The asbestiform habit is most commonly developed in certain amphiboles and chrysotile, but other minerals also may crystallize with this unusual habit. The habit may be characterized by (1) a fibril structure, single or twinned crystals of very small widths (generally less than 0.5 pm), which have grown with a common fiber axis direction, but are disoriented in the other crystallographic directions; (2) anomalous optical properties, primarily parallel extinction; (3) unusual tensile strength; (4) high aspect ratio; and (51 flexibility. In addition, there is evidence to indicate that some amphibole asbestos may have unusual surface properties. ASBESTOS AND THE ASBESTIFORM HABIT Asbestos is defined as a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven, are heat resistant and chemically inert, and possess a high electric insulation, and therefore are suitable for uses where in- combustible, nonconducting, or chemically resistant material is required (Gary, et al., 1974). The most common minerals that may occur with the asbestiform habit are chrysotile, grunerite (amosite], riebeckite (crocidolite), actinolite, anthophyllite, and tremolite; although the development of this habit among these minerals is rare. Other minerals, most notably other amphiboles, can occur in this habit, but no others have been mined commercially as asbestos. All asbestos is confined to metamorphic rocks, even though other habits of the amphiboles are common in igneous rocks. Slip fiber veins are the most common deposits (South African amosite, Canadian chrysotile, etc.), but mass fiber deposits also may occur such as California chrysotile or mountain leather. Field relations and experimental data support the hypothesis that metasomatism is the dominant process in the formation of asbestos fibers, amphibole as well as serpentine. The crystal habit of a mineral is the shape or form a crystal or aggregate of crystals take on during crystallization. The asbestiform habit has a number of characteristics that differentiate it from other habits. Chief among these is the fibril structure.Afibri1 is a single or twinned crystal with a very small width, generally less than 0.5 pm, and an extremely high aspect ratio; bundles of fibrils may have lengths reaching into the cm. Fibrils share a common crystal growth direction along the long axis of the fiber, but appear to be disoriented with respect to one another in the other crystallographic directions. The structure of the individual fibrils, and the organization of fibrils within a fiber may differ among the various types of asbestos. The fibril structure of asbestos is probably a factor in controlling a number of secondary properties that include high tensile strength, flexibility sufficient for weaving, and anomalous optical properties. The high tensile strength of asbestos is quite remarkable, exceeding that of the ordinary varieties by a thousand fold (Zoltai, 1978). In part, this may be attributed to the lack of defect on the fibril surfaces (Zoltai, 19781, but some contribution also must come from the existance of bundles and the nature of the ordering of and forces among the fibrils. The flexibility is not only enhanced by the fact that the fibrils may slip past one another, but by their small widths and extreme aspect ratios. However, structural defects parallel to the fiber axis also may contribute to this property. Among the common commercial asbestos types, the greatest flexibility is found in chrysotile and the least in grunerite asbestos (amosite), varying inversely with fibril thick- ness. In addition, at least for chrysotile, composition also may affect the flexibility of the fibers. Finally, most asbestos minerals are mono- clinic, but optically display parallel extinction (Heinrich, 1965, and Wylie, 1978). The DEAREX knowledge acquisition and engineering system is a teaching and exploration tool designed to facilitate the under- standing and development of expert systems by explorationists without the aid of a knowledge engineer and without recourse to expert system languages. To fulfill its objective, the DEAREX system considers the selection of exploration methods in desert areas. The system consists of three parts: 1. A tutorial which introduces the basic and selected advanced concepts of expert systems, 2. A sample program illustrating how an expert system works and can be used, and, most importantly, 3. A knowledge acqusition and engineering program which enables users to develop their own expert systems. The tutorial provides a brief and concise introduction to expert systems, a 10 rule exploration example which defines, explains and illustrates the basic concepts and design of expert systems, and a glossary of expert system terms including cross references. The sample program is a larger, self contained example of an expert system with some commentary illustrating addition- al expert system concepts and the role of the knowledge engineer in particularizing rules and ascertaining the knowledge base. Restricting itself to the selection of exploration methods in desert areas, the knowledge acquisition and engineering program questions the user and converts the answers into an expert system. Questions pertain to geology, infrastructure, availability of instrumentation, personnel, etc. Additional information may also included. In conclusion, some salient points concerning knowledge engineering toolkits, shells and knowledge acquisition capabilities such as contained in DEAREX are discussed.

Background of Ocean Mining Research Inspired by the 1970?s deep seabed mining activities of other nations, China started ocean mining research work within the framework of the International Law of the Sea Treaty (UNCLOS) and the subsequent establishment of the International Seabed Authority in the 1990?s. This work has been carried out mainly with the cooperation of the Changsha Research Institute of Mining And Metallurgy. We have been committed to this work to fulfill our responsibilities and obligations as a Pioneer investor under UNCLOS and also to support the much needed development of deep-sea technology in China. Exciting recent advances by Nautilus Minerals in the development of seafloor massive sulfide deposit exploitation has led us to a new perspective of ocean mining and some re-evaluation of ocean mining economics. This has provided us with an opportunity to support more efforts in ocean mining research. We will not delay the development of our ocean mining system and corresponding technology, although commercial mining in the deep-sea area may not occur for many years.

Flotation of low grade Ni ores with serpentinite host rock tend to yield low recoveries of Ni With high MgO contents in the concentrate. The recovery can be enhanced by optimizing the sub-processes in the pulp and in the froth. The new OF-100 flotation cell has been designed to be adaptable to different feed fineness (Coarse, Fine). The losses can according the research conducted at Outokumpu's Hitura plant be substantially decreased by OF-100's new rotor and stator design and froth zone geometry. The froth residence time is used to adapt for feed particle size changes measured by the Outokumpu PSI- 200. Models for the behaviour of different particle Sizes in the sub-processes have been developed. The modified froth zone geometry and the capability of maintaining a froth of desired thickness allows efficient washing of the obtained concentrate producing low levels of MgO.

The Compañía El Zapote Yacimiento Y Minas, S.A. has an ore body containing 650,000 tons of 0.185 oz/t gold ore in Mexico. Metallurgical testwork has been done to determine the response of this ore to several possible processing schemes. The paper describes the rationale for selecting the Silver State Mining Co. methods in Colorado. Plans for developing the mine and building the treatment plant are described in detail in the paper. Estimates of capital and operating costs are included.

Lightweight concretes date back to before the Roman Empire. The earlier concretes were made by combining a burnt lime for cementious material with pumice or volcanic rock for aggregate. Although structural value was limited due to its primitive nature, many structures were able to withstand the test of time. The rotary kiln expanded shale industry had a slow start that began around 1908. The industry was founded by Stephen J. Hayde of Kansas city, Missouri. Mr. Hayde noticed that the bloating effects of some aggregates were undesirable by the brick industry. Material of this type was considered waste and avoided in brick production, but he realized it had all the qualities and basic requirements for a concrete aggregate that would reduce weight and still retain structural value. It came into national attention by use in ocean-going vessels through a shipbuilding program undertaken by the united states Fleet Corporation. This research was brought about by the need to find a suitable material to replace high-grade plate steel due to a shortage created by World War I. The need prompted the government to supply the reserves that Stephen Hayde desired to continue and complete research into producing a uniform lightweight aggregate. His results pointed to the rotary kiln method for which he was granted a patent in 1918. One of the most famous and largest concrete ships built through this program was the U.S.S. Selma. For some time a need had existed in the minerals processing field for a relatively efficient separator that would treat high tonnages of particles in the intermediate size range, i.e., those particles too large for froth flotation and too small for conventional gravity-type separa¬tors. Among those devices developed to meet this need are the centrifu¬gal specific gravity separators. These devices employ centrifugal acceleration to assist gravitational acceleration in separating light¬density minerals from heavy-density minerals. In the category of centrifugal specific gravity separators are the heavy-media centrifugal separator and the water-only cyclone. The two major centrifugal heavy-media separators, i.e., the heavy-media cyclone and the DynaWhirlpool, as well as the water-only cyclone, are discussed in terms of: design features, operating variables, operat¬ing data, and flowsheet design criteria. Examples of plant applications are given in the field of coal processing as well as the processing of other minerals such as iron ores, potash, and tin. Finally, the subject of the staging of centrifugal separators and their use in combination with other separators is discussed. PRINCIPLES For coarse sizes of minerals, efficient specific gravity separations have been possible for many years with open-bath vessels using the natural settling velocity or buoyancy of the particles. These bath ves¬sels process ore by utilizing micron-size solid particles suspended in the slurry fed to the separator. The inclusion of these particles in the slurry increases the effective density of the separating fluid to allow particle separations to be made at densities greater than that of water. However, if vessel size is to remain within economical limits, the particles processed in the bath vessel must have high settling rates in a IG gravitational field. Because of this requirement, heavy¬medium bath vessels are usually restricted to processing +V4-in. sizes. To extend efficient specific gravity separation to smaller sizes, the gravitational acceleration of particles is replaced by centrifugal acceleration. The settling of a small particle in a fluid in a centrifugal force field is similar to that found in a static bath except that the acceleration due to gravity, g, is replaced by a centrifugal acceleration where v, is the tangential velocity at radius r: V=kdm(P-P,), V'. (J) µ In more practical terms where the particles settle in a suspension of finer particles comprising the heavy media and with an effective suspension density p" V = kdm' (P P ) . v'. (2) U r To date the most effective use of this principle has been obtained with devices that rotate a liquid or suspension within a stationary enclosure in order to create centrifugal force. Cyclones are the most common devices used for this purpose, because they generate centrifu¬gal forces far greater than the force of gravity and therefore not only have high capacities but can treat finer sizes than bath-type vessels can. The two main types of cyclones used by industry are the heavy-media cyclone and the water-only cyclone. Also quite widely used is the DynaWhirlpool, which, though based on the same princi¬ple, differs in design from the conventional cyclone. HEAVY-MEDIA CENTRIFUGAL SEPARATORS Like the bath vessels, the heavy-media centrifugal separators em¬ploy media composed of micron-size particles suspended in water. However, the centrifugal force generated in these separators accentu¬ates the difference in settling rate between particles of different density and thus makes possible separations of finer size particles than can be treated in bath vessels. The two most common heavy-media centri¬fugal separators are the heavy-media cyclone and the DynaWhirlpool. Heavy-Media Cyclone Although cyclones were originally developed for use as classifiers or thickeners, it was later found that they could also effectively serve as heavy-media separators.63. 64, Design Features Fig. I I is a schematic of a typical cyclone developed to serve for any one of the following purposes: as a classifier, thickener, or specific gravity separator. The cyclone consists of a cylindrical section joined to a conical section, usually having an included angle of between 14° and 25°. Feed enters the cyclone tangentially through an orifice attached to the cylindrical section. The overflow orifice is located in the base plate of the cylindrical section. The vortex finder, a tube attached to the overflow orifice, extends into the cyclone from the base plate of the cylindrical section. The underflow orifice is located at the apex of the conical section. As some medium together with mineral particles is fed through the feed orifice, a vortex with a hollow air core extending from the overflow to the underflow orifice forms in the cyclone while hollow spray discharges form at each of these orifices. Under the influence of the centrifugal force, high specific-gravity particles move through the medium to the wall of the cyclone and descend in a spiral flow pattern to the underflow orifice. Those particles in the feed stream, lower in specific gravity than the feed medium, follow the major portion of the flow to the center of the core where they are caught in the high-velocity upward central current and are carried out through the overflow orifice. Fig. 12 shows a family of curves that illustrates how materials of varying specific gravity are recovered by a cyclone. Since the specific gravity of the medium is 1.40, the particles of 1.40 sp gr actually act as part of the medium and, regardless of the particle size, split between the underflow and overflow of the cyclone in proportion to the volume split of the medium. Particles higher in specific gravity than 1.40 are recovered in the underflow of the cyclone at increasing rates as the difference in specific gravity increases and the particle size increases. Particles lower than 1.40 in specific gravity are dis¬charged through the overflow orifice at increasing rates as the specific¬gravity difference increases and the particle size increases. However, all the curves originate at the fluid-flow ratio point for the finest particles of any gravity. Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. A computer system allows a single operator in a central control room to monitor every aspect of the compounding process from air quality to line speed. The computer

Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

This paper describes the development and testing of the RAMEX excavation system. Incorporating a synergy of low velocity, high energy impact and kerf cutting, this machine offers a competitive alternative to drilling and blasting in hard rock. It is a boom mining machine that incorporates the features of a lightweight roadheader and it can mine nearly any shape opening in hard rock. The RAMEX Tunneler has been developed to satisfy industry demands for a non-explosive, flexible, continuous and rapid underground rock excavation system. It will produce minimum ground vibration in the urban environment and allow the flexibility necessary for thin seam mining conditions. It will also reduce initial ground support costs and has a minimum impact on rock integrity. Developed by RAMEX Systems with cooperative research provided by the U.S. Bureau of Mines, this system, could produce the next step in the continuing evolution of mechanical mining systems.

Reconciliation of production information is critical to evaluating the effectiveness of predictive models that would allow for the optimization of mining operations. Whether mining open pit or underground, mine-to-mill reconciliations can be one of management's better tools for the performance of proper accounting. Such reconciliations can also be a very useful tool in evaluation and optimization. This paper proposes a set of criteria and objectives for a typical reconciliation program. This paper also presents a stepwise, logical approach to performing reconciliations and discusses the benefits associated maintaining good information. It also highlights some of the potential pitfalls involved and the methods used to avoid collecting misleading information. These issues are illustrated with an example of a model-to-mine-to-mill reconciliation program that is being implemented at an operating mine. The program involves multiple predictive models (long-term and short-term block models), feed from three open pits and one underground mine, in addition to intermediate stockpiling, for a total of 23 mill streams. This paper presents a summarized version of this reconciliation program and its initial results as implemented at Minera Michilla S.A.

Pit slope designs at Nickel Plate Mine have used relatively steep interim and final wall slopes of 60 degrees overall. The rock is unusually strong and tough with most discontinuity sets being steeply dipping. An integrated program of monitoring and drainage has been used. Stopes of large extent which are generally unsupported occur on the property. For the most part, no deterioration of the stability of the stopes has occurred over the last 30 or more years. Mining methods through these areas have used a combination of fill s placed via VCR drop raises and crater blasting of the backs. One of the major challenges in mining through the stope areas is to maintain slope stability conditions and to reduce dilution of the higher value ore zones occurring immediately around the stope areas. Decisions affecting ground control design require detailed knowledge of roof rock geology. This is especially true when weak roof materials and anomalies create hazardous conditions and. if not properly supported, result in roof falls. The U.S. Bureau of Mines has developed a system to evaluate geological conditions by using a roof drill that will provide an estimate of the compressive strength of the roof rock in real time. Through the use of sensors and a microcomputer on the roof drill critical drilling parameters can be interpreted and analyzed almost instantaneously, making it possible to inform an operator of hazardous roof conditions such as voids and changes in strata during the drilling process. Geotechnical data can be downloaded to a portable semiconductor memory device, which is brought to the surface so that data can be directly accessed with a personal computer for further analysis. Results from field tests are presented.

INTRODUCTION Sulphur is a mineral which accounts for 0.05% of the earth's crust and may be found either in its elemental state or as a compound. References to sulphur production and consumption are found in early antiquity and international trade of sulphur from volcanic deposits in Sicily began in the 1880's. The supply of sulphur consists of two components: the first is production, and the second is inventory. HISTORICAL SUPPLY Production World sulphur production in 1984 was approximately 53.5 million metric tons, compared to the 1970 level of 42 million metric tons. Of this 11.5 million metric tons production increase, brimstone accounted for close to 90%. Production distribution in 1984 was 62% brimstone, 21% pyrites and 17% other forms, while in 1970 it was 55%, 28% and 17%, respectively. Brimstone Production is derived either from mining operations (Frasch, underground melting and native refined) or as a by-product from hydrocarbons. World production in 1984 exceeded 33 million metric tons, up approximately 10 million metric tons from the 1970 level. This increase was uniformly distributed throughout the world as shown in Table A.

During the past decade, researchers at Virginia Polytechnic Institute and State University have worked to develop a novel flotation process for treating very fine particles. This process, which is now commonly known as [microbubble column flotation] (MCF), has been shown to be very effective in a number of applications related to fine coal processing. These applications include the retrofit of existing preparation plant circuits and the recovery of additional coal fines from refuse streams. In addition, work conducted under the sponsorship of the United States Department of Energy indicates that the MCF process is capable of producing superclean and ultraclean coals from many eastern U.S. coals. This paper describes some of the basic problems associated with fine particle flotation and the design and operational features of the MCF process used to minimize these problems. Also presented are the results of ongoing pilot- and field-testing programs.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

The subject of Specialty Silica Products could encompass a broad range of materials, some of which would be familiar to members of the Society of Mining Engineers. With the concurrence of your chairman, I have chosen to limit my remarks to synthetic materials, not including such siliceous materials as diatomaceous earth, asbestos, quartz and clays. For purposes of discussion, I have classified Specialty Silica Products into two groups -- powders and liquids -- which I will discuss in that order and which are categorized in Figure 1. The synthetic silica powders are amorphous to x-rays and are manufactured by various processes resulting in products of a wide range of physical and chemical properties, as well as functional performance and applications. Applications or functional properties are generally dependent upon such physical properties as micron-sized particles exhibiting large surface areas per unit weight and low apparent bulk density. Their presence in various systems modify surface properties. As summarized in Figure 2, they act as viscosity modifiers, flow conditioning agents, anti-slip agents, anti-blocking agents, flatting agents in surface coatings, reinforcing agents in polymers such as silicone rubber and numerous other applications. Although the various types of silicas exhibit various levels of functional performance in these end uses, they are not usually equally effective as direct replacements and I will briefly discuss the various types of materials.

The Doe Run Co. emerged from the depressed lead market of the mid-1980s as North America's leading lead producer. Doe Run was lean and mean but quickly recognized that technology had advanced while the company was held to the belt tightening slump. With the 1990s approaching, Doe Run moved quickly to update its technology and control equipment to ensure its position as an industry leader. Doe Run was formed in 1986 when Fluor Corp. and Homestake Mining Co. combined their lead-zinc-copper assets in Missouri to form a joint venture. Doe Run is now owned by Fluor Corp. A rich history of mining, milling and smelting started in Missouri in 1862 when the St. Joseph Lead Co. was founded. Subsequent acquisitions led to the formation of St. Joe Minerals, which was later purchased by Fluor Corp. Six mines, four concentrators and two smelters are presently being operated, and a secondary lead smelter was recently commissioned. The Viburnum, Buick and Fletcher operations are lead, zinc and copper flotation concentrators, while the Brushy Creek plant is set up to process high copper-low lead ores. This article looks primarily at the process control installation at the Fletcher concentrator.

The nature of business in a free enterprise system is to maximise the return on an investment i.e. to maximise the wealth of the shareholders. This is normally achieved within constraints dictated by many agencies, one of which is the health and welfare of the employees. In the mining industry considerable effort has been expended in improvements in this field, however, the major problem still confronting the practicing ventilation or environmental engineer is the determination of what standards he should design for, which satisfy both the economic and health requirement s. Normally the basic health requirements are satisfied by the minimum standards defined in regulations and codes of practice. These are, however, based on an acceptance of a certain risk or lower production potential. A prime function of the ventilation engineer is therefore to financially justify and implement improvements to both standards and systems. The main purpose of this paper is to examine the basis and techniques of providing this financial justification. Changes in existing methods to achieve the same standards but at lower costs are also covered.
