction is highly endothermic, requires highly reducing conditions, is only thermodynamically favourable at elevated temperatures, and is affected by mass and heat transfer restrictions. At the required processing conditions, problems might also be experienced with sintering and with melting of slag forming components in the raw materials. A test programme was undertaken to study the effects of raw material type, temperature, gas composition, bed depth, carbon to raw material ratio and residence time in order to simulate conditions required for scaling up a nitriding process. In contrast to previous experience with low-grade titanium-bearing slag containing about 30% Ti02, ilmenite and chlorinateable slag do not form melting phases under the studied nitriding conditions and hardly sintered at all. Both feed materials can readily be nitrided with conversions in excess of 90% at temperatures around 1300°C and using bituminous coal as reducing agent with fixed carbon in excess of 1.1 times the stoichiometric requirement. The conversion decreases as the bed depth of the feed material increases and the N2/CO ratio in the gas decreases. Analysis of the relative rates of mass and heat transfer into the reacting beds of ilmenite and slag showed that the heat transfer rates are more limiting than the mass transfer rates. In order to increase the throughput that can be achieved in a kiln, it would be necessary to take special measures to enhance the heat transfer rates into the mass of reacting material. One such a measure is to pre-form the mass of reacting material into thin-walled, hollow brick shapes prior to introducing it into a kiln. Depending on bed depth, temperature and N2/CO ratio, required residence times in the high temperature zone of the kiln can vary between about 6 and 10 hours. The quality of Pregnant Leach Solution (PLS) at Skorpion Zinc is of utmost importance for efficient operation of the Solvent Extraction (SX) Plant. Suspended solids in the PLS forms CRUD in the settlers, resulting in reduced zinc transfer capacity and increased impurity carry over to Electrowinning. The Ishigaki Fibre-Wakishimizu filter (fibre media rapid filtration equipment) has been identified as polishing filter that potentially could remove solids from the PLS of Skorpion Zinc. A pilot unit with 20m³/h capacity was tested on site over a period of 9 months under plant operating conditions in the refinery. The FW filter produces a clear filtrate, acceptable for the Solvent Extraction. Turbidity is improved by 72%. Gravimetric analysis indicates a 47% removal of solids. However, the gravimetric method is biased by a co-precipitation of saturated salts during the analysis. Filter media is blinded by the Skorpion Zinc PLS solution, as result of suspended solids and process chemistry. The media could not be regenerated to acceptable conditions. Further testwork to investigate the impact of process solution chemistry modification on blinding is undertaken. Based on the outcome of this investigation a final decision on the FW filter can be taken.

Hercules? is a low nickel austenitic stainless steel developed at Mintek that has a typical composition of 9 wt% Mn, 0.05 wt% C, 2wt% Ni, 0.25 wt% N and 16.5 wt% Cr. A more corrosion resistant version of Hercules? (Hercules? B) with 0.5 wt% Mo has also been developed. Potentiodynamic tests performed on Hercules? B in a 5wt% sulphuric acid solution showed it to have improved corrosion resistance comparable to that of AISI 304. The effect of a varying Mn content on the corrosion resistance of Hercules? B has also been investigated and the results discussed in this paper. From the corrosion test results, it is clear that decreasing the Mn content of Hercules? B increased the corrosion rate, while increasing it decreased the corrosion rate. Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimize the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focused on ore characterization and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blast ability indices, as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined, a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model; however, it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained, thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables, as well as higher plant throughput. Additionally, the initiative has benefited both brownfield and greenfield projects on the PPRust operation

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand. The characterization of platinum group minerals (PGMs) from concentrator flotation circuits provides valuable information towards understanding PGM recovery under given milling and flotation conditions. Additional mineralogical characterization also provides information on ore variability, which may affect recovery. Considering the low grades involved, automated scanning electron microscopy (SEM) characterization of PGMs has enabled relatively quick analyses, compared with older, time consuming and less accurate optical microscopy methods. Over the years, parameters, such as species, size distribution, liberation, gangue and base metal sulfide (BMS) associations, have been used to characterize the PGMs in a process mineralogical context, to aid metallurgical interpretation. This paper considers whether flotation indices determined for PGMs can be empirically validated, using initial results from analysis of PGMs in a concentrate bank from a South African concentrator treating UG2 ore from the western limb of the Bushveld Complex. The aim is to determine whether floatability is adequately described by these parameters, or whether other mineralogical factors must be considered when assessing PGM floatability, and hence accounting for recovery vs. losses to tails. The data obtained to date, show that flotation parameters (including liberation index, BMS/gangue relationships and size distribution) have merits where large changes in PGM concentration occur, as observed in the first four cells of the concentrate bank. Larger data sets, however, are required to assess floatability, particularly where concentrate cell grades are similar, as observed in the last six cells of the concentrate bank. Furthermore, the floatability indices could be enhanced by the incorporation of selected associated gangue mineral information, chief amongst these being the content and mode of occurrence of naturally floatable talc and associated orthopyroxene.

Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

Traditionally, iron ore has been reduced with coke in a blast furnace and the hot-metal product of the blast furnace containing carbon, manganese, silicon, sulphur and phosphorous, was subsequently refined in a steelmaking furnace. During iron making as well as during steelmaking, significant amounts of slag are produced. Two decades ago, more than 13 m tonne of blast furnace slag and 4 m tonne of steelmaking slag per annum were produced in the USA alone. It is, therefore, not surprising that many attempts have been made to re-use iron and steelmaking slags. However, these slags are not merely metallurgical waste products but, on the contrary, their compositions and physical properties are judiciously designed to optimize the operations in the respective metallurgical reactors. The variation in composition and properties of blast furnaces lags are largely determined by the gangue in the ore and ash in the coke and much progress has been made in the re-use of such slag. With respect to steelmaking slag, emphasis has in recent years been placed on hot-metal treatment before refining and ladle treatment after decarburization. The bulk removal of silicon, phosphorous and sulphur from the hot-metal product of the blast furnace by specially designed slags prior to refining in a basic oxygen furnace, has reduced tap-to-tap time, lowered cost and produced steel of much higher quality. The use of synthetic slags in ladle refining techniques subsequent to decarburization in the basic oxygen furnace has resulted in reduced hydrogen and nitrogen contents and reduced solute impurities. Moreover, inclusion shape and composition control, again by the use of specially designed slags has led to the achievement of much improved mechanical properties of the steel. In these revised process routes, slag of different compositions are produced in the variety of unit processes and hence the re-use of steelmaking slags has become much more complex. Clearly, a thorough understanding of the design and use of these different slags is a pre-requisite to the development of re-use strategies. Japanese steelmakers have spearheaded attempts to reduce slag volumes in the individual unit processes and to strive towards ‘slagless steelmaking’ by recycling slags internally. Steelmaking slag volumes have been reduced on commercial scale from about 140 kg/tonne steel to 60kg/tonne steel. Moreover, model predictions have shown that, in principle, all slag can be recycled and the phosphorous extracted to produce fertilizer. "Rock properties have a material impact on mining processes, including drilling performance. An investigation using point loaded index (PLI) data converted to uniaxial compressive strength (UCS) has revealed that a direct relationship between grain size and UCS exists at Mogalakwena Mine. This correlation is best seen in unaltered rock, with lower correlations for altered rock types. Measurements from the new RockMa system installed on drill rigs can be used to obtain rock strength data to validate the current rock strength domains and create additional data for the next benches below. An investigation of penetration rates in different lithologies shows that rock composition plays an important role in determining drill performance. Additionally, there is an inverse relationship between rock strength and drilling penetration rate – a measure of how efficiently a hole is drilled.The domaining of grain-size-adjusted UCS at Mogalakwena Mine will allow more accurate scheduling of drill rigs through increased knowledge of rock strength in various areas. Successful rock strength domaining has the potential to be incorporated into blast indexing and predicting crushing/milling performance.IntroductionThe optimization of mining and processing through geometallurgical characterization of ore are key drivers of value realization (Deutch, 2013). Rock strength is one such property and is affected by, among other variables, composition, texture, and grain size (Ozturk, Nasuf, and Kahraman, 2014). Mogalakwena Mine is exploiting the intrusive Platreef PGE (platinum group element)-bearing orebody which forms part of the northern limb of the Bushveld Complex. This complex orebody exhibits areas of metasomatic alteration, metamorphism, and sporadic mineralization of the footwall and hangingwall (Nex et al., 2006). Understanding this variability is paramount due to the implications for rock strength and hardness, which in turn affect crushing, milling, and liberation efficiency. These variables must be known prior to blasting in order to optimize mine and plant processes using in-situ variables. This necessitates predictive modelling (Deutch, 2013). Geological and geotechnical data was sourced from the Overysel (OY) exploration database for the study. Point load testing was done for each borehole and the results converted to uniaxial compressive strength (UCS) (Akram and Bakar, 2007). The relationship of lithology, texture, and grain size with UCS revealed an inverse relationship between grain size and UCS in unaltered rock. The relationship was not present in altered rock types. A comparison of mean strength and hardness results indicated that Bond work index and UCS may be related. Drilling performance is affected by UCS (Bourgoyne et al., 1986), and this was proven using recent measurements obtained during drilling. Lastly, grain-sizeadjusted UCS values were applied to a 3D model for the OY property."

Paper written on project work carried out in partial fulfilment of B. Eng. (Mining Eng.) Cullinan Diamond Mine currently handles 3.2 million tons of run of ore per annum. This is done by means of an underground train system, which is located at 763 metre level. Four trains, one in each quarter of the pipe, collect ore from passes and transport it to centrally located tips in the north and south of the pipe. The ore is then split into coarse and fine fractions. The coarse fraction proceeds to the primary crushers in the north and south. Historically, mining has been performed in such a manner that an equal amount of ore has reported to each quarter of the pipe. However, the tonnage profile of the mine will change such that the ore will no longer be split equally. For approximately five years the majority of ore will report to the east and thereafter most of the ore will report to the western portion of the mine. This will continue for the remainder of the current infrastructure level?s operational life. Coupled with this is the fact that the mine is aiming to increase its annual production to 3.8 million tons. The result is that the current ground handling system cannot accommodate the additional tons and therefore alternative ground handling options have been investigated. The continued existence of Cullinan Diamond Mine relies on finding a system that can economically handle the additional tonnage. Three options were investigated. Firstly, a train option, which would be an upgrade of the current system, was investigated. Two truck options were also investigated, the first of which was a conventional truck option. The second truck option was more interesting and involved an unfamiliar Combi truck system. The truck options were investigated primarily due to the fact that the block height of the BA West (a new production block) can be increased by 15 meters if a truck option is decided upon. This would create a significant increase in revenue for the BA West project. Each of the options was assessed in terms of its physical and financial feasibility. In terms of the physical constraints, it was found that all three systems could work. Detailed financial analysis indicated that either of the two truck options would be a suitable solution. However, due to the limited information regarding the Combi truck option, it should be further investigated. This applies particularly to the actual running and maintenance costs for the equipment.

The emergence of new steel grades is largely driven by the need to produce high quality steel at a competitive price. The principal aims are to attain ultra-high purity, (especially low interstitial elements) and ultra-cleanliness (by the control of the inclusion content and size). Whereas the steel used to build the Titanic contained 650 ppm sulphur, resulting in MnS stringer-inclusions 25 mm in length, modern quality requirements for arctic pipelines would only allow 10 ppm of sulphur and inclusions in ball-bearing steels must be smaller than 5µm. Most developments are aimed at hot-metal treatment before refining and ladle treatment after decarburisation. Because ferroalloys are added during or after the refining step, it is the secondary (ladle) refining production technologies that are of specific interest to the ferroalloy producer. Through ladle treatment, hydrogen and nitrogen contents are reduced, ultra-low levels of solute impurities are attained and the shapes as well as the composition of inclusions are modified. Steelmakers are concerned about the cost effectiveness of the use of ferroalloys such as consistent product analysis and delivery, improved financing arrangements and technical support. Minimal variation in product sizing is vital because it impacts on handling problems and because particle size determines the rate of particle dissolution. The required ferroalloy product quality depends on the specific use but in general sulphur, phosphorous and nitrogen contents are of concern. Apart from the presence of trace and impurity elements, ferroalloys also contain inclusions. For example, ferromanganese may contain MnO-MnS-SiO2 inclusions while high-carbon ferro-chrome may contain different kinds of Cr-Mn-spinels. The presence of these impurities and inclusions has a significant impact on steel production techniques and cost and hence, on the selection and use of ferroalloys. The interrelationship between ferroalloy quality and steel production technology is plant and product specific and hence, effective communication between ferroalloy suppliers and steel producers is essential.

"Mineral separation efficiency in flotation depends, to an extent, on the type of frother used. Huntsman develops and manufactures unique frothers which are suited for mineral processing applications. This paper discusses the Huntsman approach to understanding the industry’s flotation frother requirements to optimise frother selection and introduce the Huntsman’s POLYFROTH® frother range. Specific case studies where the frothers are used are discussed. INTRODUCTION Froth flotation is a process of using bubbles to separate minerals based on their relative affinity for water. Bubbles are induced in the slurry through aeration. Chemistry is used to aid the flotation process and chemical reagents are added to enhance the separation process. The flotation reagents include frothers, collectors, surface modifiers and pH regulators that control physical and chemical conditions of solid, air and liquid phases, respectively. As described by Harris (1976), the key effect is that of bubble size control by way of preservation of the generated bubble size, which is attributed to the coalescence inhibition by the presence of the frother on the bubble surface. Following this, the frother must stabilize the froth phase. Frothers are also added to create optimal conditions for bubble creation and stability by decreasing the surface tension of the water. Depressants may be added, depending on the ore treated, to assist the hydrophilic particles to stay in the water phase. Clay particles may need to be dispersed to prevent them from attaching to the bubbles. Hydrophobic particles attach to the bubbles and are carried to the surface of the slurry where froth is formed. It is important for these bubbles to have the mobility to carry the mineral to the launder where the concentrate is collected. Types of Frothers There are generally three main groups of frothers used in froth flotation. Alcohol Type These frothers have a molecular structure that usually includes 5 to 8 carbon atoms in a hydrocarbon chain and their solubility in water is limited. Methyl isobutyl carbinol (MIBC) belongs to this category and is widely used in the industry. The weaker alcohol-type frothers are more selective and typically suited to finer particles. There are three sub-categories under this group: aliphatic, cyclic and aromatic alcohols."

The decisive action taken by mine managements in recent years has been the main factor in bringing about the present downward trend in mine fires. A better understanding of the fundamental factors that govern the ignition and spread of fires. obtained as a result of investigations into mine fires, has provided useful guidance to production personnel. Similar investigations into fire-fighting techniques have assisted the Rescue Training Service and mines to institute more effective fire-fighting techniques. Some of the more important findings of recent investigations in these areas are outlined.

Qualitative analysis of three mineral samples from northern Mozambique was accomplished by X-ray diffraction (XRD), microscopy, scintillation, and magnetic determination. Chemical characterization was accomplished using ICP-OES and pressed powder XRF after dissolution using microwave-assisted digestion and flux fusion. The samples consisted of a mixture of minerals with tantalite as the major component, with minor amounts of microlite, quartz, mica, accessory garnet, and tourmaline. Incomplete dissolution was obtained using microwave digestion, with maximum recoveries of 90.25 ± 0.06% and 88.90 ± 0.04% for Nb2O5 and Ta2O5 respectively. Complete dissolution using Li2B4O7 resulted in recoveries of 98.5 ±0.2% Nb2O5 and 100.4 ± 0.3% Ta2O5.

Copper sulphate solutions are produced during the pressure leaching of first-stage leach residue in a typical base metal refinery process. Apart from impurities such as selenium and tellurium, this leach solution also contains other precious metals (Rh, Ru, and it) due to dissolution in the pressure leaching stage. Selenium and tellurium are removed from the leach solution by precipitation with sulphurous acid, since these elements negatively affect electrowinning. This study investigates the feasibility of modifying the Se/Te precipitation process step to achieve significant rhodium precipitation in addition to selenium and tellurium precipitation, in order to reduce the rhodium inventory of the process. Thiourea, S02, formaldehyde, formic acid, and sodium thiosulphate were evaluated to determine which of these reagents would achieve the highest Rh precipitation. Based on these screening tests, SO2 and thiourea were selected to be used as precipitation reagents in optimization tests. During these optimization tests, the operating temperature (80 to 150°C) and the amount of reagent added (80 to 140 per cent excess) were varied to evaluate the effects that these operating conditions have on the precipitation behaviour of Rh as well as Se, Te, Cu, and Ni, and to propose appropriate operating conditions. It was found that thiourea resulted in good Rh and Se precipitation (typically in excess of 90 per cent), but precipitated noticeably more copper and nickel from the solution than when SO2 was used. In addition, thiourea had poor Te removal characteristics. SO2 achieved a maximum of 70 per cent precipitation of the rhodium. Faster kinetics and a larger extent of Te precipitation were, however, observed when using SO2 compared to thiourea.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.
