Removal of moisture from fine (minus 28 mesh) dean coal to 20 percent or lower level is difficult using the conventional vacuum dewatering technique. High pressure filtration technique provides an avenue for obtaining low moisture in fine clean coal. This paper describes a couple of novel approaches for dewatering of fine clean coal using pressure filtration which provides much lower moisture in fine clean coal than that obtained using conventional pressure filter. The approaches involve (a) split stream dewatering and (b) addition of paper pulp to the coal slurry. For Pittsburgh No. 8 coal slurry, split stream dewatering at 400 mesh provided filter cake containing 12.9 percent moisture compared to 24.9 percent obtained on the feed material. The addition of paper pulp to the slurry provided filter cake containing about 17 percent moisture.

An example of market development is described. The market in rail-lake movement of coal is vital to a rail carrier because of its location. This market is threatened by nuclear and other competing fuel sources and by depressed all-rail unit train rates, The first step to develop the rail-lake transportation market consists of rate adjustments and tariff changes to force tighter scheduling of mines, railroad, port and boats, and thus reduce cost. The second step provides a surge pile at the port to eliminate most of the seasonal disadvantage of rail-lake movement and reduce car detention at the port to almost zero.

In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars. Most miners know that Latin America's major mineral areas are in the mountains of Mexico and down the backbone of the Andes in South America. These areas comprise some of the more rugged and challenging parts of the world's geography, and the risks of doing business in these areas are just as difficult as the impressive task of extracting and processing ores. However, Latin America does contain mineral deposits, some untouched and many to be discovered, that convince venturesome people that the tremendous effort required to mine them will be worthwhile. The rewards have often been adequate in the past. Hopefully, they will be in the future. Background The safest statement that can be made about Latin America is that the "ballgame is constantly changing." Here are some examples: Chile. Under President Frei in the 1960s, Chile welcomed foreign mining interests, even though the government was acquiring significant ownership interests in the big copper properties. Then, under Allende in the 1970s, the big mines were taken over and compensation was denied on various grounds including the allegation that extraordinary profits had been made that should have been taxed. After Allende, an about-face was made in policy; former owners of the expropriated mines received some compensation and new foreign investment was seriously welcomed. In this paper, we use a new kind of fan charateristic curve instead of the common quadratic function, and give the existence and the uniqueness of the solutions to the ventilation network controlling equations, so that the existence and the uniqueness of the solutions for the natural air distributting problem can be conveniently given. We also give a conjugate gradient method with the global convergence to solve the equations having the unique solution. Because we adopt a very efficient technique of one dimensional search (or linear search) in this method, the method can quickly solve a lot of problems, especially in large scale problems. The second part of this paper is the establishment of the model of the constrained quadratic programming for the measurement adjustment of mine ventilation network. We give the algorithm to solve this model as well. The two algorithms given above have been realized in the mic-computer MC-68000 with Fortran codes, and the numerical results are satisfactory.

In this paper a new method for the arresting of tunnel explosions is presented. In the proposed technique, the on coming explosion is detected by a pressure sensitive device by a pre-determined rise in static pressure. The sensor then triggers a mechanism which causes the explosion door to be closed in a specially constructed concrete barrier zone. The doors are of a special construction and consist of perforated steel plates that allow part of the blast wave to be transmitted but do not allow the passage of the flame. A number of design parameters have been identified, including: the likely amplitudes of the transmitted/reflected pressure waves that would govern the explosion door pressure loading; thickness of the perforated steel packages; perforation dimensions; heat transfer across the door and other factors.

Backpropagation, learning vector quantization, counterpropagation, functional link, probabilistic, and. self -organizing map are among the most popular neural network classification paradigms. Each paradigm finds a unique set of weights that will map the input pixels into their respective output classes. The usefulness of each network depends on its overall accuracy, ease of use, speed and scaling. The fastest and most accurate networks in this study were the functional link and counterpropagation. These networks, however, do not scale well to large input vectors or large training sets. A better choice is the LVQ network which achieves high accuracy, is fast, requires a minimum number of input parameters and presents fewer scaling problems.

In conjunction with its 1993 Annual Meeting, held Feb. 15-18 in Reno, NV, SME sponsored a symposium, "Conveyor Belt Engineering for the Coal and Mineral Mining Industries." Eighteen papers were presented, grouped into four sessions: Low Tension Drives, High Tension Drives. Novel Techniques and Specifications. Three of the papers have been republished in this issue of MINING ENGINEERING. Brief summaries of the other 15 papers are presented here. (The 193-page symposium Proceedings, edited by Mike Evans of Consol, includes all of these 18 papers and is available from SME. For the convience of interested readers, an order form is included at the end of this Proceedings summary.)

Researchers at BCD Technologies and the University of Alabama have applied three statistical techniques to the information contained in a large database of measurements from a phosphate ore processing plant. The rust, Principal Components Analysis (PCA), replaces many measured variables with a few fundamental and un-correlated variables. The second technique, Projection to Latent Structures (PLS), is an extension of PCA that explores the relation between variables identified as either independent or dependent. The third technique, Cluster Analysis (CA), is applied to the results of the PCA or the PLS calculations, and identifies individual data clusters that represent uniform operating conditions in the plant. All three statistical methods can be seen as geometrical operations on the data viewed as points in space. A Viewer gives a corresponding graphical presentation of the data points. This paper describes the use of the above three techniques and the Viewer to explore part of the phosphate flotation database.

Historically, the control of flotation operations has been viewed by many as an art. Only recently has process measurement and control come to be viewed not as an ?art? but as a very complex and productive science. In recent years, process control applications to flotation plants have been established and already some gains have been reported for several industrial operations using individual stabilizing control loops including level, pulp flow, pulp density, reagent addition rate and pH (Paakinen, 1979; Hales, 1985). The use of process control computers combined with on-line x-ray florescence (XRF) in industrial flotation circuits has made the application of more sophisticated control techniques feasible in the mineral recovery process. In spite of the availability of reliable instrumentation in modern flotation plants, satisfactory control strategies are difficult to develop and implement. Extremely important factors such as changes in ore type, liberation characteristics, flotability, degree of oxidation on particle surfaces, and specific gravity constitute unmeasured disturbances to the process. Most current control systems cannot adapt specifically to such disturbances.

Even though wet processes were used in coal preparation plants prior to 1941, dewatering coal was not a problem then because the finer sizes were uneconomical to recover and were considered waste. However, during the war years the scarcity of raw materials necessitated the utilization of every pound of natural resources and coal plants began seeking an economical mans of recovering fine coal. Early efforts to this end concentrated primarily on centrifugal dewatering devices. Such equipment produced good results but was relatively expensive. In 1944, a method was devised utilizing a vibrating screen fitted with a profile wire deck rather than the standard woven wire cloth deck. This machine came to be referred to as a dewaterizer. Results obtained with the dewaterizer approached those of the centrifugal equipment, but at a lower capital cost, Their use reduced either the number of centrifugal units required to follow the dewaterizers or the required energy input to heat dryers, In some cases they eliminated the need for any further dewatering equipment.

In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.

The accurate prediction of mine profitability is essential for success in the present minerals market as is the ability to quantify the influence/of variations in revenues and costs on cash flow. A menu based spreadsheet template has been developed to determine annual cash flow, maintain depreciation schedules, and estimate labor and operating expenses. Sensitivity analyses may be conducted to determine the effect of productivity upon mining costs and the effect of selling price escalation upon rate of return. The advantage of this approach is that it can be used by a wide variety of professionals without extensive computer experience.

This paper describes a dynamic short-nun mineral supply model that incorporates secondary processing, transportation, mineral market structure, and direct mining and milling costs. The method employed is network flow programming. Empirical tests utilizing domestic phosphate industry data have been conducted by the Bureau of Mines, U.S. Department of the Interior. In the model, nodes represent physical locations such as a mine or port. Arcs represent either a process, such as mining, or movement, such as rail or barge transport. Each arc is described by lower or minims allowable flow bounds, upper or maximum possible flow bands, and variable cost. Mines and previous period inventories represent potential supply. The model is optimized via a cost minimizing algorithm, which attempts to fulfill stated total demand at the minimum possible system cost given the arc constraints. An optimal solution of the model will predict production patterns by mineral property for each prespecified level of demand. A mineral property is defined as a separate accounting entity such as a mine. The results of serial optimizations are used to construct the short-run supply curve. Dynamic policy analysis can be conducted by altering the arc constraints.

The disposal and reintroduction into recycling of residues produced by today's industrial society is not only a problem of much public debate in the countries concerned but also an increasingly prominent topic in science and research. In the treatment of most types of waste, ecological as well as economic considerations are important factors. In view of this, not only will future expenditures for treatment and processing become more significant but also, on the other hand, the savings and profits resulting from recycling. The situation described above reflects the inherent problems in the treatment of solid residues produced by waste incineration plants. The incineration of municipal waste produced approx. 2.7 - 2.8 million tonnes of solid residues in 1993 in the Federal Republic of Germany, which in part included still considerable amounts of organic and inorganic pollutants that could potentially be released into the environment. The most significant of these in terms of volume is incinerator ash at approx. 2.4 million tonnes. Through the use of innovative processing techniques, attempts are being made to convert the residues into a form that remains environmentally neutral over the longest period of time possible. One such group of techniques includes smelting technologies. After it has undergone specialised treatment, mineral incinerator ash is converted into environmentally neutral and reusable glass (vitrification) since, besides a reduction in the volume of the residues by approx. 90%, the main goal is a complete immobilisation and destruction of inorganic and organic pollutants respectively. These glasses, after they have been reshaped, are resold as commercial products such as damming or form glass.

The Research Council of SME, at its Annual Meeting in Reno, NR, in February 1993, held a Research Forum on Technology for the Future. The Forum's purpose was to find out from the members, particularly those from industry, their opinions on research needed in the mineral industries. Panelists were selected for their breadth of knowledge and connections. Many panelists, in turn, solicited opinions from additional contacts. A similar effort is underway with mineral-oriented schools. A parallel mission has been undertaken by the American Mining Congress (AMC) through its Committee on Technology. In particular, AMC is concerned that the needs of industry be transmitted in a timely way to federal agencies, especially the US Bureau of Mines. This article reports to the SME membership the principal findings of the Research Forum. The article is derived from a full report that is available from SME. Many of the calls for research made during the Forum can be clustered into five broad categories. These categories are discussed in the following sections of this article. However, since the time of the Forum, many reviewers of the full report have noticed that fundamental research was not given much emphasis. The Research Council points out that the Forum was organized around industrial needs. There is a call to the academic and research community to organize a similar Forum. The Council emphasizes that this is not the last word on research needs and that the membership is urged to continue to give ideas and opinions to the SME Research Council. There will be an opportunity at its next meeting during the SME Annual Meeting in Albuquerque, NM, Feb. 22, 1994, for open discussion of this report. Because the opinions were intentionally confined to representatives from industry, the problems portrayed and the solutions sought are from the vantage of an operator. It comes as no surprise that many of the espoused research desiderata seek more efficient or cost-effective outcomes for the various mining activities discussed. The order of the Forum was a straightforward set of mining activities: exploration, evaluation, mining and processing.

Mining activities involve excavation from underground to the surface of large quantities of ore (e.g. uranium and its disintegration products) (Dumitrescu, 2002, 2007). Material with limited content of uranium, deemed as sterile or low-radioactive is mainly stored on the surface. These wastes modify the configuration of the disposal areas and affect the quality of the environment and the landscape. This paper presents both analytical and numerical models related to stability assessment of uranium mining waste dumps. It is focused on the calibration procedure of the numerical models, in order to minimize risk error during stability prediction and avoid long term environment pollution.

The state of Illinois is committed to direct support of the Illinois coal industry. The Illinois Department of Commerce and Community Affairs’(DCCA) Office of Coal Development (OCD) provides incentive programs for coal and energy development. Illinois coal programs include tax and financing incentives for new coal-fired generation, infrastructure grants to expand coal mining and transportation systems, research and development grants to initiate and advance clean-coal technologies and demonstration grants to bring advanced coal utilization technologies to commercial-scale readiness. As a result of these efforts, the Illinois coal industry is reinventing itself and is now more productive and competitive than ever before.
